This paper concludes the publication of the Journal of Coastal Conservation from 1995–2004 after the European Coastal Union and the Publishers decided to terminate the production of the journal. We look back at the 206 research papers published in this period while concentrating on Geographical and ecological variation, Focuses and trends, and Progress in European coastal conservation and management. Three indices are added: (1) a list of the 206 papers; (2) an Author Index; and (3) a Subject Index based on the titles, keywords and some additional important subjects found in the tables and figures. This paper presents a case study where numerical modelling was utilized for the first time to estimate shoreline changes during the planning of a private pleasure marina in the Gulf of Suez. The study was made to compliment an environmental impact assessment study (EIA) requested by the Egyptian Environmental Affairs Agency (EEAA). The paper presents data collected during two surveys and the results of the numerical model. The impact of the marina on the sediment budget was investigated using the GENESIS one-line program. One of the main reasons for the study was to confirm that the choice of the marina location ensured minimum erosion of the shoreline. In the model, the sediment transport calibration constants were determined using the results of two surveys. The choice of the formula is discussed in the paper. Two locations for the marina were tested against minimum erosion at the down drift side of the marina. This study was performed in close co-ordination with the EEAA and several solutions were suggested to minimize the expected accretion before the final location was approved. [ABSTRACT FROM AUTHOR]

The Intergovernmental Panel on Climate Change (IPCC) considers eustatic sea level rise to be a major impact driven by climate change. Relative sea level change, whether positive or negative, will affect industries, communities and ecology along the world's coastlines and estuaries. Estimates of global eustatic sea level rise between 1961 and 2003 are 1.8 ± 0.5 mm a, reflecting results from validated global tide gauge records. Over the last two decades, several studies have used automatic tide gauge records with at least 80 years of data to generate global prediction models. The IPCC recognises that global change is not uniform, therefore local policy for flood management and coastal protection should rely on local change models that incorporate glacio-isostatic adjustment (GIA) and apply accurate data correction techniques. Some of the longest tidal records are held within the Northern Hemisphere, e.g. Cascais, Amsterdam, Aberdeen, Sheerness and Newlyn. The UK provides several important case studies highlighting changes in relative sea level between the north and the south, primarily due to variations in GIA rates of land uplift and subsidence. Tide gauge records are held by a variety of governmental, non-governmental and private organisations. However, each source may typically compile data in different ways, relying on diverse equipment and recording techniques, often with variations in frequency, length, quality and corrections applied. Even within a single organisation there may be differences in dataset quality. This paper examines some of the key sources of error when working with historical tidal datasets in local geographic areas and aims to identify the limitations of locally derived data thereby assisting in the determination of relative sea level trends that are of widespread value to infrastructure and policy makers. In this paper I review a host of natural and cultural processes that have affected the preservation and integrity of archaeological sites on islands in the West Indies, many of which are located in low-lying coastal areas. Given the position of the Caribbean lithospheric plate-juxtaposed between four others-it is no surprise that by its very nature the region is volcanically active and frequently associated with earthquake and tsunami events. This makes coastal zones, and related archaeological sites in the region, highly susceptible to a wide range of destructive natural events. The high frequency of tropical systems (hurricanes and storms) in the Caribbean and rising sea level, coupled with human activities such as sand mining, development, and looting, makes the region's archaeological record one of the most vulnerable and threatened in the world. Vietnam's coastal zone provides a diverse range of natural resources and favourable conditions for social and economic development. However, its coastal ecosystems are highly vulnerable, due to several natural coastal hazards, over-exploitation and other human activities. In spite of diverse interventions, Vietnam's coastal zone continues to experience significant damage from floods, erosion and typhoons. These hazards are being intensified by climate change and associated rising sea levels. This paper assesses the potential vulnerability of Vietnam's coast to climate change and discusses possible adaptation policies and plan to reduce the impacts. GIS analysis was used for the assessment of coastal vulnerability. Related literature was reviewed to develop detailed understanding of coastal adaptation to climate change. Adaptation policies and plans were appraised to identify potential coastal adaptation policies and plans that could be adapted by Vietnam. It was identified that vulnerability of the coastal zone of Vietnam could not be attributed only to climatic factors, but also to the physical condition of the coastline. Much of Vietnam's coastline, particularly, areas around the Red River delta and the Mekong River have elevations below 1 m. These coastlines are largely developed and serve as economic centres of the country, which makes the coast more vulnerable to climate change and the rising sea level. The paper concluded that a non-structural approach (coastal buffer zones, building houses on stilts, storm warning systems, growing of flood-resistant crops and elevated storm shelters with medicine and food storage) could be used by Vietnam to adapt her low-lying coastline around the two deltas to climate change as this strategy enables vulnerable areas to be occupied for longer before eventual retreat. Like many developing countries, Ghana is grappling with environmental issues, such as the degradation of coastal natural resources. In an attempt to ameliorate the current state of affairs, broad institutional arrangements and policy interventions have been put in place. However coastal natural resources are still being overexploited and the effects of this are felt more strongly by certain groups (such as women and the rural poor) than others. This has led to the argument pointing to an urgent need to include local resource users as active participants in environmental decision making and to incorporate their environmental values in the management of coastal natural resources. Using empirical data from women in two Ghanaian coastal communities, this paper highlights the importance of exploring how the environmental attitudes and values of women might be considered in the management of local coastal natural resources. It assesses effectiveness of the paired comparison methodology in this respects and how this method can be also used to prioritise their environmental concerns. The results show that in both areas respondents place the greatest importance on the coastal natural resources as sources of wealth creation and of food, values which are often described as being “anthropocentric”. The paper thus argues that having discovered that the ecological value placed on natural resources is low, initiatives that could win the support of people would be those that link the livelihood and wellbeing to coastal NRM. Addressing one of the most vulnerable coastal