This paper is the result of a preliminary research phase aimed at identifying the phenomenon of gentrification in Rome’s San Lorenzo neighborhood, examining the perception of the phenomenon and the urban planning tools that have been adopted until today to contain it. The experimental framework proposed, based on qualitative research methods, aims to discuss if some urban transformations can be related only to market phenomenon inherent to gentrification or to the lack of planning tools able to manage—through the construction of a shared view on neighborhoods development—the negative externalities resulting from the real estate investments induced by the tourism sector and linked to the presence of universities in the reference territory. The research combines an international theoretical framework; the analysis of the policies and of the urban transformation during the contemporary history of the neighborhood; and interviews to key informants such as representatives of local institutions and associations, researchers, inhabitants, and others. The research approach intends to deepen the general perception and the comprehension of the phenomenon of gentrification from the local community, in relation to his own involvement in decision-making processes about the strategic regulatory–prescriptive development of the neighborhood. The primary objective of the paper is to advocate for an analytical framework that facilitates a better understanding of gentrification within the national context and explores potential institutional responses. It seeks to clarify the concept of gentrification, which is often misunderstood when interpreted solely through its Anglo-Saxon definition. By doing so, the paper aims to contribute to informed discussions and effective policy-making regarding urban development in San Lorenzo and beyond.

Consideration of the future fate of brownfields in urban environments has driven a complex ‘season’ of decisions, planning, and implementation that has seen the emergence of different approaches and actions for their reuse. Among the various experiences of brownfield redevelopment, some projects have also promoted the partial renaturalisation of areas through soil desealing and demolition of existing buildings. These greening initiatives have provided new public facilities, e.g., parks and green areas, helping to improve the conditions of urban environments both from ecological and social perspectives. This article adopts ex ante and ex post methods to analyse two Italian case studies of brownfield regeneration involving desealing interventions and investigates two key aspects: (i) the planning process and tools that were put in place to implement the projects and (ii) the impacts for human wellbeing that were produced in terms of cooling effects. The analyses conducted show the real effectiveness of renaturation interventions especially related to reforestation measures in terms of temperature reduction. The examination of the two case studies also revealed the importance and potential success of traditional planning and implementation tools in promoting interventions that can now be considered innovative in terms of their actual contribution to current urban challenges. The results therefore allow us to emphasize the fundamental importance of the philosophy and basic principles of a transformation process, even guided by traditional planning tools, for the improvement of the environmental conditions of an urban context and the successful implementation of nature-based solutions.

The objective of this study is the development of crown width–tree height (CW-H) models in cities in northeastern Greece, for better urban vegetation management. In the cities of Kavala, Xanthi, Komotini, Alexadroupolis, and Orestiada, in total, 700 trees of Magnolia grandiflora L., Prunus cerasifera Ehrh., and Acer negundo L. were selected. For each selected tree, the total height as well as the minimum and maximum crown diameter were measured, and the average of the minimum and maximum diameter was considered the crown width. The selected CW-H models exhibit satisfactory R2 values of 0.60 and above. There is not a common pattern in the value order (or rank) of R2 among the M. grandiflora, P. cerasifera, and A. negundo CW-H models in the studied cities. A medium-sized tree such as M. grandiflora, a small-medium sized tree such as A. negundo, and a shrub or small tree such as P. cerasifera did not exhibit substantial differences in estimated and observed crown widths. The results of this study will increase our understanding of CW-H allometries. The main use of these models will be in the selection of the proper above-ground spacing of tree lines and in the spatial planning of a tree’s establishment so that no problems arise from its proximity to infrastructure.

This study examines the planning challenges and opportunities in conserving national trails, focusing on the Israel National Trail. National trails offer crucial benefits, including health promotion, social connectivity, cultural education, ecological conservation, and economic growth. Despite their value, these trails face sustainability challenges from environmental impacts, resource constraints, and competing interests, often exacerbated by weak statutory protections. Using a case study approach, this study analyzes three decades of case law and planning committee decisions, uncovering real-life conflicts and challenges in trail conservation. This study uncovers issues like difficulties in preserving the trail’s national identity, risks of route diversions, failure to realize ecological and economic potential, and inefficiencies in planning due to a lack of statutory footing. This study contributes to the emerging field of national trail research by proposing a retrospective methodology for identifying sustainability challenges based on practical realities and by emphasizing the need for comprehensive and transparent planning to ensure the sustainable future of national trails. Legal case studies prove to be a valuable tool for identifying conservation challenges and a significant database for developing a sustainable planning strategy. This methodology serves as a useful and globally relevant tool.

Extreme climatic conditions cause a decrease in ecosystem services, the disruption of the ecological balance, and damage to human populations, especially in areas with socially vulnerable groups. Nature-based solutions applying blue-green infrastructure (BGI) against these negative impacts of climate change have an important role in planning sustainable cities. This study aims to identify priority areas and develop scenarios and strategies for spatial planning to understand the tradeoffs in approaches and to maximize the benefits of ecosystem services provided by BGI in cities with arid and semi-arid climates, using Phoenix, Arizona, a swiftly urbanizing city in the Sonoran Desert, as the study area. Using GIS-based multi-criteria decision-making techniques and the Green Infrastructure Spatial Planning model integrated with the city’s existing water structures, this study is conducted at the US census scale. The hotspots for BGI are mapped from the combined GIS-based multi-criteria evaluation and expert stakeholder-driven weighting. In the hotspots where priority areas for BGI in Phoenix are identified, the city center area with a high density of impervious surfaces is identified as the highest priority area. It is revealed that social vulnerability and environmental risks (flooding, heat) have a positive correlation in Phoenix, and stormwater management and the urban heat island are the criteria that should be considered first in BGI planning.

Protected and conserved areas are a key area-based strategy to address the biodiversity and climate change crises. Indicators are fundamental to understanding performance over time. The Digital Observatory for Protected Areas (DOPA) was born in 2013 as a set of open-access web services and applications to be used to assess, monitor, and report on protected and conserved areas. For over a decade, it has delivered over 50 indicators to support policy processes, national and regional governments, and practitioners. DOPA has also developed a versatile and efficient back-end approach that is widely applicable in other area-based conservation contexts. Here, we describe the methods and workflows behind DOPA’s back end and provide examples of policy relevant questions it can answer. We discuss the key advantages and limitations of this systematic and replicable approach and explore the use of this back-end architecture to inform progress in area-based conservation targets for the following decades. This approach, embedded in multiple services provided by the Knowledge Centre for Biodiversity of the European Commission (KCBD), can also support the implementation and monitoring of area-based targets of the Kunming Montreal Global Biodiversity Framework at international, regional, and national levels.

