Vocational qualifications in England are undergoing another round of reform. This paper starts by reviewing the alleged weaknesses of English vocational qualifications, but argues that these do not necessarily establish a case for radical reform. The issue is not so much whether the system needs to be changed as the nature of the change that is needed. The paper argues for a more deliberative and incremental approach and proposes five principles upon which this should be based. These are the following: that the process of change is as important as the content of change; that institutions matter; that the purposes of reform need to be clear, consistent and realistic; that reforms should help to create a more unified qualifications system; and that the interests of the UK’s other home countries should be considered. This paper examines factors that are associated with the probability of completion of apprenticeship programmes by individual learners in England. Data are from the 2008/2009 academic year Individualised Learner Record – the administrative database containing information on all learners in the Further Education system in England. The analysis considers various factors including demographic characteristics of apprentices, aspects of their programme and an indicator of the local labour market context in which they participate in the apprenticeship. The study considers both Apprenticeships (Level 2) and Advanced Apprenticeships (Level 3) and finds a variety of factors that have a significant effect on the likelihood of completion. Gender-related differences are found only within particular frameworks (akin to the subject or sector). Local unemployment rates are found to have a significant effect on the probability of completion with the direction of this relationship differing between the two levels. The findings highlight that the contemporaneous goals of increasing participation in apprenticeship and improving completion rates cannot be easily achieved through the same actions. Despite this, the importance of completion of an apprenticeship cannot be denied for a variety of reasons including the penalties individuals may suffer in the labour market due to non-completion. During the 25 years since Incorporation, when further education (FE) colleges were taken out of local government control, FE in England has been shaped by processes of marketisation to become a competitive national sector that has increasingly diverged from the more 'collaborative system logic' of the other three countries of the UK. However, following recent government reforms, FE in England appears to have reached a crossroads with the opportunity to participate in a more collaborative skills-based landscape at the local and sub-regional levels. This article brings together evidence from historical and international comparative system analysis, a series of UK-wide seminars and in-depth research on the Area-Based Review of FE colleges to assess the strategic direction of FE in England at this critical juncture. We argue that English FE providers can take advantage of these trends to make a transition from a reactive, competitive national sector towards a more collaborative, regional and sub-regional system focused on inclusive economic and skills development. The article concludes that the potential for cross-UK policy learning depends on whether FE in England gradually transitions towards a more collaborative future that could bring it closer to FE and skills systems in Scotland, Wales and Northern Ireland. A central challenge for local skills strategies is whether they can contribute to 'inclusive growth' including more and better jobs across a local economy. Skills strategies, it has been argued, must go beyond simply boosting skills supply and be integrated with policies that shape employer demand for, and utilisation of, skills, including economic development and business improvement. Among developed countries, this is particularly challenging for neo-liberal economies, with weakly regulated labour markets where many firms compete through low wages and low-skill job design. How much progress can be made locally is unclear. The article focuses on England, a highly centralised neo-liberal economy, with high levels of low-wage work and over-qualification. Since 2010, UK governments have promised to empower local communities to drive growth, reforming the infrastructure for sub-national economic development and localising elements of skills policy, as part of a devolution agenda for England set in the context of austerity. There are important questions around how local actors understand the 'skills problem' and whether they can evolve integrative approaches that might contribute to inclusive growth. Drawing upon qualitative research with local actors in the Midlands, the article explores their assumptive worlds in order to shed light on opportunities and constraints. [ABSTRACT FROM AUTHOR]