communities in Bangladesh, this paper explores people’s perception and vulnerabilities to coastal hazards. At the same time, it investigates the methods that communities apply to cope with different coastal hazards. Findings revealed that people perceived an increase in both the intensity of hazards and their vulnerabilities. In spite of having a number of socio-economic and locational factors enhancing their vulnerabilities, the community is creating their own ways to cope with these hazards. For different aspects of life like shelter, employment, water supply, and health, communities apply different coping methods that vary with the types of hazard. Efforts have also been made by governments and NGOs to manage coastal hazards. By highlighting both community-coping methods and efforts of development organizations, this paper attempts to devise an integrated approach for managing the coastal hazards that occur in Bangladesh. The general objective of this paper is to trigger off the development of a more comprehensive approach to Hellenic coastal areas (in the perspective of territorial cohesion), at local level and especially along the non-urban areas close to the sea. Methodological issues linked to the building of an appropriate coastal database constitute the key goal of this paper (the space and time scale, the relationship to the already proposed set of indicators, the impact of driving forces and policies, the possible sources of data and their feasibility etc.). Furthermore, specific emphasis should be given to the choice of new indicators, particularly for the coastal abiotic environment and the land cover/uses along coastal areas, especially near the seafront. Those indicators should be able to aid the formation (in the near future) of an algorithm linked to the total man-made activities in coastal areas. In conclusion, this paper will be considered successful if the just above illustrated objectives could enrich the argument about the typology of coastal areas and the development of a spatial (coastal) observatory. Actually, this paper is part of a broader research of the author regarding the monitoring of coastal spatial changes in different scales (AMICA, “Appraisal of man-made interventions along the Hellenic coastal areas”). This research aims to broaden the coastal knowledge (not only by means of coastal data) on behalf of all stakeholders been implicated into sustainable spatial planning, integrated coastal management and the strategic environmental assessment along coastal areas. The use of salt marsh for agricultural use has probably been going on for thousands of years. This paper will look at the situation in southeast England, particularly the Wash. Here enclosure for extended grazing and over the last several hundred years, for arable cultivation, may have taken place since Roman Times. An enclosure of Freiston Shore salt marsh (1979) and a proposed further enclosure at Gedney Drove End at about the same time raised concerns about the cumulative effect of these developments on nature conservation interests. These concerns prompted the nature conservation agencies to oppose the Gedney Drove End enclosure. Though the conservation argument did not persuade the Government that no further enclosure should take place, economic circumstances changed such that the pressure for the creation of new agricultural land diminished. This marked the end of ‘reclamation’ in the Wash. Since then, in the UK at least, there have been no further enclosures of salt marsh for agriculture. What were the arguments that lead to this change? Up to this point the perceived wisdom, in the Wash at least, was that as enclosure took place new inter-tidal land was created to seaward— with no net loss of inter-tidal land. Today we accept that this is not the case and a policy of managed re-alignment has increasingly been adopted in England, at sites ranging from the Porlock shingle ridge in north Devon to the salt marshes of Freiston in the Wash. It is argued that recognition of ‘coastal squeeze’ probably began in the Wash some 20 years ago. It would appear that we are now witnessing a reversal of this trend. How far will it take us? Will we see a return of the large expanses of tidal swamp around the Wash and elsewhere along the southern North Sea coast? Is this an inevitable consequence of global warming? This paper provides an historical perspective of the issues and arguments that have led us to recognize ‘coastal squeeze’ and the importance of dynamic coast, including the European Commission’s ‘EURosion Project’, which reported in 2004 (Salman et al. 2004). The Chennai coast, an integral part of the east coast of India, extends over ca. 35 km. Over the past 120 yr the coastline has witnessed both man-made and natural disturbances which led to the destruction of the beach front. The construction of Madras harbour in 1876, was the prime cause of the degradation of this very sensitive coastal region. Continued growth of Madras harbour has helped in the natural formation of the wide ‘Marina Beach’, south of the harbour. But the shoreline north of the harbour suffered the consequences of harbour development activities. The north shore receded by ca. 500 m over the past 120 yr and received attention from the authorities in the past few decades because of the growing awareness of the conservation value of the coast. This paper highlights the effects of Madras harbour development on the adjoining coast and on the shortterm mitigation measures planned and executed by the Government agencies to protect the fragile coastline. In spite of sincere efforts to protect the coastline, the destruction continues unabated due to various reasons. This paper analyses the facts and suggests a long-term solution to protect the coastline and to regain the past glory. Feasible and cost effective permanent measures are identified, construction methods suggested and the advantages that the community can derive from the longterm solutions are discussed. This study examines the impact of flooding on land of high conservation value located along part of the southern shoreline of the River Clyde Estuary in western Scotland. This paper hypothesizes that, over the next 50 years, the frequency and extent of coastal flooding will increase due to the gradual effect of global warming and the consequent rise in sea-level and increase in storminess. It is argued that because of the great cost of constructing new flood defence systems it will not be possible to protect all land areas to an equal extent from flooding. A means of ranking different land use will be necessary so that society can make a rational judgement concerning which sections of coastline will be worth protecting. This study provides a methodology that combines an objective ranking of conservation areas using non-economic indicators with a GIS model of flood potential, and permits accurate forecasts of flood losses to conservation areas of different ecological value. The conservation case study used in this paper proposes the use of an ecological weighting value based on five ecological variables each of 10 categories. Tables and maps identify the sites that have been highlighted as consisting of the most ‘valuable’ conservation sites. The methodology makes extensive use of geographical information systems (GIS) to model the predicted areas of flooding and to calculate conservation weighting values of the land areas. In this Comment we refer to our strong reservations concerning the paper by Powell et al. J Coast Conserv, () recently published on the Online First web site of the Journal of Coastal Conservation. The paper makes a number of comments on data obtained from the Permanent Service for Mean Sea Level (PSMSL) and British Oceanographic Data Centre (BODC) which are incorrect or misleading. Tide gauge