This paper surveys five decades of empirical research on the macroeconomic impact of aid, looking mainly at studies examining the link between aid and growth. It argues that studies dating until the late 1990s produced either contradictory or inconclusive results. Aid either worked, or it didn't, according to this research. The paper then highlights a major shift in the literature that coincided with the release of the World Bank's Assessing Aid: What Works, What Doesn't and Why. Practically, all research published since that report agrees with its general finding that aid works to the extent that in its absence, growth would be lower. One controversy may therefore have been settled. Yet, as shown in this paper, the report has set-off an intense debate over the context in which aid works. That debate centres on whether the effectiveness of these inflows depends on the policy regime of recipient countries. A major feature of the current 'mass migration' process is its strong linkages to countries of origin. Migrants belong to spatially extended families and play a crucial role in shaping economic development in home regions. This paper reviews the wide-ranging socio-economic literature on the nexus between labor migration, both domestic and international, and economic development at origin, with a special focus on out-migration from poor rural regions of developing countries. We disentangle direct effects on migrant-sending households from spillover effects on the rest of the economy, highlighting some key knowledge gaps and policy concerns related to the complex and intimate relation between rural labour mobility and economic behaviour of people left behind. It is commonly argued that 'institutions matter' for growth and poverty reduction. While recognising the importance of institutions, it is necessary to go ' beyond institutions' in understanding the factors that promote growth and poverty reduction. This paper draws on the research findings of the IPPG Research Consortium (Improving Institutions for Pro-Poor Growth), some of which are included in this issue, to make the following arguments. We argue, first, that the ways in which economic, political and social institutions interact are crucial in shaping pro-poor development outcomes. Secondly, the establishment of effective institutions also requires the building and strengthening of effective social, political and economic organizations, across sectors and issue areas, which can push for, negotiate, implement and monitor locally appropriate and legitimate institutional arrangements if the aim of poverty reduction is to have sustained traction as a policy goal. The end of the last century inspired the ‘forgiving’ of an estimated 100 billion dollars of debt from highly indebted southern countries. In this paper we will be exploring the changing norm around debt cancellation—how debt cancellation was turned into something that G7 governments and International Financial Institutions such as the World Bank and the International Monetary Fund became concerned with. The focus of this paper is on the roles that two organizations played in this process—Oxfam International and Jubilee 2000. Although the IMF presents itself as a monetary institution, it plays an important role in providing support to poor countries via its Poverty Reduction and Growth Facility. It is difficult to imagine more central development issues than poverty and growth. However, while there is a broad consensus surrounding the stabilization issues with which IMF programmes conventionally deal, there is much less agreement about the causes of economic growth and poverty. This carries lessons for the design of the PRGF. While most reviews of it focus on ‘process’, this paper offers a more fundamental analysis of the Fund's involvement in growth and poverty reduction. It suggests that the design of conditionality needs to distinguish between elements according to the degree of scientific consensus. It also suggests that the success of the Fund's attempts to facilitate growth and poverty reduction will be severely constrained unless the necessary external, financial support is provided. Effective relations between states and business have been increasingly identified as an important institution for sustaining economic development. This paper constructs quantitative indices measuring the quality of state-business relations (SBRs) across Indian states in the 1985-2008 period. It represents the first effort to systematically characterise SBRs across sub-national units within a country without resorting to subjective surveys. We discuss the possible sensitivity of the indices to minor and major definitional changes and examine the evolution of SBRs across Indian states and at the national level through the study of cross-sectional and secular trends in these indices. The results suggest that SBRs have improved over time in all states barring Bihar. Rankings of states in terms of the SBR index show varying time trends-stable and high ranks for states like Andhra Pradesh, Karnataka, and Tamil Nadu, stable and low ranks for states like Uttar Pradesh and West Bengal, rapidly improving ranks for states like Haryana, Punjab and Rajasthan and swift deterioration in ranks for states like Bihar and Madhya Pradesh. The recent empirical growth literature has proposed three underlying fundamental determinants of economic growth, namely, physical geography, economic integration and institutional quality. This paper unpacks the final determinant into both political-economic institutions as well as the primarily political institution of democratic development. Using both cross-sectional and panel datasets, we show that, properly instrumented, there is no evidence that democracies grow faster or slower than non-democracies. This result is in contrast to much of the more recent literature, which tends to find a