Energy justice remains relatively under-researched outside of the Western context, especially in Asia. This paper addresses that gap by investigating the process of energy transition in Taiwan through the socio-spatial lens and institutional points of view. The paper underscores the urgency of recognizing and addressing the overlooked social injustices across different territories, advocating an integrated planning approach that incorporates a just energy transition perspective to reduce the uneven negative impacts of deploying renewable energies across communities and regional territories. Drawing on a case study of the Changhua region, the paper identifies conflicts arising from the rapid deployment of renewable energy, such as land use changes that displace farming activities and negatively affect rural stakeholders. The findings suggest the need to urgently address the gap between top–down goals in energy transition and bottom–up considerations to raise awareness and prevent injustices that risk deepening the existing socio-economic inequities. This paper also proposes a new framework for both new research and policy for (just) energy transition, incorporating distributional, procedural, and recognitional concerns together with a critical view on the cross-scale and cross-sectoral integration as part of the spatial planning process.

Logistics land is the spatial carrier for the development of logistics enterprises. Its evolution mode and driving mechanism determine the level of high-quality development of the logistics industry, and serve as an important basis for urban planning and territorial spatial planning. This study introduced a Boston consulting group (BCG) matrix and geographically weighted regression (GWR) spatial econometric models to carry out empirical research on the Yangtze River Delta (YRD), in an effort to provide scientific information for evidence-based decision-making by governments and enterprises. The scale and ratio of logistics land (LLS and LLR) in the YRD showed significant spatial heterogeneity and autocorrelation, cities with large logistics land use converging from clusters to belts from 2000 to 2020, and agglomerations with high logistics land ratio (LLR) migrating from inland to coastal areas. Diversified models of logistics land evolution also emerged, such as high scale–high speed cities, low scale–low speed cities, high scale–low speed cities, and low scale–high speed cities. In addition, the driving mechanism of LLS and LLR was very complex, with a great difference in the intensity, nature and spatial effects of the influence of different factors. The inspiration from empirical case studies is urgent to revise the planning norms and clarify the LLS and LLR control standards for logistics land use. Meanwhile, the synergistic development target of the logistics industry in the new era is changing from the manufacturing industry to the commerce and trade industry; the establishment of planning zoning and the designing of differentiated management policies significantly improve the planning applicability.

New territorial units resulting from urban sprawl processes constitute a major challenge for territorial planning. The aim of this paper is to analyze periurban spaces, focusing on the delimitation and characterization of the urban units arising from urban sprawl processes. The delimitation derives from fractal analysis, where urbanized space is used to detect the limits of the units. The characterization starts with the calculation of eight different indicators, using Geographic Information Systems tools. PCA is used to obtain different dimensions of the urban sprawl phenomenon. Finally, a cluster analysis has been applied to establish a typology of territorial units and facilitate the comparative analysis. The methodology is applied to a case study, the metropolitan area of Valencia. Results show six groups of urbanized spaces, which present different types of urban sprawl structures with different necessities. This applied research can be useful for the spatial planning of the periurban spaces, insofar as it allows the identification of supra-municipal or infra-municipal areas, where it will be possible to improve infrastructures, facilities, or green infrastructure, to empower secondary urban nuclei and to create new inter-municipal cooperation and governance formulas. In addition, the results can constitute a non-administrative territorial basis for the calculation of land occupation indicators that are often used as thresholds for the creation of new residential spaces in regulatory planning documents.

Wildfire occurrences have increased and are projected to continue increasing globally. Strategic, evidence-based planning with diverse stakeholders, making use of diverse ecological and social data, is crucial for confronting and mitigating the associated risks. Prescribed fire, when planned and executed carefully, is a key management tool in this effort. Assessing where prescribed fire can be a particularly effective forest management tool can help prioritize efforts, reduce wildfire risk, and support fire-resilient lands and communities. We collaborated with expert stakeholders to develop a Bayesian network model that integrated a large variety of biophysical, socioecological, and socioeconomic spatial information for the Southeastern United States to quantify where risk is high and where prescribed fire would be efficient in mitigating risk. The model first estimated wildfire risk based on landscape-scale interactions among the likelihoods of fire occurrence and severity and the people and resources potentially exposed—accounting for socioeconomic vulnerabilities as well as key ecosystem services. The model then quantified the potential for risk reduction through prescribed fire, given the existing fuel load, climate, and other landscape conditions. The resulting expected risk estimates show high risk concentrated in the coastal plain and interior highland subregions of the Southern US, but there was considerable variation among risks to different ecosystem services and populations, including potential exposure to smoke emissions. The capacity to reduce risk through fuel reductions was spatially correlated with risk; where these diverged, the difference was largely explained by fuel load. We suggest that both risk and the capacity for risk reduction are important in identifying priorities for management interventions. The model serves as a decision support tool for stakeholders to coordinate large-landscape adaptive management initiatives in the Southern US. The model is flexible with regard to both empirical and expert-driven parameterizations and can be updated as new knowledge and data emerge. The resulting spatial information can help connect active management options to forest management goals and make management more efficient through targeted investments in priority landscapes.

Urban park green areas are part of territorial space planning, shouldering the mission of providing residents with high-quality ecological products and public space. Using a combination of several measurement models such as the BCG (Boston Consulting Group) matrix, ESDA (Exploratory Spatial Data Analysis), MLR (Machine Learning Regression), GWR (Geographically Weighted Regression), and GeoDetector, this paper presents an empirical study on the changes in Urban Park Green Areas (UPGAs) in the Grand Canal of China. By quantitatively measuring the spatio–temporal evolution patterns of UPGAs, this study reveals the driving mechanisms behind them and proposes policy recommendations for planning and management based on performance evaluation. The spatio–temporal evolution of UPGAs and their performance in China’s Grand Canal are characterized by significant spatial heterogeneity and correlation, with diversified development patterns such as HH (High-scale–High-growth), HL (High-scale–Low-growth), LH (Low-scale–High-growth), and LL (Low-scale–Low-growth) emerging. The evolution performance is dominated by positive oversupply and positive equilibrium, where undersupply coexists with oversupply. Therefore, this paper recommends the implementation of a zoning strategy in the future spatial planning of ecological green areas, urban parks, and green infrastructure. It is also recommended to design differentiated construction strategies and management policies for each zoning area, while promoting inter-city mutual cooperation in the joint preparation and implementation of integrated symbiosis planning. Furthermore, the spatio–temporal evolution of the UPGAs in the Grand Canal of China is influenced by many factors with very complex dynamic mechanisms, and there are significant differences in the nature, intensity, spatial effects, and interaction effects between different factors. Therefore, in the future management of ecological green areas, urban parks, and green infrastructure, it is necessary to interconnect policies to enhance their synergies in population, aging, industry and economy, and ecological civilization to maximize the policy performance.