data have become increasing accessible to non-specialists through the availability of records over the Internet. Our original paper, 'Use of local tidal records to identify relative sea level change: accuracy and error for decision makers', focused on highlighting the potential pitfalls in tide gauge data manipulation that non-specialists may not be aware of. Cocos Bay is a barrier beach under threat of marine erosion from the high energy environment of the Atlantic Ocean. This barrier beach borders the Ramsar listed Nariva Swamp, and helps maintain its delicate wetland ecosystem, however, ongoing coastal erosion at this beach threatens the longevity of this freshwater wetland. Due to the geographical location of Cocos Bay being exposed to Atlantic generated storm events and the low relief of the study area, there is a potential threat of storm surges breaching the barrier beach. Owing to the geological setting of the region (located in an active seismic province with earthquakes, volcanicity and landslides), there also exists the threat of tsunamis. This paper is a GIS simulation of the area extent of inundation and the affected infrastructure from such events. It utilizes a DEM and land-use to quantifying inundation areas, and the extent of vulnerability of various elements. The low relief of the barrier beach renders the area extremely vulnerable from events that trigger sea level increases. Simulations revealed that as little as a 1 m storm surge has the potential to disrupt the Nariva Swamp and threaten coastal infrastructure while higher storm surges and tsunamis have the potential to decimate the entire area. The flood-risk model generated indicates a very high vulnerability to storm surges, along the entire length of the coastline. These results have implications for future development and sustainable management of this ecologically sensitive area. [ABSTRACT FROM AUTHOR]

Coastal areas are among the most highly populated, most exploited areas and vulnerable ecosystems in the world. How these interface areas between terrestrial and marine environments can effectively planned and managed has proved to be extremely challenging. Integrated Coastal Zone Management (ICZM) has been promoted as a potential panacea for the effective planning and management of these areas. However achieving such goals for ICZM is complex because of the many human activities and diverse regulatory regimes in coastal areas requires effective integration along many dimensions. Within the context of the developing world, which is often characterised by highly centralised governance systems combined with a lack of effective public and stakeholder participation in planning delivering an effective ICZM, which is drawn from collaborative planning ideas has proved particularly problematic. Furthermore within these countries there have been few critical and analytical evaluations of why ICZM experiments have failed. This paper seeks to begin to address this gap by suggesting that Actor Network Theory (ANT) is an appropriate analytical framework to critically evaluate why ICZM initiatives in Egypt, at both the national and local level, have been relatively unsuccessful. Coastal zones experience increased rates of coastal erosion, due to rising sea levels, increased storm surge frequencies, reduced sediment delivery and anthropogenic transformations. Yet, coastal zones host ecosystems that provide associated services which, therefore, may be lost due to coastal erosion. In this paper we assess to what extent past and future coastal erosion patterns lead to losses in land cover types and associated ecosystem service values. Hence, historical (based on CORINE land cover information) and projected (based on Dynamic and Interactive Vulnerability Assessment - DIVA - simulations) coastal erosion patterns are used in combination with a benefits transfer approach. DIVA projections are based on regionalized IPCC scenarios. Relative to the period 1975-2050, a case study is provided for selected European coastal country member states. For historical (1975-2006) coastal erosion trends, we observe territory losses in coastal agricultural, water body and forest & semi-natural areas - total coastal erosion equaling over 4,500 km. Corresponding coastal ecosystem service values decrease from about €22.3 billion per year in 1975 to about €21.6 billion per year in 2006. For future (2006-2050) coastal erosion projections, total territory losses equal between ~3,700 km and ~5,800 km - coastal wetland areas being affected most severely. Corresponding coastal ecosystem service values decrease to between €20.1 and €19.4 billion per year by 2050. Hence, we argue that the response strategy of EU member states to deal with coastal erosion and climate change impacts should be based on the economic as well as the ecological importance of their coastal zones. This paper presents an approach that allows production of benthic substrate and habitat maps in fjord environments. This approach is used to support the management of the Gilbert Bay Marine Protected Area (MPA) in southeastern Labrador, Atlantic Canada. Multibeam sonar-derived bathymetry, seabed slope, and acoustic reflectance (backscatter) were combined using supervised classification methods and GIS with ground-truthed benthic sampling in order to derive maps of the substrates and main benthic habitats. Six acoustically distinct substrate types were identified in the fjord, and three additional substrate types without a unique acoustic signature were recognized. Ordination by multidimensional scaling and analysis of similarity generalized these to four acoustically distinct habitat types. Greatest within-habitat (alpha) diversity was found in the coralline-algae encrusted gravel habitat. Greatest between-habitat (beta) diversity was found in the management Zones 1 and 2, which have the highest level of protection. The study confirmed that the zoning plan for the MPA, which was designed to protect spawning and juvenile fish habitat for a local genetically distinct population of Atlantic cod, afforded highest levels of protection to areas with highest habitat diversity. The risk associated with a given hazard (natural or technological) generally results from the interaction between the hazard potential and the vulnerability. This paper is centred on the assessment of the vulnerability variable. A quantitative vulnerability assessment and mapping methodology is proposed, with two main specificities: (1) it is hazard- and spatially-centred (respectively, oil spills and coastal areas) and; (2) the spatial segregation level used is the municipality. Due to the geographic context of the Portuguese mainland coast, the proposed methodology was applied in an attempt to illustrate the spatial distribution and the degree of the vulnerability associated to oil spills for mainland Portugal coastal municipalities. A final map is presented together with other informative elements. Analysis and discussion of the results allows for the understanding that: (1) there is a very heterogeneous and differential distribution of the degree of vulnerability to oil spills along the Portuguese coastline; (2) the application of specific hazard-centred and spatially-centred vulnerability assessment methodologies, comprising multi-dimensional indicators (e.g., geographic, ecological, demographic, social and economic), produces more robust and realistic results, highlighted by a thorough and spatially detailed analysis; and (3) future research is required on vulnerability assessment in Portugal; along side, hazard potential assessment methodologies must also be developed in order to create a final risk profile, which can be an extremely useful tool in spatial planning and management. The aim of the present work is to unveil the potential of some of the