Contains fulltext : 287534.pdf (Publisher’s version ) (Open Access) Abstract: Drawing on longitudinal research engagement with villages and government projects in the Eastern Cape Province of South Africa, we argue the case for a strong revamp of government policies on rural development. Thereby we suggest that the legitimacy of ascribing to policy a notion of “post-apartheid” is largely redundant as current development policies in rural South Africa have not changed sufficiently. Notably the underlying rationale behind government interventions and associated governance mechanisms remains highly technocratic. This represents a strong continuity in the role of the state and its quest to restructure and modernise the rural economy. We question the efficacy of such a technocratic approach when it seems so disconnected from the socio-economically fluid and spatially heterogeneous spaces created by rural populations who, in the process of defining and pursuing their livelihood goals in relation to particular identities, and ideals around notions of modernity, produce livelihood constructions and identities that are seldom confined to the village or the agricultural sector alone. 17 januari 2023

Land tenure security perceived by farmers is generally considered an important precondition for rural development. In this paper, we first propose a holistic framework of land tenure security that integrates Van Gelder's tripartite view of tenure security with Ho's credibility thesis. Following this framework, we empirically investigate the interrelation between the cognitive and the affective components of tenure security perceptions, and analyze how these perceptions are influenced by psychological factors, such as personality traits and economic preferences. We apply the generalized structural equation modeling to a dataset collected in 2019 among 1359 rice farmers in three provinces in eastern China. We found that the cognitive component shows an inverse “U-shape” relationship with the affective component, indicating farmers are not necessarily worried about the possible future land reallocation even if they think it is very likely to take place and that the widely used indicator, i.e., estimated probability of land reallocation, is thereby not sufficient to reflect a farmer's overall perceived tenure security. We also found that individual differences in personality traits (e.g., neuroticism) can help explain observed variations in perceived tenure security. The results showing perceived land tenure security of rural farmers also comprises nonequivalent “feeling” and “thinking” components and their influencing psychological factors have important implications for future research and policy making on rural institutional development.

Municipalities worldwide are confronted with the need to take long-term decisions about ageing water infrastructure in the face of unpredictable future developments. Previous studies on long-term decision making have proposed solutions targeted at the domain of either politics or planning. This study combines insights from the domains of policy, politics, and planning by using the Multiple Streams Framework to explain what enables municipalities to take forward-looking investment decisions. We combine the configurational MSF perspective with an explicitly configurational method namely fuzzy-set qualitative comparative analysis and apply this to 40 cases of Dutch municipalities. We conclude that enabling conditions differ for small versus medium-to-large municipalities. Furthermore, forward-looking investment decisions can be achieved regardless of the municipalities' organizational analytical capacity. In fact, and contrasting to the requirement of the MSF, not all streams necessarily have to be present for forward-looking decisions to occur. For medium-to-large municipalities, forward-looking investment decisions are stimulated by: (1) the presence of organizational analytical capacity, (2) transactional/networking political leadership in situations without focusing events, or (3) entrepreneurial/transformative political leadership in situations with focusing events. For small municipalities, forward-looking investment decisions are stimulated by networking/interpersonal political leadership combined with the occurrence of focusing events.

We examined the determinants of conflict among agro-pastoral households in areas affected by large-scale land investments in Ethiopia. We combined household and community surveys to collect data and used descriptive statistics and a binary logit model to analyze them. The results indicated that, in the last decade, land conflicts were prevalent in more than a quarter of the studied communities and that they increased since the establishment of large-scale land investments. The scarcity of pastureland and tenure insecurity are the key drivers of land conflict. We conclude that the state appropriation of traditional pastures for industrial plantations and a lack of property rights for the commons exacerbate land conflicts.

Climate change affects ecosystems and the well-being of rural households relying on ecosystem services for their livelihoods. The ability to withstand the adverse effects of climate change depends on their livelihood resilience. The relationship between natural resource dependence and livelihood resilience of Indigenous forest households in the Amazon region is still poorly understood. We used a case study approach to identify factors contributing to the livelihood resilience and vulnerability of 45 households in the Communal Land of Origin Tacana I area in the Bolivian Amazon. Household income data were collected before (2013) and after (2015) an extreme weather event. We combined a theoretical resilience framework with a practical indexing method to calculate the factors contributing to livelihood resilience and vulnerability. Additionally, conditions, regulatory and policy frameworks shaping vulnerability and resilience at the local level were reviewed. Our results show that income activity choice influences households’ livelihood resilience and vulnerability. Regarding natural resources, a low vulnerability was linked to selling game and fish or pursuing a wage livelihood strategy, while high resilience was related to hunting and cattle. Our results underline the importance of social networks and capital for low cash-income households to provide support. National development policies prioritize economic growth based on strengthening the energy, agro-livestock sector and boosting oil and mining sectors with industrialization. Some of these priorities may threaten the resilience and increase the vulnerability of Indigenous forest-dependent peoples and their subsistence livelihoods. External pressure on forest resources, including fish, requires a holistic focus on livelihood resilience in national adaptation strategies. Anchoring sustainable natural resources management and monitoring strategies at all policy and operative levels is crucial to the livelihood resilience of forest-dependent (Tacana) households and forest ecosystem health. Risk management approaches need to be developed inclusively and have an integrated socio-ecological focus to avoid adverse spill-over effects.

In this introduction to the Special Issue, we set out the key definitions, theoretical concepts and analytical dimensions of integrated forest governance. By so doing, we identify and account for the interplay between forest policy integration and integrated forest management as two constituting elements of integrated forest governance. Second, we summarize the main findings reported in the regular papers, and link them to the outlined definitions, theoretical concepts and analytical dimensions. This introduction further takes stock and classifies the main paradoxes of, barriers to, and drivers of forest policy integration and integrated forest management. It then structures the main empirical findings and conclusions along the key analytical dimensions and links them to the state of the art knowledge. Finally, we draw policy relevant conclusions and outline suggestions for future research.

