The Minnesota Supreme Court allows statutory construction to effectuate the intention of the legislature. Section 645.16 of Minnesota Statutes addresses legislative intent controls, listing what matters may be considered when the words of a law are not explicit. The use of committee books (minutes), house and senate journals, and media recordings has been permitted. [ABSTRACT FROM AUTHOR]