unexplored remote sensing techniques for mangrove studies. The paper deals with the classification of an Earth Observing-1 Hyperion image of the mangrove area of Bhitarkanika National Park, Odisha, India into mangrove floristic composition classes. Out of 196 calibrated bands of the image, 56 were found to be highly uncorrelated and contained maximum information; therefore, these 56 bands were used for classification. Amongst the three full-pixel classifiers tested in the investigation, Support Vector Machine produced the best results in terms of training pixel accuracy with overall precision of 96.85 %, in comparison to about 70-72.0 % for the other two classifiers. A total of five mangrove classes were obtained - pure or dominant class of Heritiera fomes, mixed class of H. fomes, mixed Excoecaria agallocha with Avicennia officinalis, mixed class of fringing Sonneratia apetala and class comprising of mangrove associates with salt resistant grasses. Post-classification field data also established the same. Pure or dominant classes of H. fomes occupied more than 50 % of the total mangrove vegetation in the forest blocks of the National Park. Spectral profile matching of image pixels with that of in- situ collected canopy reflectance profile revealed good match for H. fomes (pure or dominant stands). Red-edge index, which was a preferred criterion for matching was notably correlated in case of H. fomes and E. agallocha. The outcomes indicated the efficacy of hyperspectral canopy reflectance library for such kind of work. It is hoped that the methodology presented in this paper will prove to be useful and may be followed for producing mangrove floristic maps at finer levels. [ABSTRACT FROM AUTHOR]

Coastal erosion poses serious threat to life and properties along Ghana's coast. This is because major industries, urban settlements, recreational facilities, heritage and conservation sites are located few metres from the coast. In spite of this threat, management strategies, both past and present, remain an 'ad hoc' and site specific. Limited attention has been given to large scale assessment and investigation to detect the rate of coastal recession and the size of land lost to the sea to inform integrated management plan and to formulate sustainable management strategies to deal with the problem. This paper provides large scale assessment of coastal recession in Ghana through field investigation, applied coastal geomorphology and GIS techniques to selected case study areas. The assessment covered 203 km out of the 540 km coastline of Ghana. Results of the assessment indicate that coastal erosion is very substantial and wide spread along the coast, but the rate of recession varies across the entire coastline. Significant amounts of losses of settlements have been experienced in some localities in the eastern coast (Keta and Ada) and the central coast (Accra, Shama and Sekondi-Takoradi). In some areas, coastal defences have been built to reduce the impacts, yet many areas are still very vulnerable. Interestingly, the paper identified that the high rates of retreat recorded in many areas have yet to cause major risks in some local communities because of the presence of a buffer of largely undeveloped land that has existed historically between the shoreline and the developments. However, recent increase in coastal tourism in Ghana has led to 'scramble' for purchase of these buffer lands for development, which increase the risk. Ghana has the opportunity to use education and land use planning to keep the coastline clear of major developments and avoid the temptation of engaging in costly cycle of development-risk-defence experienced in many countries including the UK and the Netherlands. The paper recommends that Ghana should adopt the UK SMP, which has progressively moved away from the traditional re-active and parochial approaches of providing localised hard-engineered coastal defence work to solve what was perceived to be a local problem, to a more pro-active and holistic approach that take full account of coastal dynamics, interrelationships of coastal systems, knock-on effects, environment concerns and developments at the backshore. Engineering infrastructure development usually causes disturbances to environment. Rarely, the natural processes are restored in these physical structures. This paper highlights examples of coexistence of nature and engineering structure in flood control systems in US and Kong Kong, and treats the idea on a new project, a bypass flooding system in Kuching, Malaysia by computer simulation. When the Kuching floodway idles during normal days, it is modelled as a pond to match the surrounding peat swamp. The in-channel pond requires lower flow, allowing the downstream river its natural flows. The modelling simulation shows plausible results to put back nature in man-made system to restrain saline intrusion and problem of low flushing due to flow diversion. With that, it is time to call for the society, particularly the engineering communities to adopt a more nature-sensitive approach in engineering designs. [ABSTRACT FROM AUTHOR]

The threat of sea-level rise and climate change means that coastal managers are being increasingly asked to make long-term assessments of potential coastal impacts and responses. In the UK, shoreline management planning (for flood and erosion hazards) and spatial planning now takes a 100 year perspective. An integrated framework across a wide range of physical and social issues is required for the assessment of coastal impacts and consequently for making sound management decisions. This paper provides an overview of the development of the 'Tyndall Coastal Simulator' including the underlying philosophy that is being followed. The Simulator is based on a series of linked climate models (CM) within a nested framework which recognises three spatial scales: (i) the global (GCM) scale; (ii) the regional scale and (iii) the Simulator Domain (a physiographic unit, such as a coastal sub-cell). Within the nesting, the larger scale provides the boundary conditions for the smaller scale. The models feed into each other and describe a range of relevant processes: sea level, tides, surges, waves, sediment transport and coastal morphology. Different climate scenarios, as well as the range of uncertainty, are being explored. Communication of results is a major issue and the Simulator includes a dedicated GIS-based user interface that allows a wide range of queries of model outputs. The paper demonstrates the possibility of developing an integrated framework that is multi-scale and capable of linking various models in order to simulate complex coastal processes and consequently allowing long-term assessments that are useful for setting future management plans. Low-elevation coastal areas and their populations are at risk during and after the appearance of a storm surge event. Coastal flooding as a result of storm surge events is investigated in this paper for a number of areas around the north-eastern (NE) Mediterranean coastal zone (Adriatic, Aegean and north Levantine seas). The sea level rise (SLR) due to storm surge events is examined for the period 2000-2004. Wind data, atmospheric pressure and wave data for this period as well as in situ sea elevation measurements (from stations around the Mediterranean coasts) were used. Potential inundation zones were then identified using a 90-m horizontal resolution digital elevation model (DEM). At these zones, the sea surface elevations were calculated for the study period, using the collected data and a 2D storm surge simulation model (1/10×1/10) output, examining the sea level alteration in specific coastal areas, where in situ measurements are absent and are characterised as 'risky' in inundation areas, due to their topography. In order to determine the