Soil quality is an important determinant of the productivity, environmental quality and resilience of agricultural ecosystems. In addition to the farmer, there are other actors who may have different interests in soil quality, hampering the implementation of sustainable soil management. To date, these actors have received surprisingly little attention. This study presents an inventory of actors involved in sustainable soil management, including farmers, but also value chain participants (e.g. input suppliers and processors), environmentally engaged actors and policy makers. We applied Analytical Hierarchy Process (AHP) to elicit actors’ priorities for soil sustainability criteria. AHP is a method of multi-criteria analysis that uses pairwise comparisons to assess the relative importance of criteria. Additionally, we differentiated actors based on their involvement and perceived ability to influence decision-making. Based on the results of a survey, actors were placed in a power-interest grid. In this grid, the self-perceived power and interest of actors was differentiated from their power and interest as perceived by other actors. The main findings were that a complex and heterogenous network of actors exists around the farmer. Within this network, farmers and related value chain participants showed a priority for economic soil sustainability criteria. Environmentally engaged actors were confirmed to have a clear priority for environmental criteria. The power-interest grids underscored the prime role of farmers and the relatively high power of value chain participants. The self-assessment of power-interest compared to assessment by others revealed noticeable differences, especially for NGOs and environmentally engaged actors. This study provides an overview of which actors to involve in decision-making on sustainable soil management, which is illustrated for the EU mission “Soil Health and Food”.

Scholars, planners and practitioners worldwide are increasingly recognising that landscape governance is a promising approach for restoring forested landscapes and simultaneously achieving ecological, economic and social objectives. Because of its integrative nature, landscape governance involves actors who restore landscapes while operating in different economic and policy sectors and at various scales. Consequently, the governance of landscape restoration is typically associated with multi-stakeholder dialogue and negotiation on the different types and forms of restoration, and what these mean in terms of necessary trade-offs. In this article we consider landscape governance to be an indispensable element of landscape restoration that deserves specific attention in the restoration debate. Despite the growing body of literature on the challenges faced in landscape restoration, literature on the role of landscape governance in overcoming these challenges is scarce. Scholars often refer to the importance of the capabilities of the landscape actors involved, but without specifying the capabilities required, which actors require them and why. This article aims to fill this knowledge gap by analysing landscape restoration from a governance perspective, focusing on the key challenges faced by landscape governance and the key capabilities required by landscape actors to overcome them. To define landscape governance capabilities, and to identify their dimensions and categorisations, we consult the literature on landscape governance and on capability. We complement this literature review with our empirical data on the landscape governance capabilities as perceived by landscape professionals engaged in landscape restoration projects and programmes. Based on both, we develop an analytical framework that specifies some of the typical capabilities required for addressing the challenges faced by landscape governance aiming to achieve well-balanced and long-lasting landscape restoration legitimately. The framework not only helps fill a knowledge gap but can also be used to structure the debate on landscape restoration by elucidating landscape governance in various contexts.

In this article, we critically review the developmental claims made for the construction of the Rampal power plant in southwestern Bangladesh, in the light of evidence about transformations of land control related to this construction project. Land has become a heavily contested resource in the salinity-intruded southwestern coastal area of Bangladesh. Changes in land control for the construction of the Rampal power plant and similar projects have intensified decades of struggles over rights and access to land. The Rampal project is labelled as “development” and claims to contribute to the elimination of poverty. However, we find that, in reality, this project leads to a reorganization of land control, rights and access in ways that perpetuate and intensify waves of eviction and exclusion of small landholders and landless laborers, thus threatening agriculture-based rural livelihoods. We analyze how four actor groups involved in land control are differently affected by the project interventions, embedded in the context of historical land tenure developments. We find that the benefits of this “development”, primarily favoring rich and powerful social groups and investors, necessitates a critical rethinking of Bangladesh's development and its claims of poverty elimination in the light of related land control practices.

Policies supporting rice production and investments in water infrastructure enabled intensification and diversification of farming systems in the Vietnamese Mekong Delta (VMD) over the past 20 years. Yet, demands of food security, economic development, and climate change continue to pose diverging and often conflicting challenges for water resources management in the upper, central, and coastal zones of the delta. The major changes effected in the VMD’s hydrological regime and land-use patterns are acknowledged in the literature, but few studies have examined the interplay between these dynamics at the delta scale. Based on time-series maps and statistical data on land-use, flooding, and salinity intrusion, we investigated the interrelations between land-use dynamics and changes in hydrological regime across the VMD in three representative periods. Land-use was found to be highly variable, changing by 14.94% annually between 2001 and 2012. Rice cropping underwent the greatest change, evolving from single cropping of traditional varieties towards double and triple cropping of high-yielding varieties. Aquaculture remained stable after rapid expansion in the 1990s and early 2000s. Meanwhile, flooding and salinity intrusion were increasingly controlled by hydrological infrastructure erected to supply freshwater for agriculture. Effects of this infrastructure became particularly evident from 2001 to 2012. During this period, spatial and temporal impacts on flooding and salinity intrusion were found, which extended beyond the rice fields to affect adjacent lands and livelihood activities. Unforeseen effects will likely be aggravated by climate change, suggesting a need to rethink the scale of planning towards a more integrated hydrologic approach.

Envisioning the future city as the outcome of planned development, several master and strategic plans for Dhaka were prepared. However, these plans, do not adequately address the well-known and combined effects of climate change and unplanned urbanization on urban flooding. Additionally, the spatial planning component is missing in adaptation planning, which broadly concentrates on the climate change. Long-term adaptation strategies should consider both the temporal and spatial extent of flooding. Uncertainties in climate change and urbanization will induce planning failure beyond the Adaptation Tipping Point for flooding exceeding the thresholds of the bio-physical system or the acceptable limits of societal preference. In this paper, a shift is proposed from the current planning practice of single-dimensional ‘Predict and Act’ towards a more resilience-based ‘Monitor and Adapt’ approach. It is prudent to visualize the effects of urbanization and climate change and translate them into strategies for improved adaptation based spatial planning. Here, Dhaka's exposure to floods under different climate change and urban (planned and unplanned) development scenarios is assessed based on acceptable thresholds obtained from plans (top-down defined) and stakeholders (bottom-up perspectives). The scale of effects of these two drivers on urban flooding is exhibited through the zone differentiated flooding extent. While apparently the effect of climate change on flooding is greater than that of unplanned urban developments, both play an important role in instigating tipping points and intensifying risks.

