Like many developing countries, Ghana is grappling with environmental issues, such as the degradation of coastal natural resources. In an attempt to ameliorate the current state of affairs, broad institutional arrangements and policy interventions have been put in place. However coastal natural resources are still being overexploited and the effects of this are felt more strongly by certain groups (such as women and the rural poor) than others. This has led to the argument pointing to an urgent need to include local resource users as active participants in environmental decision making and to incorporate their environmental values in the management of coastal natural resources. Using empirical data from women in two Ghanaian coastal communities, this paper highlights the importance of exploring how the environmental attitudes and values of women might be considered in the management of local coastal natural resources. It assesses effectiveness of the paired comparison methodology in this respects and how this method can be also used to prioritise their environmental concerns. The results show that in both areas respondents place the greatest importance on the coastal natural resources as sources of wealth creation and of food, values which are often described as being “anthropocentric”. The paper thus argues that having discovered that the ecological value placed on natural resources is low, initiatives that could win the support of people would be those that link the livelihood and wellbeing to coastal NRM. Coastal zones experience increased rates of coastal erosion, due to rising sea levels, increased storm surge frequencies, reduced sediment delivery and anthropogenic transformations. Yet, coastal zones host ecosystems that provide associated services which, therefore, may be lost due to coastal erosion. In this paper we assess to what extent past and future coastal erosion patterns lead to losses in land cover types and associated ecosystem service values. Hence, historical (based on CORINE land cover information) and projected (based on Dynamic and Interactive Vulnerability Assessment - DIVA - simulations) coastal erosion patterns are used in combination with a benefits transfer approach. DIVA projections are based on regionalized IPCC scenarios. Relative to the period 1975-2050, a case study is provided for selected European coastal country member states. For historical (1975-2006) coastal erosion trends, we observe territory losses in coastal agricultural, water body and forest & semi-natural areas - total coastal erosion equaling over 4,500 km. Corresponding coastal ecosystem service values decrease from about €22.3 billion per year in 1975 to about €21.6 billion per year in 2006. For future (2006-2050) coastal erosion projections, total territory losses equal between ~3,700 km and ~5,800 km - coastal wetland areas being affected most severely. Corresponding coastal ecosystem service values decrease to between €20.1 and €19.4 billion per year by 2050. Hence, we argue that the response strategy of EU member states to deal with coastal erosion and climate change impacts should be based on the economic as well as the ecological importance of their coastal zones. Coastal erosion poses serious threat to life and properties along Ghana's coast. This is because major industries, urban settlements, recreational facilities, heritage and conservation sites are located few metres from the coast. In spite of this threat, management strategies, both past and present, remain an 'ad hoc' and site specific. Limited attention has been given to large scale assessment and investigation to detect the rate of coastal recession and the size of land lost to the sea to inform integrated management plan and to formulate sustainable management strategies to deal with the problem. This paper provides large scale assessment of coastal recession in Ghana through field investigation, applied coastal geomorphology and GIS techniques to selected case study areas. The assessment covered 203 km out of the 540 km coastline of Ghana. Results of the assessment indicate that coastal erosion is very substantial and wide spread along the coast, but the rate of recession varies across the entire coastline. Significant amounts of losses of settlements have been experienced in some localities in the eastern coast (Keta and Ada) and the central coast (Accra, Shama and Sekondi-Takoradi). In some areas, coastal defences have been built to reduce the impacts, yet many areas are still very vulnerable. Interestingly, the paper identified that the high rates of retreat recorded in many areas have yet to cause major risks in some local communities because of the presence of a buffer of largely undeveloped land that has existed historically between the shoreline and the developments. However, recent increase in coastal tourism in Ghana has led to 'scramble' for purchase of these buffer lands for development, which increase the risk. Ghana has the opportunity to use education and land use planning to keep the coastline clear of major developments and avoid the temptation of engaging in costly cycle of development-risk-defence experienced in many countries including the UK and the Netherlands. The paper recommends that Ghana should adopt the UK SMP, which has progressively moved away from the traditional re-active and parochial approaches of providing localised hard-engineered coastal defence work to solve what was perceived to be a local problem, to a more pro-active and holistic approach that take full account of coastal dynamics, interrelationships of coastal systems, knock-on effects, environment concerns and developments at the backshore. The threat of sea-level rise and climate change means that coastal managers are being increasingly asked to make long-term assessments of potential coastal impacts and responses. In the UK, shoreline management planning (for flood and erosion hazards) and spatial planning now takes a 100 year perspective. An integrated framework across a wide range of physical and social issues is required for the assessment of coastal impacts and consequently for making sound management decisions. This paper provides an overview of the development of the 'Tyndall Coastal Simulator' including the underlying philosophy that is being followed. The Simulator is based on a series of linked climate models (CM) within a nested framework which recognises three spatial scales: (i) the global (GCM) scale; (ii) the regional scale and (iii) the Simulator Domain (a physiographic unit, such as a coastal sub-cell). Within the nesting, the larger scale provides the boundary conditions for the smaller scale. The models feed into each other and describe a range of relevant processes: sea level, tides, surges, waves, sediment transport and coastal morphology. Different climate scenarios, as well as the range of uncertainty, are being explored. Communication of results is a major issue and the Simulator includes a dedicated GIS-based user interface that allows a wide range of queries of model outputs. The paper demonstrates the possibility of developing an integrated framework that is multi-scale and capable of linking various models in order to simulate complex coastal processes and consequently allowing long-term assessments that are useful for setting future management plans. This paper examines existing measures taken to protect the coastal zones of the Mediterranean Sea and assesses their success. A summary of the main pressures facing this region is given, followed by an analysis of the legislation covering coastal zone development in ten countries: Algeria, Croatia, Egypt, France, Israel, Italy, Malta, Spain, Tunisia and Turkey. The paper finds that not all of these States have legislation specifically covering coastal zones, but there is concern in all areas that existing legislation is not working. The costs and benefits of controlling coastal development are examined. Firstly, a