The article argues that national AIDS commissions have not been successful and provides suggestions for other responses. The article questions the way in which multisector coordination has been implemented, with AIDS prevention and treatment efforts organized around a disparate collection of agencies. AIDS should be treated as a disease, not a social problem. Public health skills must be taught to sex workers and other high risk groups. The author advocates private funding or at least direct control of public funds going to the national commission.
