When a nuclear accident occurs, decision makers in the affected country/countries would need to act promptly to protect people, the environment and societal interests from harmful impacts of radioactive fallout. The decisions are usually based on a combination of model prognoses, measurements, and expert judgements within in an emergency decision support system (DSS). Large scale nuclear accidents would need predictive models for the atmospheric, terrestrial, freshwater, and marine ecosystems, for the connections between these in terms of radionuclide fluxes, and for the various exposure pathways to both humans and biota. Our study showed that eight different models and DSS modules could be linked to assess the total human and environmental consequences in Norway from a hypothetical nuclear accident, here chosen to be the Sellafield nuclear reprocessing plant. Activity concentrations and dose rates from 137Cs for both humans and the environment via various exposure routes were successfully modelled. The study showed that a release of 1% of the total inventory of 137Cs in the Highly Active Liquor Tanks at Sellafield Ltd is predicted to severely impact humans and the environment in Norway if strong winds are blowing towards the country at the time of an accidental atmospheric release. Furthermore, since the models did not have built-in uncertainty ranges when this Sellafield study was performed, investigations were conducted to identify the key factors contributing to uncertainty in various models and prioritise the ones to focus on in future research.

The accident at the Fukushima-Daiichi Nuclear Power Station on March 11, 2011, led to significant contamination of the surrounding terrestrial and marine environments. Whilst impacts on human health remain the primary concern in the aftermath of such an accident, recent years have seen a significant body of work conducted on the assessment of the accident's impacts on both the terrestrial and marine environment. Such assessments have been undertaken at various levels of biological organisation, for different species, using different methodologies and coming, in many cases, to divergent conclusions as to the effects of the accident on the environment. This article provides an overview of the work conducted in relation to the environmental impacts of the Fukushima accident, critically comparing and contrasting methodologies and results with a view towards finding reasons for discrepancies, should they indeed exist. Based on the outcomes of studies conducted to date, it would appear that in order to avoid the fractured and disparate conclusions drawn in the aftermath of previous accidents, radioactive contaminants and their effects can no longer simply be viewed in isolation with respect to the ecosystems these effects may impact. A combination of laboratory based and field studies with a focus on ecosystem functioning and effects could offer the best opportunities for coherence in the interpretation of the results of studies into the environmental impacts of ionising radiation.

Recent assessments of global climate/environmental change are reaching a consensus that global climate change is occurring but there is significant uncertainty over the likely magnitude of this change and its impacts. There is little doubt that all aspects of the natural environment will be impacted to some degree. Soil-to-plant transfer of radionuclides has long been a significant topic in radioecology, both for the protection of humans and the environment from the effects of ionising radiation. Even after five decades of research considerable uncertainty exists as to the interplay of key environmental processes in controlling soil-plant transfer. As many of these processes are, to a lesser or greater extent, climate-dependent, it can be argued that climate/environmental change will impact soil-to-plant transfer of radionuclides and subsequent transfers in specific environments. This discussion attempts to highlight the possible role of climatic and climate-dependent variables in soil-to-plant transfer processes within the overall predictions of climate/environmental change. The work is speculative, and intended to stimulate debate on a theme that radioecology has either ignored or avoided in recent years.

The influence of agrochemical properties of forest soils and growth conditions on 137Cs aggregated transfer factors from soil to different species of forest mushrooms have been analysed. Statistically significant correlations between 137Cs soil to mushroom aggregated transfer factors and agrochemical soil properties have been revealed. The experimental data show that 137Cs aggregated transfer factors depend on the mushroom's trophic group, biological family, genus and species. They also strongly depend on forest soil properties and their values can be estimated with the use of multiple regression equations constructed from agrochemical soil parameters which most closely correlate with the 137Cs transfer parameters for particular mushroom groups.

A number of international organisations are focussing on a revision of radiation protection policy from the existing system which addresses only effects on man, to one which also addresses effects on the wider environment. These developments are expected to effect a wide range of stakeholders, including industry, regulators, scientists, users and the public. With this in mind a "Consensus Conference on Protection of the Environment" was arranged as part of an International Seminar on "Radiation Protection in the 21st Century: Ethical, Philosophical and Environmental Issues" held at the Norwegian Academy of Science and Letters. The conference attracted 46 international experts representing various disciplines and affiliations including Environmental Science, Health Physics, Radioecology, Ethics and Philosophy and a wide spectrum of perspectives bearing on the question of radiation protection of the environment. The conference was novel in that the participants were professionals rather than laypersons, and the purpose of the consensus procedure was to identify areas of agreement as an input to the ongoing regulatory developments. The success and innovation of the model is reflected in the significant areas of agreement identified in the final consensus statement, and the subsequent interest at an international level. Participants also noted the need for furthering the debate through ongoing work. Notable issues were the harmonisation of standards for radiation with other environmental stressors, guidance for balancing different interests and values within practical management, and the need for assessment criteria.