weakly positive relationship. Political- economic institutions, however, remain positive and significant determinants of economic growth, which corroborates much of the empirical evidence in the existing literature. This paper explores a number of key issues in Development Economics which should be central concerns of contemporary development debates but which rarely attract the attention they deserve. It argues that there were fundamental insights in much of the early theoretical work of the ‘first generation’ of development economists, including the Latin American structuralists, that remain important. It then discusses the view that much of this earlier work is in danger of being ignored, forgotten or for various ideological reasons, airbrushed out of history. Recent examples include the omission of Latin American structuralism from recent editions of otherwise highly regarded texts, the omission of any reference to Harrod or to Domar in another recently published book which purports to discuss the evolution of growth theory, and a third book focussing on Economic Growth which excludes both Harrod and Domar and gives Arthur Lewis only one mention. Despite the intensive debates on the East Asian economic miracle that persisted during the last decade, the verdict on the source of output growth is inconclusive. There can be no dispute over the importance of total factor productivity (TFP) growth in the process of economic development and raising the level of living standards. But, the question of whether TFP growth played a significant role in East Asian economic growth remains contentious, especially in Singapore's case. This paper provides an updated review on productivity growth in the East Asian manufacturing and that of Hong Kong, Japan, Korea, Singapore and Taiwan, and recommends options for further research to improve understanding on the issue of TFP growth in East Asian manufacturing. Large amounts of investments are made by developing countries in designing and implementing poverty alleviation programmes. Many of such programmes are also targeted at well defined beneficiaries. This paper attempts to analyse if some segments of beneficiaries are more likely to benefit from these programmes vis-à-vis other beneficiaries. From an econometric analysis of primary data collected from the SITRA programme in India it was found that the socially and economically disadvantaged sections of beneficiaries were more likely to have benefited from the programme, under which improved toolkits were provided to poor rural artisans at ninety per cent subsidy. The conclusions have important policy implications as they lead to possible win-win situations as narrower targeting of the same poverty alleviation programme on more disadvantaged sections could achieve higher growth as well as greater reduction of poverty. This paper examines whether Ghana, with its imperfect markets and institutional difficulties, has benefited from recent liberalization efforts under SAP. Although the liberalization improved the allocative efficiency of the services provided on the financial and foreign exchange markets, the macro benefits appear very minimal. Inflationary trends in the country continue to be influenced principally by changes in output and money with very minor impacts by both interest rate and exchange rate developments. With exports dominated by only one major primary commodity whose producer price is influenced more by political considerations than exchange rate developments, liberalization of the foreign exchange market does not seem to have impacted favourably on exports. This paper considers the pros and cons of establishing stock markets in sub-Saharan African economies at the present stage of their development. It provides theoretical analysis and empirical evidence from both developing and advanced countries to argue that for many African countries such a development would be a costly irrelevance which they can ill afford; for a number of others, it is likely to do more harm than good. The African countries would do better to use their scarce human, material, and institutional resources to improve their banking systems than to promote stock markets. This paper speculates that a linear causal chain runs from the natural resource endowment to the landholding system, the type of political state, the choice of development strategy and economic performance. It suggests that resource-deficient countries tend to have peasant-dominated landholding systems which foster autonomous political states and growth-promoting economic linkages. Such countries out-perform resource-rich ones which have more varied landholding patterns which emphasise conflicts over rents and foster factional political states and weaker economic linkages. The preoccupation with rents in resource-rich countries impedes beneficial land reform and creates inefficient industry in a counter-productive effort to create non-farm jobs. The appearance of the first two syntheses of the literature on the economic failure of 'statist' policies in post-colonial Ghana, to 1983, and the subsequent economic liberalization, is an opportune moment at which to consider the state of the debate about the political economy of the country since independence. This has focused on the nature of the socially optimum combination of administrative and market methods of resource allocation in this 'test-case' economy, and about the political conditions which largely determine the extent to which it is achieved. Explicitly or implicitly, both Frimpong-Ansah's (1991) and Rimmer's (1992) books combine the twin traditions of rational choice thought that have been dominant in recent years in the literature on African economic development, market economics and 'new' institutionalist political economy. The paper considers, in turn, the economics and politics of Ghana's economic decline and