Achieving national targets on renewable energy poses several challenges, especially in multi-level governance environments. Incentives and specifications on wind energy development might cause uneven progress or even discrepancies. Therefore, governments have commenced adopting ‘positive planning’ to combine energy targets with spatial and land-use planning. Yet detailed discussions regarding wind energy development remain scarce. In this paper, I explore three explanatory case studies in Germany and Sweden, aiming to provide policymakers and planners with essential knowledge while presenting significant challenges and key lessons learned. Positive planning appears to center on a strong energy target focus, limited space, and a balanced approach, shaped by the sociopolitical context. While Germany has recently embraced positive planning, Sweden started ambitiously but is encountering planning and policy challenges. Planning agencies play a vital role in promoting wind energy targets at mid-scale levels, yet legally binding targets matter. Striking a balance between energy targets and addressing land-use concerns without disregarding them requires managing a delicate trade-off. Early communication and inter-agency collaboration, as seen in Sweden, might facilitate identifying compromises, navigating trade-offs between species protection and renewable energy and offering municipal incentives. Nonetheless, negotiating satisfactory spatial trade-offs for a long-term proof of concept remains a challenge.

In rapidly growing urban contexts, water plays a pivotal role in the transitions the urban environment goes through to sustain the quality of life of its population. Spatial planning and design are essential for the facilitation and manifestation of such transitions. Focusing on Bhuj, a rapidly growing Indian city in a hot arid desert climate, its crucial yet changing sensitivity to urban water flows over time is assessed. The concept of water sensitivity is coined as a goal to pursue by the Water-Sensitive Urban Design approach. In India, however, much of the urban design and development processes are of an unplanned and informal nature, seemingly inhibiting the water sensitivity of urban transitions. Reviewing spatial planning paradigms and their manifestation in space in Bhuj over time, however, brings to light a pre-existing water sensitivity. Yet it also shows a shift from the supply security-oriented ingenious watershed expansion to catastrophe-steered and urban expansion-driven water system negligence. Review and discussion of past and present urban water transitions and management points out drivers, barriers, and their interrelationships, to enable and advance water-sensitive urban development tied to local history, traditional knowledge, and context specificities.

Impervious land expansion is linked to ecosystem fragmentation and degradation, posing threats to nature conservation and multiplying climate change impacts. This is particularly true on the Mediterranean coast, where persistent urbanization is coupled with tourism development, further intensifying coastal erosion, flood risk, heat stress and biodiversity loss, while decreasing carbon sequestration. In this research, high-resolution imperviousness data were analyzed through a geospatial methodology to detect patterns and processes in a heavily burdened Mediterranean coastal area, namely Greece. The methodology was structured on a set of GIS tools, analyzing the distribution of new impervious cover between 2006 and 2018, to evaluate pressures exerted on coastal territories and on the environmental protection network. The results revealed relatively slow rates of impervious land expansion at a nationwide scale, mostly attributed to the economic recession period in Greece. However, certain locations exhibited continuing artificialization of land even within Natura 2000 areas, while future pressures on coastal territories are expected to increase due to the restarting of construction activity and the continuing dynamic of the mass tourism sector. The conclusions imply that controlling for imperviousness is important in order to develop spatial planning policies for climate resilience, which should be decisively enforced in the Mediterranean to prevent a business-as-usual scenario.

Larnaca’s salt lakes constitute one of the most important protected areas in Cyprus and in the southeast Mediterranean. It is in continuity with the urban area of Larnaca city, being the major green infrastructure in the area, supporting (among others) biodiversity, recreation, culture, and food production. The present study aims to provide an overview of the area’s ecosystem types and their potential to provide ecosystem services, focusing on assessing the water ecosystem condition and drafting the relevant baseline accounts. The results of the study include an ecosystem type map of the area, followed by potential supply maps of ecosystem services, for the three major categories (i.e., provisioning, regulating and maintenance, and cultural) and the estimation and assessment of ecosystem condition variables for wetlands, as proposed by the EU-wide methodology to map and assess the ecosystem condition, in line with the System of Environmental Economic Accounting—Ecosystem Accounting (SEEA EA). A critical exceedance (over 10%) of the imperviousness and the increase in the soil moisture deficit within the wider salt lakes area have been identified and can constitute useful variables associated with the anthropogenic, climatic, and other effects on the condition of the salt lakes. Discussion for integrating this information to existing knowledge is provided toward supporting scientifically informed decision and policymaking for the sustainable development of protected areas.

The quantification of greenhouse gas (GHG) emissions is increasingly important in spatial planning for regions, cities, and areas. The combination of territorial and consumption-based accounting (CBA) approaches can currently be considered best practice for calculating GHG emissions at sub-national levels, in terms of informing local decision-making about the different climate impacts of spatial planning policies, both within the boundaries of a given region and for the inhabitants of that region. This study introduces four European case studies that were conducted using the two quantification approaches to assess the climate impacts of locally relevant planning policies. The case studies represent different scales of spatial planning, different European planning systems, and different situations in terms of data availability. Territorial results are not suitable for inter-regional comparison, but rather for internal monitoring, while CBA allows for comparison and provides a comprehensive picture of the global carbon footprint of residents, however, with indications that are more difficult to link to spatial planning decisions. Assessing impacts, and in particular interpreting results, requires both methodological understanding and knowledge of the local context. The results of the case studies show that setting climate targets and monitoring the success of climate action through a single net emissions figure can give false indications. The study shows that the two approaches to quantifying GHG emissions provide complementary perspectives on GHG emissions at the sub-national level and thus provide a more thorough understanding of the GHG emission patterns associated with spatial planning policies. The identification of the regional differences in GHG emission sources and mitigation potentials are the main functions of sub-national GHG inventories and the impact assessment for spatial planning. Harmonization of the data collection for sub-national GHG inventories and the transparency of underlying assumptions would greatly support the coherence of climate action and the implications to spatial planning.

Over the last few decades, an increasing economic and social flooding damages trend has been recorded worldwide. Although this situation was initially associated with climate change, recently different institutions and scientific papers have related this trend to two main reasons: (i) a human population increase and (ii) the number of assets located in floodable areas. In this regard, this paper analyses evolutions in flood damages and their causes in a Mediterranean area, the provinces of Alicante and Murcia, between 1996 and 2016. The duration of this period, from a flood risk management policy point of view, is very important because it encompasses one of the most important legislative periods at a national and European level. As a main result, this paper establishes a temporal and spatial pattern related to increases in flood damages and their main influence on coastal areas, respectively, due to certain economic, spatial and temporal factors. As a conclusion, these trends demonstrate the inefficiency of flood risk management policies, especially those connected with spatial planning.

