本研究旨在探究地方層級課程治理的實踐，以臺灣嘉義市為個案。自臺灣教育 改革與《地方制度法》實施後，地方縣市教育局處的角色和責任也得到了提升。然 而，地方政府在面對教育治理中扮演的關鍵角色，特別是在課程發展和教育質量提 升方面，仍然存在挑戰與問題。本研究旨在解析地方層級課程治理的驅動因素，以 及嘉義市的治理思維和機制。透過文件分析、深度訪談和焦點團體訪談，本研究首 先指出地方層級課程治理日益重要的驅動因素；其次發現嘉義市課程治理與地方首 長教育領導的緊密關係，透過教育發展綱領作為治理思維的引導，以及專案辦公室 在地方課程治理中所扮演的關鍵整合機制。最後，提出未來深入研究的方向，以進 一步探討地方層級課程治理的相關議題。 This study aims to investigate the practice of local-level curriculum governance, with Chiayi City in Taiwan as a case study. Since the implementation of education reforms and local government legislation in Taiwan, the roles and responsibilities of local municipal education bureaus have been elevated. However, challenges and issues still persist for local governments, particularly in their pivotal role in education governance, especially in the realms of curriculum development and enhancing educational quality. This study seeks to analyze the driving factors behind local-level curriculum governance and the governance mindset and mechanisms in Chiayi City. Through document analysis, indepth interviews, and focus group interviews, this study reveals the close relationship between curriculum governance in Chiayi City and the educational leadership of local mayors. It highlights the guidance provided by educational development guidelines as a governance framework and underscores the crucial role played by the project office as an integrative mechanism in local curriculum governance. Finally, we propose directions for future research to further explore relevant issues in local-level curriculum governance.

大學階段的人才培育是教育的重要課題，而它與普通高中教育有著密不可分的連動關係。隨著大學數量的擴增、全球化競爭與知識經濟之趨勢，大學教育已從菁英教育朝向大眾化教育，並且人才培育觀也從強調專精專門知識的人才培養轉而強調具備通識、跨領域能力及公民素養的全人教育觀。大學教育的這些轉變與發展，將連動高中教育的定位與課程改革，包括重新定位普通高中的通識教育功能、強化跨領域學科能力、公民素養的培養，以及如何與大學端的優質銜接等。本研究係在此脈絡下，首先說明大學發展趨勢及人才培育觀的轉變，其次探討現行普通高中教育，特別是課程綱要及學校課程在此方面的回應、連動影響與相關現況。最後，則針對未來十二年國民基本教育普通高中階段之課程改革提出若干建議。 The increase in the number of universities has coincided with the growth of international competition in higher education and the development of the global knowledge economy. Universities have responded to these challenges by shifting from an elite view of education to a more popularized model, from prioritizing specialized knowledge to a more holistic emphasis on general knowledge, transdisciplinary skills, and civic literacy. The basic functions of general high school education will have to be reimagined to reflect these developments in university-level education and better links between these two levels will have to be forged. The first part of this paper is an exploration of the changing views of university education. This is followed by a discussion of how the general high school curriculum is evolving in response to these changes. Finally, I offer a number of high school curriculum reform recommendations.

課程政策作為一種公共政策，課程推展體系即是一項集體創作與事業，其核心涉及政策、研究與實踐三者相互依存的關係，故為達課程願景與目的，政府部門、大學研究人員與中小學校實務教師三者必須緊密連結、建立共識並相互合作，以建立起夥伴協作的課程治理關係。本研究以課程推展體系中的中央層級課程與教學輔導組織（亦即教育部課程與教學輔導群及教育部中央課程與教學輔導諮詢教師團隊）為研究對象，運用Ansell與Gash所提出的協作治理模型，探討中央層級課程與教學輔導組織作為夥伴協作課程治理機制之一環，如何開展政策―研究―實踐三者整合與協作，其間又面臨什麼樣的問題與挑戰。Regarding the curriculum policy as a public policy, the curriculum dissemination system as affected by the interreliance among policy, academic research and practice, presents the essence of collective creation and an enterprise. Upon this, in respect of curriculum provision and its goals, a collaborative partnership for curriculum governance requires the governmental officials, academic researchers and practical teachers cooperating together to build consensus and henceforth establish tight linkage. In this study, the model of collaborative governance proposed by Ansell and Gash was conducted toward the curriculum dissemination system in Taiwan. The Curriculum and Instruction Consulting Organization (composed of the MOE Curriculum and Instruction Consulting Committee and the MOE Curriculum and Instruction Consulting Team) at the National Level in this system would be portrayed. With regard to practicing the collaboration among policy, academic research and practice, the triangular interaction as well as the rising challenge would be investigated and discussed.