In this paper a compartment model of the highly vulnerable Arctic terrestrial food chain "lichen-reindeer-man" is outlined. Based upon an analysis of measured (137)Cs and (90)Sr contents in lichen and reindeer meat from 1961 up to 2001, site specific model parameters for two regions in north-western Arctic Russia and for Kautokeino municipality in Arctic Norway have been determined. The dynamics of radionuclide activity concentrations in the "lichen-reindeer-man" food chain for all areas was satisfactorily described by a double exponential function with short-term and long-term effective ecological half-lives between 1-2 and 10-12 years, respectively, for both (137)Cs and (90)Sr. Using parameter values derived from the model, life-time internal effective doses due to consumption of reindeer meat by reindeer-breeders after an assumed single pulse deposit of 1 kBq m(-2) of (137)Cs were estimated to be 11.4 mSv (Kola Peninsula), 5 mSv (Nenets Autonomous Area), and 2 mSv (Kautokeino, Norway). Differences in vulnerability to radiocaesium deposition were due to differences in transfer between lichen and reindeer and in diet between the three regions.

Previous discharges of radioactivity from the Mayak Production Association plant in the Urals have resulted in considerable radionuclide contamination of the Techa River, and consequent high radiation doses during the late 1940s and 1950s to residents of villages along the Techa river. The most contaminated villages close to the site were evacuated in the period 1954-1962. The objective of this recent study was to conduct a preliminary assessment of the current radioactive contamination of soil, vegetation and foodstuffs in the two remaining villages closest to the Mayak site, Muslyumovo and Brodokalmak. The highest contamination levels in soil were found in the floodplain at 5.5 MBq m(-2) for 137Cs and 1.0 MBq m(-2) for 90Sr. Radionuclide contamination in soil of the villages was much lower, but exceeded that expected from global fallout. Data from 1207 measurements of 137Cs in milk and 1180 for 90Sr in milk for the period 1992-1999 were collated. There was no change with time in the 90Sr or 137Cs activity concentration in milk over the measured period. There were significantly higher 137Cs activity concentrations in milk sampled during the housed winter period in Muslyumovo compared with the grazing summer period, but compared to that for Brodokalmak or for either settlement for 90Sr. The highest measured activity concentrations in food products of 137Cs and 90Sr were found in river fish, waterfowl, poultry and milk. The measured activity concentrations of 137Cs and 90Sr in some animal products were higher than that expected from soil and vegetation from fields and pasture in the villages (not including the floodplain) confirming that the highly contaminated floodplains are contributing to contamination of some animal products.

Activity concentrations of 137Cs and 90Sr in samples of vegetation and natural food products collected in the Kola Peninsula in 1998 and 1999 indicate a very slow decrease in contamination levels during the last decade, mainly due to the physical decay of the radionuclides. The activity concentrations of 137Cs in reindeer meat decreased with a half-life of about 9 years. 137Cs in lichen, moss and fungi is significantly higher than in natural vegetation (grasses) and agricultural plants (potatoes). The activity concentrations of 137Cs in reindeer meat were two orders of magnitude higher than those in locally produced beef and pork. Consumption of reindeer meat, fish, mushrooms and berries constituted the main contribution to the internal dose from 137Cs and 90Sr for reindeer-breeders in the Lovozero area. The estimated committed doses due to 137Cs intake in this group were about 10 microSv per month in summer 1998 and 15 microSv per month in winter, 1999. There was good agreement between internal dose estimates based on intake assessment and whole body measurements. The population of Umba settlement, which is not involved in reindeer breeding, received individual committed doses due to 137Cs intake of about 0.5 microSv per month, about a factor of 20 less than the reindeer-breeders in Lovozero. In this case, the main contribution to the internal dose of the general population came from consumption the of 137Cs in mushrooms and forest berries. The contribution of 90Sr to the internal dose varied from 1% to 5% in the different population groups studied.

