This article examines young people's experiences of open access youth work in settings in the UK, Finland, Estonia, Italy and France. It analyses 844 individual narratives from young people, which communicate the impact of youthwork on their lives. These accounts are then analysed in the light of the European youth work policy goals. It concludes that it is encouraging that what young people identify as the positive impact of youth work are broadly consistent with many of these goals. There are however some disparities which require attention. These include the importance young people place on the social context of youth work, such as friendship, which is largely absent in EU youth work policy; as well as the importance placed on experiential learning. The paper also highlights a tension between 'top down' policy formulation and the 'youth centric' practices of youth work. It concludes with a reminder to policy makers that for youth work to remain successful the spaces and places for young people must remain meaningful to them 'on their terms'. [ABSTRACT FROM AUTHOR]

In many developed countries lone parent families face high rates of child poverty. Among those lone parents who do get child maintenance there is a hidden problem. States may retain all, or a proportion, of the maintenance that is paid in order to offset other fiscal costs. Thus, the potential of child maintenance to alleviate poverty among lone parent families may not be fully realized, especially if the families are also in receipt of social assistance benefits. This paper provides an original comparative analysis exploring the effectiveness of child maintenance to reduce child poverty among lone parent families in receipt of social assistance. It addresses the question of whether effectiveness is compromised once interaction effects (such as the operation of a child maintenance disregard) are taken into account in four countries Australia, Finland, Germany and the UK using the LIS dataset (2013). It raises important policy considerations and provides evidence to show that if policy makers are serious about reducing child poverty, they must understand how hidden mechanisms within interactions between child maintenance and social security systems can work as effective cost recovery tools for the state, but have no poverty reduction impact. The increasing presence of for-profit service providers in publicly-funded eldercare has transformed care in Nordic welfare states which have a strong tradition of public care provision. Macro-level research on care policies has mainly focused on public institutions, national policies, and marketization. The financialization of eldercare has not received much scholarly attention, and existing studies mostly focus on the UK. The financialization of eldercare refers to the ways in which care is both a site of profit extraction and financial engineering. The Nordic system is relatively universal, and, with rapidly ageing demographics, there is a secured demand for eldercare services. However, these services have been heavily marketized over the past two decades, opening up lucrative possibilities for financialized actors who have established a stronghold over the markets. We analyse these processes through selected empirical examples from Finland, and argue that the financialization of eldercare in the Nordic context demands attention as we are witnessing a new configuration between the constitutional order of the welfare state, public finances, and private profit which is neither transparent, nor democratic. Reducing social assistance dependency is high on the political agenda; labour market and social exclusion of youth, in particular, has been considered worrisome. With these policy objectives and societal considerations in mind we set to study the association between health problems, with a specific focus on mental health, and the duration of social assistance receipt among young adults in Finland. Our analyses are based on rich register data encompassing the total population in the metropolitan area of Finland from 2005 to 2016. We follow a cohort of new social assistance recipients (n=36,728) aged 18–34 for a maximum of 60 months using Cox proportional hazard model. The results show a strong association between mental health problems and duration of social assistance receipt. The association was the strongest among those aged 18–24. Some differences in the strength of the association were found for different psychiatric diagnoses. On the other hand, somatic diagnoses were only weakly associated with duration of social assistance receipt. Mental health problems appear to be an important obstacle for exiting social assistance and this should be taken into account when governments aim to decrease welfare dependency and reform the last-resort financial aid. The basic income (BI) scheme is a fundamental reform of the welfare state that has recently gained widespread attention. Proposals for different variants of BI schemes have emerged to account for varying political and societal goals. This study investigates what citizens think about the idea of a BI, and to what extent citizens' perceptions depend on the exact design of such a scheme and the context in which this policy is embedded. Empirically, we rely on conjoint experiments conducted in Finland and Switzerland – the two countries in which the introduction of a BI scheme has recently been discussed most intensely. We find that the level of public support for BI is higher in Finland than it is in Switzerland. Moreover, despite the contrasting designs of the BI proposals in the two countries, both Finnish and Swiss citizens tend to favor more generous schemes restricting non-nationals' access to the provision. The article contributes to the growing body of research on the politics of basic income by analysing the framing of the idea in the context of Finland, a country with a long history of debate and one of the forerunners in experimenting with this policy. Using a comprehensive dataset of political documents covering 36 years, the study shows how contextual factors and shifts in political climate shaped the framing of the idea. It also shows that the key frames describing basic income were widely shared among the politicians and parties discussing the policy. The study enriches our understanding of the politics of basic income by adding an ideational perspective that has for long been a missing element in this field of research. [ABSTRACT FROM AUTHOR]

The objective of this article is to analyse whether the increased reliance on marketisation in the provision of social care challenges the universality of eldercare in Sweden, Denmark, Finland and Norway. The study focuses on national reforms for contracting out and user choice of provider, analysing their consequences for four universalistic dimensions: (i) equal inclusion, (ii) public funding, (iii) public provision and (iv) comprehensive usage. The findings suggest that, although need-based inclusion and public funding remain key principles in all four countries, there is an increased reliance on private provision in Sweden, Denmark and Finland. In addition, the introduction of topping-up services challenges the dimension of comprehensive usage by enabling users with economic resources to turn to the private market to increase the comprehensiveness and quality of their care.