In order to reverse the trend of continuous decline in species diversity and abundance in agricultural landscapes, various governance arrangements have been implemented that promote, organise and finance nature conservationby farmers. The scientific literature predominantly focuses on agri-environment schemes (AES), i.e. publicly funded financial compensation schemes for farmers who implement prescribed conservation measures. Less attention has been paid to governance arrangements initiated by actors outside the public domain. Thispaper analyses a unique partnership between a nature conservation NGO – BirdLife Netherlands (BLN) – and a network of about 130 dairy and cattle farmers, aimed at meadow bird protection in the Netherlands. Meadow birds breed in large numbers in the Netherlands, mainly on farmland, but their numbers have been declining as a consequence of agricultural intensification, urbanisation and predation, amongst other things. Established in 2010, the partnership is gradually evolving from bilateral cooperation between BLN and individual farmers into a network. Based on desk research, interviews and five focus group sessions with almost 40 representatives of the partnership, we conclude that the main (perceived) achievements include: a large contribution to awareness ofand recognition for the important role and efforts of farmers in meadow bird protection among citizens, politicians, policy-makers and companies in agri-food chains; a modest contribution to improving conservation efforts by participating farmers; and a modest contribution to their knowledge about conservation of meadow birds. The main success factors are the alignment of interests and complementarity of the partners and motivation derived from meeting peers. The partnership clearly complements AES in terms of its functions.

Climate change is projected to strongly affect the hydrological cycle, altering water availability and causing successive shifts in vegetation composition and distribution. To reduce potential negative effects on vegetation, policymakers may implement hydrological climate adaptation measures, which may -in turn- require land use changes to be successful. Policy driven land use changes should therefore be taken into account when evaluating climate change and adaptation effects on the water-vegetation system, but this is rarely done. To support such policy interventions, we applied a coupled land use – hydrology – vegetation model to simulate effects of (i) climate change, (ii) socio-economic change, (iii) hydrological measures and (iv) policy driven land use change, alone and in interaction, on vegetation communities in the Netherlands. We simulated two climate scenarios for 2050 that differed in predicted temperature (+0.9 °C and +2.8 °C) and precipitation changes (groundwater recharge +4% or −14%). The associated socio-economic scenarios differed in the increase of gross margins per agricultural class. The land use changes concerned agricultural changes and development of new nature areas from agricultural land. Individually, land use changes had the biggest effect on vegetation distribution and composition, followed by the hydrological measures and climate change itself. Our results also indicate that the combination of all four factors triggered the biggest response in the extent of newly created nature areas (+6.5%) and the highest diversity in vegetation types, compared to other combinations (max. +5.4%) and separate factors. This study shows that an interdisciplinary, coupled modelling approach is essential when evaluating climate adaptation measures.

As the climate change problem becomes more eminent, there is more pressure to increase efforts in all sectors and countries. The land-use sector is seen as an option to reduce greenhouse gas (GHG) emissions, and key in achieving a balance in GHG emissions and removals by sinks by 2050, as envisioned in the Paris Agreement. This article presents two comparative case studies within the climate change arena and aims to understand how and why: 1) tropical deforestation and forest degradation have secured a prominent place on the international climate change agenda, while 2) agriculture has not secured a prominent place. We use the agenda-setting multi-stream approach (MSA), while adding a framing layer. Based on primary data (including an international workshop with forest and agriculture experts, interviews, and participation in key international meetings), and secondary data, this article concludes that REDD + is an example of how a condition was framed as a problem, a viable proposal was developed, and political will and receptivity was shown, all of which placed REDD + high on the agenda, and generated its legal and methodological framework over the course of ten years. In these efforts, the role of policy entrepreneurs was key. Agriculture, on the other hand, is a more complex sector with multiple interests and millions of stakeholders. The consideration of agriculture, in particular its mitigation component, is therefore a highly contentious issue. The fear of new binding commitments and the potential threat to food security and production, and the lack of a convincing proposal that addresses the multiple values of agriculture has impeded substantive progress. Also, the absence of a committed policy entrepreneur limits the place of agriculture in the climate change agenda under the United Nations Framework Convention on Climate Change.

Recent years have witnessed an expanding body of peri-urban and urban scholarship. However, recent scholarship has yet to adequately address the central role of politics and power shaping water quality decline. The article focuses on the trans-Hindon region which is part of Ghaziabad city, close to India's capital, Delhi. We draw upon urban political ecology and peri-urban scholarship to explain the role of politics and power shaping water quality decline. We argue in favour of creating stronger synergy between peri-urban and UPE debates as part of conceptualizing water quality decline. The article shows that as a complex socio-political challenge, water quality decline is centrally shaped by the intensifying linkages between urban and peri-urban forms of development and as a result deserves central attention as part of both these debates.

Private forests are widespread in Europe providing a range of ecosystem services of significant value to society, and there are calls for novel policies to enhance their provision and to face the challenges of environmental changes. Such policies need to acknowledge the importance of private forests, and importantly they need to be based on a deep understanding of how property rights held by private forest owners vary across Europe. We collected and analysed data on the content of property rights based on formal legal requirements existing in 31 European jurisdictions. To allow a comparison across jurisdictions, we constructed an original Property Rights Index for Forestry encompassing five rights domains (access, withdrawal, management, exclusion and alienation). We documented substantial variation of the private forest owners’ rights, and notably to i) make decisions in operational management and the formulation of management goals, ii) withdraw timber resources from their forest, and iii) exclude others from the use of forest resources. We identified broad relations between the scope for decision making of private forest owners and jurisdictions’ former socio-political background and geographical distribution. The variation in the content of property rights has implications for the implementation of international environmental policies, and stresses the need for tailored policy instruments, when addressing European society’s rural development, the bioeconomy, climate change mitigation measures and nature protection strategies.