level of storm track implication on major SLR incidents, the trajectories of the respective storm events were computed. The aim of this paper is to investigate the major storm surge events that appeared during the study period, identify the major 'risky' costal regions along the north-eastern Mediterranean coast and determine their hazard level due to inundation caused by storm surge phenomena. The combination of the risk level determination of an area and the calculation of sea level alteration is an important tool in terms of predicting and protecting the coastal area from extreme meteorological incidents. Whilst spatial planning has evolved as a tool to manage the development and use of the terrestrial environment over decades, the development of spatial planning systems for the marine environment are in their infancy. This paper focuses on the integration of land and marine based spatial planning systems. This is informed by a brief overview of the regional development of the lands and seas of Europe which underlie spatial planning systems and by a discussion of respective spatial planning systems in terms of economic sectors, land use, and sea use. The integration of spatial planning systems is then considered, followed by evaluation of relationships between spatial planning, and the wider field of environmental management. This includes consideration of organisational and geographical scales, technical management including legal aspects, policy, strategic planning and time scales of decision-making. Sre Ambel is the most productive coastal area for marine fisheries in Cambodia. This paper explores the management concept of extractive reserve instruments to find the most effective application in the coastal areas of Cambodia. Since there are various extractive models in the world, the most important objective is to determine which extractive reserve model is best suited to real practices where the ability of the fisheries' residents to apply laws and guidelines vary from one place to another. To reflect these objectives, this paper looks at various examples around the world, especially from various Latin American countries. The level of local ability to apply laws and regulations is determined by the weight average index method. These results shows that fishers' education levels are sufficient to apply laws and regulations, but their understanding of existing fisheries guidelines is still below average. Although the level to which they satisfy the guidelines is poor, local people are willing to establish new appropriate guidelines for future effective application. Therefore, local fishers have the ability to apply laws and regulations under new extractive reserve aspects. An extractive reserve policy combines all available instruments to manage the lagoon. The best alternative is to develop strong collaboration among the various stakeholders in the area. This converts an open-access to common property resource use regime. All instruments of extractive reserve were satisfied by the local fishers. However, extractive reserve seems to be similar with fish refuge concept which currently proposed by Southeast Asian Fisheries Development Centre (SEAFDEC). [ABSTRACT FROM AUTHOR]

Dune slack habitats are highly dependent on the availability of water to support flora and fauna. Typically this is provided by shallow groundwater. This paper describes the seasonal and long term variation in groundwater levels in part of the Sefton coastline between 1972 and 2007. The effects of climate change, vegetation management and coastline realignment on groundwater levels are modelled. The observed annual water table levels rise and fall with an amplitude of 1.5 m, but longer term variations and trends are apparent. A stochastic water balance model was used to describe the changes in water table levels in slack floors in the open dunes and also in areas afforested with pine trees. It was found that the pine trees evaporated 214 mm/year more than open dunes vegetation, resulting in the water table being 0.5–1.0 m lower under the trees than under the open dunes. The effects of climate change on the ground water was simulated using predictions of future climate conditions based on the UKCIP02 medium high emissions scenario. The increase in temperature and change in rainfall patterns will result in a decrease in mean ground water levels by 1.0–1.5 mm in the next 90 years. Typical patterns consist of sequences of 5–10 years of low water table levels interspersed by infrequent sequences consisting of 2–5 years of relatively high or “normal” levels. These results indicate that that flora and fauna that cannot survive a 5–10 year period of water table levels >2.5 m below ground level are unlikely to survive or persist in many slack areas and a change in the ecology of these slack may become inevitable. Other effects of climate change include sea level rise which will result in a gradual rise in water table levels. Coastal erosion will increase the water table gradient to the sea and result in a slight lowering of the ground water levels. Conversely coastal accretion will reverse this process. The spatial distribution of coastal erosion and accretion along the Sefton coastline and its likely impacts on groundwater levels are discussed. This paper examines existing measures taken to protect the coastal zones of the Mediterranean Sea and assesses their success. A summary of the main pressures facing this region is given, followed by an analysis of the legislation covering coastal zone development in ten countries: Algeria, Croatia, Egypt, France, Israel, Italy, Malta, Spain, Tunisia and Turkey. The paper finds that not all of these States have legislation specifically covering coastal zones, but there is concern in all areas that existing legislation is not working. The costs and benefits of controlling coastal development are examined. Firstly, a literature review of valuation studies identifies a range of values placed on the developed and undeveloped coastline for both users and local property owners. These values were then used in a model to evaluate policy options to control development of a stretch of coastline. This paper includes the proposals made in the report “Basis for a National Strategy for Coastal Zone Management” prepared for the Portuguese Ministry of Environment, Territorial Planning and Regional Development. The final version of that report was presented in June 2006. This paper describes a theme framework followed by a discussion of concepts. Nine Primary Principles, eight Principal Objectives, and 37 Strategic Options for an Integrated Coastal Zone Management are then presented. These Strategic Options are set hierarchically according to their sequential priority, identifying the dominant types of Associated Measures. The analysis of these arrives at a set of Structural Measures, which interlink and aggregate various actions and propose a new method of integrated management for the coastal zone, which includes the “Legal Basis of Coastal Zone”; the Organization System; the Action Plan and Monitoring. The varied and very dynamic landscape with a high biological diversity is a distinctive feature of the Curonian spit at the regional scale. Throughout the 20th century the main morphodynamic trend in the littoral of the Curonian spit was shoreline grading on the lagoon side, whereas on the marine side the increasing erosion at the foot of the spit, and increasing accretion at the head of the spit prevailed. The results of a discriminant analysis (Wilkes’ λ = 0.001626 and F = 29.267 when p < 0.001) show that sites with prevailing erosion, accretion and sediment input from the drifting dunes form regular inter-related spatial structures in the littoral with distinctive resulting discontinuities of the sediment drift along the lagoon