This article investigates the research data policies of China's scholarly journals to provide a regional perspective. In total, 1243 science, technology, and medicine (STM) journals in the Chinese Science Citation Database (CSCD) were examined in June and July of 2021. The findings show that the existence and attitudinal strength of the research data policies of China's scholarly journals are weak overall, but differences exist across journals with different languages, publishers, disciplines, access models and metrics. A large imbalance exists between English‐language journals and Chinese‐language journals in setting their research data policies. The existence and attitudinal strength of the research data policies of journals co‐published by Western publishers and Chinese publishers are much stronger than those of journals published solely by Chinese publishers. In terms of discipline, journals belonging to the life sciences have stronger attitudes towards research data sharing. Open access model journals and hybrid model journals are better than subscription model journals in opening and sharing research data. The Chinese government initiated a policy of 'corporatization of cultural entities' in 2003. Most Chinese book publishing houses were required to complete this transformation by 2006 and journal publishers by 2012. Chinese academic publishers, who no longer receive any general subsidies and allowances from government, have struggled to survive since then. During the reform process, many Chinese journals charged their authors page fees, and academic book publishers raised the prices of their publications. The continuing existence of other subsidies, however, means that there is still a degree of dependency in the Chinese system, and it will take time for its academic publishers to grow into real market players and to enhance their competitiveness. This overview describes the general situation of online scholarly publishing in China from both the supply and demand points of view. Based on desk research, online survey, and face-to-face interviews, we identify scholars' perceptions as well as expectations of the current online publishing system. Frontiers of Environmental Science & Engineering in China (FESEC) is a quarterly English-language journal jointly published by Higher Education Press of China and Springer of Germany, and edited by Higher Education Press and Tsinghua University in China. At this critical point in its development as a burgeoning market economy ensconced within a socialist political system, China faces a dilemma in becoming a fully-fledged player in the copyright arena. Over the past two decades, China has made great strides in creating a legal and governmental framework for the administration and enforcement of copyright. But its implementation has left much to be desired, owing partly to inadequate resources of money and personnel, partly to insufficiently harsh penalties for infringement, partly to cumbersome procedures required to bring action against infringers, and partly to a general cultural tolerance for practices that run contrary to cultivating a broad-based respect for copyright. This article proposes that a balance of pressure and encouragement is likely to have the best chances of success in overcoming these problems and ensuring that China will become fully welcomed into the international publishing community. Based on the 1,608 journals covered by the Chinese Science & Technology Journal Citation Reports (2005 edition), we analyzed the open access (OA) publishing situation of Chinese scientific journals. From this database we identified 91 journals offering full OA; a further 139 journals offered delayed OA. Data collected at three different time points (January 2006, July 2006, and January 2007) showed that the OA status of these journals is not stable; some OA journals subsequently became non-OA. Most of the Chinese OA journals are not part of a larger aggregation, but are published independently. Relatively more OA journals are published in the fields of medicine and biology. Both the shift from a planned economy to a market economy system and the advent of the information era pose great challenges to Chinese university journals. The strategy of the Chinese government is to improve the system of university journals by encouraging mergers and partnerships with the aim of reducing the number of titles while improving their overall quality. Between 1929 and 2002 over 200 English-language scientific journals were founded in China. The number of China's English edition journals in each discipline is, however, not correlated to the corresponding output of China's articles listed in the ISI's Science Citation Index. Clearly, the goal of these journals is to be internationally recognized. It is shown that this goal is rarely achieved. We think that lack of good-quality papers, low international visibility and a citation `Matthew effect' are the main causes for the small role played by China's English-language journals.
