This study used bibliometrics to analyze the characteristics of funded papers in the social sciences in Taiwan from 2015 to 2019, including the number of funded papers, funded paper ratio, document types, fields, type of publishing organizations, journal impact, and paper citation impact. The results indicate that the number of funded papers and the funded paper ratio of SSCI papers from Taiwan have both increased. In addition to articles and reviews, conference papers are a major type of funded paper for local SSCI papers. In terms of fields, the nontraditional social sciences, such as environmental sciences, psychiatry, and public/environmental & occupational health, have a particularly high funded paper ratio. However, the number of funded papers and funded paper ratio is the highest in the field of education & educational research. The fields of economics, management, and business have a large number of funded papers but a low funded paper ratio. Universities are the main funded institutions, but hospitals have the highest funded paper ratio. Funded papers tend to have higher paper citation impacts. The study utilizes bibliometrics to explore papers and patents in the field of fuel cell to examine the scientific and technical development in the area. The research data were retrieved from the WOS database and USPTO patent data from the period between 1991 and 2010, which consists of 20,758 papers and 8,112 patents. The authors analyzed numbers of papers and patents to examine the trends in the papers and patents in different countries, organizations and individuals. The results indicate upward growth in both papers and patents in fuel cell, with a higher growth rate for papers. The study shows that major paper and patent output are concentrated in a small number of countries. An imbalance exists between the number of papers published and the patents granted in organizations. The organizations that published papers and patents vary in type and category. A series of debates about health, ecology, and livestock production have been erupted in Taiwanese society since August 2020, following a decision by Taiwan's government to allow the importation of pork containing ractopamine from the United States. It becomes necessary to understand how the academic research results on ractopamine have been quoted and interpreted as the basis for discussing the debates. In this systematic review of literature along with bibliometrics, we designed a coding scheme for judging the positive and negative effects of ractopamine on health and ecology reported in the academic papers. A total of 511 articles were found in the Scopus between 2000 and 2020. According to the literature review, human health and ecological concerns are not the focus of mainstream academia. The analyses reveal that the positions of academic communities are obviously divided and lack consensus on the health and ecological stance of ractopamine. The mutual use of systematic literature review and bibliometrics can effectively explore the research characteristics of a huge amount of academic literature with limited time and research manpower, create a common knowledge base for stakeholders, and practice low-cost democratic participation in science and technology issues. This research suggests that for any controversial and risk-related technology policies, or in the early stages of policy discussion, a large-scale academic literature review should be conducted by a third-party organization in order to achieve transparent governance. As the core of the national administration, the resolutions of the Executive Yuan Session are the basis for the subsequent actions of other executive authorities at all levels, and the relevant written records not only serve as the basis for the overall administration of the country, but are also important for the continuous development of the records of the past sessions, which are a reflection of the trajectory of the national development. In view of this, this study focuses on the Executive Yuan Session's Minutes of the National Government (...), and explores the functions, rules, and roles of Executive Yuan Session and the contents, structure, and characteristics of Executive Yuan Session's Minutes through documentary crawling and collation. This paper also discusses the editions, current conditions, and value of the Executive Yuan Session's Minutes held by National Archives Administration, National Development Council (NAA), and serves as a reference for the relevant institutions and subsequent research. A bibliographic annotation (tiyao ...) is a brief description of the author and content of a book as well as a comment on, or a critique of, the book. The Siku Quanshu Zongmu (...) has long been viewed as a model of the traditional Chinese annotated bibliography and its bibliographic annotations have been praised by many scholars. It is suggested that these annotations can be used as examples for learning how to write bibliographic annotations The compilation of the Siku Quanshu Zongmu went through three stages: (1) individual draft annotations (...) written by various scholars, (2) front annotations (...) revised and modified by the officials of the Siku Quanshu Project, and (3) finalized annotations (...) mainly edited and compiled by Ji Yun (...). Initially, the Siku Quanshu had seven written copies and there were seven sets of front annotations. They were housed separately in the seven chambers that Qianlong Emperor (..., r. 1736-1795) built to store the Siku Quanshu. Currently, only three of the seven sets are intact and extant, including Wenyuange (...), Wensuge (...), and Wenjinge (...). This study attempts to conduct a collation project of the three versions of front annotations. We chose 365 pieces of front annotations from the aforementioned three sets, respectively. The results corroborate that there exist variations and differences among the three sets of front annotations. This