literature review of valuation studies identifies a range of values placed on the developed and undeveloped coastline for both users and local property owners. These values were then used in a model to evaluate policy options to control development of a stretch of coastline. One of the main challenges in Coastal Erosion Risk Assessment (CERA) is integrating and analysis of conflicting data in various time periods and spatial scales through dissimilar environmental, social, and economic criteria. Currently, Geographical Information Systems (GIS) are widely used in risk assessment despite their drawbacks and limitations as transactional systems for multi-scales, multi-epochs, and multi-themes analysis. Hence, an analytical conceptual framework is proposed in this paper based on geospatial business intelligence paradigm to develop a Spatial Multidimensional Conceptual Model (SMCM) to assess coastal erosion risk. The model is designed based on Spatial On-Line Analytical Processing (SOLAP) platform, on the top of both analytical and transactional paradigms, to allow fast synthesis of cross-tabulated data and easy comparisons over space, scales, epochs, and themes. This objective is achieved through a comprehensive integration of multiple environmental, social, and economic criteria as well as their interactions at various scales. It also takes into account multiple elements at risk such as people, infrastructure, and built environment as different dimensions of analysis. Using this solution allows decision makers to benefit from on-demand, interactive, and comprehensive information in a way that is not possible using GIS alone. The developed model can easily be adapted for any other coastal region through the proposed framework to perform risk assessment. This paper aims to present some results of the project 'Celebração da Cultura Costeira' ('Celebration of Coastal Culture') (CCC), financed by the European Economic Area (EEA) Grants and the Sines municipality. It is this project's purpose to identify, catalogue and permanently make available on the Internet information concerning local and regional maritime-fluvial cultural heritage, thus creating a 'Patrimonial' Geographic Information System (GIS) - compiling information gathered through the use of Global Positioning System (GPS) and in-depth interviews with local actors - to be accessible by the targeted coastal communities and the relevant political and social institutions. The conceptual broadening of this GIS into a Web-GIS platform - by means of making it accessible to the general public - is believed to have a great potential in what concerns the creation of coherent and well-organized touristic offer about the fishing communities cultural heritage thus promoting these communities social and economic development and the fulfilment of their conservational role in their coastal dwelling and fishing areas. This paper describes a first approach on the risk assessment in port navigation using GUIOMAR, an integrated system for port and coastal engineering modelling developed at the National Civil Engineering Laboratory (LNEC), Portugal, using a GIS software environment. A set of automatic procedures was designed to include a new methodology based on the amplitude of the wave-induced vertical movement of a ship along its trajectory. In this methodology, the risk in port navigation is assessed on the basis of a combination of the probability of exceedance of a pre-set threshold for the ship's vertical movements and its consequences. To test the new procedures, a set of sea wave records obtained at the Sines wave-buoy from 1988 to 2002 was transferred into Sines Port using two numerical models of sea wave propagation and deformation (SWAN and DREAMS), included in the GUIOMAR system. The numerical model WAMIT was used for estimating the wave-induced ship's vertical movements inside the port. By applying the new procedures, automatic generation of risk maps was carried out for navigation in the vicinity of the West breakwater of the Port of Sines. The recent developments contribute towards a more versatile and efficient GUIOMAR system, which results in a more adequate tool to support decision-making processes in port and coastal management. This paper reports preliminary findings of a study in northern Viti Levu Island (Fiji) intended to test the model of the AD 1300 Event. This holds that around AD 1250-1350, during the transition between the Medieval Warm Period and the Little Ice Age, there was a rapid climate-driven sea-level fall of 70-80 cm which created a food crisis for coastal dwellers throughout the tropical Pacific Islands and led to conflict and the abandonment of open coastal settlements in favour of those in more defensible locations. Two main areas were targeted-the Ba River Valley and adjoining Vatia Peninsula (plus offshore islands)-and inland/offshore sites in defensible locations, particularly in caves, ridge-top rockshelters, and isolated hilltops, were surveyed and test excavations made. Results show that while some of these sites were established during the AD 1300 Event, most were established shortly afterwards, which is exactly what the model predicts. It is concluded that prehistoric populations in Fiji (and similar island groups) were affected by the food crisis during the AD 1300 Event and did respond in ways that profoundly and enduringly altered contemporary trajectories of societal evolution. This study has great implications for the preservation of the record of prehistoric settlement in Fiji (and other tropical Pacific Island groups) because, as a consequence of this climate-forced migration from coasts to inland/upland sites, large amounts of sediment were released from island interiors and carried to their coasts where they buried earlier settlements or redistributed their material signature. Since European arrival in such places around 150 years ago, a second wave of coastal sedimentation, largely driven by plantation agriculture development had similar effects. Sea-level rise as a result of climate change increases inundation and erosion, which are affected by a complex interplay of physical environmental parameters at the coast. China's coast is vulnerable to accelerated sea-level rise and associated coastal flooding because of physical and socio-economical factors such as its low topography, highly developed economy, and highly dense population. To identify vulnerable sections of the coast, this paper presents a national assessment of the vulnerability of the Chinese coast using 8 physical variables: sea-level rise, coastal geomorphology, elevation, slope, shoreline erosion, land use, mean tide range, and mean wave height. A coastal vulnerability index was calculated by integrating the differentially weighted rank values of the 8 variables, based on which the coastline is segmented into 4 classes. The results show that 3% of the 18,000-km-long Chinese coast is very highly vulnerable, 29% is highly vulnerable, 58% is moderately vulnerable, and 10% is in the low-vulnerable class. Findings further reveal that large amounts of land and population will be vulnerable to inundation by coastal flooding from sea level rise and storm surge. Finally, some suggestions are presented for decision makers and other concerned stakeholders to develop appropriate coastal zone management and mitigation measures. [ABSTRACT FROM AUTHOR]

