The transformation of a marine economy to one based on quality and efficiency is imperative for building maritime power and enabling high-quality marine development. High-quality development can be achieved by developing the marine economy in terms of both quantity and quality. Understanding the coupling between quality and quantity is, therefore, instrumental to governments' decision-making processes, particularly when trying to improve quality and ensure efficiency. This paper presents a case study of China's Shandong Province. After an in-depth discussion on the definition of quality in terms of marine economic growth, a system of indicators was constructed (based on five dimensions) to evaluate the quality of marine economic growth. Following this, a set pair analysis was used to measure the quality. Finally, coupling and coordination models and kernel density estimation were employed to identify patterns in the dynamic coupling between quality and quantity. The results showed that from 2006 to 2016, the quality of marine economic growth in Shandong Province generally followed an upward trend. Furthermore, the growth in quantity was increasingly driven by the trends in quality. However, with a decreasing coupling degree and coupling and coordination degrees between quantity and quality, there is still considerable room to improve coordination. [ABSTRACT FROM AUTHOR]

Against the background of China's new normal economy, the adjustment of the marine industrial structure is still a key issue, but current research on the relationship between the marine industrial structure and marine economic growth has not reached a consistent conclusion. This paper measures the structure of the marine industry with two indicators of the rationalization and optimization of the industrial structure and constructs a fixed effects model to explore the effects of the marine industrial structure on marine economic growth and the mechanism using panel data of China's coastal provinces, cities, and districts from 1997 to 2016. The results show the following. (1) In the study period, the rationalization of the marine industrial structure promoted marine economic growth, whereas the optimization of the marine industrial structure restrained marine economic growth. (2) The mediation test shows that the rationalization of the marine industrial structure promotes the growth of the marine economy by improving the labor productivity of the marine industry, whereas the optimization of the marine industrial structure restrains the growth of the marine economy by curbing the productivity of the marine service industry. (3) After adding the moderator of government intervention into the model, it is found that the higher the degree of government intervention is, the more significant the promoting effect of the rationalization of the marine industrial structure on marine economic growth, and the negative effect of the optimization of the marine industrial structure on marine economic growth is significantly reduced. Scientifically measuring the quality of marine economic growth and fully understanding the actual state of and trends in the evolution of marine economic growth in China are necessary tasks for ensuring the high-quality development of the marine economy. Guided by five development concepts, an evaluation index system is constructed in this article, and the comprehensive entropy weight method is used to measure the spatial and temporal characteristics of the evolution of the quality of marine economic growth in China. The results were as follows. First, the quality of China's marine economic growth was increasing from 2004–2016, and the growth quality index rose significantly from 0.2066 to 0.7753. The central coastal areas from Shandong to Guangdong developed rapidly, with growth range of Guangdong, Shandong, and Shanghai of 0.5644, 0.5329, and 0.5820, respectively, ranking these areas as the top three. However, there are significant differences in provincial-level development, such as the very large gap between Guangdong Province (0.8622) and Guangxi Province (0.6810) in 2016. Second, the quality of China's marine economic growth was high in middle coastal regions and low in the southern and northern coastal regions, with improvements gradually spreading from the middle to the northern and southern regions. Third, the contribution of each of the five concepts—innovation, greenness, coordination, sharing, and openness—is ranked, and each exhibited an upward trend over the sample period. Therefore, measures that implement the five development concepts take advantage of spatial spillover effects and improve the comparative advantage of provinces with high-quality development must be undertaken to cooperatively advance the high-quality development of the marine economy. With an increasing shortage of land resources and increasing pressure regarding population and environment, many countries and regions have turned their attention toward oceans. Based on the externality theory, this study innovatively examines how specialization and diversification affect marine economic growth. Based on the panel data of 11 Chinese coastal provinces from 2006 to 2014, the article use location entropy and diversification indexes to measure the specialization and diversification of marine industry. The study analyzes both linear and nonlinear relationships between specialization and diversification and marine economic growth. The empirical results show that both specialization and diversification have a positive influence on marine economic growth; however, diversification was found to play a more important role. This study specifically studied the differences in effects on regions with different industrial scales. The findings show that there are different U-shaped nonlinear relationships between specialization and diversification and marine economic growth under different industrial scales. This paper uses the Minimal Distance to Strong Efficient Frontier (mSBM) method to