Housing is a basic need. The National Association of Community Development Extension Professionals (NACDEP), Land Use Planning Community of Practice held a virtual forum in December 2021 on the national housing crisis. The session revealed common challenges communities face when addressing these issues locally. As a follow-up to that session, this paper summarizes Extension perspectives on community housing issues discussed during the session, reviews the literature on Extension programs related to housing, and makes the case for a national peer learning and communications network to address these difficult and urgent community housing challenges.

The Tri-Learner model of Extension Collaboration offers an innovative approach to address community needs and advance research by convening faculty from academic research, statewide Extension, and community-embedded Extension. This article describes development of a new Tri-Learner Model through an early childhood resilience project, with data from 32 participants. We present four key factors for the model's success: First, ensure that research and application are responsive to community needs rather than University-driven. Second, establish trusting, reciprocal relationships. Third, equally value each team member's knowledge and skills. Finally, leverage collaborative University structures and/or funding to foster reciprocal partnerships to maximize research impacts.

Due to the nature of Extension, work across counties differs because efforts are grounded in the needs of a community and intentional programming helps address these needs. A common competency required for entry-stage Extension professionals is program development, which includes planning, design, implementation, and evaluation. Understanding a community's needs is a crucial aspect of the program planning process, yet new Extension professionals may not know where to locate existing information about their communities. Before creating Extension programs, Extension professionals should understand local communities and identify existing data to facilitate the needs assessment phase of program development.

Extension educators across the United States are being asked to expand their direct education efforts to include policy, systems, and environmental (PSE) changes. However, professional development opportunities and tools are needed to familiarize Extension professionals with PSE change approaches, build their capacity to implement PSE change, and make the process relevant to their work. We describe a planning tool developed for a unique multistate PSE change intervention training and designed to facilitate the process of PSE change implementation at the local level. An example of the tool and recommendations for others wishing to use it are included.

Extension agents obtain professional development (PD) through a variety of means, some of which have been critiqued as lacking in creativity or involvement of experiential learning approaches. As Extension engages in reinvention and reimaging in response to competition in the information marketplace, direct and candid connections with a changing clientele are essential. In this article, I propose the value of travel as a form of nontraditional PD, present an approach to manufacturing relevant encounters, and include a case study to illustrate the application of this approach. Nontraditional PD allows professionals to creatively adapt programming to community need and character.

Understanding resources available in a community is essential before any 4-H youth development professional can begin addressing local needs. Conducting a community assessment generates valuable information about the unique components and resources of a specific community. This information then provides a foundation for identifying specific community needs and determining ways in which needs can be addressed through Extension-based programming.

Extension professionals are increasingly encouraged to engage in practices that can advance the public value movement. It is unclear, however, whether recommended practices related to public value are being adopted. In 2014, 235 Extension professionals at Mississippi State University responded to an organizational capacity survey that included questions on public value practices. Research described here explored discrepancies between current and ideal public value practices among Extension professionals. Paired-samples "t"-tests revealed statistically significant discrepancies between current and ideal public value practices. The findings can inform efforts by Extension professionals seeking to increase awareness and practices related to public value.

Extension educators can help the public learn about critical issues that contribute to existing problems in communities. Water is just such an issue in Florida--in fact, water is the top issue in Florida. The purpose of the study reported in this article was to identify Florida residents' opinions about clean water and their preferred modes of learning about water quality. Findings relate to how information about water quality should be transferred to the public and can guide the development of Extension programming.

We used geospatial analysis tools to develop community maps depicting fourth-grade reading proficiency test scores and locations of facilities offering public access to reading materials (i.e., public libraries, elementary schools, and Little Free Libraries). The maps visually highlighted areas with struggling readers and areas without adequate public access to reading materials, providing information useful for executing a strategic response to literacy issues. Community development Extension professionals can use geospatial analysis to educate, inform, and create targeted actions related to a range of social issues. Applying geospatial analysis can make data more engaging, understandable, and impactful and can assist communities in seeing the bigger picture of an issue.