A Coastal Web Atlas (CWA) is a valuable resource for a range of users including coastal managers as it provides easy access to maps, spatial data, coastal information and tools. A trans-Atlantic workshop on 'Potentials and Limitations of Coastal Web Atlases', held in Ireland in July 2006, brought together atlas developers and coastal data experts from Europe and the United States to examine state-of-the-art developments in CWAs and future needs. This paper focuses on workshop outcomes, including what defines a CWA and an overview of international, national, state and regional atlas case studies from both sides of the Atlantic. Results of discussions are presented concerning issues related to design, data, technology and institutional capacity for existing CWAs based on the collective experience of workshop participants. Directions in CWA development and applications since the workshop are also discussed. A major outcome of the workshop was the initiation of an International Coastal Atlas Network. The insights provided give a framework for CWA developers and a useful point of reference for coastal managers and policy makers on atlas potentials and limitations. [ABSTRACT FROM AUTHOR]

In coastal dunes, landscape changes are a rule, rather than an exception. This paper gives an overview of changes in landscape and vegetation with a focus on the past century. The history of dunes is characterised by phases of sand drift, alternated with geomorphological stability. The historical development of dune woodland during these stable phases has been documented for sites all over Europe. Vegetation reconstructions of historical open dune habitats however is very difficult due to limited preservation of fossil remains. People have drastically altered coastal dune landscapes through centuries of exploitation and more recently development of the coast. Historical land use has generally pushed vegetation back into a semi-natural state. During roughly the past century a tendency of increasing fixation and succession is observed on coastal dunes throughout northwest Europe. Six causes of change are discussed. 1) Changes in land use, mainly abandonment of agricultural practices, have led to the development of late successional stages such as scrub and woodland. 2) Crashing rabbit populations due to myxomatosis in the 1950s caused vigorous grass growth and probably stimulated scrub development. 3) A general tendency of landscape fixation is observed due to both natural and anthropogenic factors. 4) Eutrophication, mainly due to atmospheric nitrogen deposition is clearly linked to grass encroachment on acidic but also on some calcareous dunes. 5) The impact of climate change on vegetation is still unclear but probably lengthening of growing season and maybe enhanced CO concentrations have led to an acceleration of succession. 6) A general anthropogenisation of the landscape occurs with rapid spread of non-native species as an important consequence. The reconstruction of a natural reference landscape is considered largely unattainable because of irreversible changes and the long tradition of human impact, in many cases since the development of the dunes. Two contradictory elements need reconciliation. First, the general acceleration of succession and scrub and woodland development in particular is partly caused by a decreased anthropogenic interference in the landscape and deserves more appreciation. Second, most biodiversity values are largely linked to open, early succession dune habitats and are threatened by the same tendency. Multifunctional artificial reefs are submerged breakwaters that serve several purposes. As well as protecting the local coastline, they enhance surfing possibilities and/or increase the environmental value of the area where they are situated. Multifunctional artificial reefs (MFARs) have some promising new aspects, too: first, they provide an unimpaired visual amenity, and second, they can offer tourist and economic benefits by improving the surfing conditions. Regarding the functionality of an MFAR, much research has been carried out on surfability, i.e. whether a wave is good for surfers. However, no research has yet been done on the influence of the submergence and the length of the reef slope on the breaker type, even though this is important for the design of the reef in terms of surfability. A preliminary design was achieved step by step, making use of the theory and state of the art of multifunctional artificial reefs (Voorde et al. , ). This reef geometry was then used as an initial design in physical and numerical tests. These were performed to ascertain the capacity of a multifunctional reef to serve as a submerged breakwater and so protect the local coastline of Leirosa, Portugal, and improve the local surfing possibilities. This paper describes the numerical study conducted to analyze the influences of the main relevant parameters in the vertical plane, namely: the height, the submergence, and the length and slope of the reef. The investigation was conducted using the COBRAS-UC numerical model in the vertical plane and the main results and conclusions are described and presented; a brief discussion and some recommendations for future work are also included. This paper describes the application of coastal hydro-informatic modelling (using the TELEMAC Modelling System) to address management issues arising from projected hydrodynamical and morphological changes within a shallow, sandy estuarine environment. The model incorporates the complex interaction of ocean, terrestrial and atmospheric processes. The case study of the Dyfi Estuary, on the west coast of Wales, is highlighted here. As sea levels have risen locally and are predicted to rise further, a National Nature Reserve (Borth Bog), which has been reclaimed from tidal waters by embankments, will be at increasing risk from flooding episodes due to overtopping of these embankments at high tide. Present and predicted future tidal-fluvial scenarios have been modelled in the Dyfi Estuary in order to estimate the potential for flooding. In addition, areas of greatest velocity change and potential for sediment erosion/accretion have been identified. A further process that has been investigated is how salt marsh migration is affected by sea-level rise. This case study exemplifies some fundamental and complex physical processes inherent to estuaries, and shows how different management options can be assessed, before their implementation, through a modelling approach. fter the signing of the ICZM Protocol in the Mediterranean (Madrid, 21 January 2008) its implementation became the main focus of interest for the future. Several obstacles on the way to implementation are briefly analysed, starting with the ratification process, the competence for the implementation and the availability of financial resources to put the Protocol requirements in place. A list of mitigation actions is proposed in order to overcome these obstacles. The ways in which the Centre responsible for assisting the countries can implement this legal instrument (i.e. PAP/RAC) is elaborated in the second part of the paper. This includes the preparation of a stocktaking report to allow for defining the starting point for ICZM in the Mediterranean, elaboration of an explanatory guide of the text of the Protocol, as well as guidelines for the definition of a coastal setback. Many of the world’s coasts appear vulnerable to the impacts of climate change and sea-level rise. This paper assesses the application of a coastal sensitivity index (CSI) to the Illawarra coast, a relatively well-studied shoreline in southeast Australia. Nine variables, namely (a) rock type, (b) coastal slope (c) geomorphology (d) barrier type (e) shoreline exposure (f) shoreline change (g) relative sea-level rise (h) mean wave height and (j) mean tide range, were adopted in calculation of the CSI (the square root of the product of the ranked variables divided by the number of variables). Two new variables, shoreline exposure and barrier type, were trialled in this analysis and the extent to which these increased the discriminatory power of the index was assessed. Four iterations of the CSI were undertaken using different combinations of ranked variables for each of 105 cells in a grid template, and the index values derived were displayed based on quartiles, indicating sections of coast with very high, high, moderate and low sensitivity. Increasing the number of variables increased