With the rapid expansion of forest plantations worldwide, communities, NGOs and researchers are increasingly expressing their concerns about the outcomes of plantations’ activities for local households. This study investigates the perceptions of local households about forest plantations’ investments in social services and local infrastructure in rural Tanzania. We consider households living in villages adjacent to private, FSC certified forest plantations and households in villages adjacent to a state-owned, non-certified plantation. We use survey data from 338 households to analyze perceived changes in school enrolment, quality of education, and the number and quality of health centers, roads and bridges associated with investments by plantations. We use a mixed method approach and complement the results from a logistic regression model with observations of the size and quality of social services and infrastructure in the villages and with findings from focus group discussions. The results show that households in the villages adjacent to both the private, FSC certified and state-owned, non-certified forest plantations associate the plantations with improved social services and local infrastructure in the study villages. Moreover, we find that the private, FSC certified forest plantations are viewed more favorably than the state-owned, non-certified plantation in terms of their contributions to social services and local infrastructure in the study areas. Richer households tend to perceive the investments of the plantations more favorably than poorer households in the study villages.

Despite the growing importance of the digital transformation (DT) of the agrifood sector on the political agenda, traditional policies are not enough to provide proactive responses to rapid technological changes and new approaches for policy planning are necessary especially at regional level. This manuscript proposes and illustrates the implementation of a new methodological framework for DT policy planning in the case of Andalusia, the olive world leader region, but applicable to other regions and sectors, with two objectives: 1) to quantitatively determine the importance of the conditioning factors of DT in the olive sector in the short/medium term, by developing an AHP/SWOT/PESTLE model, and 2) to design public policies to strengthen the DT, taking advantage of the potentialities and alleviating the deficiencies, by carrying out a quantitative TOWS analysis. The knowledge of diverse groups of experts, i.e. stakeholders in the sector, has been used in all analyses due to the lack of reliable data and the complex nature of the issues analysed. The results show that the opportunities and strengths are more prominent than weaknesses and threats for DT. Environmental issues stand out as an opportunity to boost DT. There is also a growing interest in developing an interoperability strategy which is an opportunity to overcome the low technological integration of the value chain. DT can also enable a more transparent value chain and improved traceability. Some negative factors are the lack of evidence on the economic viability of investment in digital technologies, shortage of labour and young farmers, and potential unintended and unanticipated effects of DT. Important policies strategies to foster DT are: improving environmental efficiency though DT; promoting youth employment in the sector; enhancing coordination among innovation actors; developing a common interoperability strategy; and fostering technological integration in the sector.

Traditional vineyards in Spain are being upgraded to trellis vineyards. A key question is to what extent the transition to trellis vineyards is compatible with the environmental preservation goals in Special Protection Areas. This paper presents a GIS-based model to assess the suitability of Special Protection Areas for the development of trellis systems. The model was applied in a Special Protection Area for steppe birds in Castilla-La Mancha, Spain, a region with the largest concentration of vineyards in the world. The model includes three components: (1) a vineyard structure analysis, (2) an analysis of habitat fragmentation, and (3) a suitability analysis. The results showed that 50.9% of the study area, including 82.1% of the existing vineyards, was classified as suitable for transition to trellis systems. In the remaining unsuitable areas an increase in trellis systems should be avoided. The model is a stepping stone for improving the sustainable land use development of Mediterranean agricultural landscapes. Further research is needed to include wider socio-economic and environmental consequences of modernizing viticulture practices.

Several studies show that agri-environment schemes (AES) are likely to be more effective if they are designed at the landscape scale. However, this requires spatial coordination of environmental management across multiple farm holdings and collaboration among governmental and other actors, including, possibly, groups of farmers. In this study we analyse alternative approaches to spatial coordination and collaboration. Through case studies from five EU member states in North West Europe we analysed collaborative governance arrangements, from the perspective of the distribution of governance tasks among collaborating actors and changes to these over time. Of these governance tasks, spatial coordination had our particular interest. The collaborative governance arrangements were shaped in various ways. In four out of five case studies a group of farmers had become involved in the performance of more governance tasks over time. In all cases a professional(ized) organisation (governmental organisation or a group of farmers) was responsible for spatial coordination, possibly due to the complexities inherent to a landscape approach. In relation to the change of schemes over time, we argue that adaptive collaborative governance, incorporating learning, monitoring and evaluation in the governance arrangements, is key to effective agri- environmental management.

Stakeholder involvement in research processes is widely seen as essential to enhance the applicability of research. A common conclusion in the extensive body of literature on participatory and transdisciplinary research is the importance of the institutional context for understanding the dynamics and effectiveness of participatory projects. The role of institutional context has become increasingly important in view of large international research projects implementing shared participatory methodologies across countries (for example within Horizon 2020 and within CGIAR programmes), which each have different institutional contexts. Despite the generally accepted importance of the institutional context for understanding the unfolding of participatory and transdisciplinary research projects, surprisingly little research has actually looked into its role in greater detail. This paper aims to fill this gap in the literature by studying how a set of participatory principles and methods in a European project on integrated pest management (denoted as co-innovation in the project under study) was applied by researchers and advisers operating in a single international research project under the institutional conditions of four countries. The principal finding of this study is that, although constraints and enablers of participatory research at the personal level (e.g. researcher identity) were similar across the studied countries, research organisation- and community-based constraints and enablers differed, as well as those at the level of the overall innovation system. The institutions at different levels interact and create country-specific histories and path-dependencies, which lead to different degrees of propensity and preparedness, and hence different starting positions for participatory approaches. Consequently, when participatory research methods and approaches are applied in different contexts following a one-size-fits-all approach they may be less effective if not translated to institutional conditions at different levels. The study suggests that large international participatory research projects make provision in their design for careful selection of project team individuals, the composition of teams, and pay attention to the room for manoeuvre that the project, institute and national contexts provide for participatory research. To support the adjustment of participatory approaches to local institutional conditions, large international projects would benefit from fostering learning spaces that enable reflection on translation to local contexts and are capable of connecting to a wider network of decision makers and influencers that can facilitate institutional change in organisations and innovation systems.

A major driver of change in the Mekong River basin relates to hydropower development and the consequent changes in landscape and natural resource access regime that it induces. In this paper, we examine how the livelihoods of resettlers evolve following resettlement, and examine the determinants of that process. The study takes place in the context of the Theun Hinboun Expansion Project in Lao PDR. Based on longitudinal household surveys conducted before resettlement as well as 1, 2, and 3 years after resettlement, we identify the process of livelihood adaptation in resettled communities. Results show varying capacity to absorb shocks and cope with change even within a small village with seemingly equal conditions. Our results suggest that a more detailed understanding of this adaptation process is key to improving interventions for rebuilding the livelihoods of those resettled by development projects in rural areas.