partial revival. It suggests that, while there is a consensus that 'state failure' was the main cause of Ghana's decline in relation to similarly endowed countries, 1950-83, the question of how far and in what respects the state should retreat from administrative control of resource allocation remains relatively open. For example, while the inconvertibility of the currency seems to have been irredeemably disastrous, the much criticized marketing board system may yet prove worthy of reform rather than abolition. There is also a consensus that the prolongation of what, for the economy as a whole, were disastrously counterproductive policies was to a great extent the result of the subordination of the public interest in economic growth to the sectional and personal interests of governments and their members. However, the paper argues that it is necessary to revise such explanations to take account of two surprisingly neglected points: (a) that economic growth in itself is a major political asset to governments in Africa as elsewhere and (b) that economic decline (as in Ghana 1975-83) requires more explanation than economic stagnation (as in Ghana 1950-75). The paper endeavours to sketch out the main implications of so-called 'new growth theory' for the study of economic development. New growth theory endogenizes the sources of growth by attributing growth in production to externalities created by investments in human capital and in technology; some versions also introduce policy variables. The empirical evidence on determinants of growth is reviewed. The new growth theories caution against excessive protection of intellectual property rights, but suggest that in an environment of wide and growing information asymmetries between developed and developing countries, some restrictions to free trade may be justified. In addition, autonomous increases in real wages may have a positive and permanent effect on real per capita income, echoing a conclusion of the 'under-consumptionist' literature. The establishment of a successful stock market in a developing economy can be a major source of economic growth if it provides development finance by channelling domestic savings and attracting foreign investment. However, this objective is not always met, particularly in very small markets where there are barriers to efficient market operations. A case study of Swaziland and Mozambique illustrates that any potential gains to the domestic investment community are limited if there is insufficient liquidity and the political economy is such that ownership is not truly dispersed but rather remains in the hands of social elites. This paper finds that potential growth of small developing markets is further severely constrained by poverty and wealth inequality and consequently the impact on development is minimal. The objective of this paper is to survey what is actually known about the finance–growth relationship based on theory and empirical work. We point out that traditional theoretical models linking financial development and economic growth do not pay sufficient attention to insights emerging from modern information economics. Markets with asymmetric information are not in general constrained Pareto efficient; and increased banking sector competition, following financial liberalization, will not necessarily induce efficient financial intermediation. Increased competition is likely to erode franchise values, which may, in turn, generate an unstable banking environment where gambling behaviour on the part of the banks is prevalent. Increased competition can also discourage relationship-banking, and it disturbs what may actually be a constrained efficient mode of contracting in a dynamic setting characterized by asymmetric information. We argue that these problems are further aggravated by the massive task of building an appropriate institutional and regulatory framework designed to effectively curb imprudent bank behaviour. Turning to the empirical evidence, it is shown that the alledged first-order effect whereby financial development causes growth is not adequately supported by econometric work. The empirical evidence on the finance–growth nexus does not yield any clear-cut picture. By way of conclusion, we question whether financial development, in the sense of increased formal financial sector intermediation in a deregulated environment can be expected to act as ‘engine of growth’ in the development process; and we argue in favour of a more cautious approach to financial sector reform. HIV/AIDS is the dominant health issue in Africa, where in many countries the human and social costs are devastating. Any deterioration in economic performance is likely to compound these costs and render countries less able to cope with the epidemic. However, conventional economic theories of growth argue that the impact of such an epidemic on the growth rate and level of income may be positive or negative. The analyses reported in this paper assess the impact of the HIV epidemic upon economic growth performance in 41 African economies between 1960 and 1998. The results indicate that for African countries where the prevalence of HIV is relatively low the impact of the epidemic conforms to ‘normal’ economic expectations. This paper outlines the complex historical legacy and structural adjustment efforts in Mozambique in addition to reviewing recent economic developments. An in-depth analysis of new and more reliable national accounts data show that macroeconomic stabilization has occurred through recovery from a suppressed outset. Yet, easy import substitution has now been used up, and structural transformation on the export side remains to be addressed. Moreover, a coherent development strategy geared towards poverty reduction is still to be implemented. The government budget also remains problematic, and aid dependency continues. In broad