measure the marine ecological efficiency (eco-efficiency) of 11 coastal provinces in China. Based on this, it further analyses the impact of Chinese marine Malmquist index, efficiency change (EC) and technological change (TC) on the differences of economic growth in the marine regions and also the trend of evolution over time. The results show that China's marine eco-efficiency is positively correlated with the proportion of the secondary industry, and the Yangtze River Delta has the highest marine eco-efficiency; the difference in TC is the main reason for the ME growth difference in marine economy (ME) between the three major economic zones: the circum-Bohai sea, the Yangtze River Delta and the Pan-Pearl River Delta. The convergence test results show that the Malmquist index of the Pan-Pearl River Delta Economic zone has a σ convergence trend, and the Malmquist index of all zones has an absolute β convergence trend, indicating that the regional gap of China's ME is gradually narrowing. Using panel data at the city level from 2005 to 2017, this article empirically studies the impact of foreign direct investment (FDI) on economic growth in coastal city clusters in the Yangtze River delta urban agglomerations. The study found that FDI can significantly improve the economic growth of the Yangtze River delta urban agglomeration, labor force, foreign trade, and financial level; residents' education level can also increase economic growth. However, the impact of urban area and the number of industrial enterprises on economic growth are not significant. The same conclusion can be reached in the Beijing–Tianjin–Hebei urban agglomeration. The difference is that the higher the proportion of the primary and the secondary industries in the Yangtze River delta urban agglomeration, the higher the proportion of tertiary industry that is not conducive to economic growth. Our empirical analysis reveals that: i) China's all five major ports demonstrate some port-hinterland economic synergy, though with varying structures and levels. Based on China's provincial data from 2000 to 2017, this paper investigates the role of infrastructure investment under PPP mode in promoting coastal and inland economic development. The study finds that the PPP mode can significantly promote China's economic growth by breaking down administrative monopolies, improving resource mismatches and increasing total factor productivity. What's more, we find that the impact of the PPP mode on regional economic growth has a significant inverted U-shaped characteristic by using threshold model. Compared with inland regions, PPP mode can no longer significantly promote economic growth of coastal areas. The discrepancy is due to differences in regional infrastructure capital stock, local leading industries, and the degree of regional marketization. China's coastal areas have achieved great economic growth since the reform and opening up, but at the same time, there has been increasing concern about environmental damage. Many theories hold that economic development has caused great damage to the environment, while environmental protection will also make economic development stagnate. Environmental Kuznets Curve (EKC) puts forward an inverted U-shaped relationship between economic development level and environmental degradation, that is, when economic development reaches a certain degree, continuous growth can improve the environment quality. In this paper, a reduced-form VAR model is used to analyze the EKC relationship about three major coastal developed cities in China: Shanghai, Tianjin, and Shenzhen. Industrial wastewater discharge and sulfur dioxide emissions are used to reflect environmental indicators. Through analysis, it is found that the industrial wastewater index of Shanghai and the SO2 emission index of Tianjin both conform to the inverted U-shaped relationship of EKC curve, and the reaction of industrial wastewater to the industrial electricity consumption of Shenzhen and the reflection of SO2 to GDP also conform to this relationship. The study found that compared with other cities in the GBA, Zhuhai has a relatively higher economic growth rate, a better investment environment, and greater potentials for development; the proportions of the secondary and tertiary industries in Zhuhai are almost the same; to maintain long-term economic development, Zhuhai needs to increase the proportion of the primary industry and optimize the industrial structure. This study measures the carbon emission intensity of China's provinces over the period of 2005 to 2017. This paper uses the global Moran index, local Moran index, local LISA index and nuclear density function model to analyze the spatial correlation and coordination index of carbon emission intensity in various regions of China. The results finds that: (1) Chinese carbon emission intensity continued to decline, and the intensity of carbon emission of each economic zone is in descending order of southwest, eastern coast, northern coast, middle Yangtze River, southern coast, middle Yellow River, Northeast Comprehensive, Northwest. (2) The regional gap in China's carbon emissions intensity has gradually narrowed. The regional gap contribution has continued to increase during the observation period, and the intra-region gap contribution has continued to decline. There is a phenomenon of "convergence or club convergence" within the regional gap. (3) Chinese carbon emission intensity has a strong spatial autocorrelation among different regions. The upgrading of industrial structure has a significant negative impact on coastal economic growth within the range of smaller real per capita GDP. However, when the real per capita GDP is higher than a certain threshold, the upgrading of industrial structure can promote coastal economic growth weakly but significantly. In addition, the higher the level of industrial structure upgrading, the stronger the driving force of industrial structure rationalization for coastal economic growth. Payments for