The current paper explores the theoretical and empirical capacity of developmental and life-course criminology (DLC) to further our understanding of non-lethal intimate partner violence (IPV) and femicide. Drawing on Sampson and Laub's age-graded theory and Moffitt's dual taxonomy, the paper delves into empirical research that has identified and examined the overlap between general offending and IPV, highlighting how these DLC theoretical frameworks could provide insight into non-lethal IPV and femicide. We also outline the ways in which these DLC perspectives are challenged to fully address the gendered nature of IPV and less able to provide an empirical and theoretical understanding of the role of power and control by men over their women partners. We then place these frameworks within the global impact of the COVID-19 pandemic on gender-based violence, including femicide. While the COVID-19 lockdowns increased vulnerability to IPV and increased homicide in the United States, the expected rise in femicide did not materialize—at least within the United States, prompting questions about the extent to which existing criminological theories are able to provide a framework for these types of crime trends during unprecedented events. We examine the way non-lethal and lethal IPV are shaped by different factors as outlined in Moffitt's dual taxonomy. The pandemic for example did not create increased psychopathy (i.e., affective and personality disorders) associated with the risk for femicide, but the COVID-19 pandemic and the subsequent lockdowns did create increased economic and family stressors, which placed many at-risk women and children in further social isolation, and reduced access to victim services. We conclude a need for further theoretical development surrounding femicide, integrating developmental and life-course perspectives, thereby emphasizing the need for refined frameworks to address the intricate dynamics of violence against women globally. This paper presents an empirical study of femicide and intimate partner violence (IPV) in Israel during 2020, the first year of the COVID-19 pandemic compared to previous years. Studies worldwide found elevated IPV during 2020 and a mixed picture of femicide, as both increases and decreases were reported, depending on the country. In Israel, the media reported a growth in IPV and femicide. However, no comprehensive empirical comparison of femicide and IPV during the lockdown months in 2020 in comparison to previous years was conducted. The current study fills this gap, comparing the 2014–2020 period in terms of IPV and femicide to determine whether the first pandemic year was unusual in terms of femicide and IPV. Data were collected from news websites, the Knesset (Israeli parliament) report, and annual public police reports to break down case-by-case femicide reports. The findings show a growth in femicide and IPV in the pandemic's first year, compared to 2019. However, compared to previous years, 2020 was not unusually high in terms of femicide. During the COVID-19 pandemic, stay-at-home restrictions significantly changed people's daily lives around the world. Opportunity and strain theories predict this would lead to an increase in intimate partner abuse (IPA), including intimate partner homicide (IPH). This paper applies an alternative theoretical framework—situational action theory (SAT)—to explain mixed findings regarding changes in IPA and unexpected findings regarding (a lack of) changes in IPH. It is argued that SAT may contribute to explaining the impact of stay-at-home restrictions on IPA and IPH in three important ways: 1. by addressing the fact that motivation is necessary but not sufficient for explaining action and better specifying how motivation translates into IPA and IPH; 2. by addressing the fact that people perceive different alternatives for action and better specifying why some people come to see IPA and IPH as acceptable action alternatives; 3. by addressing the fact that exposure affects people differently and better specifying how stay-at-home restrictions shaped people's activity fields and, in turn, their perceptions and action choices. There is a distinct lack of a normative theory for diversion of justice-involved individuals with mental illness at the intersection of the criminal justice and health care systems. The nexus where the criminal justice and health care systems are supposed to connect during diversion is not conceptually framed in a measurable way. The paper proposes a potential systems theory of diversion that explicates the overlapping boundaries within and between the criminal justice and health care systems. From a systems perspective, diversion is operationalized differently depending on the entry of an individual with justice involvement and mental illness into one of the systems. The criminal justice and health care systems have multiple levels (micro-, meso-, and macro-), but individuals enter both systems at the respective systems intersection of the micro- and meso-levels. The theoretical disconnect may fail to consider the impact of criminal justice diversion on the health care system. The study of change over time in crime rates is as old as criminology itself. A fundamental question about crime rates is whether they are moving up or down. This special issue of the Journal of Contemporary Criminal Justice brings together recent research on trends in crime and related issues, such as arrests, imprisonment, terrorism, and reporting crimes to the police. These papers show that the study of crime trends is alive and well in criminology and point to innovative data sources, methods, and topics that deepen our understanding of how and why crime rates move up and down over time. This special issue invites authors engaged in cutting-edge research on crime and criminal justice in the Republic of Ireland to demonstrate Ireland's global significance in these fields. Irish criminology is a burgeoning, diverse and outward-looking discipline, with a rising number of scholars making novel