coast. Dune littoral cells are characterized by Aeolian sediment input and distribution ‘down-drift’, (usually northwards) from the source. The most likely changes in the current development trends of the lagoon shore zone of the Curonian spit are related to expected climate changes and further slowing down of the dune drift. The probability of storms and ice-drift events, and their impact on coasts is expected to increase as a result of climate change. The dune advance will gradually slow down, and with it, the sand input to the coastal zone will decline. In this paper, we define integrated shoreline management as a system of long-term shoreline management measures, which is based on a littoral cell approach and aimed at harmonizing human activity in the coastal zone with the natural development of the shoreline. We propose an integrated management program for the lagoon shoreline of the Curonian spit, which is site-specific for each littoral cell as a coastal management unit. Drifting dunes and seaside beaches are the natural amenities, which are best known and best appreciated on the Curonian spit by 49% of the respondents representing the total Lithuanian population. A responsible tourism development should be considered as the key means for proper appreciation of the drifting dunes and natural coasts by society, which means to acknowledge and cherish the aesthetic and conservation values of dune and coastal landscapes of the Curonian spit as a World Heritage Site. There are at least two pre-conditions for this: (1) to provide visitors with sufficient information about diverse values and functions of the Curonian dunes and coasts within a broader regional and global heritage conservation context; (2) to enable tourists to enjoy the most impressive dune and coastal landscapes at close range. In this paper we propose to encourage active dune tourism, to reintroduce grazing into the Curonian dune areas, to restore and to preserve the most impressive landscapes of the highest white drifting dunes by bringing the blown out sand from the leeward foot of the dunes back to the crest artificially. This paper presents research currently being conducted in Central Queensland, Australia to understand conflicts between coastal zone resource users and the associated sociocultural and political issues surrounding coastal zone management. Conflict occurs between stakeholders in the coastal zone over values, conservation and development trade-offs, access, and resource use rights. Decisions are currently made within a multi-stakeholder framework where there is limited understanding among stakeholders of each groups values and aspirations, and few, mechanisms for negotiation, or to ensure transparency of decisions and feedback on consultation. This paper reports on the contribution of stakeholder analysis and social mapping to conflict management and findings from their application. As it is applied here, stakeholder analysis and social mapping have been successful participatory tools used to document and feed back the values, interests, attitudes and aspirations of stakeholders. The entire northwestern coast of Portugal is undergoing severe erosion and there are several areas at high risk of erosion. Commonly considered as a problem—because it jeopardizes human development along the coast—erosion is indeed a natural process of sediment redistribution. This paper presents a brief analysis of erosion driving forces and the subsequent state of vulnerability that coastal segments between the mouth of the River Douro and Cape Mondego are facing. The paper also discusses erosion risk levels, low or high, and the subsequent questions whether there are populations, economical assets or natural habitats at risk and/or areas prone to coastal flooding. Main challenges and future trends along the study area are identified in the light of understanding the underlying causes of conflicts and what realistically can be achieved given the morphodynamics and hydrodynamic processes, human development established along this coastal segment and the existing policies. Ghoramara Island is located ca. 150 km south of Kolkata, Bay of Bengal, India, in the Sundarban Delta complex. This sparsely populated island is suffering from severe coastal erosion and areal reduction for the last three decades, which results in the loss of major areas on the northwest coast. Both numerous households and a significant area of agricultural land and coastal stretches for fish drying have been lost. This has rendered thousands of people homeless as ‘environmental refugess’. In the present paper an attempt is made to study the erosion and accretion process through time series analysis using a GIS technique. Also, a study of remedial measures to protect the island using a ‘bio-engineering’ technique is reported in this paper. It has been shown that, in the absence of protection measures, the eastern shore will merge with the Indian mainland during the next 25 years, while the western part will be completely washed off. This paper examines a 3-yr EU LIFE-funded project for the management of two especially protected areas on the Maltese coast. Project partners are the Euro-Mediterranean Centre on Insular Coastal Dynamics (ICoD), the Gaia Foundation and the Ministry for the Environment of Malta. Project sites are the Ghajn Tuffieha area on the northwest coast of Malta, and the Ramla Bay area on the island of Gozo. While both sites are in a relatively pristine state and comprise a number of features of ecological and scientific importance, they are also prime recreational areas, hosting thousands of visitors especially during the summer months. The challenge is to manage these sites in a sustainable manner in order to protect their unique ecology while simultaneously controlling and managing the human activities taking place there. The following sequence of activities is being implemented at both sites: surveys of the resources present (biodiversity, habitats, geological and hydrological features, and archaeological heritage), implementation of first intervention measures, and the drawing up and implementation of site-specific management plans, including rehabilitation and protection of biodiversity and habitats, regulations for site use, and awareness raising and educational measures. The management structure of this project supports the concept of decentralization of management of protected areas, through the granting of responsibility for the direct management of these sites to a non-governmental organization, under joint government/EU funding. The case is made in this paper for early and integrative public participation in planning decisions concerning proposals major development in the zone. This is perhaps easy to subscribe to in theory but much more difficult in practice. Currently the extent and timing of public involvement in such decisions varies widely. A key benefit is the legitimacy that public participation provides to the planning process and, perhaps as a result, a variety of public involvement methodologies have emerged. Important considerations include which sections of the public to involve and at what stage in the decision-making process to involve them. The multidisciplinary nature of coastla zone issues will tend to engage a wide variety of stakeholder groups who in turn will influence the topics for discussion. A major port expansion proposal in the UK is used to illustrate a range of ways in which the public can be involved. The case study also highlights that public participation is an uncertain science, and to be successful can require skilled personnel and significant resources. The papper concludes that more guidance for developers, some standardisation of public involvement, training for facilitatiors and a more responsible stance from some environmental pressure