the discriminatory power of the index, but the broad pattern and the rank order were very similar for each of the iterations. Rocky and cliffed sections of coast are least sensitive whereas sandy beaches backed by low plains or dunes record the highest sensitivity. It is difficult to determine shoreline change on this coast, because individual storms result in substantial erosion of beaches, but there are prolonged subsequent periods of accretion and foredune rebuilding. Consequently this variable is not a good indicator of shoreline sensitivity and the index is unlikely to provide a clear basis for forecasting future recession of beaches. The results of this study provide a framework for coastal managers and planners to prioritize efforts to enhance the resilience or consider adaptation measures in the coastal zone within a study region. Sensitivity of the coast if considered in conjunction with other social factors may be an input into broader assessments of the overall vulnerability of coasts and their communities. Climate change associated with sea level rise (SLR) is one of the major environmental concerns of today. This paper presents an assessment of the impacts of sea level rise on the coastal zone of Kanyakumari District in Tamilnadu, India. Digital Elevation Model (DEM) combined with overlay techniques in GIS are used in determining the inundation zones along the coastal region. The analysis evaluated the impact on coastal fishing villages, landuse, tourist spots and sensitive areas under threat. The vulnerability of the coastal areas in Kanyakumari to inundation was quantified, based on the projected sea level rise scenarios of 0.5 and 1 m. Our findings reveal that approximately 13 km2 of the land area of Kanyakumari would be permanently inundated due to SLR. This would result in loss of land, alteration of the coastal zone and affects coastal ecosystem. From the study, the mitigation measures (engineering measures) and Coastal Zone Management practices that can be taken to protect human life and property from sea level rise are suggested. Coastal development along the Mediterranean coast needs to be tackled with an integrated approach, in order to safeguard people and properties from extreme events, maintain environmental flows and ecosystems functions, protect coastal landscapes and ensure public accessibility to the shore. The complexity of the Mediterranean countries legal and administrative framework and its morphological heterogeneity make the implementation of new the Protocol on ICZM provisions on coastal setbacks, -- claiming for a 100 m wide buffer zone where construction is not allowed-- a challenge for the success of the initiative. European countries and the European Commission are party to the protocol but the European legal framework lacks of specific provisions addressing the definition of coastal setbacks. Moreover, climate change, in terms of sea level rise and maritime climate, could play a major role in the future position of setback lines. While arbitrary setbacks should be put in place to halt short-term unwise coastal development, science can improve the identification of coastal setbacks by providing integrated methodologies to be implemented at the local level. The objective of this paper is to review concepts and practices in the use of coastal setbacks, in the context of the provisions of the ICZM protocol and taking into account new challenges posed by climate change. A stepwise route map is proposed as a base to identify coastal setbacks, applicable to the Mediterranean region and elsewhere, to be used as a base to improve arbitrary setback approaches. Coastal dune ecosystems are among the most dynamic habitats with high conservation value in Europe but are also under strong anthropogenic pressure regarding coastal protection and recreation. Hence, it is of high importance to know about long-term natural and anthropogenic changes and development of protected dune habitats for nature conservation, as well as for coastal management. This paper aims to identify the vegetation dynamics on the Łeba Bar/Poland over a period of 74 years by cartometric comparison using modern Geographical Information System (GIS). To quantify the rate of vegetation dynamics two aerial photographs dating from 1932 and 2006 were digitalized and analyzed with GIS to produce digital vegetation maps. Information about decrease, increase and stability of vegetation types of this area are discussed. The results show that there has been a clear reduction in the total area of bare sand and a considerable increase of woodlands and dense grass communities. Nevertheless, the remaining extensive drift sand areas and deflation hollows on the Łeba Bar offer one of the most important habitats for pioneer vegetation on bare sand of migrating dunes and dunes at the Southern Baltic coast. The present work proved the need to observe the future development of the vegetation communities and to implement management measures to maintain the dynamic of this unique dune landscape. Management of the coastal zone for the purposes of conservation and sustainability is a well-described concept in the literature. This paper describes the importance of modelling various forms of maritime traffic as an intrinsic element of this process. Effective use of GIS in this context implies extensive data acquisition and cleaning, vessel path simulation, traffic density maps, and incident (spills or accidents) distribution when applicable. Risks can be determined by evaluating detrimental occurrences relative to exposure levels. Effective visualization and quantitative analyses can then be fruitfully applied to various coastal zone management spheres, such as oceans use planning, emergency response planning, and marine protected area delineation. Accelerated sea level rise and hurricanes are increasingly influencing human coastal activities. With respect to the projected continuation of accelerated sea level rise and global warming one must count with additional expenses for adaptation strategies along the coasts. On the mountainous island Martinique the majority of settlements are situated along the coast almost at sea level. But potential rises in sea level and its impacts are not addressed in coastal management, even though saltwater intrusion and coastal erosion with increasing offshore loss of sediment are locally already a severe problem. At a sea level rise of 50 cm, one fourth of Martinique’s coastline will be affected by erosion and one fifth of the islands surface will have high probability to get flooded during coastal hazards. This is a growth of 5% of the impact area in comparison to present conditions. This article analyses potential adaptation strategies and argues that the development of a coastal zone management plan considering sea level rise and its impact area is of utmost importance. Empirical assessment models in combination with spatial analysis are useful in obtaining statements about coastal impacts concerning sea level rise. Studies carried out in the NE coastal zone of the State of Pará (Brazil) have recorded, in the last 25 years, numerous evidence of natural impacts of the flood and erosion processes. As a consequence, diverse strategies and measures of population adaptation have been implemented but with limited success. Therefore, in order to subsidize the Coastal Zone Management Program of Pará, this paper aims to identify, assess and classify natural and socio-economic vulnerabilities of this coastal zone by means of a Geographical Information Systems (GIS)-based composite coastal vulnerability index (CVI). In spite of the data problems and shortcomings, using ESRI’s Arcview 3.2 program, the CVI score, to classify, weight and combine a number of 16 separate natural and socio-economic variables to create a single indicator provides a reliable measure of differences (5 classes) among regions and communities that are exposed to similar