Policy makers across the political spectrum have extolled the virtues of volunteering in achieving social policy aims. Yet little is known about the role that volunteering plays in addressing one of the significant challenges of an ageing population: the provision of care and support to people with dementia. We combine organisational survey data, secondary social survey data, and in-depth interviews with people with dementia, family carers and volunteers in order to better understand the context, role and challenges in which volunteers support people with dementia. Social policies connecting volunteering and dementia care in homes and communities often remain separate and disconnected and our paper draws on the concept of policy 'assemblages' to suggest that dementia care is a dynamic mixture of formal and informal volunteering activities that bridge and blur traditional policy boundaries. Linking home and community environments is a key motivation, benefit and outcome for volunteers, carers and those living with dementia. Formal social citizenship is limited in how it enables us to think about informal social citizenship and informal welfare. This informal perspective is important in all contexts where access to social rights is negotiated through local and transnational spaces, and where the state is a relatively minor player. By drawing on work on moral economy (Scott, 1976) and informal welfare (Gough and Wood, 2006) the article aims to propose a new theoretical model to understand the nature and social practice of both informal citizenship and welfare. This model departs from a western-centric understanding of nation-state-based citizenship and national welfare states, adopting instead the perspective that informal social citizenship and welfare have existed independently of the nation state as long as there have been human communities. Formal citizenship together with formal welfare rights represent just one particular crystallization of such informal practice. Our proposed model highlights the interdependent (rather than evolutionary) relationship between formal welfare at national level and informal welfare practices at local and transnational levels. Since the early 1970s British and American feminists have developed a comprehensive critique of the dominant doctor/patient relationship within mainstream health care services. In Britain, activists in the women's health movement have struggled to put into practice a model of health care delivery based on feminist principles, within which the doctor/patient relationship is radically redesigned. This paper will explore the principles and practice of this feminist health care model. It will then attempt to evaluate alternative strategies for strengthening and expanding feminist health care within the NHS. The paper will draw on data gathered by the author in 1987 through a series of unstructured interviews with feminist health care providers who were working within a variety of NHS settings in the North West of England. User involvement has become an explicit goal within social service provision. Even so, the term remains ambiguous, and its implementation troublesome. Implementation theory lists a number of factors influencing bureaucratic behaviour; in this paper we investigate the ‘human factor’. Our ambition is to provide a framework for analysis of user influence in activation programmes that includes the individual characteristics of both service users and service providers. Building on theoretical insights from the literature on activation and agency, we develop a framework that distinguishes between two ideal types of service users: Pawns and Queens, and two types of service providers: care-oriented Carers and rule-oriented Clerks. This framework is then applied to identify key challenges for the interaction between users and caseworkers in two challenging situations: when service users express little or no agency and when they express agency that is incompatible with the overall goals of the programme. We find that Carers show pronounced reluctance to overrule the choices made by service users even when they have conflicting views – and tend to postpone decisions when they interact with Pawns. Clerks tend to overrule the decisions of Queens when they have conflicting views, and to make decisions on behalf of Pawns. The analysis draws on data collected from 126 qualitative interviews with service providers and participants in the Norwegian Introductory Programme for immigrants and a survey of 320 caseworkers. Meetings between advisers and claimants are central to many welfare-to-work programmes. These ‘street-level’ exchanges between clients and staff are critical to the implementation of policy. When talking to welfare claimants, it becomes clear that contact with welfare bureaucrats is constitutive of their experience of policy and it is not until parent and adviser meet and negotiate that the policy is truly enacted. The policy comes into being through an exchange between advisers and parents, who interact, albeit unequally, to shape the proceedings. This paper examines the experience of parents claiming income support who faced compulsory employment measures. Drawing on research with claimants of teenage children, I examine the adviser meeting as an interpellative interaction. The state addresses mothers as workers and welfare claimants in an interpellation which is mediated by the adviser in dialogue with the mother. Intergroup conflict, whether manifest as the absence of community cohesion or as the presence of antisocial behaviour, is an issue of international concern. In the UK, confronting the reality or perceived threat of intergroup conflict is a core feature of community cohesion and antisocial behaviour policies. To varying degrees, the frameworks underpinning these policies see the absence or breakdown of community relations as a cause of social disharmony. A key challenge for policy is therefore improvement of the quality of community relations. In this