Despite geomorphic processes being increasingly recognized as a vital component of river management projects, evidence suggests that they may not be adequately captured in common river assessment procedures. We reviewed 91 river assessment procedures from around the world to evaluate their effectiveness in capturing geomorphic processes relevant for river management goals. Our objectives were to summarize which common geomorphic indicators are measured and how in different types of river assessments categorized based on their main focus: geomorphic, physical habitat, mixed geomorphic and habitat, and hydromorphology. Our analysis identified differences in the types of geomorphic indicators included and measurement methodologies between the types of assessment procedures. Some geomorphic processes, such as sediment transport, are nearly completely absent from all assessments, despite their importance for geomorphic processes. The variability among assessment procedures suggests that a single procedure is unlikely to capture all geomorphic components required to support every river management programs. Here, we discuss how the strengths and limitations of different assessment types can be used to guide decisions around how to select assessments and geomorphic indicators to support management project goals. Natural channel design (NCD) and analytical channel design (ACD) are two competing approaches to stable channel design that share fundamental similarities in accounting for sediment transport processes with designs based on hybrid fluvial geomorphology and hydraulic engineering methods. In this paper, we highlight the linkage between ACD's capacity/supply ratio (CSR) and NCD's sediment capacity models (FLOWSED/POWERSED), illustrating how ACD and NCD have reached a point of convergent evolution within the stream restoration toolbox. We modified an existing CSR analytical spreadsheet tool which enabled us to predict relative channel stability using both conventional bed load transport equations and regional sediment regression curves. The stable channel design solutions based on measured data most closely matched the Parker (ACD) and/or Pagosa good/fair (NCD) relationships, which also showed the greatest CSR sensitivity in response to channel alterations. We found that CSR differences among the transport relationships became more extreme the further the design width deviated from the supply reach, suggesting that a stable upstream supply reach may serve as the best design analog. With this paper, we take a step toward resolving lingering controversy in the field of stream restoration, advancing the science and practice by reconciling key differences between ACD and NCD in the context of reach scale morphodynamics. Abstract: Geomorphic change from extreme events in large managed rivers has implications for river management. A steady‐state, quasi‐three‐dimensional hydrodynamic model was applied to a 29‐km reach of the Missouri River using 2011 flood data. Model results for an extreme flow (500‐year recurrence interval [RI]) and an elevated managed flow (75‐year RI) were used to assess sediment mobility through examination of the spatial distribution of boundary or bed shear stress (τb) and longitudinal patterns of average τb, velocity, and kurtosis of τb. Kurtosis of τb was used as an indicator of planform channel complexity and can be applied to other river systems. From differences in longitudinal patterns of sediment mobility for the two flows we can infer: (1) under extreme flow, the channel behaves as a single‐thread channel controlled primarily by flow, which enhances the meander pattern; (2) under elevated managed flows, the channel behaves as multithread channel controlled by the interaction of flow with bed and channel topography, resulting in a more complex channel; and (3) for both flows, the model reach lacks a consistent pattern of deposition or erosion, which indicates migration of areas of erosion and deposition within the reach. Despite caveats and limitations, the analysis provides useful information about geomorphic change under extreme flow and potential implications for river management. Complex relationships between stream functions and processes make evaluation of stream modification projects difficult. Informed by vague objectives and minimal monitoring data, post-construction project evaluations can often be a subjective attribution of success or failure. This article provides a simple framework to rapidly describe the degree of damage in stream modification projects performed in constrained settings. Based on widely accepted evaluations of physical habitat quality and stream stability, the damage states framework describes a continuum of damage in multiple categories that relate natural stream functions to the often desired state of static equilibrium. Given that channel form is closely related to stream function, it follows that changes to the channel form result in changes in function. The damage states focus on damage to flow hydraulics, sediment transport and channel equilibrium, hydraulic, and geomorphic parameters that describe basic stream functioning and support higher level functions in the modified channel. As the decommissioning of small dams becomes increasingly commonplace in the future, it is essential that decisions regarding how and when to remove these structures are informed by appropriate conceptual ideas outlining potential outcomes. To refine predictions, it is necessary to utilize information from ongoing dam removal monitoring to evolve predictive tools, including conceptual models. Following removal of the Brownsville Dam from the Calapooia River, Oregon, aquatic habitats directly below the dam became more heterogeneous over the short term, whereas changes further downstream were virtually undetectable. One year after dam removal, substrates of bars and riffles within 400 m downstream of the dam coarsened and a dominance of gravel and cobble sediments replaced previously hardpan substrate. New bars formed and existing bars grew such that bar area and volume increased substantially, and a pool-riffle structure formed where plane-bed glide formations had previously dominated. As the Brownsville Dam stored coarse rather than fine sediments, outcomes following removal differ from results of many prior dam removal studies. Therefore, we propose a refined conceptual model describing downstream geomorphic processes following small dam removal when upstream fill is dominated by coarse sediments. [ABSTRACT FROM AUTHOR]

