As technical and vocational education and training (TVET) continue to occupy a prominent position in Africa's development, addressing the growing concerns about young women's under-participation in science, technology, engineering, and mathematics (STEM)-related TVET has become urgent. This paper draws on the critical capability approach of vocational education and training (CCA-VET) to critique the TVET policy discourse on the participation of girls and women in STEM-related TVET. The paper employed the practical argumentation approach, a critical discourse analysis approach to achieve the paper's aims. The paper's central thesis is that for education policies to transform young women's under-participation in STEM-related TVET, it is urgent to move beyond human rights-based, and human capital approaches to adopt a comprehensive theoretical approach, such as the critical capabilities approach. The paper concludes that breaking this hegemony of human rights and human capital approaches to TVET policy can be achieved by re-conceptualising TVET policy discourses. The re-conceptualisation of TVET policy discourses can be achieved by admitting the critiques of these dominant theories that underpin most TVET policies and then adopting the CCA-VET as a better alternative approach to framing TVET policies.

With evidence of global climate change and ongoing ecological degradation, there is an urgent need to give more attention to sustainability within VET to ensure that VET does not remain complicit in reproducing the unjust and unsustainable trajectories of current economic and development pathways. At present, the VET literature does not adequately address these issues, hence the need for this special issue. In response, this paper offers a meta-reflective 'landscape view' of the sustainability within the VET 'field of knowledge' as it is emerging. Here, we use landscape review as a multi-dimensional, 'outside-in' view that provides a basis for understanding the broad context and helps to inform actionable next steps. This analysis we believe helps to highlight the key emerging priorities as well as what paths VET is taking on the journey to sustainability. The analysis shows that while some progress has been made in policy and practice related to the 'greening' of VET, much of the current response within VET to the environmental challenge reflects a minimalist reformist approach, characterised by 'bolt-ons' to existing institutional structures and curricula whilst leaving the fundamental beliefs in productivism, industrialisation and growth in place. Yet, as argued by researchers working on green economy, these beliefs are often complicit in co-creation of the environmental crisis.

This paper is based on findings of a study that examined challenges to innovation and the greening of economies identified by businesses, TVET institutions, and other organisations with the "aim to formulate options for strategic actions to increase 'sustainable competitiveness' of Hong Kong SAR, China" as measured by "The Global Sustainable Competitiveness Index" (GSCI). This article focuses on Hong Kong but refers to Denmark (one of the Nordic countries participated in the study) as it scores much higher than China on the GSCI. The assumption of this study is that Denmark's experience can help formulate policies and the strategic actions required for building sustainable development (SD) solutions for economic green growth through innovation and skills development in Hong Kong. The study used a qualitative methodology. Data was collected through desk-top research and interviews with stakeholders from both settings. The results identified a clear distinction between innovation and greening in terms of education and skills, the business sectors involved, support modalities (policies), investment, as well as culture in both Denmark and Hong Kong SAR. Despite the very different approaches to innovation and variations in both industry structure and the environment for training and skills development, the challenges to industry and their implications for TVET in terms of greening and innovation were found to be very similar in the two contexts. Thus, contrary to the study's assumptions, this article discusses the similar policy responses to these 'green' challenges for "both contexts," as well as recommended policy goals and strategic actions with implications for TVET that can support green innovation in both settings.

This paper proposes a critical assessment of equality policies from a theoretical standpoint. As an analytical proposal, this idea is exemplified within the educational context of Vocational Education and Training in Spain, specifically in the Region of Valencia. We have analysed Order 85/2016, insofar as it establishes mechanisms that seek to encourage access by women to professional fields which have been historically and culturally masculinised. Our analysis is based on two key questions: Does this policy succeed in increasing the number of women who undertake studies in masculinised professional fields? Is providing access to training sufficient to drive changes in gender relations? To approach these questions, we have reviewed the theoretical framework that gives rise to public policy and performed a comparative analysis of the number of enrolments registered since these mechanisms came into force. Our findings have led us to conclude that not only does this policy fail to fulfil its goal of encouraging women to enrol in certain studies, but its theoretical implications have paradoxically been found to heighten the gender divide.

Concerns about racism and race equality have been widely reported in the first decades of the 21st century, following the Black Lives Matter protests and campaigns such as 'Rhodes Must Fall'. Yet 'race' remains largely absent from policy debate and research concerning further education colleges in the four countries of the UK, particularly in relationship to leadership and governance. The focus of this paper is on who governs and why it matters. Governors and trustees play an increasingly visible and significant role in public, private and charity sector organisations, but diversity on governing bodies of further education across the UK remains patchy and is seen as a major challenge. The paper reports on what is known about the composition of governing bodies and what this tells us about the involvement of governors from black and minority ethnic backgrounds at the present time, drawing on a three-year project which examined the processes and practices of governing in the four countries of the UK. The findings highlight the continuing absence of governors from black and minority ethnic backgrounds on college governing boards and suggest that normative, invisible assumptions of how governing gets done persist, with black and minority ethnic governors often little more than a token gesture of adding diversity to the faces on the board.

With this paper we want to contribute to the debate on the usage of vocational training as a tool to promote the integration of disadvantaged groups. We focus in particular on programmes that target refugees and highlight the organisational and coordination challenges that must be addressed in order to develop such programmes. Relying on knowledge developed by scholars of collective skill formation and by those who have studied policy coordination, we develop a number of hypotheses that can account for the successful implementation of this type of programmes. We then test our hypotheses against an example taken from Switzerland, consisting of a one-year pre-apprenticeship dual training programme adopted in 2018. We argue that its win-win quality, the flexibility with which it was managed and possibly also the political salience of the issue of refugee integration at the time, were the key factors explaining its successful adoption.