ranges of hazards. The results are presented in three maps referred to as Natural, Socioeconomic and Total Vulnerability. Baseline resource information in an easily accessible form is a vital starting point for developing coastal zone management. On behalf of a wide-ranging group of organizations involved in the management of the U.K. maritime zone, the Joint Nature Conservation Committee (JNCC) is compiling a series of 16 regional volumes. The volumes contain multi-disciplinary coastal zone resource information arranged in ten chapters under the general title 'Coasts and Seas of the UK'. These volumes form part of a series of paper and electronic publications of coastal information being produced by JNCC's Coastal Directories Project and are designed to meet the needs of planners and all others involved in decision-making and management of the coast. Sicily is the largest island in the Mediterranean, and tourism represents the most important income in the regional budget. This is due to a mild climate, to its considerable archaeological and cultural heritage, but above all to the beaches, which host visitors for most of the year. Nevertheless, Sicily has no official Integrated Coastal Zone Management (ICZM) policy and also lacks an overall plan for coastal protection. In 2000, however, driven by the EU, a process of selection of projects based on objective parameters was initiated. Not all of these projects have had the expected results and some are yet to be completed. One of these is Giardini Naxos, Taormina beach, one of the main tourist resorts in Sicily. There, due both to the incorrect position of the port structure and to the rapidly increasing coastal urbanization (second homes, hotels and waterfront), a process of coastal erosion has started, the beach has disappeared, and the promenade has been damaged. To rebuild the shore in order to protect the structures behind it and to restore the coast for beach goers, a submerged barrier (like a reef) was designed to protect an artificial beach replenishment using local and remote sands, mined from the continental platform bottom and compatible both in terms of composition and grain size. Even though the results were excellent during the first stages of the project, towards the end, financial support disappeared and the funds were allocated to other projects. This experience in Giardini Naxos illustrates the ineffectiveness of defensive action in the absence of coastal planning that takes into account the sustainability of interventions on a regional basis both from a structural and an economic standpoint. Coastal erosion results in loss of land, which impacts the economy, coastal residents and settlement plans, especially in the context of rising sea levels caused by climate change. Studying soil particle-size fractions in mangrove forests will help provide a better understanding of the relationship between soil proportions and coastal processes as well as the role of mangrove forests to support coastal planning and management. Soil samples were collected at 26 sampling plots at depths of 10 cm and 40 cm in the Cu Lao Dung (CLD), Long Phu (LP) and Vinh Chau (VC) mangrove forests in Viet Nam's Soc Trang Province. The soil proportions based on six different particle-sizes (<0.074 mm, 0.074-0.1 mm, 0.1-0.25 mm, 0.25-0.5 mm, 0.5-1.0 mm, and >1.0 mm) were measured using a dry sieving method. Analysis showed that soil particle-sizes ranging between 0.074 and 0.5 mm made up 75-95 % of the soil sample weight at both depths. The high standard deviation values of soil proportions of each given particle-size among sampling plots indicated the soil proportions by particle-size varied widely across the sampling plots. Cluster analysis found similar pattern of soil particle-size proportions for samples collected in CLD and VC, and different pattern of soil particle-size proportions in samples collected at LP, which is more impacted by the Mekong River flow and has a thin mangrove forest belt. Non-metric dimension scaling (NMDS) analysis showed that sampling plots across the landward sites of the three mangrove forest areas were distributed in the nearby locations ( Stress = 0.11). This indicated that soil proportions of particle-sizes of samples collected from areas of the natural forest composed of different species were more similar. The Coastwatch (CW) project is aimed at monitoring the coastline with the involvement of volunteers. Between 2003 and 2007 a beach profiling method was informally proposed to CW participants in Portugal as an extra activity to include in the surveys. Beach profiling contributes to a better understanding of coastal processes by providing quantitative information on the spatial/temporal evolution of beaches, which is crucial for coastal management. The profiling method proposed to the CW project is based on the physical principle of communicating vessels, and only requires a simple and inexpensive homemade 'profiler'. The simplicity of putting together and using the profiler, added to the arithmetic straightforwardness of data analysis, makes this method adequate for several kinds of users and for most levels of education. Eight workshops were held that included a classroom explanation of the method, the construction of a profiler, the actual profiling of a beach, and a final classroom session of data processing and graphing. About 140 participants received such training, and several among them independently undertook beach profiling. Surveyed participants found the workshop and the beach profiling method interesting and useful, and considered it a valuable tool for teaching and for management. External stakeholders (coastal managers) highlighted the importance of beach profiling data for management decisions and considered that this method produces robust data, even when carried out by volunteers. The aim of this study is to identify morphological features and hydrodynamic patterns (e.g. coastal forms, wave breaking zones, rip current patterns, submerged bars), based on aerial photograph datasets. Understanding past patterns may help to increase the ability to predict future ones. To achieve the proposed objectives, a methodology to analyse aerial photograph datasets was developed. The analysis consists of visual identification of coastal features and patterns in a GIS environment. A GIS database was created to store the existing data and the result of the analysis. Several coastal features and patterns were identified, measured and correlated to the wave climate and other parameters. This correlation indicates that the presence and the dimensions of coastal features and patterns are closely related with the wave conditions and tide level, although the latter has less significance. The Amazon region represents approximately 35% of the Brazilian coastline and includes the states of Amapá, Pará, and Maranhão. After several years, the Amazon coastal zone has not made clear progress and has failed to show important results in terms of management plans based on the weak societal and local community support, the absence of a strong institutional coordination, and the scarcity of resources. This study aims to present and discuss the existence of others important factors that have obstructed the development of these plans, specifically, describing and analyzing the uncertainties regarding the redefinition of coastal zone boundaries, integrated management concepts, stake-holders responsibility, and governmental disinterest associated with the area by the government and society. Finally, it is considered the possibility of the emergence of new driving forces for the implementation and development of the State Coastal Zone Management Plan in the Amazon region among which the following stand out: the territorial fragmentation of the states in the Amazon coastal zone, the increased exploitation pressure for coastal zone resources, and the role of global climatic change on coastal