To evaluate anthropogenic sedimentation in United States (U.S.) Pacific Northwest coastal streams, we applied an index of relative bed stability ( LRBS*) to summer low flow survey data collected using the U.S. Environmental Protection Agency’s Environmental Monitoring and Assessment Program field methods in a probability sample of 101 wadeable stream reaches. LRBS* is the log of the ratio of bed surface geometric mean particle diameter ( Dgm) to critical diameter ( D*cbf) at bankfull flow, based on a modified Shield’s criterion for incipient motion. We used a formulation of LRBS* that explicitly accounts for reductions in bed shear stress that result from channel form roughness due to pools and wood. LRBS* ranged from −1.9 to +0.5 in streams within the lower quartile of human riparian and basin disturbance, and was substantially lower (−4.2 to −1.1) in streams within the upper quartile of human disturbance. Modeling results suggest that the expected range of LRBS* in streams without human disturbances in this region might be generally between −0.7 and +0.5 in either sedimentary or volcanic lithology. However, streams draining relatively soft, erodible sedimentary lithology showed greater reductions in LRBS* associated with disturbance than did those having harder, more resistant volcanic (basalt) lithology with similar levels of basin and riparian disturbance. At any given level of disturbance, smaller streams had lower LRBS* than those with larger drainages. In sedimentary lithology (sandstone and siltstone), high-gradient streams had higher LRBS* than did low-gradient streams of the same size and level of human disturbance. High gradient streams in volcanic lithology, in contrast, had lower LRBS* than low-gradient streams of similar size and disturbance. Correlations between Dgm and land disturbance were stronger than those observed between D*cbf and land disturbance. This pattern suggests that land use has augmented sediment supplies and increased streambed fine sediments in the most disturbed streams. However, we also show evidence that some of the apparent reductions in LRBS*, particularly in steep streams draining small volcanic drainages, may have resulted in part from anthropogenic increases in bed shear stress. The synoptic survey methods and designs we use appear adequate to evaluate regional patterns in bed stability and sedimentation and their general relationship to human disturbances. More precise field measurements of channel slope, cross-section geometry, and bed surface particle size would be required to use LRBS* in applications requiring a higher degree of accuracy and precision, such as site-specific assessments at individual streams. We evaluate the effects of small dams (11 of 15 sites less than 4 m high) on downstream channels at 15 sites in Maryland and Pennsylvania by using a reach upstream of the reservoir at each site to represent the downstream reach before dam construction. A semi-quantitative geomorphic characterization demonstrates that upstream reaches occupy similar geomorphic settings as downstream reaches. Survey data indicate that dams have had no measurable influence on the water surface slope, width, and the percentages of exposed bedrock or boulders on the streambed. The median grain diameter (D50) is increased slightly by dam construction, but D50 remains within the pebble size class. The percentage of sand and silt and clay on the bed averages about 35% before dam construction, but typically decreases to around 20% after dam construction. The presence of the dam has therefore only influenced the fraction of finer-grained sediment on the bed, and has not caused other measurable changes in fluvial morphology. The absence of measurable geomorphic change from dam impacts is explicable given the extent of geologic control at these study sites. We speculate that potential changes that could have been induced by dam construction have been resisted by inerodible bedrock, relatively immobile boulders, well-vegetated and cohesive banks, and low rates of bed material supply and transport. If the dams of our study are removed, we argue that long-term changes (those that remain after a period of transient adjustment) will be limited to increases in the percentage of sand and silt and clay on the bed. Sediment is listed as one of the leading causes of water-quality impairments in surface waters of the United States (U.S.). A water body becomes listed by a State, Territory or Tribe if its designated use is not being attained (i.e., impaired). In many cases, the prescribed designated use is aquatic health or habitat, indicating that total maximum daily loads (TMDL) targets for sediment should be functionally related to this use. TMDL targets for sediment transport have been developed for many ecoregions over the past several years using suspended-sediment yield as a metric. Target values were based on data from “reference” streams or reaches, defined as those exhibiting geomorphic characteristics of equilibrium. This approach has proved useful to some states developing TMDLs for suspended sediment, although one cannot conclude that if a stream exceeds the target range, the aquatic ecosystem will be adversely impacted. To address this problem, historical flow-transport and sediment-transport data from