This paper discusses race, racialisation and whiteness in relation to Eastern European migrants living in Western Europe. Focusing on Poles in the UK, it examines both Polish migrants' experiences of racism as well as their own investment into racial exclusions of other racialised groups. The paper interrogates how migrants navigate their peripheral whiteness in broader racial hierarchies of Eastern European in-betweenness that are both historically rooted and constantly negotiated. Benefitting from relatively easy access to the UK, Polish migrants occupy at once a racially privileged and racially marginal position that echoes historical tensions around the place of Eastern Europe in wider racial hierarchies of Europeanness. While being white enough to engage in racial exclusions Eastern Europeans are at the same time not white enough to escape racialisation. Drawing on semi-structured interviews with Poles in the UK conducted between 2019–2020 the paper offers insight into complex racialising practices of Polish migrants when they are both racialised and able to benefit from their position as 'paler migrants' to distance themselves from other migrants as well as 'darker citizens'. While international and national policies, strategies and legislation have been designed to address the problems of forced displacement, they also form a vital role in the discursive construction, governance and regulation of those who have been displaced. This paper critically interrogates the 'UK Safeguarding Strategy: Unaccompanied Asylum Seeking and Refugee Children' to highlight the ways in which unaccompanied asylum seeking children (UASC) are implicitly constructed as a policy problem. Drawing on Foucault, and using a novel analytic method (WPR) for studying problematisation within policy, this paper moves beyond the policy definition of an unaccompanied asylum seeking child to unearth characterisations that the policy ascribes to this group of children, and in particular the conceptual boundaries established for the way society thinks about UASC. These conceptual boundaries are divisive in nature, including suspicion around routes of arrival to the UK; constructions of risk; and questions about the responsibility of providing care and of being in need of care. The significance of the paper lies in its aim to use the examination of the discursive practices of the UK's Safeguarding Strategy as a starting point to open a broader discussion around how UASC are constructed and governed, nationally and internationally. This paper addresses how 'justice' is understood, sought, and experienced by Black and Minority Ethnic (BME) victims/survivors of Gender Based Violence (GBV) within the UK. The key aims of this paper are to explore (a) experiences of GBV for BME victim/survivors, (b) their experiences and perceptions of justice, and (c) factors enabling, or posing barriers to justice, including immigration status. We situate BME women's experiences and conceptualisations of justice within an ecological approach [Hagemann-White, C., et al. 2010. This paper explores whether family transitions among descendants of post second-world-war immigrants are converging towards those of white British young adults by examining family formation expectations among 16–21 year-olds collected within the 2009–2015 waves of Understanding Society. The paper asks: Do current adolescents' cohabitation, marriage and parenthood expectations differ by ethnic group? Are differences similar for men and women? Are ethnic differences mediated by individual or parental socio-economic characteristics? We find that expectations for marriage and parenthood are unanimously high, but that there is greater uncertainty among white British and black Caribbean adolescents as to the age at which these transitions will occur. We find large ethnic differences in expectations for cohabitation, especially for women. There is evidence for a divergence in expectations within the south-Asian community. Second-generation Indians have lower expectations for marriage and higher expectations for cohabitation than second-generation Bangladeshis or Pakistanis. Ethnic group differences remain when religiosity, parental background and individual characteristics are controlled. Further research is required regarding the mechanisms which underlie the differential transmission of family formation attitudes across ethnic minority groups. [ABSTRACT FROM AUTHOR]

The paper explores London-based third sector practitioners' engagement with vulnerability in their work with refugee and migrant women during pregnancy and in the post-natal period. Practitioners draw on notions of vulnerability that signal weakness and passivity as a strategy, which enables them to secure resources for the women they support as well as to sustain their own organisational existence in a third sector landscape that has been transformed by a range of neoliberal measures. Despite this invoking of essentialised vulnerability practitioners possess an awareness of how the broader context of women's lives, including government policies and structural disadvantage, acts to shape their vulnerability. The paper argues practitioners' contextual understanding of refuge and migrant women's vulnerability resonates with theoretical approaches that conceptualise vulnerability as an ontological characteristic of human existence. Strategic use of essentialised vulnerability is central to accessing resources, while an ontological understanding of vulnerability as a universal potential activated by socially mediated unequal power relations enables practitioners to address the specific factors that are producing women's vulnerability to harm. The paper investigates the relatively underexplored field of educated first-generation Bangladeshi immigrant women's labour market experience in Britain. Applying an intersectional lens using Pierre Bourdieu's