terms, reduction in poverty can come about through redistributions among households at an existing level of average income, or through growth in average incomes, or through a combination of the two. However, both theoretical and empirical considerations suggest that growth of average household incomes is likely to be necessary to achieve sustained long-term poverty reductions. But the pattern of this growth is important; clearly a growth pattern where the benefits accrue disproportionately to the richest in a society will have less poverty impact than one where the benefits are equally distributed or biased towards the poor. This is likely to be particularly important in countries where growth is likely to be slow. This paper reviews Indonesia's development record and policy framework, focusing in particular on its industrial policy regime. Although not matching the Asian Tigers in its economic performance since 1970, the country has one of the most creditable records in the Third World. Indonesia has resembled its East Asian neighbours in its generally conservative macroeconomic management and, since the mid- 1980s, in its export orientation. However, it is difficult to discern any evidence to support the proposition that the government's industrial policy--in the sense of selective, micro-level interventions--has contributed to Indonesia's rapid industrialization. A case could be made for more non-discretionary intervention to enhance supply-side capabilities, especially in the areas of education and training. [ABSTRACT FROM AUTHOR]

Economists involved in offering policy advice to developing countries have often expressed frustration at the extent to which political factors within developing countries have thwarted the implementation of effective economic reform. While the focus of economic policy in the first few decades after World War II was on overcoming market failures, since the 1970s the focus has been on overcoming government failures. This paper examines how politics interacts with economic policy, in particular to consider if the new political economy can help us to achieve the political reform that seems essential if economic reform programmes are to be effective. Abstract: This article presents a synopsis of the contextual conditions, factors and challenges under which the recent evolution of tax systems has taken place, as an introduction to this United Nations University‐World Institute for Development Economics Research Special Issue. The article, as the studies in this collection, gives especial emphasis to the role natural endowments, political economy, social structure and history, and the interplay between politics and tax revenues. These are relevant issues, considering that the Millennium Development Goals and now the Sustainable Development Goals have placed fiscal policy, and tax policy and revenue mobilisation in particular, at the centre of national and international development efforts. Cross-sectional studies of growth in post-colonial Africa have overwhelmingly focussed on explaining the failure of growth in Africa. This prompting stylised fact has its qualifications and when these are taken into consideration the explanations of African economic growth appear incoherent. The notion of a chronic African growth failure has diverted attention from the process of economic growth and left important questions unaddressed. The quest for the African dummy has delivered transferable conclusions with a strong impact on the writing of African economic history. The relationship between income inequality and economic growth is estimated using dynamic panel estimation on a sample covering 112 emerging countries for the period 1980-2014. The results show that income inequality has a positive influence on economic growth for richer countries, in line with the classic theory, and a negative effect for poorer countries, as argued by the political economy approach. Building on the recent literature on finance, growth and hunger, we have examined the experience of Asian countries over the period 1960-2010 by dynamic and static panel data models. We have found evidence favouring a positive role of finance-defined as private credit by banks-on growth of GDP and agricultural value added. Private credit as well as loans from the World Bank significantly reduces undernourishment, whereas remittances and loans from microfinance institutions appear to have a negative impact on poverty. Our empirical evidence shows that growth performance was significantly lower during the recent global financial crisis than non-crisis periods, although the severity is much smaller during the recent financial crisis than Asian financial crisis. Development studies have increasingly lost sight of engagement with long term issues as short term, often consultancy funding, has been available for ever shorter and more ‘practical’ projects. This has meant that one of the most important developmental events—the HIV/AIDs epidemic—has been largely neglected by the development studies community. For the last fifteen years most countries in sub-Saharan Africa--already the poorest region of the developing world--have experienced further declines in living standards, and in some cases, starvation. It is argued that this represents a test case for development economics, which has been a particularly controversial branch of the discipline in recent years. Two insights from the early 'development economics' of the 1950s--rural capital market imperfections and early 'strategic trade policy' arguments for protection--are shown to have continuing relevance in explaining African underdevelopment. The argument is developed by reference to two large Asian countries--India and Indonesia--which lagged behind Africa in the 1980s, but which have now overtaken it, and whose experience, we argue, can suggest valuable ways forward for Africa in the 1990s.