It has been argued that to remain relevant in today's society, Extension must expand its role to provide public issues education. We conducted a web-based survey to determine whether Extension agents in Florida were prepared to deal with contentious issues. Survey respondents identified issues affecting their clientele, levels of frequency with which they addressed the issues, and self-perceived levels of knowledge related to the issues. Results were analyzed by agent type (i.e., programmatic area). Results revealed that the issues of immigration, crop diseases, and food security held particular potential for improvement.

With an adult obesity rate of 35.6%, Alabama is the second most obese state in the United States. Alabama Extension and the Centers for Disease Control and Prevention (CDC) joined in the first collaboration between the CDC and land-grant institutions to prevent further incidence and reduce the prevalence of obesity. The objective of our study was to determine perceived barriers and assets related to nutrition education, food retail, and physical activity in 14 rural counties in Alabama where adult obesity rates are greater than 40%. Extension formed community coalitions in the counties to help identify community-specific needs and strategies related to obesity prevention and reduction.

The United States has an opioid epidemic that requires efforts to help youths and families navigate complex challenges. Extension professionals are being called on to develop programs that equitably and effectively engage and serve audiences across racial and ethnic differences. To accomplish this, Extension professionals must understand the systemic and historic inequities that have shaped prevention and treatment initiatives within communities of color. Establishing culturally responsive practices is essential for building successful prevention programs. This article presents an overview of historical occurrences, challenges faced by communities of color, and recommendations for best practices.

Conducting needs assessments serves as a valuable way for Extension educators to ensure that they are designing programs that meet community needs. We developed a needs assessment tool kit that educators across urban, suburban, and rural communities can use to answer the question "What are the youth development needs in my county?" Additionally, the tool kit's components can be easily adapted for use in all Extension program areas and thus serve as a resource for educators in various contexts desiring to gather stakeholder input needed to strengthen their programming.

Extension has many opportunities to promote breastfeeding, one of the most highly effective preventive measures a mother can take to protect the health of her infant and herself. This article describes how and why Cooperative Extension can and should partner with federal and state efforts to promote breastfeeding. Members of Rutgers' Family and Community Health Sciences department served on state work groups to identify and implement evidence-based strategies for promoting breastfeeding in health care, child care, and work site settings. Extension is an important public health partner, providing technical assistance, content expertise, and resources that meet the needs of communities.

Extension programs based on identified needs, relevant theory, and solid research too often fail to realize their objectives. Program implementation is acknowledged to contribute to program effectiveness, yet systematic attention has not been paid to the array of implementation issues that can complicate achieving program goals. We developed the multilevel Implementation Issues Framework (IIF) to guide the identification and analysis of factors contributing to the ability of a program model to achieve its intended outcomes. The IIF can be used to complement logic models, inform process evaluation efforts for new and multisite programs, and support the implementation of evidence-based programming.

Food insecurity is a growing concern for Eau Claire County residents in Western Wisconsin. A community-academic partnership studied food insecurity through the voices of families struggling to access food and institutions that assist with hunger related problems. Data were collected through focus groups held in urban and rural parts of the county. Participants reported that food insecurity affected all aspects of daily life, increasing stress and reducing coping abilities. Results indicate that when Extension and campus-based staff partner with community groups, they can increase community awareness of and find innovative solutions to pressing community needs, such as food insecurity.

Times are changing, and so are Extension programs. These changes affect every aspect of the educational effort, including program development, project funding, educational delivery, partnership building, marketing, sharing impacts, and revenue generation. This article is not about how Extension is restructuring to adapt to changes; instead, it highlights the advantages and disadvantages and will focus on practical, real-world strategies that two Ohio State University (OSU) Extension educators have employed to successfully implement regional community development programs.

Extension professionals often assess community needs to determine programs and target audiences. Data can be collected through surveys, focus group and individual interviews, meta-analysis, systematic observation, and other methods. Knowledge gaps are identified, and programs are designed to resolve the deficiencies. However, do Extension professionals look deeply enough into the data to identify subgroups that will allow more targeted programs, or are programs based on only superficial analysis? Cluster analysis allows data to reveal demographic patterns and relationships involving survey respondents. It allows Extension professionals to more precisely target program audiences and thus effectively achieve program impacts.