contributions to international debates on the theoretical and empirical study of crime and criminal justice. Its relatively unique position as both a Western European democracy and a post-colonial territory means that Ireland is of equal significance to the Global North and Global South. Moreover, this growth in local scholarship coincides with changes to criminal justice that should be of interest to advocates and analysts around the world. With articles on gendered historical abuses, public attitudes to policing, countering violent extremism, penal decision-making, penal politics, youth justice and organised crime, the issue brings this research to a global audience. What scholarly impact is, and how it is evaluated, vary across different countries. In the United Kingdom, for instance, scholarly impact is mainly assessed through the Research Excellence Framework (REF) in the context of providing—among other things—accountability for public investment in research, demonstrating the public benefits of research, and informing the selective allocation of research funding. In the REF system, impact needs to show a demonstrable effect on change, or evidence of benefits outside academia, and is formally assessed through case studies. In Italy, there is a comparable system for evaluating research, known as Evaluation of Research Quality, but in this latter case, the focus is on the quality of selected research outputs as indicators of research performance. Impact is here considered with reference to the so-called third mission (which includes activities aimed at the valorization of research, and activities that have positive spillovers into society at large) and is evaluated separately. Our contribution aims at critically analyzing the commonalities and differences of these two systems when it comes to evaluating research in Criminology and Criminal Justice, considering some of the benefits and potential pitfalls of research evaluation in both regions, and discussing how these disciplines are framed and delimited differently in the two countries considered. Prior research has frequently employed various methods for investigating issues surrounding publication productivity and authorship, including examinations of the number of co-authors in peer-reviewed journal articles and the order of authorship. Relying on 5 years of data from publications from the "Big 5" journals in criminology and criminal justice (i.e., Criminology, Journal of Research in Crime & Delinquency, Journal of Quantitative Criminology, Crime & Delinquency, and Justice Quarterly), the current study extends this extant research by providing a social network analysis of publishing networks. Results are consistent with previous findings, suggesting that publishing networks are largely decentralized, although key networks and definitive leaders in these networks exist as well. In addition, several authors were identified that have significant leverage over the publishing networks. Study limitations and directions for future research are also discussed. Criminal justice and criminology (CCJ), like many academic disciplines, conducts its share of rankings. Citation-based ranks of individual scholars are particularly popular, and they tend to consistently identify the field's supposedly "top" scholars and "academic stars." Whether citations equate with "influence," however, is up for debate. At the least, citation-based metrics are unidimensional and fail to capture attention outside academia. Accordingly, we drew on the work of Cohn et al. and re-ranked top-cited scholars using the Google Chrome "Altmetric it!" bookmarklet. As expected, the Altmetrics methodology fundamentally altered past rankings. The most influential scholars in our rankings, Terrie E. Moffitt and Avshalom Caspi, received higher Altmetric scores than all the remaining ranked scholars combined. [ABSTRACT FROM AUTHOR]

Citation counts have commonly been used to measure "influence" of criminal justice and criminology (CCJ) scholars and articles. However, citation counts do not reflect influence outside of academia and thus may not be the best way to determine the true impact of scholarly work. This study uses the Altmetrics Attention Score (AAS) to measure which CCJ articles are the most influential in CCJ. Results demonstrate how AAS affects the ranking of "top" articles relative to the typical citation count measures. Implications for future ranking studies are discussed. [ABSTRACT FROM AUTHOR]

Illicit darknet markets (DNMs) are highly uncertain and in a perpetual state of flux. These markets thrive in a zero-trust, high-risk environment. However, the trustworthiness of vendors plays a critical role in illicit transactions and the sustainability of the illegal trade of goods and services on DNMs. Focusing on the illicit fentanyl trade and applying signaling theory and embedded mixed methods design, we examined different ways that trustworthiness is signaled by vendors on darknet sites. Fentanyl, a synthetic opioid, in recent years, has been declared a public health emergency in the United States due to its high potency and unprecedented number of deaths associated with its use; however, the topic remains understudied and requires urgent attention. There are few studies that have focused on fentanyl trafficking on DNMs and no mixed method studies that have focused specifically on trust signals in DNM fentanyl networks. In our research, first, we conducted a focus group and in-depth interviews with criminal justice professionals to understand the inner workings of darknet sites, fentanyl networks, and how trust is assessed. Second, we scraped select darknet sites to collect and curate scraped data for later examination of vendor trustworthiness on DNMs. Third, using signaling theory to understand how vendors signal trustworthiness on select darknet sites selling drugs, including fentanyl, we applied both qualitative and quantitative content analysis of DNM features, and language used in vendor profiles, listings, and product/vendor reviews, to inform the