paper, we consider how government has approached this challenge. We filter our analysis through the lens of civility, which proposes that the peaceful coexistence of diverse social groups rests on the existence and maintenance of intergroup empathy and mutual respect. This proposal is supported by international research evidence on the outcomes of meaningful interactions, where these are predicated on equal group status, leading to changes in group and intergroup perceptions and behaviours (the contact hypothesis). We consider the extent to which community cohesion and anti-social behaviour policies in the UK demonstrate a coherent conception of the problem of community relations, the quality of community relations to which these policies aspire and whether the strategies deployed to address community relations seek to support civility through meaningful interaction. We find that the policy debates start from different presumptions concerning the roots of social disharmony, and this is reflected in the nature of the interventions which the community cohesion and antisocial behaviour policy frameworks support. In particular, we find that the social interaction promoted through policies in the UK is not necessarily aimed at achieving social harmony through meaningful interaction based on recognition of equal group status. The principle of personalisation is widespread across the UK's public sector, but precisely what this means is unclear. A number of theoretical typologies have been proposed but there has been little empirical study of how personalisation is translated into practice on the frontline. We address this gap through analysis of a unique dataset: over 200 audio and video recordings of work-focused interviews in Jobcentre Plus offices. Through detailed analysis of these recordings, we show that personalisation reflects two key dimensions: the substantive (what advisers do) and the procedural (how they do it). We illustrate these dimensions, showing how each represents a continuum, and propose a typology of personalisation in practice, reflecting how the dimensions interact. We conclude with some thoughts on the relevance of our findings for advisory practice in the future under the Coalition government's new Work Programme. [ABSTRACT FROM PUBLISHER]

The social welfare of ethnic minorities is a contested subject with a deep politicalised history in contemporary China. This article uses a new large dataset solely looking at ethnic minorities in China, to analyse the impact and outcomes that new urban social and welfare schemes – with notable attention to the basic medical insurance, and the minimum livelihood guarantee allowance (dibao) – have on the livelihoods of minorities. The data suggests that, contrary to the pro-minority rhetoric of the state, minority participation in social welfare programmes is predicated on the incentive set of local government officials. These findings have strong implications for constructing future social welfare policies, and for understanding their potential differential impact on ethnic minority cohorts. The role of the emotions in the framing of welfare policies is still relatively underexplored. This article examines the role of resentment in the construction of a particular form of ‘anti-welfare populism’ advanced by the Coalition Government in the UK after 2010. We argue that UK political parties have appropriated the discourse of fairness to promote fundamentally divisive policies which have been popular with large sections of the electorate including, paradoxically, many poorer voters. In focus group research in white working class communities in the UK undertaken just before the 2010 General Election, resentments related to perceived unfairness and loss emerged as very strong themes among our respondents. We examine such resentments in terms of an underlying ‘structure of feeling’ which fuels the reactionary populism seen in ‘anti-welfare’ discourses. These promote increasingly conditional and punitive forms of welfare in countries experiencing austerity, such as the UK, creating rivalries rather than building solidarities amongst those who ‘have little’ and drawing attention away from greater inequalities. This article attempts to account for the existence of parallel systems of values in families where grandparents condemn divorce, yet act to support their adult children when they face relationship breakdown. The article seeks to understand the context in which values are formed and how they can gradually become more complex and contradictory as social and personal contexts change. The article explores change across two generations of family relationships in order to add to the debate on whether commitments within families are in decline. It also addresses the question of how policies on families can be formulated given the complexity, and contradictory nature, of the values that family members hold. [ABSTRACT FROM AUTHOR]

This article comments on the writings of the sociologist T.H. Marshall about the theories of citizenship. Several areas where Marshall's shifting views contributed to this second version of citizenship are discussed like citizenship as national membership and as a body of obligations, the reality of social rights, discretion versus enforceable entitlements, citizenship as a bearer of its own inequalities, the relationship with the capitalist class system. Citizenship has proved to be a concept of many attractions. In recent years it has been seized upon by educationalists who wish to see the more effective inculcation in schools and colleges of a sense of civic responsibility. The argument presented will be that Marshall developed not one, but two, theories of citizenship, which overlap but are distinct in crucial respects. Marshall's sweep through British history is an inevitable starting-point for a summary of his views, but these matters are not the focus of this article, except insofar as they bear on the contribution of citizenship to social integration.