This paper performs a critical examination of the Ofsted Education Inspection Framework (EIF), which was accompanied by an Inspection Handbook for Further Education and Skills, and argues that this policy document reinforces the neoliberal project in education. Drawing on concepts from Michel Foucault's analysis of the nature and effects of marketisation and surveillance in education, this analysis reveals how these mechanics influence the ultimate meaning of teaching and learning in Further Education (FE). I use Foucault's analytical tools, archaeology and genealogy to critique the Framework as a neoliberal form of disciplinary power, particularly the methods used to scrutinise pedagogical operations in FE colleges, and the particular types of knowledge considered beneficial vis-à-vis meeting the regulatory demands of the agency, as well as providing a means for understanding the discourses of standardisation and accountability. The Ofsted inspection paradigm, I argue, could be viewed as a specific technology of power pertaining to an economic rationality that seeks disciplined institutions that produce disciplined and responsible consumers for a cost-transaction society. My thesis is that the new EIF intensifies the significance of business-like standardisation that fails to adopt a relational perspective in terms of valuing education for the sake of cultivating intellectual participation.

This paper examines three interrelated factors outside of formal provision of technical and vocational education and training (TVET) in sub-Saharan Africa that have undermined TVET systems. The first is the process, pace, and levels of industrialisation, which has had a direct effect on TVET provision: low numbers of well-paying jobs requiring technical expertise. This has an indirect effect, which is the second crucial factor: lack of economic development and change in labour markets. There are very few jobs that would be considered 'middle class' or 'mid-level' in wealthy countries. Most people are in survivalist work. An international consensus since the 2000s on palliative approaches to development which address the effects but not the causes of the lack of economic development in Africa has resulted in mass poor quality provision of education--the third factor. Education systems are rapidly expanding and achievement levels rising, in the context of very little possibility of labour market rewards for most people, and substantial labour market rewards confined mainly to graduates. This reinforces deeply embedded cultural preferences for general education, which originate in the type of education systems established by colonial powers, as well as the relationships between educational credentials and elite jobs.

There have been repeated attempts to establish mathematics qualifications for lower attaining students aged 16 years and over on vocational pathways in England. In 2004, the Tomlinson Report proposed Functional Mathematics and this paper examines the trajectory of this qualification (later Functional Skills mathematics) through analysis of policy literatures over the last twenty years and empirical data from two studies in Further Education colleges. For a time, Functional Skills mathematics flourished and was becoming valued by many stakeholders but the privileging of GCSE Mathematics in recent policy has affected its status and uptake. It is important to understand this waxing and waning trajectory if future skills policy is to have better chances of long-term success. Key challenges include the unsuccessful integration of Functional Skills with the established mathematics curriculum, the difficulty of achieving qualification recognition across the vocational-academic divide and the negative unintended consequences of linked policy decisions. Raising the adult skills base is currently a policy priority in England and understanding these challenges to a skills-based qualification that is more aligned to the needs of vocational education than to schools is important.

In this paper, which takes the form of a dialogue, we discuss the possible directions that vocational education might take in the contemporary social, economic and technological context of the early 21st century. Taking account of the unresolved debates around vocational education internationally and future global economic demands for expertise we discuss tensions and dichotomies that continue to shape the character of vocational education by questioning definitions of the 'vocational' historically and in current policy. These include: the relation between 'vocational' and 'academic' pathways and the possibility of their integration, the meaning of technical education, the purpose of vocational qualifications, the role of trade unions and employers, and whether there should be a 'skills route' for 'low attainers'. The principal focus is on the English context, although the discussion draws on comparative examples where relevant, as well as broader factors likely to be significant in any country.

This paper argues that the recent policy reform of occupational qualifications in South Africa is not substantially different from previous qualifications composed of unit standards and learning outcomes. The transition to democracy in the 1990s saw the introduction of a National Qualifications Framework (NQF) for post-school education. The framework adopted a model similar to competency-based training (CBT), where qualifications used unit standards and learning outcomes as a design template. Many problems ensued; amongst other concerns, researchers demonstrated that unit standards fragment learning by focusing on task performance at the expense of knowledge. Substantial changes were made in 2009, including the introduction of the Occupational Qualifications Sub-Framework of the revised NQF. Occupational qualifications are designed using a template to standardise the format of occupational standards and knowledge, practical skills, and work experience modules for the curriculum framework. For policymakers, occupational standards represent broad notions of competence based on occupational practice. The development of an occupational qualification is guided by a template for the process of deriving the curriculum framework from occupational standards. However, my research suggests that occupational qualifications based on occupational standards are further elaborated work tasks that are then used to develop curriculum framework contents, which further entrenches CBT approaches and their associated problems.

Vocational education and training (VET) systems are currently confronted with extensive reforms. Teacher commitment and active participation play an important role in the achievement of policy objectives. Contemporary education reforms therefore seek to shape the conduct of teachers not only through strict regulations but also by subtle and persuasive means. The aim of this paper is to shed light on these indirect forms of governance and to show how they influence the professional behaviour of VET teachers. Foucault's governmentality perspective is used as an analytical framework for investigating education policies and their impact on teacher professionalism in VET. It allows a systematic exploration of the powerful reform mechanisms that structure teachers' possible field of action. In the narratives of teachers working in full-time vocational schools in Austria, who face comprehensive reform measures within the scope of the Austrian VET Quality Initiative, the 'conduct of conduct' of teachers is exemplified. The analysis suggests that governmental power mechanisms in VET operate 'at a distance' and include expertise, professional responsibility and inscription, which shape teachers' conduct in various ways. In part, teachers integrate these practices and procedures into their professional self-conceptions. At the same time, critique and other forms of resistance are apparent.
