PurposeThe paper aims to assess the impact and responses to coronavirus disease 2019 in six European heritage labs (Horizon 2020 Framework Programme) selected for their adaptive heritage re-use practices based on participation, self-organisation and self-management. As they are naturally oriented towards building resilient urban systems, the hypothesis is that the co-production of cultural values and places promoted by these projects could create the conditions for equitable perspectives of resilience in the normality of contemporary urban life.Design/methodology/approachThe paper draws on data collected through a survey of six European Living Labs between January and May 2021. The survey results are framed by a literature review that defines adaptive reuse in terms of resilience. The five resilience characteristics described by Judith Rodin (awareness, diversification, integration, self-regulation and adaptability) are used to navigate the literature and organise the survey results.FindingsCombining survey results and insights from the literature, some modes and elements (territorial, social, financial) are presented that contribute to creating the conditions for resilience through adaptive heritage reuse according to community-based approaches. Without claiming to be exhaustive, this evidence should be considered in the design phase of resilience programmes, policies or projects related to cultural heritage.Originality/valueThe concepts of community and resilience are becoming increasingly important in the field of cultural heritage. This paper makes a creative contribution to the ongoing debate by presenting and evaluating the contribution of adaptive reuse practices to resilience building.

PurposeLarge-scale interventions are still the dominant approach in dealing with historic cities in Iran; however, during the last decade there has been a shift towards integrated and decentralised policies and a series of locally based projects were initiated across the country. Political and ideological forces, population growth as well as cultural and heritage consensus are influencing approaches towards urban conservation and heritage management constantly. This paper opens up the urban intervention approaches in the historic core of Shiraz and provides a deeper insight and better understanding of heritage management and regeneration plans in Shiraz as a representative of historic Iranian cities.Design/methodology/approachThe study explains and analyses major urban transformations in Shiraz. The main approaches towards historical city core are identified and the mechanism that shaped these approaches in national and local scale is discussed. This investigation primarily uses qualitative data sources. The study relies on multiple sources of evidence which result in the reliability and validity of the investigation. Therefore, primary sources include original documents, maps and photographs published in documentation for the projects, published and unpublished materials and archives about case study city and secondary sources such as interviews with consultants and authorities as well as residents have been used.FindingsThis paper provides a more detailed explanation about several interrelated factors that affected the process of decision and policy making, planning and implementation of city centre interventions during the last two decades.Originality/valueThis paper anticipates consequent trends in heritage management in Shiraz and recommends further research areas. The paper can be used to develop a more practical set of recommendations for urban heritage management in Iran.

Purpose The purpose of this paper is to examine the challenges to urban cultural heritage management conservation in the historical city of Sulaimaniyah, Kurdistan-Iraq. The paper focusses on the roles and interactions of stakeholders and the issues that confront the decision-making processes that underpin the management of historic city towns. Design/methodology/approach A case study methodology is utilised for this research. It involves documentary analysis and interviews with stakeholders who are part of the management of the historic city centre of Sulaimaniyah, Kurdistan-Iraq. The findings from this case study are analysed in a systematic way before being discussed in the context of the literature on urban cultural heritage management. Findings The research shows that although there is a shared vision of the need to preserve and conserve urban cultural heritage, the management process is a contentious one. Stakeholders have different ideas as to how to achieve conservation goals which leads to increasing conflicts among stakeholders. This situation is compounded by the limited financial resources available to local government agencies, political interference in the work of implementation agencies and the lack of capacity in local government to enforce rules and carry out conservation projects. There are also significant power differentials among stakeholders in the decision-making process which often means that local residents are excluded from the process of conserving their built urban heritage. Practical implications This research can help practitioners who are in charge of urban cultural heritage management in dealing with stakeholder conflicts. The paper offers insight into a number of sources of stakeholder conflicts and on ways to overcome these in the planning process. Originality/value The originality of research lies in the novelty of the case study area. This research highlights the issues of built heritage conservation management and planning practices in an area – Sulaimaniyah, Kurdistan-Iraq – that is geographically less represented in the extant literature. The research also identifies some of the key sources of conflict in urban heritage conservation projects and provides an insight into the roles of stakeholders in the management of smaller locally-dependent historic city centres.