paper presents three examples to illustrate how the collation task was done. Since these annotations were transcribed manually, it is quite common to notice that the three sets might use variant forms for the same character. The descriptions of author, title, or number of volumes might be different as well. In particular, the annotation for the same book might be different slightly or significantly among the three sets. The paper starts from the analysis of the growing gap between traditional Chinese bibliography and modern academic development, and it will probe into the original intention of the distribution of Chinese catalogue cards of National Library of Peiping, namely the underlying motivation for Yuan Tung-Li's modern catalogue idea. Next, it depicts National Library of Peiping's early attempts, its active participation in the American academic circles as well as the compilation and distribution of Chinese catalogue cards with the support of the Rockefeller Foundation. The trends of digital scholarship, the fourth-paradigm, and data sharing attract attention to issues on research data management (RDM). RDM involves a series of activities throughout the whole research life cycle, including the production, description, storing, backing-up, processing, analyzing, preserving, sharing and reusing of research data. RDM assures scientific research affordable, accessible, fair, re-producible, verifiable, and sustainable. This study explores Taiwanese scholars' perceptions and practices of RDM via a questionnaire survey. It investigated issues including sources and types of research data, data storage and search, metadata of research data, data management plan (DMP) mandates or requirements, training and support, and data sharing and reuse. Furthermore, it attempts to understand if scholars' perceptions and practices reveal significant differences regarding subject disciplines, years of research experiences, and profession titles. The trend toward electronic government has espoused a large quantity of electronic records, which challenge the existing records management models in the modern countries. This paper describes and compares the development and transition toward electronic records management in the United States, United Kingdom, and Australia to show how the three advanced countries evolved the government records management practices. The analysis emphasized on the holistic policy initiative perspective and compared the directives and regulations, research and development programs and plans, the emerging structures of governance, staffing and professional training, and risk management provisions. To investigate the conditions of citation errors in different graduate programs, this study analyzed a total of 3,564 references cited in 125 master's theses, endorsed respectively by the Departments of Information and Library Science (DILS) as well as Department of Computer Science and Information Engineering (CSIE) of Tamkang University in 2007 and 2011. The analyses focused on citation error rates, citation errors associated with different reference types, and the types of citation errors, i.e., numeric errors, textual errors, or both. The overall citation error rate within the sample theses was 22.8% (21% and 24.4% for the academic years of 2007 and 2011, respectively). Error rate for DILS was 20.1% and 24.3% for CSIE. Citation errors occurred mostly in references to books, followed by conference papers and theses. Citation error rates for each individual thesis ranged from 4% to 81.3%. The study results showed that citation instruction in graduate programs is highly needed to promote better citation behavior. The use of reference management tools combined with citation instruction via research methods and library instruction courses may effectively reduce the occurrence of citation errors. In information society, much information resides in digitalized form on the World Wide Web. Being an information repository and lifelong education roles, libraries shall ensure their website and information system accessibility for all people. In order to understand the websites of libraries meet the norms of barrier-free standard after the new version released. This paper attempts to find common problems of web accessibility design in national and public libraries by using an automatic assessment tool. The observational method and interview of visually or hearing impaired people will be conducted to collect the uses' experience and opinions by using assistive technologies of library webpages. The results indicate that the typical barriers in library webpages are in pictures, forms and website headers without additional text and alternative information. The function of assistive technologies was not included in the library website design. According to the study, libraries can improve the accessibility of their web presence by reducing valueless animation design and by inviting the disabled community participating in usability testing of library website. In every field, scholars find an increasing availability of electronic resources. Studies have shown that humanities scholars use and cite fewer electronic resources than their science and technology counterparts. Moreover, humanities scholars prefer monographs to periodicals or other resources. They continue to use ancient books and documents. In the digital era, many full-text databases of ancient Chinese books and documents have been created. In this study, ten professors of Chinese literature or history are interviewed to answer the following: What are the purposes of using the databases? How do they search the databases? How do they compare the databases to paper versions? What are the impacts of those databases on research in the humanities? All ten scholars report that they use digital databases of ancient Chinese books in both teaching and research. They find the databases easy to access and time-saving when retrieving documents. Most