This paper presents a pilot comparative research project on pre-vocational education in lower secondary schools (ISCED level 2) within regions in three European countries. The primary aim of the study was to better understand how the pre-vocational education curriculum is constructed and taught within schools. A case study methodology was selected given the de-centralized nature of curriculum-making within each of the units of analysis. The data collection period covers the years 2009–2011 and the regions taking part were from Germany, Poland, and Scotland. The research method is based upon both the collection of secondary data, through the analysis of curriculum documents within regions in each country, and the use of primary data sources, through interviewing school teachers. The research builds upon previous studies in curriculum-making, in particular a theoretical framework that explores the differences between the ‘prescribed and enacted curriculum’. Finally, this study will argue that, although it is possible to identify quite a distinct pre-vocational curriculum within each region that, in practice, the subject is rarely taught (enacted) according to this prescribed curriculum. National curricula are being challenged and transformed by the impact of migration and European integration. This paper examines how cultural diversity and Europe are intertwined in geography, history, and citizenship education curricula in Greece, Germany, and England. This question is explored using quantitative and qualitative methods through a case study of curriculum content and discourses of 5 years compulsory schooling in all three countries. One might expect Germany and Greece, which have historically embraced a more monocultural vision, as having largely similar approaches. Yet, the cross-national analysis illustrates that the relationships between European and multicultural values are put together in rather different ways depending on the school subject. Whilst history is ethnocentric in all three countries, Greek geography and citizenship curricula veer between ethnocentrism and Europeanism. In contrast, in England, notions of multicultural Britishness are reinforced in geography and citizenship education. German curricula privilege national and European topics, but attempts have been made to address diversity, particularly in geography. Curriculum analyses have hitherto largely focused on either national and European dimensions or multicultural and global dimensions. This study provides new insights into how these dimensions intersect and their combined effect on migration and citizenship education in European societies. [ABSTRACT FROM AUTHOR]

This paper reports an interview study of 45 English and 10 Hungarian teachers of mathematics. The semi-structured interviews focused on the teachers' professional life-histories and invited them to discuss their beliefs about the necessary subject content for the teaching and learning of mathematics. Substantial differences emerged between the two cohorts, which accord with well-defined national perspectives on education in general and mathematics education in particular. They reflect, at national rather than individual levels, the expectations of the curricular frameworks within which teachers operate. English teachers tended to view mathematics as applicable number and the means by which learners are prepared for a world beyond school. This study seeks to explore how the belonging and participation, as well as its related concepts, are framed in the national curriculum guidelines of the Netherlands, Finland, Iceland, Norway, and Sweden. We employed a scoping study with concept-mapping methodology. The results reveal macro level principles related to human rights and values, multiliteracy and language, policy measures and ideologies. Meso level principles stressed that education is supposed to guarantee a child's overall development and skills acquisition, participation involvement in the activities related to a child's environment and cultural heritage. The micro level principles were indicative of the need for inclusive and accessible physical and social environments, along with teaching methods which foster positive attitudes about diversity and teachers' expertise levels to address diversity. We also found the importance of designing opportunities that encourage socializing, building relationships, and belongingness. Additionally, the results show how frequently the chosen key concepts are represented in the guidelines. Based on our study we can conclude that curriculum guidelines do not provide sufficent frameworks for promoting children's belonging and participation. Further exploration on those concepts is needed, along with increased scholarly attention within the spheres of ECEC and compulsory education practice to enable inclusion for all children. This special issue of JCS has examined the changes and challenges facing citizenship education policy and curricula by way of case studies from Europe and beyond. It is indicated that European and/or global integration have had an impact on all of the citizenship curricula examined. However, it is also noted that each case conceptualizes supra-national citizenship and its relationship to national citizenship and other groups in differing ways. It is argued that these ways present issues of exclusion, as curricula often remain centred on the nation-state and use European citizenship as a means to exclude 'non-Europeans'. The article concludes by discussing the research implications of these findings within the context of discussions over supranational and cosmopolitan modes of creating, and educating for, citizenship. Due to European agreements and policy expectations, national authorities are revising their formal curricula in line with an evidence-oriented policy. The article explores how new trends in formulating curricula can be regarded as an outcome of experts’ semantics and impact on education policy. The article reanalyses documentation from a project, where curricula were compared across countries according to their conceptualizations about schooling and reform. Throughout this project, we observed that curriculum documents merge professional semantics on the purposes, and content of schooling with a language formed by evidence-based policy on outcomes. To understand what the formal curricula express within contemporary policy, a research model is applied, which illustrates how semantics associated with curricula weight theory and evidence differently, all regarded as sources within curriculum making. From this point of view, the recognition or ignorance of schooling is dependent not only on political ideologies, as indicated in Tanners op-ed article, but on how experts provide semantics which might take professional-practical theories of schooling into regard.