development of a trustworthiness index. In this research, we used software, such as Atlas.ti and Python, to analyze our data. The main purpose of this article is to provide an in-depth description of the mixed methods approach we used to inform the development of a vendor trustworthiness index, which we used to examine trust between illicit fentanyl vendors and buyers. This article critically assesses five areas that may together make the Irish organized crime milieu distinctive. First, there is minimal research. Second, organized crime groups and illicit enterprises are often characterized as "family-gangs." Third, some violent conflicts are framed as family feuds. Fourth, a broad range of paramilitary groups have influenced Irish organized crime, in a variety of ways. Fifth, many organized crime groups and illicit enterprises are internationally mobile. Three types of mobility are identified: those commuting to other countries for one-off jobs, those migrating for longer periods, and mobile illicit enterprises. Allum's push/pull model of criminal migration is employed to offer some suggestions as to why Irish criminals migrate and the choice of destination. The final section argues that some of the features that make Irish organized crime distinctive are changing or may have already changed. What might mean to reorientate the field of punishment and society so that we might be able to say it is democratizing, diversifying, and increasingly inclusive? If we wish to expand our knowledge of penal politics in particular, but also develop a more inclusive field of punishment and society, then we need to also examine the impact this ethnocentricity can have on shaping scholarship and debate within the periphery. The article contrasts two alternative readings of Irish penal politics to show how sometimes the concepts from the U.K. and U.S. penality can come to inflect studies of penal politics outside the mainstream. If we are to make an attempt at democratizing our knowledge, then it is as de Sousa Santos wrote, that the first struggle is often against ourselves. The article concludes with a brief critical discussion about who can speak for Southern and peripheralized places; where is even a southernized place; and if we are to democratize and diversify the study of penal politics, what role is there for our existing canon? This article addresses how the legacy of the conflict known as the Troubles affects how we conceive of and respond to terrorism and political violence (TPV) on the island of Ireland. It will focus on how dominant frameworks such as those that emerged after 9/11 led to what has become a two-tiered system of counterterrorism and counter extremism: one for Troubles-linked extremism and one for Islamic-linked extremism. Focusing on issues of ideology, radicalization, motivation, legislation, and particularly prison regimes, this article will examine how Northern Ireland and the Republic of Ireland frame and respond to TPV. In addition, this article will highlight how, what is termed Preventing Violence Extremism (PVE) and Countering Violent Extremism (CVE), manifests in Ireland in response to pre- and post-9/11 instances of TPV and, finally, how lessons from Ireland might be relevant for addressing political violence beyond the island. Understanding penal decision-making has become a central concern of criminologists over recent decades. Although scholars acknowledge the complex, multi-faceted, and contextual nature of penal decision-making, many rely on a single level of analysis to study the process. There is a rich literature on the socio-political, organizational, and individual context of decision-making, but few studies consider the impact of multiple influences simultaneously. To address this gap, this article uses a multi-level framework to shed light on the systems, processes, and actors that shape penal decision-making in Ireland. It draws on two case studies, namely probation and parole, to demonstrate that macro-, meso-, micro-, and individual-level influences must be considered to achieve a comprehensive understanding. Our analysis shows that macro-level systems such as legal and political processes play an important role in shaping probation and parole decisions. At the meso-level, institutional policies, values, and culture come into play while practitioner agency operates at the micro-level to support, alter, or subvert macro- and meso-level developments. Finally, the characteristics and behavior of victims and offenders can shape decision-making at the individual level. This article considers the phenomenon of historical gendered institutional harm, examining the widespread incarceration of women and girls in Ireland through the decades following independence in 1922. In this period, thousands of women and girls were confined in a network of sites including Magdalene Laundries and Mother and Baby Homes. The article considers the responses to this history, focusing on those fields which concern themselves with matters of "wrongdoing" and "harm," responses grounded in law and legalism. We explore both the utility and the limits of these approaches before proposing a criminological research agenda which draws on the centrality of the state in the perpetration of gendered violence. Although Ireland has become a by-word as a case of historical institutional abuse internationally, it remains remarkably understudied by criminologists. Public organizations, including institutions in the U.S. criminal justice (CJ) system, have been rapidly releasing information pertaining to COVID-19. Even CJ institutions typically reticent to share information, like private prisons, have released vital COVID-19 information. The boon of available pandemic-related data, however, is not without problems. Unclear conceptualizations, stakeholders' influence on data collection and release, and a lack of experience creating public dashboards on health data are just a few of the issues plaguing CJ institutions surrounding releasing COVID-19 data. In this article, we detail issues