groups would be advantageous. The complexity of coastal decision-making, tensions between science and policy, and the inter-dependency of coastal activities mutually reinforce the view that inclusive participation is an important issue for all coastal communities. This paper discusses a research project dealing with the mapping of the intertidal vegetation of several harbours along the southern coastline of England. It describes in detail the methods used to map the vegetation and gives examples of the results from these studies. This paper then goes on to explain how these results are applied by the Environment Agency of England and Wales to improve water quality in the harbours. This type of vegetation mapping is useful in monitoring the development of the intertidal species including Spartina, Zostera and of particular importance to this study the green algae Ulva and Enteromorpha. The work was undertaken with funding from the Environment Agency and at present has taken place over a four year period. The data collected will be used by the Environment Agency to assess macro-algae covervalues for the intertidal area of the harbours concerned. This forms part of the Agency's commitment to the EU Nitrates Directive and the Urban Waste Water Treatment Directive. Some of the species mapped act as suitable indicators of water quality and are symptoms of entrophication. Other species are of interest for nature conservation and were recorded to provide a record for longer-term trends in vegetation patterns within the harbour. This paper presents the results from a study which was undertaken to monitor, map and quantify salt marsh change along 440 km of shoreline within the county of Essex, south-east England, between 1973 and 1998. Results indicate that during this 25-yr period, 1000 ha of salt marsh has been lost in Essex, primarily due to coastal erosion. This figure represents ca. 25% of the total salt-marsh area originally present in Essex in 1973. The salt marshes of Essex are important nature conservation areas, with many sites designated as Special Protection Areas under the EC Birds Directive (79/409/EEC) and as Special Areas of Conservation under the EC Habitats Directive (92/43/EEC). Salt marshes are also natural features which significantly dissipate wave and tidal energy, thereby playing an important role in contributing to effective coastal defence. The large-scale loss of salt marsh in Essex has, therefore, implications for both nature conservation and flood defence. Potential hypotheses for, and implications of such losses are discussed in this paper, together with the identification of potential management approaches to alleviate the losses. This paper introduces a possible approach to integrated modelling of coastal change, focusing on coastal land use and cover change. Some of the mostimportant open issues in the context of integrated modelling of coastal change are introduced. The paper focuses on methdological aspects. Specific reference is made to Physiographic Unit Modelling as an approach to better handle spatial variability and ‘morphogenesis’, and as a way to focus on coastal change mechanisms instead of absolute coastal dynamics for achieving an important simplification of the problem. The application is briefly discussed with reference to a ‘minimal model’. The methodological structure introduced is considered particularly suitable to represent, according to a variable degree of simplification, the integrative dynamics between resources and uses of the resources. The Euroconference on Coastal Management Research held in San-Feliu de Guixols, Spain, in December 1997 brought together scientists from a great variety of disciplines in the natural and social sciences, in a search for modes of transdisciplinary cooperation in the context of integrated coastal management. During the conference the participants discussed which interactions among disciplines are required for different coastal issues. Discussion groups each focused on a particular type of coastal environment, characterized by a particular type and degree of development. The group discussions were inspired by background papers which were prepared for this purpose by invited speakers. A selection of these background papers were redrafted on the basis of the conference outcome, and are published in this issue of the Journal of Coastal Conservation. The reports of the discussion groups are published in a conference proceedings booklet issued by EMAPS (1998), the European Polar and Marine Sciences Secretariat. A synthesis of ideas on the challenge of transdisciplinarity, expressed during the discussion group sessions, is presented in this introduction. The Irish Sea's distinctive hydrographic features present unique opportunities for research into the complex processes that regulate shelf-sea ecosystems. Such studies are essential in developing capabilities to detect and evaluate change in marine environments. A 1993 review showed almost 230 projects underway on the Irish Sea, spanning all the major fields of marine science. But a large proportion of research projects failed to indicate the purpose of the work; overall, there was a remarkable absence of clarity and specificity in the objectives. Progress in some fields is also hampered by insufficient coordination and cohesion; at present there are no standing arrangements between Ireland and the United Kingdom that provide for bilateral co-ordination of scientific work in the area. There is clearly a need for a more planned and integrated Irish Sea science programme to provide information for management purposes and also to advance scientific understanding of the components and functions of Irish Sea ecosystems, and how and why they change with time. There is a common belief that the first of these predominantly involves monitoring, and the second research. However, the paper cautions that this is a dubious and unnecessary distinction. A strategy aimed at better integration of research and monitoring (e.g. a framework of linked objectives and targets) could substantially increase the information dividend from current investments in Irish Sea science. Based on a joint Irish/UK review, this paper outlines studies and approaches that are seen as key elements of a future, more relevant and cost-effective research programme for the Irish Sea. Sea level changes are caused by several natural phenomena, including mainly ocean thermal expansion, glacial melt from Greenland and Antarctica. It was estimated, in this respect, that global average sea level rose, during the 20th Century, by at least 10 cm. This trend is expected to continue and most likely accelerated during the 21st Century due to human-induced global warming. Global average sea level is expected to rise, by the year 2100, due to global warming between 0.18 and 0.59 cm. Such a rise in sea-level will significantly impact coastal areas due to the high concentration of natural and socioeconomic activities and assets located along the coast. The northern coastal zone of the Nile Delta is generally low land, and is consequently vulnerable to direct and indirect impacts of sea level rise (SLR) due to climate changes, particularly inundation. Despite the uncertainty associated with developed scenarios for climate change and expected SLR, there is a need, according to precautionary approach, to assess and analyze the impacts of SLR. Such an assessment, on one hand, can assist in formulating effective adaptation options to specific, sometimes localized, impacts of SLR. On the other hand, such an analysis can contribute significantly to the development of integrated approach to deal with the impacts of SLR. The objective of this paper is to assess and spatially analyze the risks of expected sea level rise (SLR), in particular inundation, and its implications