areas. Every part of a shore needs to be creatively approached and its hydrodynamic, lithodynamic, geological, geomorphological and other peculiarities must be thoroughly studied for each particular situation. This article reports on the application of dasymetric mapping techniques to interpolate and disaggregate block group population counts to smaller areal units (i.e., tax parcels) and derive surface population models with more realistic representations of population distributions in our residential study area in Miami-Dade, Florida. Three methods of dasymetric interpolation were tested: (i) binary, (ii) three-class, and (iii) limiting variable. Our enhanced limiting variable approach introduced an adjustment factor for parcel vacancy rates in the dasymetric calculations, and applied dasymetric mapping techniques to disaggregate future population projections to the tax lot level of analysis. The limiting variable interpolation generated the lowest coefficient of variation (0.188), followed by the three-class interpolation (0.645). We also found that population densities vary substantially within land use classes of single family, medium density and high density classes, and these variations also highlighted the importance of incorporating vacancy rates when interpolating population counts to categorical land use data. Overall, the enhanced dasymetric mapping technique is particularly useful for examining the impact of sea-level rise as its derivatives are compatible with high resolution LiDAR and orthoimagery data. Coastal counties can also benefit from such high resolution surface population models to enhance the accuracy of hazard-related vulnerability assessments and to guide the development of relevant shore zone conservation and adaptation strategies. In coastal wetlands, the increasing level of disturbance from recreational activities could threaten waterbird populations, which overall are showing decreasing trends. Despite the crucial contribution of waterbirds to biodiversity, empirical studies measuring the effects of disturbance on them remain scarce, especially in terms of the impact upon their roosting sites. We developed an experimental treatment to measure the effects of a pedestrian walking on a site used by overwintering waterbirds in a wetland of international importance. We registered 156 events (88 at high tide) of flushing birds, totaling 4,018 individuals. Each treatment drove the flushing of 1-5 % of the wintering populations of nearly all species present during high tide. In addition, 1.5 % of the Eurasian curlew wintering population was driven to change site. All the effects were found to be reduced during other tidal periods. Therefore, allowing recreational use in a previously undisturbed area can systematically increase daily energy expenditure of significant percentages of different waterbird populations during high tide, and even cause birds to avoid a site completely. These effects will probably be even worse given that our results were derived only from a disturbance source of low magnitude and frequency. We recommend that, prior to developing recreational areas close to the shoreline, coastal wetland managers should study the habitat use of waterbirds during high tide in relation to total waterbird populations using the wetland. Australia has an extensive coastline extending over 60,000 km through diverse tropical and temperate environments. Indigenous archaeological sites are found along this coastline from the time of earliest settlement at least 50,000 years ago. However, Pleistocene sites are rare owing largely to the destructive impacts of sea-level change associated with the end of the last ice age around 10,000 years ago. After this sites are more numerous but there is variability around the coastline due to the impact of a range of both natural and human factors. Here we focus on six key issues impacting on the development and conservation of coastal archaeological deposits: sea-levels, climate change, cyclones, storms, tsunamis and contemporary human impacts. A number of examples of these impacts are discussed from across Australia. Coastal archaeological resources around the world often coincide with dense contemporary human populations and a rapidly changing physical environment. Projected sea level rise and urban expansion during the 21 century threaten to destroy much of our global coastal archaeological heritage. In this study, we adapt an environmental vulnerability analysis to quantify the threats of modern development and sea level rise on archaeological sites in California's Santa Barbara Channel region. Using spatial and statistical techniques, we create a Cultural Resource Vulnerability Index that combines environmental factors, current and projected urban footprints, and archaeological site positioning. We illustrate the importance of this method for targeting threatened archaeological sites for mitigation and salvage research. In the process, we highlight the significance of coastal archaeological sites for helping better understand contemporary environmental and cultural issues, underscoring the need to preserve or salvage these sites for their significant research value. The present work is a multi-temporal satellite based study on the spatial dynamic of an important coastal habitat, the Pichavaram mangrove ecosystem, over a period of 15 years. The Pichavaram mangrove forest near Chidambaram, South India is the second largest mangrove forest in the world. Unsupervised classification, the Iterative Self Organising Data Analysis Technique (ISODATA), has been used to classify the mangrove cover into the open and dense classes. The status of the classes has been monitored using Landsat TM of 1991, 2001, and Resourcesat-1 LISS IV of 2006 satellite data. The study demonstrated that by classifying mangrove ecosystem into just the 3 classes using remote sensing data and by studying their temporal variations, it is possible to get a reasonably accurate picture of the extent and condition of the mangrove ecosystem. The total area of the Pichavaram mangrove showed a net increase of 2.51 km within a span of 15 years (1991 to 2006). The hot spots that are at a risk of being degraded, and on the other hand, the mangrove areas that are well managed are identified using Geographical Information System (GIS) tools for the restoration and conservation measures. Coastal features in Ghana's Accra coast reflect both past and present processes that have been undergoing changes. These changes are influenced by a range of morphogenic factors such as geology and climatic conditions. These regimes have shaped the coastal geomorphic features through weathering processes that decompose and disintegrate the coastal rock. Sea level rise due to climate change is expected to increase coastal erosion and thus result in rapid changes in shoreline positions. Historic rate of sea level rise in Accra coast is about 2 mm/yr (Ibe & Quelennec, 1989) which is predicted to reach approximately 6 mm/yr in the next century since it conforms to the global change (Armah et al., ). This will result in flooding of vulnerable areas and enable waves to break closer inland. The effectiveness of the erosion process is aided considerably by the type of geology. Accra coastal zone has three types of rock in three identified geomorphic regions. They include unconsolidated and poorly consolidated rock along the western region, the Accraian series occupying the central region and the Dahomeyan series in the eastern region. The geology has thus influenced the extent to which the coastal features have changed and the type of cliff that is formed as a result of erosion within the regions. Generally, soft rock coastal features decay more rapidly than those of hard rock and tend to act as sediment sources. Human activities such as dam construction over the Densu River, engineering interventions to check the spread of erosion and sand mining has created