The analysis of game farming is set in the Eastern Cape, South Africa. Game farming reorders the use, meaning and value of land and animal species. However, what it means for rural development processes in the immediate region and beyond is not well accounted for. We perceive game farming as an assemblage that brings together new actors, new forms of land use and new discourses. We argue that although game farming has generated new opportunities and new forms of added value to the available resources (e.g. eco-tourism, trophy hunting, game-meat production), situated in the history and contemporary context of the Eastern Cape, it is a contested, and from a development point of view, problematic land-use practice. We argue that game farming constrains land and agrarian reforms: the distribution of land and income remains skewed; ‘poaching’ occurs and game farms do not, or only minimally, generate new and badly needed employment opportunities. The game farm has emerged as an exclusive, globally well-connected space. The nature of the relationships this space maintains with the surrounding communities is, however, such that the overall contribution to rural development in South Africa is questionable.

As urban areas continue to expand, the need to consider nature conservation objectives in planning is growing. Policy makers across Europe recognize that effective nature conservation requires an integrated approach to land use planning that includes relevant ecological and spatial knowledge. Although a number of such integrated approaches have been developed, many local authorities in Europe encounter important institutional barriers to this integration. This is particularly true for countries in Central and Eastern Europe (CEE) like Bulgaria. The post-socialist transformation in Bulgaria led to intensified urban growth and local authorities struggle to find a balance between environmental and socio-economic interests. Meanwhile, the Environmental Policy Integration 'principle' (EPI) has been gaining prominence in Europe, aiming to address the trade-offs between environmental and economic incentives. Research highlights that successful EPI depends on institutional processes within different economic sectors and across governmental scales. These processes have not yet been comprehensively studied in the CEE and in Bulgaria. This article assesses the EPI process in urban planning in Bulgaria and identifies the institutional approaches that may contribute best to EPI in urban planning. Using the example of the "Corner Land" project in the city of Burgas, we discuss the key challenges that the local authorities face in addressing nature conservation in land use plans. The findings indicate that EPI is to a high degree constrained by the lack of an efficient communicative process across fragmented organizational structures throughout the entire planning process. While a procedural approach to EPI appears to be prevalent it is concluded that a communicative approach is urgently needed if the sustainability of urban plans is to be safeguarded and negative impacts on nature prevented.

In biome Pampa, Brazil, cattle farmers have managed the natural grasslands using practices that result in overgrazing, low productivity and low farm income. In addition, farmers in the region converted natural grasslands from beef production to more profitable activities, such as cash crops. This conversion and overgrazing have caused environmental problems in biome Pampa. Although several innovations that increase beef productivity without damaging the environment are currently available to farmers in the region, the adoption rate remains low. This study used the theory of planned behavior (TPB) to identify the beliefs that influence farmers' intention to use improved natural grassland. The TPB hypothesizes that adoption is driven by intention, which in turn is determined by three psychological constructs: attitude, subjective norm, and perceived behavioral control. These three constructs are derived from behavioral, normative and control beliefs, respectively. Results show that attitude had a strong impact on intention, followed by subjective norm and perceived behavioral control. Results also show that farmers' intention to use improved natural grassland depends on the extent to which farmers think this innovation allows for increasing the cattle density, the extent to which they think family and cattle traders support them in their decision to adopt and the extent to which farmers think they have sufficient knowledge and access to technical assistance.

In recent decades the intensification of agricultural production in many European countries has been one of the key components of land-use change. The impact of agricultural intensification varies according to national and local contexts and a greater understanding of the drivers of intensification will help to mitigate against its negative impacts and harness potential benefits. This paper analyses changes in land use intensity in six case studies in Europe. A total of 437 landowners were interviewed and their responses were analysed in relation to changes in land use intensity and agricultural production between 2001 and 2011. In the case studies in Western and Eastern Europe we observed stabilisation during the last decade, and no clear tendency of increase or decrease of land use intensity. The use of fertilizers and pesticides seems to have decreased in our cases in Western Europe, which is contrary to trends in Eastern Europe. Agricultural production remained stable in almost all cases, except for an increase in Austria and Romania which may indicate that the farming efficiency has increased. A statistical analysis showed a division between study areas in Romania and Austria (increasing land use intensity) versus those in the Netherlands, Denmark and Greece (decreasing). In the Mediterranean cases we observe a process where agriculture is becoming increasingly marginalised, at the same time as changes in function with regard to urbanisation and recreational land uses have taken place. Logistic regression highlighted the importance of farm size and farmer type in understanding changes in land use intensity. The dominant pattern of stabilisation which has occurred over the past 10 years may also partly be a result of effective EU and national environmental and agricultural policies, which are increasingly concerned with improving environmental conditions in rural areas.

Flood risk management has become important more than ever, because an escalating threat of unpredictable and extreme weather is affecting flood-prone communities. People-centred risk communication has been proposed as an effective strategy that can stimulate people to protect themselves against flood risks. However, little research with a sound theoretical underpinning has been done to examine the effectiveness of such a strategy in developing countries. We use a field experiment to analyse how risk communication can influence households’ intentions to implement mitigation measures. Our results show that communicating about the risk of floods and how to cope with floods significantly increased both threat and coping appraisals, and thereby motivated households to take more non-structural measures. While formal risk communication had certain direct effects on mitigation intention, informal risk communication percolated through psychological variables. Risk communication should focus on coping capacities for financial measures and address the problems of wishful thinking and disaster subculture of flood-prone households. Furthermore, women’s participation in risk communication did not change the intentions to take mitigation measures of the male household heads in the Vietnamese Mekong Delta.

Tropical deforestation is a serious environmental and economic problem that has become a global issue due to climate change and biodiversity loss. Reducing tropical deforestation is seen as national and international priority, given its impacts on carbon emissions, biodiversity and rural livelihoods. Some developing countries have achieved a forest transition: a shift from net deforestation to net reforestation, whereby a few generic pathways have been identified. Such pathways usually depend on the social, economic, ecological and political contexts of a country. A better understanding of trends related to the pathways at the country level is necessary to identify which factors drive forest transition. This paper analyzes forest resources development trends in Ghana by focusing on forest transition pathways and discussing the implications for a forest transition in the country. The analysis indicates that there is currently no strong force toward a forest transition through any of the generic pathways. Existing trends are either too small-scale or too ineffective. To accelerate a forest transition in Ghana, policy and management options should target measures that reduce current degradation of closed natural forests, increase the area and productivity of commercial forest plantations, promote sustainable forest management, and support and encourage forest conservation and integration of trees into farming systems.