hundreds of sites in the Southeastern U.S. were re-examined to develop parameters (metrics) such as frequency and duration of sediment concentrations. Sites determined as geomorphically stable from field evaluations and from analysis of gauging-station records were sorted by ecoregion. Mean-daily flow data obtained from the U.S. Geological Survey were applied to sediment-transport rating relations to determine suspended-sediment load for each day of record. The frequency and duration that a given concentration was equaled or exceeded were then calculated to produce a frequency distribution for each site. “Reference” distributions were created using the stable sites in each ecoregion by averaging all of the distributions at specified exceedance intervals. As with the “reference” suspended-sediment yields, there is a broad range of frequency and duration distributions that reflects the hydrologic and sediment-transport regimes of the ecoregions. Ecoregions such as the Mississippi Valley Loess Plains (#74) maintain high suspended sediment concentrations for extended periods, whereas coastal plain ecoregions (#63 and 75) show much lower concentrations. Over the past 10 years the Rosgen classification system and its associated methods of ‘natural channel design’ have become synonymous to some with the term ‘stream restoration’ and the science of fluvial geomorphology. Since the mid 1990s, this classification approach has become widely adopted by governmental agencies, particularly those funding restoration projects. The purposes of this article are to present a critical review, highlight inconsistencies and identify technical problems of Rosgen's ‘natural channel design’ approach to stream restoration. This paper's primary thesis is that alluvial streams are open systems that adjust to altered inputs of energy and materials, and that a form-based system largely ignores this critical component. Problems with the use of the classification are encountered with identifying bankfull dimensions, particularly in incising channels and with the mixing of bed and bank sediment into a single population. Its use for engineering design and restoration may be flawed by ignoring some processes governed by force and resistance, and the imbalance between sediment supply and transporting power in unstable systems. An example of how C5 channels composed of different bank sediments adjust differently and to different equilibrium morphologies in response to an identical disturbance is shown. This contradicts the fundamental underpinning of ‘natural channel design’ and the ‘reference-reach approach.’ The Rosgen classification is probably best applied as a communication tool to describe channel form but, in combination with ‘natural channel design’ techniques, are not diagnostic of how to mitigate channel instability or predict equilibrium morphologies. For this, physically based, mechanistic approaches that rely on quantifying the driving and resisting forces that control active processes and ultimate channel morphology are better suited as the physics of erosion, transport, and deposition are the same regardless of the hydro-physiographic province or stream type because of the uniformity of physical laws. In this article, we describe a method for predicting floodplain locations and potential lateral channel migration across 82,900 km (491 km2 by bankfull area) of streams in the Columbia River basin. Predictions are based on channel confinement, channel slope, bankfull width, and bankfull depth derived from digital elevation and precipitation data. Half of the 367 km2 (47,900 km by length) of low-gradient channels (⩽ 4% channel slope) were classified as floodplain channels with a high likelihood of lateral channel migration (182 km2, 50%). Classification agreement between modeled and field-measured floodplain confinement was 85% (κ = 0.46, p < 0.001) with the largest source of error being the misclassification of unconfined channels as confined (55% omission error). Classification agreement between predicted channel migration and lateral migration determined from aerial photographs was 76% (κ = 0.53, p < 0.001) with the largest source of error being the misclassification of laterally migrating channels as non-migrating (35% omission error). On average, more salmon populations were associated with laterally migrating channels and floodplains than with confined or nonmigrating channels. These data are useful for many river basin planning applications, including identification of land use impacts to floodplain habitats and locations with restoration potential for listed salmonids or other species of concern. Detailed mechanistic modeling of hydrogeomorphic processes in fluvial systems is extremely challenging, expensive, and of limited usefulness without explicit knowledge of prediction uncertainty. Accordingly, there is a need for parsimonious tools that support probabilistic scientific assessments of physical-biological linkages in streams and rivers. This paper introduces GeoTools, a suite of analysis tools for fluvial systems written in Visual Basic for Applications/Excel. Based on flow time series and basic geomorphic data, GeoTools automates computation of numerous hydrologic, hydraulic, and geomorphic descriptors including effective discharge, sediment transport and yield, temporal distributions of hydraulic parameters (e.g., shear stress and specific stream power), cumulative erosion potential, channel stability indices, and over 100 flow regime metrics. GeoTools accepts input flow records in standard USGS format and a variety of other formats and temporal densities. The package also serves as a post-processor for SWMM, and HSPF/BASINS model output. Three case studies illustrate specific applications of GeoTools: a channel restoration project, a stormwater management/hydromodification study, and an analysis of the effects of flow regulation below an impoundment dam.