ecosystem services (PES) can provide financial incentives to the protection of the watershed environment in upstream regions, and green credit is one of the most popular incentive measures. It is necessary to understand the effect of green credit on economic development, especially where has a possible sacrifice because of environmental protection. Taking the Xin'anjiang River Basin as a case, the synthetic control method (SCM) was used to analyze the effects of the PES project implemented in Anhui Province from 2012 on its per capita gross domestic product (GDP). The results showed that the PES project had a negative effect on per capita GDP in Anhui Province, which caused an average reduction of 679.144 Chinese yuan (CNY)/person. Moreover, the average reduction comes to 440.050 CNY/person with the participation of a reversed predictor of green credit, and the green credit average offsets the negative effect of the PES on economic growth by 1% a year. Finally, evidence shows that technical improvements and industrial structure adjustments are the two main ways for economic growth, which can be promoted by green credit. Attention should be paid to balance the economy, ecology, and society in the process of development. This study aims to examine the impact of port infrastructure connectivity, logistics performance, and trade on economic growth. Based on World Bank Indicator data of 32 21st-Century Maritime Silk Road countries, this research conducts an empirical analysis using the Structural Equation Model. The main results are as follows: (1) Port infrastructure connectivity improvement can enhance logistics performance and economic growth, while logistics performance improvement has no significant effect on promoting economic growth. However, logistics performance plays an active intermediary role in port infrastructure connectivity promoting economic growth; (2) Logistics performance improvement can promote seaborne trade, while port infrastructure connectivity is negatively related to the seaborne trade, which may be due to the low efficiency of ports. Thus, logistics performance improvement has a dual role in promoting trade; (3) Port infrastructure connectivity and logistics performance develop simultaneously and promote each other, which can form a synergy to promote trade and economic growth. They have gradually formed industrial activities with regional characteristics according to regional resources or economic models, contributing many economic benefits to regional economic development. This paper explores the economic benefits of the e-commerce business in oceangoing enterprises based on the data envelopment analysis (DEA) calculation model. To this end, this research integrates the internet thinking mode and studies the improvement of the industrial chain in oceangoing enterprises. The research results show that oceangoing enterprises relying on e-commerce have formed a modern logistics operation mode and expanded the application of e-commerce and electronic trade in foreign trade. By weakening the relationship between analysis variables, the DEA model can help to calculate the potential output, actual economic growth rate, and potential economic growth rate of multiple decision-making units in oceangoing enterprises. The DEA model shows that the potential economic benefits increase year by year, and the potential economic benefits can predict the actual economic growth. Therefore, on the basis of the grey theory, this paper makes a grey model first-order one variable (GM [1,1]) model prediction of port and marine engineering economy, which mainly includes three aspects: gross ocean product, port cargo throughput, and container throughput in coastal areas. Through the GM (1,1) model, we can correctly understand and predict the throughput of the port. Shanghai, as the largest coastal city in China, is growing rapidly in both its economy and its financial market. Using the exogenous shock of the 2008 subprime mortgage crisis as a test case, this research empirically applied a cointegration test and a vector autoregression (VAR) model to test the relationship between financial factors and Shanghai's regional economic development. The results indicate that the contribution of financial factors to Shanghai's regional economic growth has declined significantly because of the influence of the subprime mortgage crisis, and the contribution of financial factors to the growth of Shanghai's gross domestic product (GDP) is also weak. This work makes certain corresponding policy suggestions. First, the pace of financial innovation and the optimization of Shanghai's financial market system should be accelerated. Second, Shanghai's local government intervene appropriately at the right times. Third, efforts should be made to improve the efficiency of financial inputs. To further analyze the dynamic relationship between the Maritime Silk Road and the economic growth of China's import and export trade, this paper builds the spatial econometric model, judges the relationship of the analysis error with the spatial external effect model, and carries out lag regulation. The countries along the Maritime Silk Road are roughly divided into Gulf, South Asia, and Association of Southeast Asian Nations (ASEAN) countries. To begin, it is necessary to build a preliminary linear regression equation for the economic growth of import and export of countries along the Maritime Silk Road and China. Taking the output value of import and export, the total amount of investment in the infrastructure, and gross domestic product as the analysis indicators, this study explores the dynamic relationship between the Maritime Silk Road and the economic growth of China's import and export trade and tests the validity of the analysis model through empirical testing. The results show that in different periods and with different policies, the relationship between the Maritime Silk Road and the economic growth of China's import and export trade will change accordingly.