that institutions in each arm of the CJ system face when releasing pandemic-related data. Criminologists are often frustrated by the disconnect between sound empirical research and public policy initiatives. Recently, there have been several attempts to better connect research evidence and public policy. While these new strategies may well bear fruit, I believe the challenge is largely an intellectual one. Ideas and research evidence must guide public policy and practice. In this article, I present highlights from my tenure as the Director of the National Institute of Justice (NIJ), the research, development, and evaluation agency in the Department of Justice. One of the ideas that I emphasized at NIJ was "Translational Criminology." I believe translational criminology acknowledges NIJ's unique mission to facilitate rigorous research that is relevant to the practice and policy. I also discuss the challenges I faced in bringing research to bear on public policy and practice. Intimate partner violence (IPV) is an insidious public health concern that affects people of all demographic backgrounds. In the city of Cincinnati, Ohio there has been a significant increase in IPV-related homicides over the past 5 years. Women Helping Women (WHW), a nonprofit organization that works to prevent gender-based violence, collaborated with Cincinnati Police Department (CPD) to create the Domestic Violence Enhanced Response Team (DVERT). Researchers from the University of Cincinnati School of Criminal Justice were invited to work with WHW to evaluate the program. This article discusses the history of the DVERT program and collaboration, obstacles that ensued, lessons learned, and successes of the relationship between the researchers, WHW, and CPD. An increasing number of academic researchers are becoming involved in state-level policy work as a result of existing local partnerships or direct requests by agency directors or elected officials. Most faculty and policymakers do not receive any training in doing such collaborative work and, for each party in the partnership, it can often seem like landing on another planet or, at the very least, visiting a foreign country, with different jargon, players, and stakes. Over the last several decades, with the rise of mass incarceration in the United States and its steep costs, governments at the federal, state, and local levels have dramatically ramped up monetary punishment. Monetary sanctions are now the most common type of criminal penalty in the United States. The growth of fines, fees, and other legal financial obligations (LFOs), and the ensuing legal debt, reflect a shifting of the system's costs onto its primarily low-income and indigent subjects. This study provides an exploration of previously underexamined ways in which monetary sanctions impose distinct burdens on the poor. Interviews with 121 defendants in Texas and New York, along with courtroom observations, demonstrate that criminal legal debt is particularly challenging for people with low incomes in three meaningful ways. First, systems set up to handle indigency claims do not adequately address the needs or complex individual circumstances of those who simply do not have the ability to pay. Oftentimes, alternatives are unavailable or statutorily prohibited. Second, the lack of alternatives to payment lead to compromising situations, which then compel indigent defendants to make difficult choices about how to allocate scant resources. Finally, being encumbered with fines and fees and participating in alternatives like community service comes with taxing time requirements that can prove uniquely challenging for those who are poor. These three findings lead us to propose a series of policy recommendations revolving around three key themes: (a) enhancement of indigency procedures, (b) equity in monetary sanctions, and (c) alleviating burdens by improving accessibility. Monetary sanctions in the criminal legal system are legally and procedurally complex. If not paid in a timely manner, a single conviction can result in multiple legal financial obligations, varying in kind, payment procedure, and consequences. This study examines how, and the extent to which, criminal legal debtors understand monetary sanctions. Based on interviews with 60 individuals who owed criminal legal debt in New York, we propose a typology of debtor understanding. Proximal understanding pertains to individual, case-level factors and is instrumentally oriented. Distal understanding concerns system-level matters and is oriented toward normativity and fairness. We examine how debtors develop each type of understanding, how these dimensions interact, and the implications of debtor understanding for compliance behavior. [ABSTRACT FROM AUTHOR]

Legal financial obligations (LFOs) are routinely assessed by the courts and corrections agencies. Yet, little is known about how individuals under correctional supervision experience and perceive legal debt. Understanding perceptions of LFOs is critical as research suggests that individuals who believe that criminal justice sanctions are fair and just are more likely to perceive the system as legitimate and comply. The current study examines in-depth interview data with individuals on probation or parole to understand perspectives of LFOs and what factors may condition these views. The results suggest that participants' views are quite varied—expressing that they deserve some level of financial punishment, particularly in restitution cases, but they question additional costs that are not directly linked to the circumstances of the case, such as supervision fees, that exacerbate a perceived experience of double jeopardy or contradict the perceived purpose of the monetary assessment. Subgroup analyses suggest that individuals with a conviction for a sexual offense have secondary financial sanctions that deepen perceptions of inequities in the system. [ABSTRACT FROM AUTHOR]