The growing complexity of managing the sustainable development of cities stresses the need for interdisciplinary approaches, with a stronger articulation between different fields. The integration between heritage conservation and spatial planning has already been addressed in recent literature, ranging from a traditional sectorial perspective towards more cooperative and coordinated initiatives, occasionally resulting in integrated policies. Nevertheless, the lack of institutional and policy articulation remains among the most frequent critical governance issues unsolved. This paper unveils the integration degrees between heritage conservation and spatial planning policies in Amsterdam (The Netherlands) and Ballarat (Australia), acknowledged for local and upper governmental initiatives, such as the Belvedere Memorandum and the Imagine Ballarat project, placing both at the forefront of the roadmap to this policy integration. In-depth semi-structured interviews with municipal officials in both cities reveal that, while policy integration is aimed at, implementation remains challenging. Both cities’ heritage conservation and spatial planning fields keep operating in parallel, often in conflict, and with different perspectives on the cultural heritage commonly managed. By identifying local technicians’ challenges, this research demonstrates that policy integration between heritage conservation and spatial planning is an ongoing process that demands more effective articulation towards more sustainable and resilient cities.

In recent decades, the landscape has given a new impulse to the renewal of spatial planning. This process has nevertheless raised several methodological issues about how to deal with sensitive non-functional aspects in spatial planning tools and procedures, as well as new challenges for policy design. Placemaking, landscape urbanism, and landscape planning do not differ just in scale but in their very idea of public/collective interest and the action that is required to reach them. Reflecting on some evidence from the recent Italian experience of landscape plans and policies, based on direct involvement in practice and academic debate, the author will highlight several main issues at stake today in this field. The conclusions will argue some potentially promising innovation perspectives, on both processes and contents regarding landscape-based spatial planning and policies, as well as some critical conditions of an institutional context.

The formation of the Jakarta Bandung Mega-Urban Region (JBMUR) has created a rapidly urbanized corridor, the JBMUR south conurbation corridor. Due to its geographical location, the expansion process in the JBMUR south conurbation corridor has caused significant social, economic, and environmental problems. This study explores and quantifies the impact of the urban expansion of the JBMUR on its south corridor, mainly on the spatial pattern and the form dynamics based on the land-use changes process, using landscape metrics and its implications on planning policy. The metrics used in this study describes a few patterns and form characteristics: density, clustering, connectivity, and shape. Those metrics are then quantitatively measured using the FRAGSTATS Urban Expansion Intensity to measure the expansion rate in four of the JBMUR South Conurbation Corridor urban areas. The result shows that the urban areas grow significantly from the core area and expand outside with the following pattern: increased urban density, less compact, and the two urban areas becoming closer/more connected. This growth intensity and pattern are happening due to the misalignment of the planning policies in the municipalities of the south corridor. It is needed for any future planning policies to mitigate these problems and create a robust plan to maintain the sustainability of the JBMUR South Conurbation Corridor as a whole.

The UN’s 2030 Sustainable Development Goals (SDGs) call for the provision of universal access to: (a) safe, inclusive, and accessible green and public spaces, and (b) safe, affordable, accessible, and sustainable transport systems for all. The Barcelona green axes plan aims to transform one third of the streets within its 19th century extension grid, increasing the tree cover and the vegetation, adopting sustainable urban drainage systems, limiting motor traffic, and providing a safer and more comfortable environment for pedestrians, cyclists, and other social activities in healthier environments. These transformations become even greater at the intersection of the axes, where former traffic junctions are becoming squares and urban gardens. This study gives an in-depth analysis of the origins of the superblocks plan, the rationale behind the transformation, and the implementation process. The GIS-based analysis shows how the green axes and the new square gardens (a) transform the city’s disconnected urban green areas into a more interconnected green infrastructure system, and (b) significantly increase accessibility to green areas. The study reveals this strategy’s potential to create a city of proximity, improve the well-being of the population, and build a more equitable city, which could be a useful tool for planning and decision making at both city and regional levels.

How land is used is connected to some of the most important issues of our time: sustainable development, economic development, reducing territorial inequalities and the rights of future generations, to name but a few. There is growing recognition that a wide range of policies shape how land is used and managed beyond that of land use and environmental planning systems. From fiscal and tax incentives to industry subsidies and infrastructure or transportation program design, a myriad of incentives and disincentives shape the decisions and interventions that play out across our land, often leading to adverse outcomes, such as a loss of agricultural land, environmental degradation, high housing prices or costlier services. This paper shares a conceptual framework for the governance of land use encompassing a range of policies and other factors across scales that shape how land is used and managed. This framework encourages consideration of the incentives, disincentives and complementarities across a range of policies and practices and the need for stronger alignment to meet land management goals.

The purpose of this paper is to investigate the role of the landscape’s cultural values in the practical work of biosphere reserves and to identify what opportunities there are to increase awareness and knowledge about these values. The paper draws upon data collected in a Swedish biosphere reserve, including a survey of residents, interviews with public officials involved in cultural heritage management, and an analysis of documents produced by the Biosphere Reserve Association. Residents showed a broad knowledge about the landscape’s cultural values, and they linked immaterial heritage to material objects. The residents’ strong identity and pride in relation to the landscape were confirmed by the officials, who argued that it is the deep layers of history and the cultural diversity of the landscape that make the biosphere reserve attractive. However, concepts related to the landscape’s cultural values were barely touched upon in the documents analysed; the landscape’s cultural values were presented as a background—as an abstract value. The findings reveal several unexplored opportunities and practical implications to increase awareness and knowledge of the landscape’s cultural values. Suggested actions include definition of goals, articulation and use of concepts, inventories of actors, increased collaboration, and use of residents’ knowledge. Cultural values of landscapes are often neglected in the practical work of biosphere reserves, despite the social and cultural dimensions of sustainable development being an important component of UNESCO’s Man and the Biosphere (MAB) Programme. This research indicates several ways of bridging this gap between theory and practice.

Mobility is one of the basic needs for modern people. The transport system is one of the largest consumers of energy. The largest dimension of mobility activity is concentrated in metropolitan areas, which also shows energy consumption by transport. The research looked at the potential for improving the energy efficiency of a functional and spatial structure, using the example of a medium-sized city and its functional area. The study refers to the idea of the pervasiveness of spatial structure and to the criteria of New Urbanism, as a multifunctional and sustainable urban form. The gravity fields concept was also used. This article presents simulation modeling that has made it possible to model the potential for optimizing an urbanized area towards a reduction in energy consumption in the mobility sphere and to compare the scale of the potential in this respect of its segments in relation to the movement relationships of the destinations (residence, services, workplaces, and leisure). Results show the greatest energy-saving potential located in the peripheral areas with longer distances from centers and the worst equipment of services and infrastructure. The analytic model presented in the article, based on the concept of pervasiveness, could be used for the evaluation of the multifunctionality and sustainability of urban structures.