To address rural diversity, a place-based approach to sustainable development becomes more relevant. Place-based approaches to development are said to strengthen the resilience of rural areas against global pressures by decreasing state dependencies and increasing the economic competitiveness of rural areas. How can such place-based trajectories be analysed and understood in the context of European rural regions? On the basis of empirical research undertaken in 2008 and 2010 as well as (updated) data since then, this paper traces the rural changes in time on the Shetland Islands in the UK. We have applied the model of the rural web as an analytical tool. While the web has been used to ‘picture’ the interactions between domains of the web at a specific and static moment in time, we test if the rural web can be used to analyse changing rural relations over time, thus capturing rural dynamics and describing varied development trajectories. The case of the Shetlands Island illustrates such competing development trajectories, expressed in conflicts over land use, the branding strategy and its contested policies towards a large wind energy project. Our hypothesis is that in Shetland we can witness elements of bio- and eco-economic development trajectories, each underpinning an alternative model for economic growth and sustainable development. These trajectories frame notions of place, space and time in different ways. The central question addressed in this paper is: how can the rural web be applied to analyse rural dynamics and development trajectories, in the empirical case of the Shetlands Islands? The process of unfolding of the rural web in Shetland indicates dependence on its place-based specificities, resting on a complex interplay between the agency of individual and institutional actors as well as wider structural conditions and pressures. The outcome of the unfolding of this web may be implicated in the development of an eco-economy. On the other hand, the planned new large wind farm has led to contestation over the future development trajectory of Shetland; this can be considered as an ambitious bio-economic project to substitute for oil as a large-scale corporate-led investment. The web as a framework for retrospective and comparative analysis has enabled us to study the ongoing change Shetland has undergone from a “peripheral”, “clientelist countryside” to a “segmented area”, characterised by a unique and shifting configuration of rural development domains. The web, used in the manner attempted here, highlights the dynamism and captures the multidimensionality inherent in rural development processes. The findings can inform the debate on how to achieve an effective interplay between agency and institutions, and balance ‘bottom–up’ versus ‘top–down’ approaches to development.

Whereas participatory processes have been advised as decision support to environmental management worldwide, the way different ways of organizing them influence outcomes of such processes have not been sufficiently addressed. In this study we reflect on two specific types of framings for participatory processes by examining one case dominated by stakeholders and another facilitating deliberation among citizens. Both processes concern coastal zone management in Norway. Whilst the main aim of the paper is to address how the framing of a participatory process influences its form and content, we also emphasize the distinct differences in outcomes from the two processes. Our analyses show that people are clearly acknowledging that there is a difference between acting as a citizen and as a stakeholder, and finding it unproblematic to identify themselves with such roles. Based on the findings, we reflect on their significance because fostering such logic throughout participatory processes may enhance our capacity to think both more long term and more principally about which values to protect.

In recent years, conflicts related to tenure, management and utilization of natural resources, in particular bioenergy conflicts, are becoming increasingly common. Many bioenergy conflicts are related to plantation projects seeking to capitalize on the opportunity to profit from a combination of factors, centred on the enabling environment for biofuel plantation establishment found in many developing countries. This study analyses these and other related issues in a conflict in the Tana Delta in Kenya. The conflict is centred on a proposed 65,000 ha Jatropha curcas plantation for biodiesel by the Canadian company Bedford. Ethical Analysis, a conflict management and research tool, was employed to better understand the underlying conflict causes. Shortcomings in the technical feasibility studies and participatory planning processes were revealed, including a poor understanding of the different interests and values with regard to land tenure and traditional rights. While the adoption of Free, Prior and Informed Consent (FPIC) is proposed, also capacities and the regulatory framework need to be strengthened to improve transparency, coordination, impact assessment and investment security. The study proposes ways to manage the ongoing conflict and discusses its implications for bioenergy governance.

This study examined how agricultural households involved in China's Sloping Land Conversion Program (SLCP) could respond to expected changes in environmental and livestock policies and changing commodity prices. We calibrated a farm household model using 2009 survey data collected in northeast Gansu Province, China, and examined the responses of four different household groups. Household groups were distinguished based on the resources they possessed for either cropping, livestock husbandry or off-farm employment. We also calculated the opportunity cost of converting sloping land from grain crop production to perennial grass production and included the net value of the replacement crop in these calculations. Our model simulations indicated that subsistence-oriented households were most likely to participate in the SLCP, and that SLCP payment reductions could have large negative income effects for this group. Reductions in SLCP payments increased income inequality among households in the study area. Migration- and cropping-oriented households have fewer incentives to participate in the SLCP. With rising commodity prices, SLCP payments need to rise to avoid that subsistence-oriented households reconvert their land from perennial grasses to annual grain crops. Local government policies related to livestock production are being devised in Gansu as a method to lift incomes, and these policies could also have positive environmental benefits by increasing grass production on sloping land. The introduction of these livestock promotion policies had modest income effects but did not alter the area grown with grasses under the SLCP.