sediment deficit which has exacerbated coastal erosion in Accra. The Hammam Lif shoreline, which is part of the Gulf of Tunis (North-East of Tunisia), suffered from a dramatic erosion event during a storm in 1981. Therefore, eight successive and detached breakwaters were built to protect it. The effect of these protection works on the evolution of this coastline is assessed using aerial photographs geo-referenced by digital photogrammetric methods. Results show that a general accretion has developed behind the detached breakwaters, with the formation of seven tombolos and one salient. The response of the coastline depends on the characteristics of the protective works (length, distance to coast, and spacing). Detached breakwaters which are short, far from the coastline and distant from each other, give rise to very small tombolos or salients. On the other hand, longer breakwaters which are near the coastline and closely spaced, give rise to more developed tombolos, showing that these structures are the most efficient. Surfing has becoming more and more attractive in the past few decades, constituting nowadays an important source of revenue for many countries with extensive coastlines. For this purpose and also for environmental reasons, the conventional ways of protecting a coastline appear to entail some disadvantages. An innovative and interesting way of improving surfing capacities and contributing to protect a local coastal zone is by means of multifunctional artificial reefs. A multifunctional artificial reef (MFAR) is a submerged structure that serves several purposes; in particular, it may enhance the surfing possibilities and the environmental value of the local area. This structure has some promising new aspects, too: first, it provides an unimpaired visual amenity; second, it offers tourist and economic benefits by improving the surfing conditions; third, it can enhance the environmental value of the area where it is built, and fourth, if designed properly, the down drift erosion can be minimal. An appropriate reef design in terms of 'surfability', i.e. the possibility to surf a wave, for the Leirosa beach, located to the south of Figueira da Foz, midway along Portugal's West Atlantic coast, has been investigated. In order to achieve the best design several steps were conducted. First, the performance of the Boussinesq-type COULWAVE model is tested with experimental data. Next, this numerical model is used to define the best values for three design parameters: reef angle; geometry of the reef (without or with a platform), and horizontal dimensions for the appropriate geometry. A preliminary design was achieved step by step, making use of the theory and of the state of the art of multifunctional reefs. This reef geometry is used in the numerical study. In terms of 'surfability' and for the conditions of the local coastline of Leirosa, the following values were found for the main parameters: a reef angle of 66°; a structure height of 3.20 m; a reef geometry composed of a delta without a platform; a reef submergence of 1.50 m, and a structure seaward slope of 1:10. The coastal zone between Guilderton and Kalbarri, north of Perth, Western Australia, is a highly dynamic area of high landscape and conservation values under increasing development pressures. Intensification of terrestrial and coastal impacts has highlighted the need to develop a georeferenced data base for land management. The Coastal Assessment and Restoration project aimed to document the natural resources and coastal developments to the region and to identify & assess threats to the coastal strip through the creation of GIS datasets. GIS datasets provide a key source of reference information which can be accessed by a number of stakeholders for future coastal planning and management and provide a basis for developing a risk management assessment of the coastal zone and a strategy for coastal managers in our climate change future. Historical records of sand drift and dune-building along the coastline of Western Europe provide insights into the natural processes of sand dune accretion and both the impacts of, and human responses to, sand incursions. The analysis of documentary records, instrumental data and proxy records over the last 1,000 years indicates that this period, which included the Little Ice Age (AD 1570-1900), featured numerous episodes of sand drift and dune development driven by strong winds associated with Atlantic storms. It is estimated that sand drift affected over a quarter of a million hectares of coastal land in Western Europe. The widespread use of vegetation to stabilise coastal dune systems and prevent sand drift is documented across Europe from AD 1100 and by the start of the 20th century all of the larger coastal dune systems in Portugal, France, Britain and Denmark were comparatively inactive. Given that Atlantic storminess has remained more or less unchanged over the last 200 years, modern dune management strategies which consider dune devegetation, driven by an increasing focus on 'naturalness', may give rise to a recurrence of sand drift problems. Predictions of increased storm frequencies by the end of the 21st century, coupled with sea level rise and potential changes in sand supply will present further challenges for the more 'dynamic' dune management strategies. The ecosystem approach requires that all elements of an ecosystem, and their mutual interactions, be taken into consideration in any management effort. The selection of suitable geographical units, where this approach can be taken, requires the assessment of ecological provinces, characterized by a coherent set of environmental traits. The marine side of coastal zones, where the interaction between atmosphere, land and sea is not bounded by evident geographic markers, represents a critical factor in this assessment. A coastal province can be defined by physical setting, but also by its bio-geo-chemical features, ideally on the basis of synoptic remote sensing data, collected at space/time scales not accessible by other means. Classifications based on indicators such as temperature, wind speed and chlorophyll-like pigments, demonstrate the identification of potential ecological provinces in the Mediterranean Sea. The Integrated Coastal Zone Management (ICZM) Protocol in the Mediterranean means the coastal zone can be better protected and problems can be targeted in a coordinated manner. This research developed a model to improve Integrated Coastal Management (ICM) implementation in the region. The methodology collected data from Mediterranean coastal zone experts via semi-structured interviews and a review of Mediterranean Coastal Foundation ICM Conferences in 2007, 2008 and 2009. Results identified issues and recommended solutions at various points in the policy process and these were used to propose a model for the implementation of ICM. Research demonstrated the need for non symbolic engagement with science especially during the ex-ante, interim and ex-post reports of implementation. Improved and considered horizontal governance and capacity building was highlighted as crucial. Findings also emphasised the importance of legislatively supported bottom-up policy implementation for the Mediterranean to help develop local coastal management ownership. Finally, the particular complexity of coastal policy in an administratively and culturally diverse region was identified as the main difficulty for successful implementation of coastal policies. The objective of this study is to provide a perspective on the extremes of sea-level variability and predictability for the U.S.