report that databases do not change their research methods or research interests. The scholars suggest that the coverage, quality and search interface should be improved to make the databases even more useful. This study investigated researchers in criminology dealt with their research data and explored the potential factors that would influence their willingness to share and reuse others' research data through a qualitative approach. With a total 13 participants with two small focus group sessions as well as in-depth interviews, our findings unveiled three factors, trust, contract, and value, deeply rooted in researchers' attitudes and their data sharing and reuse patterns and behaviors. Through comprehending their concern behind sharing and reusing research data, we seek crucial insights that could be beneficial in developing a criminological research data repository, further consolidating the research data infrastructure in social science. Sharing and reusing data can advance scientific research and provide innovative possibilities for practice in criminology (e.g., new correctional methods, new crime prevention policies), providing sustained and thriving energy for the field. This research is to construct a humorous corpus, develop related technologies, implement a retrieval-based "icebreaker chatbot" system which allows users to find relevant jokes for use in relaxing an unduly formal atmosphere when interacting with people, and finally evaluate its effectiveness. Through the iterative steps of the information system development research method, query expansion based on Word2Vec technology, frequent keyword prompts, and random recommendation of good jokes are added after user feedback. The results are that the proportion of user queries that fail to find jokes is reduced from 25.4% to 16.7% and that the icebreaking effect achieved has been increased from 27.9% to 39.9%. The importance of this research not only compiled a corpus of nearly 5,000 Chinese jokes, but also built a Chinese humor dialogue system, which have both been publicized at https://github.com/SamTseng/icebreaker for future use and verification. Empirical experience and implications of this study include: automating the richness and quality of joke corpus and providing recommendation service are important R & D efforts to improve the effectiveness of such services. In recent years, academic ethics has garnered increased attention in Taiwan. However, due to limited understanding and discussion of self-plagiarism, no clear consensus exists on principles and standards for recognizing and handling the issue. The purpose of this study is to clarify key concepts, regulations, and best practices regarding self-plagiarism so that local scholars can approach this new ethical issue from an informed perspective. Using the method of document analysis, published articles are analyzed to illustrate current norms related to self-plagiarism. This article examines the concept of self-plagiarism in terms of the emergence of concern for this ethical issue, relevant definitions, methods for recognizing its occurrence, common types and exclusions, and the importance of avoiding the pitfalls of self-plagiarism. The analysis also cites an actual case of self-plagiarism that took place in the Netherlands to illustrate the controversies surrounding self-plagiarism. In addition, the article summarizes the historical evolution of relevant norms of self-plagiarism in Taiwan and proposes methods to guide best practices regarding ethical scholarly writing and publishing. The Bibliothèque Sino-Internationale Genève was an important oversea cultural agency established by the government of the Republic of China in the 1930s. However, little research has been done on its history. Furthermore, the current understanding of the library is often based on anecdotal accounts of Li Shizeng and Xiao Yu. Many existing impressions of the library are distorted and incorrect. This study employs firsthand materials including chronicles, diaries, newspapers, and other archival resources to reconstruct the history of the library and its major publication, the Orient et Occident. Based on enormous firsthand materials as journals, memoirs, newspapers, correspondences, archives, bibliographies and books etc., this article tries to clarify some important aspects concerning Henri Vetch and his French Bookstore Peking such as when Henri Vetch took over his father Francis Vetch's La Librairie Francaise and established his own French Bookstore Peking, how its inner structure worked and what its major businesses covered. By doing so, the author tells the story of the French Bookstore Peking: how it had witnessed the vicissitudes of its time and its own, how it had contributed to the cultural exchange and communication between China and the West through its daily business activities such as book retails, consignments, purchases on demand, and publication of books on various aspects of China in English and other languages written by distinguished western sinologists and authors. In all, this article makes efforts to explore the publishing history of an individual-Henri Vetch from 1930 to 1953, whose publishing house, the French Bookstore Peking, served both for an academic club and a private library, and had played an active role in the cultural life of Beijing or even the whole China during that time. This study attempts to investigate the information needs and use behavior of historians in archives. The questionnaires and depth interview methods are pursued for a systematic investigation and realization of opinions from the faculty of history school. Interviews are taken for analyzing the information needs of historians and the difficulties of access archival collection. The results are summarized as follows: (1) The gateways of historians to access research information are library databases, catalogs and archival finding aids. (2) The material types of often use