Most forested areas in South East Asia are located in mountainous areas, where they are reservoirs of biodiversity and have important watershed regulating functions. However, the continuing provision of these environmental services may be jeopardized by land use changes. To re-establish natural or productive forests, programs are being proposed in which participating farmers can set aside some of their cultivated sloping land and receive payment for maintaining the newly forested land. This paper compares two types of payments for ecosystems services (or PES)-type programs designed to favor reforestation by farming households: “Payments for forests” (PFF) and “Terraces for forests” (TFF). Both programs involve setting aside sloping land for reforestation but differ in the type and amount of compensation offered. PFF offers annual payments per area of retired land. TFF offers to cover the cost of converting a certain amount of a farm's sloping land into terraces, combined with annual payments per unit area of retired land. The main objective of the paper is to compare the two types of programs in terms of cost-efficiency – can we get the same amount of forest at lower cost? – and equity – will the poorest farmers participate? Using mathematical programming, we developed a set of farm models corresponding to typical farms in a mountainous district in Northern Vietnam. We simulated participation rates of different types of farms in the two types of PES programs. For each PES, we assessed the amount of land converted into forest, the cost of the program, and its impacts on land use and household revenues, at individual farm and village level. Results of our simulations showed that increasing access to irrigated terraces as a way of compensating for converting land to forest increased the participation of the poorest farmers and was more cost efficient than pure cash payments. This suggests that existing PFF programs are biased against the smallest landholders in the region whereas they could be transformed into win–win programs likely to increase forested areas and reduce inequalities among farm households. Our paper demonstrates that PES schemes, when fine-tuned to the South East Asian context, could not only be used to restore ecosystem services, but also to alleviate poverty.

This article investigates land transactions in relation to intended land use change from a micro-scale perspective. Abetter understanding of land transactions is important for understanding and influencing how land is used. The aim is to explore how the different aspects and their interrelations influence landowner behaviour during land transactions initiated by the government. The study draws on 42 explorative interviews with land purchasers, land policy experts, planning professionals and local farmers.The study shows that uncertainty, and feelings of justice are pivotal aspects during land transactions. Moreover, land transactions are co-evolving with the planning process. landowners exhibit strategic behaviour based on their personal situation and their expectations on uncertain aspects. The strategies are strongly interrelated with the evolution of land use change. Land use changes are both input on which actors base their strategies, as well as the outcome of those strategies. The aspects found in this study were strongly interrelated and changed over time. Some aspects were context dependent, while others are expected to influence land transactions in general. In this light, the strength of a successful planner is twofold: on the one hand a planner needs to be a good communicator; on the other hand a planner should be able to deal with uncertainty and expectations during plan processes. The Netherlands were at the forefront of European nature conservation policy until recently. For years, a stable ‘social contract’ around Dutch nature conservation existed. To the surprise of many, this stability suddenly disappeared and Dutch nature policy has taken a dramatic shift with changing discourses on nature conservation, the halting of implementation of several key-policies and budget cuts up to 70%. This paper engages with discursive-institutionalism to understand such abrupt institutional changes through emerging ideas and discourses that reshape and undermine existing institutional arrangements. We show how the institutionalization of policy not only engendered but also restricted the impact of critical discourses in the 1990s and 2000s. However, critical discourses eventually played an important role in the sudden turn in nature conservation policy. The rise of a general populist discourse and the economic crisis contributed to the credibility of critical discourses and their translation into popular frames and storylines. Authoritative actors such as a new State Secretary opened up popular media for the critical discourses and contributed to their resonance among larger audiences. As such, the man and his new administration successfully used already existing counter-discourses to de-legitimise nature policy and break down important institutional arrangements at a pace unseen in Dutch politics. Adding a discursive element to institutionalism provides for analytical tools to understand change from both external as well as internal forces. In turn, enriching discourse theory with insights from neo-institutionalism helps to evaluate which ideas and discourses become materialized in policy and practice.

This paper documents how the implementation of forest tenure policy affects the decision-making of farmers in mangrove-shrimp farming systems with regard to their access to and management of mangrove forest in Ca Mau, Mekong Delta, which is the largest remaining mangrove forest in Vietnam. Policies on land allocation, land tenure and use-rights are important since they potentially promote sustainable mangrove-shrimp management. Forest management policy in Vietnam has been changed to promote equality of benefit sharing among stakeholders and devolved State forest management to the household level. However, to what extent its implementation can stimulate both mangrove conservation and livelihood improvement is still being debated. We use access and its social mechanisms to investigate how State Forest Companies (FC) and farmers can benefit from mangrove exploitation. The study was conducted from September 2008 to August 2010 using both qualitative and quantitative methods and using a participatory approach. After group discussions and in-depth interviews with a wide range of stakeholders, we interviewed 86 households in four communities using structured questionnaires. Results show the imbalance in access to finance, markets, and differences in authority between the two actors, farmers and FC. The discussion focuses on the possibilities of “win–win” outcomes, i.e. land tenure regimes promoting the devolution of sustainable forest management to farm households to balance benefits of both mangrove conservation and livelihood improvement.

The aim of this paper is to analyse and explain the historical development of forest policy in Ethiopia from post-World War II era up to present. The analysis was conducted by tracing competing ideas, interests, institutions, and power configurations over a period of time. A qualitative historical analysis method was employed to collect and interpret data along the analytical dimensions of the so-called Policy Arrangement Approach (discourse coalitions, rules, resources and power). The development of forest policy in Ethiopia exhibits a dynamic process of institutionalization and deinstitutionalization. The institutionalization and deinstitutionalization process was co-shaped by a complex interplay of structural factors such as national political orientation and economic priorities, environmental calamities; and the dynamics in the global forest related discourses. Forestry was, most of the times, marginalized or integrated into the dominant agricultural development paradigm, where the integration also failed to maximize the synergy between the two sectors. The findings indeed confirm the usefulness of Policy Arrangement Approach to understand and explain such nuanced and dynamic process of (policy) change and continuity.

The objective of this paper is to examine the value of experiments for assessing the impact of the proposed Common Agricultural Policy of 2013 on farm income and farming strategies. We focus specifically on the impact of an alternative direct payment system based on a flat rate and green payments. We show the added value of an economic simulation experiment to existing economic micro- and sector modeling analysis when analyzing farmer behavior. It is shown that the suitability of and rewards for the provision of green services play a significant role in their uptake by farmers and the support for them. These results are useful in implementing a revised direct payments system in the Netherlands for the future.