The studies of spatial-temporal land use and land cover (LULC) change patterns, supported by future scenarios and simulation methods based on the assumption of natural socio-economic and territorial driving forces, allow us to go beyond an accurate diagnosis of the dynamics that have occurred so far, providing a picture of possible alternative futures, and are fundamental in assisting with the planning and policy-making in the territory. In this paper, we use LULC maps and explanatory variables aggregated in five dimensions (physical/natural, economic, sociocultural, technological, and demographic) to identify which are the main drinving forces in the evolution process and the simulation of LULC dynamics for 2036, using as a case study the Chapecó River ecological corridor (Chapecó EC) area. The Chapecó EC was created by the state government in 2010 with the goal of combining nature conservation with local and regional development. In this region, in the last two decades, the loss of areas of natural grassland and forest was on average five times higher than the average recorded in the state. Based on scenario-building methods using artificial neural networks, six predictive scenarios were elaborated, based on three socioeconomic scenarios (current conditions, growth, and socioeconomic recession) and two territorial intervention options (actions). This includes an action based on maintaining the current LULC, and another action of a conservationist nature with the recovery of forest and natural grassland areas to the proportions of areas found in 1990. The results indicate that if the current LULC is maintained, forest, pasture and agriculture areas tend to increase, while silviculture and natural grassland areas decrease, driven by economic and physical/natural driving forces. If there is a conservationist action, natural grassland and pasture areas tend to increase and silviculture and agriculture tend to lose area due to economic, technological, and physical/natural driving forces. These trends have revealed that the natural grassland preservation/restoration, the encouragement of conservationist agricultural practices combined with economic strategies, and the technological development of the rural sector seem to form the basis of economic development combined with biodiversity conservation.

Over the last 10 to 15 years, bioeconomy (BE) has evolved to a widely accepted alternative to the dominant use of finite raw materials around the globe. One of the essential prerequisites for the sustainable implementation of this future-oriented economic system is the consideration of spatial framework conditions. This review assesses whether spatial aspects are addressed in the scientific discourse on the bioeconomy. Between 2010 to 2021, 8812 articles were published dealing with the thematic field of bioeconomy. Using a keyword list covering themes related to spatial issues, 107 articles were identified. It was possible to demonstrate that spatial aspects are rarely discussed and large research gaps are evident. These gaps relate, for example, to the development of planning instruments for the protection of agricultural land or the assessment of the influence of intensification of agriculture on biodiversity or the multifunctionality of landscapes. In addition, the social aspects of transitioning to a bioeconomy, the role of regional planning with respect to decentralised versus centralised models, and the influence of policy and governance to foster a sustainable transition process and to avoid land use conflicts are all topics which need to be addressed in research. Based on these results, a research agenda was developed covering these and further issues to enable a sustainable spatial implementation of different forms of bioeconomy.

Peri-urban landscapes (PULs) play an important role in the supply of ecosystem services (ES), which support development and well-being in urban and rural areas. Understanding the impacts of policy actions on the supply of ES and how they might contribute to the achievement of a range of sustainable development goals (SDG) is a key challenge, especially for spatial planning. The aim of this article is to explore the links between the ES supply from PULs and how they support different SDGs from a global perspective. For this, we implemented a review of the literature oriented to identify (1) the most relevant ES provided by PULs at a global level, (2) how they support the achievement of different SDG, and (3) the type of policy interventions and actors related to PULs. We identified the supply of 17 different ES by PULs and a relationship to 12 SDGs. In 58% of the cases, the SDGs were related to two ES sections, where regulation and maintenance was dominant. Pure research was the main type of intervention, mainly at the municipal scale. Increasing the cooperation between science and policy and expanding the scale of analysis beyond municipal boundaries are critical aspects.

Ignoring the historic and cultural dimensions of landscapes makes environmental planning unsustainable, which in the long run, will have a negative impact on both the environment and society. This paper examines the work and perceptions of practitioners with a focus on the role of historic and cultural landscape dimensions and their relation to the recent implementation of the ecosystem service framework in sustainable environmental planning. Semi-structured interviews with officials at local and regional planning levels in a Swedish case study showed that the historical landscape forms the basis for environmental work. Respondents expressed an integrated view of the landscape, and historic and cultural landscape dimensions were considered important in the initial planning process. However, several challenges existed later in the planning process and final decision-making, such as conceptual ambiguities, unclear policy and assignments, limited cross-sectorial coordination and lack of awareness, knowledge, resources and other priorities. The results also show that the respondents worked regularly with intangible landscape dimensions, which can be defined as cultural ecosystem services, but they do not label them as such. Furthermore, established knowledge and expertise of heritage planning was not activated in the implementation of the ecosystem service approach. We conclude that historic and cultural landscape dimensions are not ignored in practice, but there is a need to articulate these aspects more clearly in order to achieve sustainable environmental planning. There is also an unexplored opportunity to connect skills and create new forms of cross-sectorial collaboration between heritage planning and the ES approach.

Rural settlement reconstruction is an effective means of governance of rural planning. Traditional research on the reconstruction of rural settlements fails to fully consider individual differences in the utilization of rural space, which easily leads to uneven spatial development and social and economic problems. This paper proposes an analytical framework for planning rural settlement reconstruction combining agricultural suitability with the assessment of conditions unique to individual households and verifies the feasibility of this idea through empirical research based on Pingba Village in southwest China. The results show that (1) compared with the effects of considering only land suitability, the number and scale of rural settlements that need to be optimized in the study area expanded three times after considering individual needs. (2) The inclusion of individual differences diversifies the types and modes of rural settlement reconstruction. After comprehensively considering land suitability and individual differences, the rural settlements in the study area were divided into five types: retained settlements, locally rebuilt settlements, integrated settlements, production-based relocated settlements, and travel-based relocated settlements. Among them, retained settlements are the core of rural reconstruction planning. (3) Compared with simple demolition and relocation, a reconstruction of rural settlements that takes into consideration individual factors produces an additional two modes of integration and spatial replacement. The study unveils the influence of individual differences in rural settlements and households on rural reconstruction plans and provides an exploratory tool for rural space optimization.

This paper illustrates a study for the reuse of selected historic buildings in the Medieval City of Rhodes in Greece. This study contributes to the understanding and interpretation of the chronological sequence of major intervention programs for the preservation of the Medieval City. The main idea of the project is the spatial distribution of compatible and various uses to reveal the unique character of the Medieval City. Spatial planning is proposed within the preserved urban zones in order to optimize and harmonize the selected uses according to the needs of sustainable urban development. Criteria to assess the compatible uses that ensure the features and architectural characteristics of the preselected historic buildings, located within the city fabric, were established and validated. The developed methodology that is presented herein and is an indispensable part of a pilot project may be applicable to other cases concerning historic cities. Finally, this paper aims to present a pilot program which promotes the reuse of historic buildings as a part of an integrated preservation plan. Inter-disciplinarity has set the basis for effective policies to guide and control the proposed pilot program, with ultimate objective to ensure sustainable preservation of the Medieval City of Rhodes.