notion of 'capital', 'habitus' and 'field' [1986. "The Forms of Capital." In Handbook of Theory and Research for the Sociology of Education, edited by John G. Richardson, 241–258. New York: Greenwood] and Nira Yuval-Davis's 'situational intersectionality' [2015. "Situated Intersectionality and Social Inequality." Raisons Politiques 2 (58): 91–100], the paper examines immigrant women's employment barriers and their diverse strategies to deal with the barriers in the UK labour market. Analysing twenty-eight participants' narratives into three categories: (i) Full-time professionals, (ii) Part-time wage earners and (iii) Economically inactive women, the paper highlights how the issue of capital mobilisation affected South Asian immigrant women's employment choices. The participants' situational differences within a complex nexus of unequal capital portability, non-recognition of skills, and their limited familiarity with British cultural capital, family's economy and their lifecycle stages shaped the immediate and long-term choices they could make. The analysis emphasises the necessity to examine contemporary first-generation Bangladeshi as well as South Asian, Muslim women's employment from a capital mobilisation perspective taking into account the situations within which they operate. There are important gaps in our knowledge about children who migrate. Even in societies which employ technologically sophisticated systems for monitoring and measuring migration, data on child migrants are incomplete and focused on specific groups of vulnerable children and young people. The lack of data and research on processes underpinning child migration and on the experiences of children who migrate are rooted in hegemonic Westernised assumptions about, and constructions of, childhood, family migration, and migration in general. Migrant children are represented as passive, needy and different; their accounts of themselves and their lives are silenced through adultist discourses about migration decision-making and experiences. The papers in this special edition of JEMS challenge these constructions of migrant children by focusing on the children's experiences in a multiplicity of migratory contexts. Presented first at the international conference 'Children and Migration: Identities, Mobilities, Belonging' organised by the Marie Curie Migrant Children Project at University College Cork, Ireland, in April 2008, the papers showcase emerging research which challenges the adult-centric nature of migration research and policy. Women in ethnic businesses have often been heralded as a critical labour resource but at the same time exploited and unacknowledged for their significant contribution. This paper considers the role of women in Asian businesses by adopting a very different perspective. The cases reviewed consider family businesses (defined as having two or more generations involved in the ownership and management of the business) and the role of the mother as a mediator between both generations. Previous research on working dynamics in the family business field has focused almost exclusively on the power struggles between the founder (typically the father) and the heir (usually the son). The central thrust of this paper is to explore these working dynamics by focusing on the involvement and subsequent impact of the mother of the successor (also the wife of the founder). The research identifies the mother's role as a critical buffer between the generations, which is generally not recognised, let alone acknowledged by the family members experiencing transition. This paper adopts an unusual approach in its methodology by interviewing the founder and successor only, rather than the mother as well. By following this somewhat unorthodox approach I argue that the involvement of the mother is critical to the business. However, how it is perceived by key family members in the business is even more important as this will determine whether she has a platform to assert herself as an equal party or needs to adopt a dexterous approach in order to balance relations. The paper, drawing on narrative analysis of qualitative research with Irish highly qualified migrants in Britain, examines the processes of friendship-making in contexts of mobility. In so doing, I consider what stories of making new friends in new places, reveal about interconnections between selection opportunities but also obstacles, as well as the role of preferences and shared interests. My work contributes to the recent resurgence of interest in place by exploring the salience of proximate, situated, local relationships as sources of emotional support and sociality, even among migrant professionals. Adopting a focus on friendship-making, I seek to go beyond a narrow notion of homophily—defined by an ethnic lens—to understand how migrants draw upon different aspects of identities to forge links and build relationships with a diverse range of people. The paper lies at the nexus of related but distinct bodies of literature—migration, social network analysis and friendship—to explore where, how, why and with who migrants form new friendship networks. I suggest that by connecting these approaches there is potential not only to develop a more thorough understanding of sociality in mobility but also to overcome some gaps within each of these approaches. The aim of this article is to identify whether differences exist in local and national news framing of immigration. Using 12 years (2001–2012) of print media data from 15 Canadian and British print media sources, this article presents the first attempt to look for systematic differences in cross-city, within-country and cross-national framing on the subject of immigration. Contextual variables such as change in the unemployment rate and in the rate of foreign-born within cities and countries are introduced to test the robustness of the