by historians are monograph, periodical and archives. (3) The strategy to find relevant archives is to search by specific person name or designated event name. (4) Browsing the architecture of categories and fonds are helpful to realize the overview of research topics. (5) The difficulties of using archives are the unfriendly retrieval system, digitization quality, integrity of the content, unclarity of classification and description, and the access restrictions. Publication practices in the social sciences are characterized by the use of heterogeneous publication channels and a stronger national focus (Nederhof, 2006; Hicks & Wang, 2011). At the same time the use of bibliometric indicators in research evaluation promotes journal articles in international peer reviewed journals as the main style of publishing research results. The question emerges to which extent this changes publication practices in these disciplines. In our contribution we address this question and present results of a case study which investigates publication and referencing patterns of core German language journals in sociology and political science. Based on an explorative analysis of reference lists we describe patterns and changes of the parameters of the knowledge base of these journals. The analysis of the results in this study shows that with a total of 67% in the sociology and 76% in the political science the core German journals predominantly refer to non-journal publications. Besides, the share of non-source publications basically remains constant in the time period 2000-2009, and the share of references to source journals is the same in both disciplines. The difference between sociology and political science is: publications in the German language sociology journals have more references to monographs (46%) than publications in the German language political science journals (38%), but these political science journals reference to other non-source publications (38%) much more than sociology (21%). The completion of a master's thesis requires the advisor's guidance on topic selection, data collection, analysis, interpretation and writing. The advisory committee's input also contributes to the work. This study conducted content analysis and network analysis on a sample of 547 master's theses from eight departments of the College of Journalism and Communications of Shih Hsin University to examine the relationships between the advisors and committee members as well as the connections of research topics. The results showed that the topic "lifestyle" have attracted cross-department research interests in the college. The academic network of the college is rather loose, and serving university administration duties may have broadened a faculty member's centrality in the network. The Department of Communications Management and the Graduate Institute of Communications served as the bridges for the inter-departmental communication in the network. One can understand the interrelations among professors and departments through study on network analysis of thesis as to identify the characteristics of each department, as well as to reveal invisible relations of academic network and scholarly communication. This study investigated the student performance in an inquiry learning course which integrated information literacy and reading strategies in a fourth-grade science class. The curriculum design was based on the Big6 model, which includes the stages of task definition, information seeking strategies, location & access, use of information, synthesis, and evaluation. The study duration was one semester. The data was gathered through participant observations, interviews, surveys, tests, and from documents generated in the course implementation. The results showed that the integration of information literacy and reading strategies instruction was feasible. The students performed well in information seeking strategies, locating & accessing information, using and synthesizing information. In contrast, their abilities in task definition and evaluation needed further improvement. Also, while the students did acquire various reading strategies during the inquiry process, they needed more exercises to internalize the skills. The performance on the acquisition of subject knowledge was also improved through the inquiry learning. The participating instructors considered that the collaboration between teachers of different subject matters was the key to a successful integrated instruction. [ABSTRACT FROM AUTHOR]

Organizations implement Knowledge Management Systems (KMS) to maximize the effectiveness and reuse of knowledge assets in order to increase productivity and profitability. Thus, effective project management can place great demands on knowledge management solutions designed to support and streamline the execution of project-related tasks. Accordingly, in this work we extract knowledge from historical projects, design a project-in-context (PIC) meta-model, and deploy a platform that facilitates the capture and reuse of project-specific information based on the context. The research areas addressed in the work are as follows. (1) Knowledge acquisition: analyzing the type of project and its associated attributes and defining general, but essential, project context information based on the PIC model. (2) Knowledge discovery: the use of text mining and data mining techniques to extract knowledge items needed by workers, and discover the relationships between various knowledge items. (3) Knowledge utilization based on the context: with the proposed model and methods, several applications related to the reuse of project knowledge by pull- and push-based knowledge management strategies are developed to achieve effective project management. From the perspective of project management, the proposed model and system can help knowledge workers understand information about a current research project and resolve problems effectively.