up to the year 2100 in Kafr El Sheikh Governorate, Egypt, using GIS techniques. For that purpose, a GIS was developed for the study area and then utilized to identify the spatial extent of those areas that would be vulnerable to inundation by SLR. Moreover, various land uses/land covers susceptible to such inundation were identified. Results indicate that more than 22.59 % and 24.50 % of the total area of Kafr El Sheikh Governorate would be vulnerable to inundation under B1 and A1FI (IPCC most optimistic and pessimistic scenarios), respectively. No significant difference was noticed between the two scenarios in terms of spatial extent of SLR impacts. It was also found that a significant proportion of these areas were found to be currently either undeveloped or wetlands. Moreover, it was found that about 90.13 % of the vulnerable areas are actually less exposed to the risks of SLR due to the existence of a number of man-made features, not intended as protection measures, e.g. International Coastal Highway, that can be used to limit the areas vulnerable to inundations by SLR. This paper demonstrates the effectiveness of integrating GIS and modern spatial data for the development of a detailed geomorphic classification of the Bulgarian Black Sea coast. This classification is important for the precise measurement of various natural and technogenous (engineered) coastline types and serves as a basis for identification of the areas with high exposure to different coastal hazards. To illustrate potential uses of this simple methodology, a map of the potential coastal erosion/cliff retreat hazard for the Bulgarian coast was produced from this GIS database. Several types of data were used: high resolution orthophoto, topographical maps in 1:5,000 scale and geological maps. Geomorphic classification utilized both geomorphological and engineering criteria. A total of 867 segments were delineated along the coast. Four hundred sixty five were classified as natural landforms (cliffs, beaches, river mouths) with a total length of 362,62 km and 402 were indicated as technogenous segments (port and coast-protection structures, artificial beaches) with a total length of 70 km. Based on the geologic materials present at each segment and cliff height, the cliffed portions of the Bulgarian coast were classified for expected erosion rates, and therefore, hazard vulnerability: low hazard (volcanic type cliff); moderate hazard (limestone type cliff) and high hazard (loess and clayey types cliff). This “predictive model” was then compared to a previously published field study of coastal erosion rates to validate the model. As a result, a new high quality, but qualitative data for Bulgarian coastal bluff/cliff erosion were obtained, incorporated and analyzed in GIS. [ABSTRACT FROM AUTHOR]

A Mobile Mapping System (MMS) is composed by a set of sensors placed on a mobile platform whose main objective is to obtain attitude and position over time of a referential in the platform together with the image of the objects surrounding the platform. The acquired data allows to obtain georeferenced positions of object points captured by the object sensors. This paper describes a methodology to automatically extract accurate Digital Terrain Models (DTM) of sand beach areas using a Terrestrial Mobile Mapping System (TMMS). The main goal of the presented TMMS is to obtain accurate 3D models of sand beaches. A very important consequence of this will be the abbility to track spatial and temporal changes in coastal geomorphology. The presented methodology has several advantages over more classical approaches: the overall cost, flexibility for regular surveys or at the most convenient epoch, such as after storms. Besides one of the major constraints in Mobile Mapping, that is poor GNSS (Global Navigation Satellite Systems) observation conditions, is usually not present in these areas. The TMMS uses two progressive colour video cameras and can work with any type of direct georeferencing system, which obvoiusly has impact in the final accuracy of the derived DTM. For the results herein reported, a dual frequency GNSS receiver and a low grade type of IMU (Inertial Measurement System) were used. The moving platform where the system was installed is a moto quad. The developed methodology for the DTM generation relies on an automatic choice of terrain points whose three-dimensional coordinates are calculated using a presented image matching technique. A cloud of points obtained in a nearly regular grid pattern is the base for the DTM. The proposed methodology was applied on a sector of the Vila Nova de Gaia Coast, in northern Portugal, and the results presented here show that it is possible with this methodology to produce DTMs with a precision of a few centimetres. Some major anthropogenic stressors have impacts that occur at infrequent, unpredictable intervals; their effects are difficult to evaluate in a timely manner unless space is substituted for time. In this paper we substitute space for time along an environmental gradient that aliases a predicted temporal response to habitat restoration. We herein describe a 3-year study that combined field experiments and descriptive surveys of a fringing reef at Pelekane Bay, west Hawaii, along a sedimentation gradient from an intermittent stream that episodically discharges from the Kohala Watershed. This degraded watershed is now being restored by grazer exclusion, habitat engineering, and replanting of native flora. Sediment traps, arrays of settling plates, marked branches of endemic finger coral Porites compressa, together with surveys of benthic composition, densities of recruits of economically important parrotfishes, and the relative use of corals by fish recruits, were evaluated during the summers of 2010-2012. As expected, sediment accumulation rate decreased while all coral metrics and the densities, use, and preference of corals by recruit fishes generally increased with distance from the point of sediment discharge. Proportionate abundances of recruit through large adult-sized parrotfishes, overlayed on distributions (mapped by separate study) of sediment impact, allowed us to estimate, as an example, the amount and value of parrotfish rersources that are being unrealized because of sediment impacts on recruit parrotfish. Our Pelekane Bay case study thus illustrates how 'space-for-time' substitution can be efficiently applied in an evaluation of potential watershed reclamation of reef resources-at a time considerably prior to likely temporal responses of the reef and its resources to watershed restoration. Multi-Beam Echo Sounders are often used for classification of seabed type, as there exists a strong link between sonar backscatter and sediment characteristics of the seabed. Most of the methods for seabed classification from MBES backscatter create a highly-dimensional data set of statistical features and then use a combination of Principal Component Analysis and k-means clustering to derive classes. This procedure can be time consuming for contemporary large MBES data sets with millions of records. This paper examines the complexity of one of most commonly used classification approaches and suggests an alternative where feature data set is optimised in terms of dimensionality using computational and visual data mining. Both the original and the optimised method are tested on an MBES backscatter data set and validated against ground truth. The study found that the optimised method improves accuracy of classification and reduced complexity of processing. This is an encouraging result, which shows that bringing together methods from acoustic classification, visual data mining, spatial analysis and remote sensing can support the unprecedented increases in data volumes collected by contemporary acoustic sensors.