findings from a computer-automated content analysis. Findings suggest that, contrary to expectations, there is little by way of systematic evidence that national and local newspapers frame immigration according to different concerns. Furthermore, cross-city news coverage does not vary based on local contextual factors such as changes in the unemployment rate or rate of foreign-born. Indeed, it would appear that there is little evidence to support hypotheses that local coverage attends only to the ‘local consequences’ of immigration such as crime and unemployment, and that national concerns such as border security and broader economic outlook are solely the purview of national media. The process of deciding who is in need of international protection is well established most western liberal democracies, and has been subject to critical scrutiny for decades. And yet asylum seekers remain vulnerable to serious and ongoing flaws in that system. In this paper, based on research conducted in Afghanistan 2012–2018, Schuster explores a number of shortcomings in the asylum decision-making process, specifically with regard to the rejection of claims from Afghans. The analysis of Reasons for Refusal Letters, allows Schuster to examine the use of key tools in that process (previous cases and country of origin reports). Schuster argues that the current adversarial approach, which seeks to prove an applicant is not credible or does not need protection, undermines the legitimacy of the asylum and risks refusing protection to those in need and or condemning others to years of damaging appeals before they are granted asylum. She concludes by arguing for a shift to a more investigative approach, one that seeks to identify those in need of protection, rather than to keep numbers low. [ABSTRACT FROM AUTHOR]

As in many developed countries, in the UK the unemployment rate of ethnic minorities is higher than the unemployment rate of the white British majority. These differences may be due to a higher probability of ethnic minorities entering unemployment by losing a job, or to a lower probability of exiting unemployment by finding a job. Using Understanding Society, the UK Household Longitudinal Study, this paper analyses what individual and job characteristics contribute to job loss, what contribute to job finding, and to what extent ethnic unemployment differentials can be explained by such characteristics. For both men and women the results show no relevant ethnic differences in the probability to transition from a paid job into unemployment. Only Indian UK born women seem more likely to transition than white British majority women, while for other groups the small differences are in favour of ethnic minorities. Segregation in occupations characterised by low wages and less stable jobs does not seem to contribute to the higher unemployment rate of ethnic minorities. The main determinant of ethnic unemployment differentials seems to be the longer duration of unemployment for ethnic minorities, which, however, remains largely unexplained after the inclusion of individual and household characteristics. There are clear differences in labour force participation rates of women of immigrant origins, both first and second generation, across a range of European countries. Many of these differences, particularly for women with low participation rates, are not fully explained in existing studies. I argue that to better understand differences in labour force participation, and the role of 'culture' in shaping them, we need to take account of the context provided by previous generations of women. While mothers may transmit expectations regarding participation directly to their daughters through intergenerational transmission and childhood socialisation, mothers-in-law may also be important in indirectly influencing their daughters-in-law through their sons' behaviours and attitudes. Using the UK large-scale household panel study Understanding Society, the contribution of this paper is to investigate the 'mother-in-law effect' in the UK. I shed light on the extent to which partnered women's participation is affected by the work status of their partner's mother. I find a positive association between a working mother-in-law and female labour force participation, which remains sizeable after accounting for individual-level characteristics. I also show that Pakistani and Bangladeshi women's participation is more sensitive to the work status of their mothers-in-law than that of other groups. [ABSTRACT FROM AUTHOR]

Drawing on data from in-depth interviews with refused asylum seekers from Zimbabwe and Kurds from Turkey, who have stayed in Britain as irregular migrants, this paper examines everyday lives, strategies and fears. The paper focuses on four main areas: individual experiences of the asylum system leading to irregularity; living as an irregular migrant with the constraints on economic participation and limited housing options; social lives, relationships and community activities alongside the ways in which decisions about social interactions intersect with irregularity and subsistence support; the fears and everyday struggles faced by irregular migrant's living in England, and the ways in which this translates into relationships with place and space. This paper contributes to debates on graduate migration, by discussing graduate migrants' career trajectory development, using structure-agency perspectives to explore career path management in a host country. Drawing on qualitative research with Polish graduate migrants in the UK, it demonstrates diverse attitudes towards career trajectories of those who obtained their degree from home country universities, and enrolled into some form of further education in the host country. This paper outlines three Polish graduate types in the UK, based on the time, type and motivations for further training in the