The question of how to implement spatial planning more effective is a fundamental but very difficult one and one that has been of great interest to both the academic and practical community. However, a comprehensive review of the conceptual models and methodological systems for evaluating spatial planning implementation, and the existing practical research results of various types of spatial planning implementation evaluation, are yet to be presented. The study systematically reviews the main research findings in the field of spatial planning implementation from four aspects: conceptual analysis, measurement methods, evaluation frameworks and evaluation methods. This study found three distinct evolutionary features of research in this field: (1) The evaluation concept changes from complete rationality to limited rationality; (2) research methodology changes from a simple closed system to a complex open system; (3) the research perspective shifts from the map to the main body of planning implementation behavior. It is suggested that an important part of future research lies in establishing a system for evaluating the effectiveness based on a single subject who is an actor in the planning implementation process. On this basis, the micro-influencing mechanisms of planning implementation effects will then be explored. Deepening the research to the individual level will help improve planning implementation’s effectiveness.

Risk mapping is a crucial part of spatial planning, as it optimizes the allocation of resources in its management. It is, therefore, of great interest to build tools that enhance its production. This work focuses on the implementation of a susceptibility model for different types of spatially distributed risk in a geographic information systems (GIS) Python plugin. As an example, the susceptibility model was applied to study the occurrence of wildfires in the municipality of Vila Nova de Foz Côa, Portugal. The plugin was developed to simplify the production and evaluation of susceptibility maps regarding the available geographical information. Regarding our case study, the data used corresponds to three training areas, ten years of burned areas and nine environmental variables. The model is applied to different combinations of these factors. The validation, performed with receiver operating characteristic (ROC) curves, resulted in an area under the curve (AUC) of 74% for a fire susceptibility model, calculated with the same environmental factors used in official Portuguese cartography (land use and slope) and with the optimal training area, years of information on burned area and level of land use classification. After experimenting with four variable combinations, a maximum AUC of 77% was achieved. This study confirms the suitability of the variables chosen for the production of official fire susceptibility models but leaves out the comparison between the official methodology and the methodology proposed in this work.

Since the development of the oil industry in the 1860s, petroleum products became increasingly important in economies and shaped the urban form. The impact of oil exploration, exploitation, and transformation led to the creation of districts and cities entirely dedicated to the oil industry. This dynamic relationship between economic activity and urbanization was presented in the shaping of cities and their borders. Although important, the notion of borders and its consequences on the uses of land as well as on the life of inhabitants are often ignored. This paper first conceptualizes the term borders in understanding the interlinkages between oil and other areas closely related, either geographically or for the functioning of the oil industry; it then illustrates the intertwined borders of all these spaces from the contemporary example of the city of Daqing, in Northeast China. The paper answers the question of how past borders designed during the development of Daqing in the 1960s are impacting future planning strategies and the health of local inhabitants? By mapping the current land-use of the city, this paper elaborates on the need to consider borders beyond two-dimensional perspectives by revealing how spatial planning practices in oil-dependent cities can be an environmental issue today and in the future. The objective is to demonstrate the influence of past planning decisions linked to industrial activities on contemporary urban spaces.

With the developments in urbanization and motorization, travel-related carbon emissions are increasing rapidly. The layout of public service facilities (LPSF) has a direct impact on travel-related carbon emissions. However, existing public service facility planning methods focus on population, economy, and other aspects, ignoring the environmental impact. So, how do we optimize the LPSF to reduce carbon emissions? This paper proposed a method to optimize the LPSF under the constraint of travel carbon emissions. We selected medical facilities in Changxing County, China, and applied the method we proposed. We found that (1) the carbon reduction effect was significant—the total monthly emissions in Changxing were reduced by 26.10%, and the area covered by high emissions was reduced; (2) the medical facilities in Changxing under a low-carbon goal should be distributed in the county center and surrounding urban areas in a multi-center form; and (3) improving the accessibility of facilities can help to form a low-carbon facilities layout. This paper provides a spatial planning method to guide the specific locations of facilities under low-carbon goals. It also provides scientific suggestions for low-carbon land-use policies at the county level in China.

Urbanization increases the scales of urban spaces and the sizes of their populations, causing the functions in cities and towns to be in short supply. This study carries out functional space identification on the Dujiangyan elite irrigation area based on remote sensing data and point of interest (POI) data from Open Street Map (OSM), enabling the use of POI data to analyze rural functional spaces. Research and development and big data can greatly improve the accuracy of spatial function recognition, but research on rural spaces has limitations regarding the amount of available data. The Dujiangyan Irrigation District has low spatial aggregation levels for functions, scattered functions and linear distributions along roads. The mixing degrees of regional functions are low, the connections between functional elements are insufficient, and the comprehensive functional quality is low. The features of various functional elements in the region are significant, mostly in the discrete distribution mode, and functional compounding has become a trend. Therefore, it is necessary to integrate spatial resources and improve the centrality of cities and towns to realize the optimal allocation of resources and enable the development of surrounding cities and towns.

Spatial planning has become an important measure for countries and regions to promote sustainable development. However, there remains a lack of systematic and quantitative research on spatial planning worldwide. In this study, CiteSpace was used to perform bibliometric analysis and visualization research on the Web of Science core collection and China National Knowledge Infrastructure database. It was found that: (1) The number of papers published in global spatial planning research shows an increasing trend, especially after 2018, with China showing an obvious increasing trend. (2) Globally, the United States has the largest number of relevant research results, and Italy has the most cooperation with other countries. The highest research output is from developed countries, while that of developing countries is relatively weak. (3) There is some intersection among countries, disciplines, and authors but it is not strong, indicating that cooperation should be strengthened. (4) Through keyword cluster, timeline, and time zone analysis, global development can be roughly divided into three stages: the first stage is characterized by the study of spatial planning system theory, the second stage is characterized by building green infrastructure and providing ecological services, and the third stage is characterized by an emphasis on public participation and the establishment of justice mechanisms. China’s development corresponds to three stages: the theory and experience learning stage, the spatial planning system focused on economic development stage, and the integration of multiple plans and the sustainable development exploration stage. (5) There are differences in burst words between the world and China, indicating that there are great differences in research hotspots in different countries’ periods and conditions.