Monetary sanctions are a common tool for enforcing accountability within the criminal justice system. However, it is unclear how individuals with disabilities who have a limited capacity to work interact with the system of monetary sanctions. Drawing on courtroom observations and interviews in Washington State, we find that although the court does take disability into account when imposing economic sanctions and monitoring payment compliance, individuals with disabilities end up in a perpetual cycle of administrative hearings that can result in serious financial and health consequences for those involved. This article reflects on the author's 2005 article, "Rethinking the Study of Miscarriages of Justice," which sought to describe what scholars empirically knew at that time about the phenomenon, causes, and consequences of wrongful convictions in America. The 2005 article argued that the study of wrongful convictions constituted a coherent academic field of study and set forth a vision for a more sophisticated, insightful, and generalizable criminology of wrongful conviction. In this current article, the author revisits the ideas first developed in "Rethinking the Study of Miscarriages of Justice" to evaluate what scholars have learned about wrongful convictions in the last decade, and what challenges lie ahead for developing a more robust criminology of wrongful conviction. The article concludes that there have been significant theoretical, methodological, and substantive advances in the last decade, but that a root cause analysis of wrongful convictions has yet to come to fruition and urges empirical scholars to begin to study other sources of error and inaccuracy in the criminal justice system. Scholars should develop a criminology of erroneous outcomes, not just of erroneous conviction. By studying both sets of outcomes, scholars can improve accuracy and reduce errors across the board. Despite its small contribution to the ranks of the exonerated, and more broadly its relatively small share of all criminal cases, the federal government has played a distinct and important role in fostering and shaping the innocence movement. This article recounts the various ways in which the federal government has done so: through high-profile measures to recognize the reality of wrongful convictions, direct funding of innocence work, use of federal purse strings to shape criminal justice policy, setting an example through legislation on matters as diverse as access to postconviction DNA testing and compensating the wrongly convicted, and leadership on issues such as the problems with the forensic sciences. The article concludes that, moving forward, the committed involvement of the federal government will remain important, especially in tackling such challenging problems as flawed forensic sciences and ensuring financial resources for innocence advocates. Through a lens of resilience and growth alongside continuing distress, this exploratory research study examines a convenience sample of exonerees and innocence movement personnel who are engaged in the policy reform process to understand how exoneree involvement may change exonerees themselves, the innocence movement, and possibly the criminal justice system. Data were collected through pre-questionnaires and semi-structured interviews, supplemented with archival material, and analyzed using a narrative approach. Findings emphasize both the personal and broader societal value of exoneree engagement in educating, generating awareness, and advocating about wrongful conviction and the power of having the human voice and face in front of legislators, the public, and the media--vividly portraying that "if they can do it to me, they can do it to anybody." The dominance of Western models of crime and criminal justice and the nascent emergence of “borderless” criminological insights precipitated by forces of globalization and transnationalization raises serious questions about their universal applicability to explain crime across time and space. Amidst the dearth of criminological work on Asia, this introduction to the Special Issue on “Crime and Punishment in Asia” commits itself to developing and honing the frontiers of an “Asian criminology” by drawing scholarly attention to the empirical and contextual specificities of the region. Such an effort is not directed towards demarcating “Asia” as a socially and culturally distinct geopolitical entity from the “West”. Rather, it is to critically reflect upon the alleged and actual variances between Asian and Western societies including the broader differences in social orientation – collectivism vs individualism and duty-based moral obligations vs rights-based beliefs respectively as well as documenting the heterogeneity and particularities within Asia. To that end, crime in South Asian and Southeast Asian contexts and political and economic changes which have given rise to novel “strains” of crime and newer criminal opportunities, remain under theorized. Ultimately, the advancement of an Asian criminological discourse in this special issue is not to merely acknowledge scholarly attempts that transpose current Anglo-Saxon models onto Asian empirical contexts or reject them, but transform existing theories and develop regional alternatives that are validated by and arise from particular empirical investigations into crime and criminal justice across Asia. Drawing from a qualitative sample of active auto thieves, this article examines the moralistic underpinnings of auto theft. Our findings indicate that retaliatory auto theft is either direct or indirect. In direct forms of payback, auto theft reprises a specific violator for a specific affront, and the theft serves as that reprisal. In indirect payback, the target’s culpability is lacking: Auto theft either removes some generalized loss or facilitates a broader retributive objective secondary to the theft target. Discussion focuses on the distinction between revenge and retribution and how auto theft emerges as a feasible choice given the universe of available retaliatory options, and despite the longstanding preference among street offenders for violence.