The University of Missouri Extension needed to develop an annual program review process that collaboratively engaged county-level stakeholders. The results from the first 2 years highlight the results, challenges, and implications of the design process. The annual review process needs to be adaptive, responsive, and reflective from year to year when engaging with local stakeholders. For example, the 2012 program review process changed from the prior year to focus on participant mind mapping to better engaged stakeholders and to produces more detailed data. The process has ensured more engagement with local stakeholders and generated information helpful to regional faculty members.

"Pro bono" volunteers provide an effective means for Extension professionals to expand limited financial and human resources. Volunteers recruited from business settings can provide skills, abilities, expertise, leadership, and resources to Extension programs. Allowing professional volunteers to meet their desired leadership goals while simultaneously meeting the desired outcome of the Extension program requires effective communication with the corporation as well as the "pro bono" volunteer. To develop a "pro bono" volunteer program, Extension professionals should: identify shared outcomes; build collaboration; and effectively communicate how "pro bono" service provides an opportunity to achieve goals while meeting programming outcomes.

To engage recipients of Extension science-based video programming involves understanding what behaviors and decisions the recipients may be considering that can be affected by the programming. Such understanding may be developed through interviews, focus groups, and surveys, which should provide guidance for elements of the style and content of the video production. The success of the video in assisting viewers' decision-making should then be evaluated, for example through a survey, as described here. The approach presented draws upon and twines models from two different strands of communication research: nonpersuasive communication (Fischoff, 2007) and behavioral prediction (Fishbein & Yzer, 2003).

SWAT (Student Weekend Arborist Team) is a program affiliated with Cornell University and Extension founded to conduct street tree inventories in New York State communities with 10,000 residents or fewer, a group of communities underserved in community forestry planning. Between 2002 and 2010, SWAT conducted 40 inventories, and data from these inventories has been used to create community forestry management plans for inventoried communities. SWAT's inventory methodology and the program's success provide a model for other land-grant institutions and Extension systems to inventory publicly managed street trees and support community forestry planning in smaller communities throughout the United States.

This article summarizes the results of a needs assessment involving American Indians and outreach professionals on reservations in Idaho, Nevada, Oregon and Washington. The survey featured 36 questions about agricultural and natural resource issues that may pose challenges on reservation lands. A comparison between reservation residents and outreach professionals indicates that issue perceptions differ significantly for 23 of the 36 issues. Acknowledging these perceptual differences can help Extension to identify program gaps and opportunities with tribal nations. It can also increase Extension's appreciation for cultural diversity, thereby improving its capacity to execute its outreach mission on American Indian reservations. (Contains 2 tables.)

Hispanics are the country's fastest growing minority group. The study reported here surveyed and assessed Extension agents from two demographically different regions in Florida on perceptions and attitudes about the need, quality, and dissemination of Spanish Extension materials. Results showed Extension programs are important sources of information for Spanish-speakers from a region with a high population of Hispanics. However, Extension agents do not feel adequately prepared to reach this audience, and resources are insufficient, especially on critical environmental topics relevant to the audience. The study demonstrates the need to develop regionally and culturally relevant Spanish Extension materials for urban Spanish-speakers. (Contains 2 figures and 5 tables.)

As the number of people moving to the Gulf Coast increases, so does the risk of exposure to floods, hurricanes, and other storm-related events. In an effort to assist communities in preparing for future storm events, the Coastal Community Resilience Index was created. The end result is for communities to take actions to address the weaknesses they identify utilizing the CRI and for community decision-makers to be more informed on their community's level of risk, ultimately increasing their capability of responding to disasters.

New Mexico Cooperative Extension Service home economics agents rated perceived technical knowledge and client needs for 144 family and consumer sciences concepts. Six areas in which they needed more training were identified: gerontology, health, employment, parenting, family dynamics, and child development. (SK)

Emerging community issues and concerns were identified in focus groups of 104 Defiance County (Ohio) citizens and survey responses from 180 of 380 households. The research demonstrated the usefulness of capacity assessment as a participatory process in which community members are actively involved in identifying community assets as well as problems and needs.