Allotment gardens (AGs) are widely used in metropolitan areas around the world to offer agricultural opportunities to urban residents. However, there are not enough individual plots for residents to rent for urban gardening, and research on AGs from a city-wide perspective is ongoing. In addition, AGs have a long history in Tokyo, yet few international studies on the current situation of AGs have addressed Asian cities. Thus, this study intends to analyze the provision of AGs and its influencing factors in Tokyo. Using ArcGIS combined the 472-points dataset created by geo-coordinate mapping with urban GIS data to reveal spatial characteristics in four dimensions. Results demonstrate that most AGs are in the urbanization promotion area; most municipalities have AGs; AGs are concentrated within 20 to 30 km from the center of Tokyo; the AGs’ clusters are located at the municipal boundaries. We conducted multiple regressions to determine the influencing factors at the municipal level, with the provision that AGs are related to population density, land price, and the ratio of productive green space. The policy implication of this study is that policymakers need to consider the siting strategy of AGs based on spatial characteristics of AGs.

As the level of development increases, spatial planning is becoming more significant among public management tools. Although the issue of spatial planning and its mechanisms has been repeatedly investigated in the literature, the issue of clashing of interests of different actors remains to be examined. Therefore, the aim of this study was to compare the enforcement mechanisms of the public interest in the spatial planning systems of Poland and Portugal. The analysis was based on a comparative analysis of the legal basis of the spatial planning systems of the countries. The research confirmed the hypothesis that even with some sociocultural and economic similarities, different countries do not have to create similar mechanisms for the realisation of the public interest in spatial planning processes. The specific solutions adopted in Poland and Portugal differ so much that the enforcement of the public interest proceeds with very few similarities. The integrated Portuguese planning system, with its hierarchical elements, facilitates the achievement of the objectives of public entities. On the other hand, the Polish system, with the dominant position of the municipality, pushes great possibilities of influencing the planning by land administrators, and the poor location of spatial planning in all public tasks makes it difficult, and sometimes even impossible, to achieve public goals in space.

The COVID-19 pandemic has spurred significant changes in the fields of economic development, social issues, everyday life, etc. Activities that used to depend on face-to-face communication were firstly suspended and then shifted to new forms of communication. This includes the public participation process in urban and spatial planning. Therefore, this study explores the new domain developed in urban and spatial planning with regard to public participation and surmises future realms in the post-pandemic era. On the occasion of the virtual collaboration platform Cyber Agora organized by the ISOCARP (International Society of City and Regional Planners), chosen participants got together virtually to share, discuss, and compare their practical knowledge in public participation before and during COVID-19. In addition, they addressed the potential benefits of shifting from traditional to virtual participation and potential benefits in the post-COVID-19 era. Considering the collected data and understanding them in the light of the available literature, this study concludes that the application of a combined approach (using both traditional and virtual modes of participation) is recommended because it would enable a larger number and higher diversity of participants. The study also elaborates particular modes of virtual participation with the pros and cons of their use in a particular context.

This study highlights the importance of including detailed (local-scale) biodiversity and ecosystem services data for land-use management and promotion of protected areas using the National Park and UNESCO Global Geopark of Chelmos-Vouraikos (Greece) as a case study. Along with the conducted field surveys and literature review for the National Park’s flora documentation, ecosystem type mapping and assessment of ecosystem services have been performed, following National and European Union (EU) guidelines for the Mapping and Assessment of Ecosystems and their Services (MAES) implementation across EU Member States. Main results include floristic diversity indicators, ecosystem type mapping and assessment, and ecosystem services identification and assessment of their actual and potential supply. By this, a scientifically informed baseline dataset was developed to support management and policy needs towards a holistic National Park management and a sustainable spatial planning for protected areas. Additionally, local scale ecosystem type and ecosystem services data have been produced as input for the MAES implementation in Greece and the EU.

The article provides an overview of the legal and administrative aspects of spatial governance and planning and of the related challenges. The legal dimension of spatial planning, administrative spatial planning traditions, as well as different frameworks and conditions for the governance of territorial regions are briefly introduced. On this basis, the various contributions that compose the special issue are framed and presented to the readers. In conclusion, a number of directions for further research are identified. Overall, the article serves as an editorial introduction and the various issues it touches upon are further specified in the individual contributions the compose the special issue.

Neoliberal urbanism land planning has led to the development of public–private coalitions associating common interest with lucrative private enterprise projects. In Castilla–La Mancha (Spain), this regional growth coalition was backed by a spatial planning instrument, known as Projects of Special Interest (PSI). The aim of this article is to analyse the PSI as a paradigmatic example, to study its key points and examine its current dimensions. This case study employs a review of the literature, desk research, content analysis, interviews and observation. The PSI scheme has permitted private initiatives and developments, and privately used public constructions of many different types, reducing timeframes through possible recourse to expropriation, using basic measures of land reclassification, undervaluing the ecosystems involved and even facilitating construction in areas that had previously been declared protected, or where resources such as water are not guaranteed. Despite the failure of many of these projects and the expected economic growth not being realised, the instrument has been revived, as it is directly linked to multinational enterprises investing in the region.

Spatial planning holds a key role in preventing or mitigating the impacts of climate change on both cities and rural areas, taking a forward-thinking and holistic approach to urban and regional development. As such, spatial planning deals with challenges occurring at different scales and across sectors. The international literature points out the need for horizontal and vertical cooperation to tackle climate change impacts. This paper discusses the general challenges for climate proofing across planning levels, sectors, and areas and provides a systematic overview of challenges that would affect an integrative theoretical framework for climate proofing. Based on the latter, the study ultimately aims at presenting a novel theoretical framework for Climate Proofing specific to spatial planning involving a multi-sectoral perspective. An iterative process was used for conceptual development, based on a literature review followed by external feedback meetings with the core team of planning experts responsible for exchange across federal states and two workshops with focus groups of experts of planning departments responsible for federal, regional, and local spatial planning. Implementation and further development of the framework are planned as the second phase of this study. By specifically addressing the challenges relating to cross-regional and cross-sectoral planning, this novel framework attempts to discuss the (i) consideration of the hierarchy of climate proofing measures through enhanced vertical and horizontal cooperation as well as the (ii) long-term institutionalisation of integrative planning processes across planning borders. It attempts also to (iii) foster the consideration of co-benefits for joint adaptation purposes and climate change mitigation through encouraging multi-disciplinary perspectives

Spatial planning conducted by the local authorities has been identified as a key part of shaping carbon-neutral societies. Nevertheless, the question of whether local authorities are building their institutional capacity for integrating climate change mitigation aspects into spatial planning remains under-researched. This paper aims to fill this gap while also analysing the role of Strategic Environmental Assessment (SEA) in facilitating organisational learning. The methods employed were a longitudinal document analysis of Comprehensive Plans belonging to eight municipalities in Stockholm County, complemented by a focus group interview. A significant difference was identified, as the recently adopted Comprehensive Plans included more strategies for climate change mitigation and, to a greater extent, linked these strategies to reduced climate impact or energy efficiency than previously adopted Comprehensive Plans. However, numerous additional strategies could have been given further consideration in each studied Comprehensive Plan. Thus, this calls for more continuous and cyclical comprehensive planning processes to facilitate capacity building, primarily by being a vehicle for mobilising political support. Lastly, the findings indicate that SEA can lead to organisational learning of both single-loop and double-loop nature, where the latter can enable SEA to shape the planning process in a more profound and sustainability-oriented manner.