Arctic residents, whose diets comprise a large proportion of traditional terrestrial and freshwater foodstuffs, have received the highest radiation exposures to artificial radionuclides in the Arctic. Doses to members of both the average population and selected indigenous population groups in the Arctic depend on the rates of consumption of locally-derived terrestrial and freshwater foodstuffs, including reindeer/caribou meat, freshwater fish, goat cheese, berries, mushrooms and lamb. The vulnerability of arctic populations, especially indigenous peoples, to radiocaesium deposition is much greater than for temperate populations due to the importance of terrestrial, semi-natural exposure pathways where there is high radiocaesium transfer and a long ecological half-life for this radionuclide. In contrast, arctic residents with diets largely comprising marine foodstuffs have received comparatively low radiation exposures because of the lower levels of contamination of marine organisms. Using arctic-specific information, the predicted collective dose is five times higher than that estimated by UNSCEAR for temperate areas. The greatest threats to human health and the environment posed by human and industrial activities in the Arctic are associated with the potential for accidents in the civilian and military nuclear sectors. Of most concern are the consequences of potential accidents in nuclear power plant reactors, during the handling and storage of nuclear weapons, in the decommissioning of nuclear submarines and in the disposal of spent nuclear fuel from vessels. It is important to foster a close association between risk assessment and practical programmes for the purposes of improving monitoring, formulating response strategies and implementing action plans.

The concentrations of radionuclides have been measured in water, sediments and biota from the Barents and Kara Seas. The survey was undertaken to identify the contribution to the anthropogenic radionuclides in the environment from nuclear waste dumped by the USSR in these areas from 1962 to the present day. The concentration in seawater was in the range 3.3- 20.4 Bq m −3 for 137 Cs, 3.0-12.1 Bq m −1 for 90 Sr and < 1.8-16.0 MBQ M −3 for 239,240 Pu. The concentrations in sediments (0-10 cm) were in the range 120-910 Bq m −2 for 137 Cs and 2.5-135 Bq m −2 for 239,240 Pu. The influence of radioactivity from dumped nuclear waste has not had a significant impact on the general levels of anthropogenic radioactivity

Within this paper, radioecological data concerning the "peaceful" underground nuclear explosion Kraton-3, conducted at a remote Arctic location (65.9 degrees N, 112.3 degrees E) within the former USSR in 1978, are reviewed. The data and estimates published in the available literature sources before September 2008 could be grouped as following: (a) characterisation of the current radioactive contamination (gamma-, beta- and alpha-emitters) of environmental compartments in terms of radionuclides composition, activity concentration, area contamination density; (b) determination of current gamma dose rates in air, including mapping using GPS; (c) evaluation of cumulative gamma doses in air (with calculations and thermoluminiscence measurements in ceramic objects); (d) description of the visually distinguishable changes in the terrestrial ecosystem; (e) description and quantitative evaluation of morphological abnormalities in the organs of adult plants as well as in seeds and seedlings of some herbs and shrubs, and in small mammals; (f) application of countermeasures. Knowledge gaps and possible further studies are indicated.

Vertical distributions of 137 Cs have been determined in vegetation-soil cores obtained from 30 different locations around two underground nuclear explosion sites – “Crystal” (event year – 1974) and “Kraton-3” (event year – 1978) in the Republic of Sakha (Yakutia), Russia. In 2001–2002, background levels of 137 Cs surface contamination densities on control forest plots varied from 0.73 to 0.97 kBq m −2 with an average of 0.84 ± 0.10 kBq m −2 and a median of 0.82 kBq m −2 . 137 Cs ground contamination densities at the “Crystal” site ranged from 1.3 to 64 kBq m −2 ; the activity gradually decreased with distance from the borehole. For “Kraton-3”, residual surface contamination density of radiocaesium varied drastically from 1.7 to 6900 kBq m −2 ; maximal 137 Cs depositions were found at a “decontaminated” plot. At all forest plots, radiocaesium activity decreased throughout the whole vertical soil profile. Vertical distributions of 137 Cs in soil for the majority of the plots sampled ( n = 18) can be described using a simple exponential function. Despite the fact that more than 20 years have passed since the main fallout events, more than 80% of the total deposited activity was found in the first 5 cm of the vegetation-soil cores from most of the forested landscapes. The low annual temperatures, clay-rich soil type with neutral pH, and presence of thick lichen-moss carpet are the factors which may hinder 137 Cs transport down the soil profile.

