An estimated 2300 people became seriously ill and 7 died from exposure to microbially contaminated drinking water in the town of Walkerton, Ontario, in May of 2000. The severity of this drinking water disaster resulted in the Government of Ontario calling a public inquiry by Mr. Justice Dennis O'Connor to address the cause of the outbreak, the role, if any, of government policies in contributing to this outbreak, and ultimately, the implications of this experience on the safety of drinking water across the province of Ontario. This paper summarizes relevant evidence presented at the inquiry by the expert panel together with Justice O'Connor's findings addressing the circumstances of the outbreak. These findings are reviewed in relation to the published causes of previous waterborne disease outbreaks that have been reported elsewhere in developed countries. The circumstances surrounding the Walkerton tragedy are an important source of knowledge for those concerned with providing safe drinking water to the public. Although some circumstances are obviously specific to this epidemic, others echo common themes in waterborne outbreaks that have occurred before. These common themes suggest the need for attention to broad issues of drinking water safety in addition to the individual specific details that often command attention. Environmental engineering is one of the most complex and fastest-growing disciplines in engineering. The scope of the field includes issues from public health protection to aesthetics, and from the impact on business development to the development of legislation, standards, regulations, and guidelines, to their enforcement and environmental protection. The issues include contaminants in gases, liquids, and solids and the phase transfers of the contaminants. The sub-specialties of environmental engineering address all these areas including the treatment of water, liquid waste, solid waste, and gaseous materials, protection of the environment through proactive measures, and the development of effective regulations. Environmental engineers have the necessary skills to address these issues and improve the quality of life of humans and other living things in an effective, sustainable, and economical manner. This paper outlines the evolvement of environmental engineering and identifies many of the exciting new directions of environmental engineering profession. Canada’s oil sands industry uses large volumes of freshwater to extract bitumen from surface-mined ore. With oil production expected to increase 3-fold over the next decade, process water treatment has become a critical issue for oil sands operators, both in terms of sustaining bitumen recovery and protecting freshwater resources. To identify candidate treatment technologies, a review was conducted on the state-of-the-art of water treatment in the oil industry. Significant developments include (i) chemical modifications to adsorbents and membranes to improve pollutant removal and reduce fouling; (ii) hybridization of adsorbent, membrane, and bioreactor technologies to enhance the biological treatment of toxic feedwaters; (iii) advances in photocatalytic oxidation of organic compounds; and (iv) implementation of large-scale treatment wetlands to treat hydrocarbon-contaminated wastewaters. In adapting treatment technologies to the oil sands, operators will need to consider the fouling potential of bitumen and fine clays, the effect of process water alkalinity on treatment performance, and the biodegradability of toxic organic compounds. L'industrie des sables bitumineux au Canada utilise d'importants volumes d'eau douce afin d'extraire le bitume du minerai prélevé en surface. En considérant que la production de pétrole devrait tripler au cours de la prochaine décennie, le traitement de l'eau de procédé devient une préoccupation cruciale pour les exploitants des sables bitumineux en termes de récupération durable du pétrole et de la protection des ressources en eau douce. Afin d'identifier des technologies de traitement potentielles, un examen de l'état des connaissances sur le traitement des eaux a été réalisé pour l'industrie du pétrole. Les développements importants comprennent : (i) des modifications chimiques aux adsorbants et aux membranes afin d'améliorer l'élimination des polluants et réduire le colmatage; (ii) l'hybridation de l'adsorbant, la membrane et les technologies des bioréacteurs afin d'améliorer le traitement biologique des eaux d'entrée toxiques; (iii) des progrès dans l'oxydation photocatalytique des composés organiques; et (iv) l'implantation de marécages de traitement à grande échelle afin de traiter les eaux usées contaminées par les hydrocarbures. Process water treatment has become a critical issue for Canada’s oil sands industry. Continuous recycling of tailings pond water (TPW) has contributed to a decline in water quality that has consequences for bitumen recovery, water consumption, and reclamation efforts. Potential roles for water treatment were assessed through a review of process water quality and toxicity data from two long-term oil sands operations. Target pollutants were identified according to exceedances of environmental and industrial water quality guidelines. From 1980 to 2001, the salinity of TPW increased at a rate of 75 mg/L per year. Recent increases in hardness, sulphate, chloride, and ammonia have raised concerns over scaling and corrosion. Naphthenic acids released during bitumen extraction are the primary source of toxicity in TPW. Biodegradation of naphthenic acids has been demonstrated in pond experiments; however, recalcitrant compounds may contribute to chronic toxicity in reclaimed environments. Water treatment objectives established in this review provide benchmarks for the selection of candidate water treatment technologies. Le traitement des eaux de procédé est devenu une question très importante pour l’industrie canadienne des sables bitumineux. Le recyclage continu de l’eau des parcs à résidus (TPW) contribue à diminuer la qualité de l’eau, ce qui impacte la récupération du bitume, la consommation d’eau et les efforts de remise en état. Les rôles potentiels du traitement de l’eau ont été évalués par un examen de la qualité de l’eau de procédé et des données de toxicité pour deux exploitations à long terme de sables bitumineux. Les polluants ciblés ont été identifiés selon les excédents aux lignes directrices environnementales et industrielles sur la qualité de l’eau. Entre 1980 et 2001, la salinité de la TPW a augmenté à un rythme de 75 mg/L par an. Les récentes augmentations en dureté, en sulfates, en chlorures et en ammoniac ont soulevé des inquiétudes quant à l’incrustation et la corrosion. Les acides naphténiques libérés durant l’extraction du bitume sont la principale source de toxicité dans la TPW. La biodégradation des acides naphténiques a été démontrée dans des expériences dans les parcs à résidus; toutefois, les composés récalcitrants peuvent contribuer à une toxicité chronique dans les environnements remis en état. Presents a study of spatial and temporal variation of distributed water quality in municipal drinking water utilities in Quebec. Key parameters responsible for the differences between the groups of utilities; Capacity of studied utilities to handle the acute disease risk associated with microorganisms; Parameters upon which it may be possible to act to achieve better water quality in each of the utility groups; Comparisons of the characteristics of water quality at the source; Chlorination conditions in the plant; Water quality from the entrance to the extremity of the distribution system.