The change of urban construction land is most obvious and intuitive in the change of global land use in the new era. The supply and allocation of construction land is an important policy tool for the government to carry out macro-control and spatial governance, which has received widespread attention from political circles, academia, and the public. An empirical study on the change of construction land and its driving factors in 70 county-level cities in Guangxi, China based on the GeoDetector method reveals the driving mechanism of the construction land change in county-level cities and provides more detailed information and a more accurate basis for county-level city policy makers and decision makers. The study shows a significant heterogeneity in the action intensity and interaction between construction land change and its driving factors in county-level cities, where population and GDP size, transportation, and industrial structure are determining factors. Besides, the factors of fiscal revenue, social consumption, utility investment, and real economy have a very weak action force individually, but they can achieve significant synergistic enhancement effects when coupled with other factors. In the end, urban construction land change at different scales and their driving mechanisms are somewhat different, and it is recommended to design differentiated and precise construction land control and spatial governance policies according to local conditions.

The scope of land management, which includes spatial planning as an activity in the public domain, demands that a planning process that is based on publicly or societally acceptable values is a matter of necessity. This study proposes a methodology for introducing a values-led planning (VLP) approach in spatial development. The motivation of the study is to promote the embrace of assessed values in planning. The study draws from issues evoked in various topical studies on European comparative perspectives. By way of argumentation, the study makes three relevant contributions to the literature and spatial planning and development practice. First, it presents and discusses the essential elements required in the design of methodology. In this way, it figuratively depicts VLP as a consequence of interactions between four key elements of spatial planning. Second, it proposes an actual methodology for action. Third, it discusses the applicability of the methodology. The proposed methodology would be useful for planners, including public authorities, land managers, and community leaders, who make socio-spatial decisions in land management and related activities.

Green infrastructure is a strategically planned network of natural and semi-natural areas, including green and blue spaces and other ecosystems, designed and managed to deliver a wide range of ecosystem services at various scales. Apart from the ecological functions, green infrastructure, as a planning tool, contributes to social and economic benefits, leading to the achievement of sustainable, resilient, inclusive and competitive urban areas. Despite recent developments, there is still no consensus among researchers and practitioners regarding the concept of green infrastructure as well as its implementation approaches, which makes it often difficult for urban planners and other professionals in the field to develop a robust green infrastructure in some parts of the world. To address this issue, an integrative literature review was conducted to identify which green infrastructure planning principles should be acknowledged in spatial planning practices to promote sustainability and resilience. As a result of this literature review, the most common eight green infrastructure planning principles were selected—connectivity, multifunctionality, applicability, integration, diversity, multiscale, governance, and continuity. These principles intend to promote and simplify the development and use of green infrastructure by different academic and implementation organizations and provide a more defined model for sustainable landscape management in order to help practitioners and decision makers during the conceptualization and planning of green infrastructure.

Green infrastructure (GI) is a strategic planning approach that can contribute to solutions for ecological, social, and environmental problems. GI also aims to conserve natural and semi-natural landscapes and enhance ecological networks. Within the scope of spatial planning, urban and rural landscape units can be integrated through GI planning. In this study, we propose a method to calculate the landscape potential and map GI in the lower Büyük Menderes River Basin, Turkey. We used landscape character assessment (LCA) to identify the landscape typology, which was one of the key steps for determining the landscape potential. Three thematic maps were produced and overlaid in ArcMap 10.7. A map showing the spatial distributions of 71 landscape types was created by means of LCA. Then, the landscape types were assessed according to defined criteria, and finally, GI of the study area was mapped. This study found that high-quality landscape types were located in the middle, northern, and eastern parts of the lower Büyük Menderes River Basin, rather than in the protected areas. Moreover, 68 of the 71 landscape types were present in the GI map. The findings show the necessity of including the landscape potential concept in conservation strategies. Thus, this paper provides a reference guideline for mapping GI as a contributor to nature conservation and spatial planning strategies.

Regional clear-felling of naturally dynamic boreal forests has left remote forest landscapes in northern Europe with challenges regarding rural development based on wood mining. However, biodiversity conservation with higher levels of ambition than what is possible in regions with a long forest history, and cultural heritage, offer opportunities for developing new value chains that support rural development. We explored the opportunities for pro-active integrated spatial planning based on: (i) landscapes’ natural and cultural heritage values in the transboundary Kovda River catchment in Russia and Finland; (ii) forest canopy loss as a threat; and (iii) private, public and civil sector stakeholders’ views on the use and non-use values at local to international levels. After a 50-year history of wood mining in Russia, the remaining primeval forest and cultural heritage remnants are located along the pre-1940 Finnish-Russian border. Forest canopy loss was higher in Finland (0.42%/year) than in Russia (0.09%/year), and decreased from the south to the north in both countries. The spatial scales of stakeholders’ use of forest landscapes ranged from stand-scale to the entire catchment of Kovda River in Russia and Finland (~2,600,000 ha). We stress the need to develop an integrated landscape approach that includes: (i) forest landscape goods; (ii) other ecosystem services and values found in intact forest landscapes; and (iii) adaptive local and regional forest landscape governance. Transboundary collaboration offers opportunities for effective knowledge production and learning.

Interest in green infrastructure (GI) has grown in research, policy and planning in recent decades. The central idea behind GI is the understanding of the physical non-built-up environment as an infrastructure capable of delivering a wide variety of benefits to society, including the ability to preserve biodiversity; to provide food, feed, fuel and fibre; to adapt to and mitigate climate change and to contribute to enhanced human health and quality of life. The European Union (EU) has had a GI strategy since 2013, and member states are involved in several strategic and applied GI initiatives and projects. The aim of this study is to explore if and how the European strategy has been implemented. The study adds to the body of knowledge of current GI policies and measures in Europe via an online survey and insights into previous research. The survey reveals that GI is integrated into one or more policy sectors in all 32 countries covered. In 11 of the 32 countries, GI-specific policies are already in place or are being drawn up at a national level. In general, the respondents see the responsibility for GI policy and strategy as a matter of national governments and the implementation as a matter of local governments. They also see the LIFE+ and Horizon 2020 project funds, the European Regional Development Fund (ERDF) and the European Agricultural Fund for Rural Development (EAFRD), as the most important EU funding sources for the implementation of the GI strategy. The study also identifies availability of georeferenced information, zoning and biotope area factor as three of the spatial planning tools used to implement GI.