UK. These are: Continuers, Switchers and Late Awakeners. It argues that graduates have become accustomed to life's uncertainties, and recognise the need to take diverse and flexible routes to advance their careers, including further education and various types of employment. This paper draws on qualitative interviews to explore the educational experiences amongst the UK-born adult children of refugees from Vietnam, Sri Lanka (Tamils) and Turkey (Kurdish). Second generation from refugee backgrounds are characterised by diversity and as a group are increasing numerically. However, little is known about the specificity of their experiences as they have been either subsumed within or have fallen between the research agendas on new migrants, refugees, asylum seekers and the body of research on larger established minorities. This paper sets out to fill a gap in the literature by exploring the perspectives of second generation from refugee backgrounds. We examine the impact of policy-particularly dispersal and mobility-on education, the ways in which inter-generational relations and the aspirations of both parents and their children can be shaped by refugee histories, how schools fail to alleviate barriers to parental participation and racism within school settings, especially-though not exclusively-within schools that are less ethnically diverse. We conclude that the policy context and refugee backgrounds shape educational experiences and aspirations but also significant are the structural divisions that reproduce class and race-based inequalities. Cohesion and integration agendas in Britain can be characterised by localisation of 'race relations' responsibilities and the importance of local institutions in shaping neighbourhoods has been acknowledged. However, little is understood about the roles of housing providers in integration initiatives. Indeed, research on housing and race has experienced a lull in the 2000s. Thus, this paper aims to examine how social housing providers negotiate their positions and are complicit in constructing a certain vision of community. It draws on interviews from the ESRC Centre on Dynamics of Ethnicity (CoDE)'s work in the ethnically diverse neighbourhoods of Cheetham Hill (Manchester), Newham (London), Butetown (Cardiff) and Pollokshields and Govanhill (Glasgow). The paper makes three arguments: first, that race and ethnicity as facets of 'integration' have been subsumed into broader agendas, yet remain implicit in community building; second, that housing organisation practices are often detached from local meanings of community and prioritise exclusionary activities focusing on behaviour change and, third, that the roles of housing organisations in constructing 'integrated' communities are highly variable and localised, influenced by the history and contemporary dynamics of place. Using data from the 2001 Census Special Migration Statistics, this paper explores ethnic variations in the propensity to migrate, the effectiveness of net migration in redistributing ethnic populations, and the connectivity between places that results from ethnic migration. London has by far the largest concentration of ethnic minority populations in Great Britain and plays a key role in the national internal migration system. By decomposing the net migration balances of boroughs into those within and across London's outer metropolitan boundary, the paper reveals different spatial processes of decentralisation and dispersal as well as centralisation when comparing ethnic groups. For asylum route refugees, the existence and persistence of structural barriers to navigating statutory systems are well-documented. Even when initial barriers are overcome, further transitions may disrupt refugees' lives. One such is the arrival in the UK of family members from whom they had been separated during their flight from persecution. This paper draws upon data gathered using a Social Connections Mapping Tool methodology with reunited refugee families to make three contributions to the field of refugee studies. Firstly, families' accounts of navigating statutory systems confirm the multi-directionality of integration. Refugees' efforts to build and leverage social links proceed differentially across key statutory domains and cannot alone overcome systems barriers that require adaptation on the part of public services. Secondly, our findings contribute to scholarship that critiques the division of social relationships into categories of bonds, bridges and links, and the distinctions made between these based on ethnicity or nationality. Rather, refugees' social relationships are more appropriately understood as a fluid continuum, with their nature and purpose subject to change. Finally, refugee families' descriptions of settling in the UK highlight the influence of time on integration and the importance to refugees of re-building independence in a new country context. To better understand the public portrayal of minorities, we propose a new and systematic procedure for measuring the standing of different groups that relies on the tone of daily newspaper headlines containing the names of minority groups. This paper assesses the portrayal of Muslims in the British print media between 2001 and 2012, focusing especially on testing scholarly propositions that Muslims are depicted in a systematically negative way. We compare the tone of newspaper headlines across time and across newspaper type and compare the portrayal of Muslims to that of Jews and Christians. We do not find support for arguments that Muslims are consistently portrayed in a negative manner in the British media as a whole. However, our data demonstrate that headlines in right-leaning newspapers are more negative than those in left-leaning newspapers, and that Muslims are consistently portrayed more negatively than Jews and frequently more negatively than Christians.