The vast majority of models developed for wastewater treatment and receiving water systems have been of the distributed-parameter and state-space (lumped-parameter) forms. On the other hand, most control system design methods and, for that matter, methods of system identification refer to the black box class of models and in particular the time series models. In the current study two modelling techniques of the black box class of models were used to model the data collected from full-scale treatment operations at the Gold Bar Wastewater Treatment Plant (GBWWTP), the largest plant in the Edmonton area (Alberta, Canada). An artificial neural network was trained to make short-term predictions of the quantity of wastewater entering the plant during storm events using rainfall data collected from eight gauges covering the parts of the city that are serviced by combined sewers. After training, the model was able to generalize very well when tested against an unseen set of data. Transfer function time series models were used to model the quality data collected from a primary sedimentation tank at the plant. The models were able to make hourly predictions of the total suspended solids and chemical oxygen demand in the primary effluent. The presented models have the predictiveness and adaptiveness requirements needed for models that could be utilized as part of a real-time control system. Par contre, les méthodes de conception de systèmes de contrôle et, par le fait même, les méthodes d'identification de systèmes font référence à la classe de modèles à boîte noire et, en particulier, aux modèles à séries chronologiques. L' étude actuelle comporte deux techniques de modélisation de classe de modèles à boîte noire qui ont été utilisées pour modéliser les données obtenues des opérations de traitement à pleine échelle à la station de traitement des eaux usées Gold Bar (GBWWTP), la plus grande station de traitement des eaux usées dans la région d'Edmonton (Alberta, Canada). Un réseau neural artificiel a été conçu pour prédire à court terme la quantité d'eaux usées pénétrant dans la station de traitement durant des tempêtes en utilisant les données de précipitations provenant de huit jauges couvrant les régions de la ville couvertes par le réseau unitaire d'assainissement. Une fois développé, le modèle a réussi à très bien généraliser lorsque ses données ont été confrontées à un nouvel ensemble de données. Des séries chronologiques de fonction de transfert ont été utilisées pour modéliser les données qualitatives recueillies dans le bassin de décantation primaire de la station de traitement. Les modèles ont prédit les solides totaux en suspension et la demande chimique en oxygène dans l'effluent primaire, selon une base horaire. Les modèles présentés possèdent les critères de prédiction et d'adaptation requis pour être utilisés dans un système de contrôle en temps réel. The performance of three different low-pressure water treatment membrane pilot plants was evaluated on a low-turbidity, low-colour water in British Columbia. All membrane units were hollow-fibre, hydrophilic membranes with nominal pore sizes of 0.01 to 0.2 µm. In addition to finished water quality, specific flux of each membrane was used to compare the performance of the three membrane units. The effect of feed pretreatment on the performance of the membranes and removal of disinfection byproduct (DBP) precursors was evaluated using chemical coagulation and powdered activated carbon (PAC) addition. Chemical coagulation proved to be very effective in removing DPB precursors and reducing the rate of membrane fouling. Powdered activated carbon addition, on the other hand, resulted in moderate removal of DBP precursors but increased the rate of membrane fouling. The nature and causes of membrane fouling as well as the impact of pretreatment methods on membrane fouling are discussed. Toutes les unités filtrantes à membrane étaient de type à fibre creuse et hydrophiles; les pores avaient un diamètre de 0,01 à 0,2 µm. La qualité finale de l'eau et le débit spécifique de chaque membrane ont été utilisés pour comparer le rendement des trois unités à membrane. L'effet du prétraitement de l'alimentation sur le rendement des membranes et le retrait des précurseurs DBP a été évalué en utilisant la coagulation chimique et l'ajout de charbon actif en poudre (PAC). La coagulation chimique s'est avérée très efficace pour le retrait des précurseurs DBP et pour réduire le taux d'encrassement des membranes. Biological nutrient removal (BNR) technology for wastewater treatment was originally imported from South Africa in the early 1980s to protect the water quality of Okanagan Lake in central British Columbia from the effects of eutrophication. Since that time, more than 10 BNR plants have been built in western Canada, with capacities ranging from 2000 to 500 000 m[sup 3] /d. As a result of the interaction among university researchers, plant designers, and plant operators, considerable progress has been made in refining the understanding of process and adapting the technology for cold climates. Consulting engineers from western Canada are now successfully competing in the international marketplace in the application of BNR technology in the U.S.A., the U.K., Europe, Asia, and Australia.