Two field expeditions in 1996 studied 137 Cs intake patterns and its content in the bodies of adult residents from the village Kozhany in the Bryansk region, Russia, located on the shore of a drainless peat lake in an area subjected to significant radioactive contamination after the 1986 Chernobyl accident. The 137 Cs contents in lake water and fish were two orders of magnitude greater than in local rivers and flow-through lakes, 10 years after Chernobyl radioactive contamination, and remain stable. The 137 Cs content in lake fish and a mixture of forest mushrooms was between approximately 10–20 kBq/kg, which exceeded the temporary Russian permissible levels for these products by a factor of 20–40. Consumption of lake fish gave the main contribution to internal doses (40–50%) for Kozhany village inhabitants Simple countermeasures, such as Prussian blue doses for dairy cows and pre-boiling mushrooms and fish before cooking, halved the 137 Cs internal dose to inhabitants, even 10 years after the radioactive fallout.

RTP "ATOMFLOT" is a civilian nuclear icebreaker base located on the Kola Bay of northwest Russia. The objectives of this study were to determine the distributions of man-made radionuclides in the marine environment adjacent to the base, to explain the form of the distributions in sediments and to derive information concerning the fate of radionuclides discharged from ATOMFLOT. Mean activity concentrations (d.w.) for surface sediment, of 63 Bq kg(-1 137Cs, 5.8 Bq kg(-1) 90Sr and 0.45 Bq kg(-1 239,240)Pu were measured. Filtered seawater activity levels were in the range of 3--6.9 Bq m(-3) 137Cs, 2.0-11.2 Bq m(-3) 90Sr, and 16-40 m Bq m(-3), 239,240Pu. Short-lived radionuclides were present at sediment depths in excess of 10cm indicating a high degree of sediment mixing. Correlations of radionuclide activity concentrations with grain-size appear to be absent; instead, the presence of relatively contaminated sediment appears to be related to the existence of radioactive particles.

The objective of this study was to reassess 99 Tc transit times and transfer factors, from Sellafield to northern Norway, and to determine the extent of 99 Tc migration to the Barents Sea. Filtered seawater samples were collected on a monthly basis from Hillesoy, northern Norway, and in February 1999 from the Barents Sea. Results showed an increase in levels of 99 Tc at Hillesoy where activity concentrations have increased from a baseline of 0.2-0.4 Bq m -3 to a maximum of 1.6 Bq m -3 . A transit time of 42 months and a transfer factor of 6 Bq m -3 per PBq a -1 have been derived, using cross-correlation analysis. The current study predicts that future levels are unlikely to increase dramatically over the levels observed in 1998. Levels of 99 Tc in the Barents Sea ranged from 0.2 Bq m -3 to 1.1 Bq m -3 showing the influence of new 99 Tc inputs by early 1999.

The application of the critical loads methodology for radioactive contamination of Arctic and sub-arctic ecosystems, where natural and semi-natural food products are important components of the diet of many people, is proposed and discussed. The critical load is herein defined as the amount of radionuclide deposition necessary to produce radionuclide activity concentrations in food products exceeding intervention limits. The high transfer of radiocaesium to reindeer meat gives this product the lowest critical load, even though the intervention limit is relatively high compared with other products. Ecological half-lives of radiocaesium in natural and semi-natural products are often very long, and it is therefore important to take account of contamination already present in the event of an accident affecting areas where such products are important. In particular, the long ecological half-life for radiocaesium in moose meat means that the critical load is highly sensitive to prior deposition. An example of the potential application of the method for emergency preparedness is given for the Chernobyl accident.

One of the general assumptions for box modelling of the dispersion of radionuclides in marine systems relates to instantaneous mixing in each box which, in turn, results in practical calculations involving instantaneous mixing in the whole of oceanic space. A new approach to box modelling, which includes dispersion of radionuclides as a function of time, was therefore developed in order to provide a better and more realistic/physical approximation to reality relative to traditional box modelling. The novel and significant practical features of the approach are discussed. Calculations of concentrations of radionuclides in the marine environment and doses to man for some scenarios indicate differences of up to orders of magnitude between the traditional and new approaches to box modelling.