In this paper we apply an agent-based modelling approach to improve our understanding of how government payments to enhance public values in social-ecological systems can contribute to the resilience of the system. As a system we take a rural area with high quality nature including farmers managing this area. These farmers make the decision either to produce milk for the world market or bring their land under the agri-environment scheme, which is supposed to enhance biodiversity at landscape level. We explore how farmers respond to introducing a flexible compensatory payment related to the degree to which AES parcels contribute to the spatial coherence of the local network of nature areas. We use this characteristic of the location of AES parcels as a proxy for higher species diversity. We also explore how farmers respond to increased volatility in output prices, which we consider as an example of a large scale disturbance with a potentially major implication on the spatial conditions of the network of nature areas. We find that if payments are spatially conditioned, farmers bring fewer parcels under the AES, but with a higher contribution to the spatial conditions for species diversity. We also find that if the payments are spatially restricted, the AES parcels are less sensitive to fluctuations in output prices. Assuming that it takes several years for a parcel with conventional farming to increase biodiversity, we conclude that if the government introduces a spatial condition into the AES payment system, the social-ecological system that we have considered would increase in resilience, because the condition for biodiversity would become less sensitive to large scale disturbances due to increased price fluctuation on the world market.

Agricultural production experiences a shift in underlying institutions during the last years., Importance of private stakeholders like retailers, processors, consumers as well as tax payers is, emerging. Eligibility for single farm payments and marketing of products is linked to compliance with, diverse codes of practice and standards. Voluntary certification schemes are not only relevant with, respect to agriculture's traditional activity (i.e. food production), but is also highly relevant in case of, rural policies. Examples are the EU's agri-environmental schemes, aimed at preserving biodiversity, landscape elements, etc., which are characterized by voluntary participation and the contractual, commitment to apply certain standards. However, these relationships are highly characterized by, information asymmetries. Economic literature offers several approaches to analyse similar relations. The classical approach bases on the assumption of utility maximising agents that will comply with, rules as long as the net utility of compliance will be higher than the net utility of an offence. Recent, evidence challenges this result. Experiments show that people behave more honest than the classical, deterrence model predicts. Main objective of the paper is to compare the various approaches to explain, compliant behaviour. Additionally, an outlook for empirical applications of the theoretical framework, developed here is given to motivate further research. However, our outlook shows that the selection of, appropriate variables to analyse compliance empirically is open to debate.

The aim of this paper is to evaluate the existing Flemish institutional framework of sustainable forest management (SFM). The evaluation was performed using criteria and indicators that were based on the four-dimensional structure (discourse, rules, power and actors) of the policy arrangement approach. The data collection and analysis were done using a single representative case. The conclusions of the evaluation are mixed. The introduction of sustainable forest management is hampered by different perspectives on SFM and a fragmented network of many different owners with a clear asymmetrical distribution of trust and power. It is, however, enabled by the way that the most powerful and trusted actors in the network – the forest group and the forest service – have the same perspective on SFM perspective as the government. We expect that SFM can be achieved in the near future, although it remains a vulnerable situation.

The current study explains why Dutch forest expansion policy is at risk of failure. To study the forest expansion implementation process we have chosen to further operationalize Matland's policy type implementation model to an extended and comprehensive typology of relevant implementation characteristics. In addition, a case study methodology with mixed-method design was used to collect and analyze the data. The Dutch forest expansion policy is currently an example of symbolic implementation. The symbolic implementation is a consequence of the absence of central guidance, the legislative complexity, the low policy stability, the lack of supporting conditions for policy innovation, the lack of regulatory responsiveness and the latent policy at state level and in many provinces. Nevertheless, the transferable development rights method of the province of Limburg is a promising innovation and forest expansion still happens, which is mainly the result of a good internal and external communication, an effective actor network of forest expansion advocates and the willingness to realize negotiated project aims that lead to a win–win situation for all actors involved. Nonetheless, it is expected that the forest expansion targets will be not reached, unless most of the above shortcomings are solved.

Land speculation by cattle ranchers is considered a principal cause of deforestation in Latin America, in particular in combination with (previously) widely provided interest rate subsidies. Proof for the hypothesis that land speculation leads to inflated rates of investment in land is, however, relatively limited and invariably related to the question of whether land prices tend to rise over time. Based on the Neoclassical investment theory with adjustment costs we develop a stochastic cattle ranching model in which land prices are modelled as geometric Brownian motion, to evaluate the effect of expected fluctuations in land prices on land investment decisions by cattle ranchers in Latin America. For a case study in the Atlantic Zone of Costa Rica, results show that the expected rate of investment is almost 35% underestimated in case land prices are assumed constant instead of fluctuating according to the standard deviation, while abolition of interest rate subsidies leads to an almost 15% decrease in the expected rate of investment. Consequently, it is shown that variability in land prices alone is a sufficient condition for land speculation, inflated rates of investment in land, larger farm sizes and, thus, higher rates of deforestation in agrarian frontier areas, while this process is further promoted by subsidized livestock credit or any other form of agricultural subsidy that increases the marginal production value of land.

Economics is about problems of choice. In erosion control, both public authorities and private land users are faced with such problems. What is the impact of erosion, both on-site and off-site, and to what extent can this impact be quantified? If we conceptualize this impact in terms of sustainability, how can we compare one type of effect against another? The former question can be answered only by natural scientists, the latter by economists and other social scientists. Weighing different aspects of sustainability requires value judgments, and economists are sometimes accused of having a jaundiced view of reality, wrongly supposing that decisions are based on rationality and denying the importance of emotion. However, let us assume that there is some mileage to be gained out of attempting to estimate the cost of erosion in an economic sense—which consists of converting the various effects into a common denominator: euros. If we can predict the impact of erosion control measures on erosion rates, we can know the benefit of these measures. The cost also needs to be calculated, not in terms of money but in terms of resources expended (which could have been used for other purposes) and in terms of possible negative impacts of erosion control (for instance, increased use of herbicides in reduced-tillage systems). There are important other considerations which economists may study. Firstly, there is the comparison of present versus future costs and benefits: how much can we sacrifice today for higher sustainability tomorrow? Secondly, there is the issue of private versus public costs and benefits: how do the goals of private land users differ from (those of?) the public good, how can this help us to predict land users’ behaviour, and what incentives would be appropriate to make them behave in such a way as to maximize the public good? Thirdly, how do we deal with uncertainty and risk? These problems loomed large in a study to support an extended impact assessment for the EU Soil Thematic Strategy, in 2005. Whereas much research has been done on erosion and its impact, much of this is on a small scale. The extent of the problem on a national, let alone a continental or a global scale, is still poorly known. The paper discusses how these problems were faced, which is not the same as saying they were resolved.