-Affiliated Pacific Islands (USAPI) on seasonal time-scales. Based on the Generalized Extreme Value (GEV) model, the L-moments method has been used to estimate the model parameters. The bootstrap method has been used to define the exceedance probability level of upper and lower bounds of the return periods at the 90% confidence interval. On the basis of these return calculations and expected extremes of high sea level, the seasonal maxima of sea level and the varying likelihood of extreme events have been estimated. For analyzing the predictability of the extremes of sea-level, a canonical correlation analysis (CCA) statistical model has been developed. Findings reveal that there is seasonal climatology of extreme events in the vicinity of USAPI that are variable on temporal and spatial scales. Some of the islands (Yap and Saipan) display considerably higher seasonal extremes than the others for 20 to 100 year return periods because of typhoon-related storm surges. These surges are likely to cause huge tidal large sea-level inundations and increased erosion to low-lying atolls/islands and result in considerable damage to roads, harbors, unstable sandy beaches, and other major infrastructures. Finally, the need for evaluating the extreme events and associated typhoons from a regional perspective has been stressed for coastal hazard management decision analyses in the USAPI. Conservation of coastal lands reduces non-point source pollution loads into oceans and estuaries, retains natural areas and saves ecological communities from disappearance and change. A recent agreement for protection of Long Island Sound waters in New York and Connecticut established 30 environmental and management goals. One of them is establishment of a listing of existing undeveloped properties and their prioritization for natural resource conservation and outdoor recreation. The optimal prioritization approach poses strong constraints and methodological challenges on selection of data for analysis, assignment of a priority score to each property unit and the assessment of this assignment. To be a practical tool, the prioritization model should be reproducible and include a mechanism for evaluation of obtained prioritization scenarios. Presented study uses Geographic Information System (GIS) to assign conservation priority scores to unprotected and undeveloped parcels greater than five acres in size within New York's Long Island Sound coastal area. The method combines spatial multi-criteria analysis and statistical methods. The results of this project include identification and prioritization of more than 700 undeveloped properties on New York coast. The most important finding of GIS analysis was the discovery of clusters of vacant parcels that together form large areas available for future conservation. Launch of the Integrated Maritime Policy for the European Union in 2007 served as important factor that stimulates consolidation of coastal and marine information to support policy implementation. Policy's action plan provides approaches for maritime governance, research and planning relevant to information. In particular, roadmap for maritime spatial planning stimulates development of coastal and marine GIS. Article reviews the current general status of coastal and marine systems and puts them in the context of the policy actions. Main focus is on formation of geospatial information platform for integrated assessment and ecosystem-based management of coastal and marine areas. Recent developments in data, indicator and information systems are summarized in European perspective: better characterization of maritime space and marine ecosystems, development of GMES Marine Core service and related in situ data collection; data harmonisation, interoperability and access, promoted by Shared Environmental Information System principles. Following the 2004 tsunami disaster in Sri Lanka, it was apparent that mapping the coast's vulnerability was essential for future protection of the local populations. We therefore developed a prototype 'Coastal-hazard GIS' for Sri Lanka so as to provide an effective tool for decision makers to limit the impact of natural coastal hazards such as sea level rise, tsunamis, storm surges and coastal erosion, and thus protect the exposed assets (population, property, settlements, communications networks, etc.). The prototype was developed on a pilot site in Galle through building up homogeneous data on the land/sea interface from studies conducted on the exposure of the coastal populations, the aim being to enable an evaluation of the hazards combined with the vulnerability and thus an analysis of the risks. Coastal risk scenarios are developed so as to estimate the impacts and consequences of an event (tsunami, storm, etc.) on the assets, the principle behind this being that if, in general, the coastal hazard cannot be decreased, then a better knowledge of it through simulation should make it possible to limit the vulnerability and thus the risk. The coastal zone management and development plans which include tourism development necessitate among many other management practices, the extension of the available area of the present natural but narrow, limited and widely eroded beaches by implementing some type of nourishment practices. The present work is providing information on selected sites as possible sources of suitable sand, chemical and granulometric characteristics of their sand, and the potential direct and long-term environmental effects and consequences of its use in any future nourishment practices. Seven sites located within the up-lifted terraces area along the Jordanian portion of the Gulf of Aqaba, were selected as potential sources or borrow sites for sand that may be used in any future nourishment projects. Two sites were selected at the northeastern side of Aqaba region to represent sand dunes. Sand material from these sites were analyzed for their physical characteristics (grain size) as well as their content of heavy metals, organic carbon, total nitrogen, total phosphorous, and calcium carbonate. Standard methodological techniques were used during analysis of all constituents. The results were compared with those obtained from the analysis of sand deposits of six beaches along the Jordanian coastline of the Gulf of Aqaba. Results indicate that sand of the selected borrow sites has grain size fractions that are suitable for use in beach nourishment. Results of the measured pollution indicators indicate that their levels in the sand of the potential borrow sites are within or lower than their levels in the marine and coastal sediments of the Gulf of Aqaba and the Red Sea. These properties, in addition to the wide occurrence and availability of such sources along the coasts of the Red Sea and the Gulf of Aqaba, suggest that it will be a cheep source of sand for beach extension and restoration and their use in large amounts in beach nourishment project will not pose major hazards on the quality of seawater of the Gulf of Aqaba area. A preface for the special issue of the "Journal of Coastal Conservation: Planning and Management" is presented.

The European Recommendation on Integrated Coastal Zone Management has six core principles. These form two groups, one concerned with strategic goals and one that has a local focus. The principles are presented as a menu of free-standing options, with no prioritization either within or between groups. In the case of coastal erosion management these characteristics result in irreconcilable conflicts, and actively hinder sustainable management of eroding coasts. The principles require clarification, and recognition that they are an indivisible integrated set which should not be used to select principles to advance a particular agenda. It is essential that the strategic principles are given priority, because only they can underpin a sustainable approach to the issue of coastal erosion. [ABSTRACT FROM AUTHOR]

Urban coastal wetlands and adjoining coves and embayments can provide habitat for significant numbers of waterbirds, despite being subject to high levels of stressors from human activities. Yet to date little emphasis has been placed on identifying these areas and prioritizing them for conservation. In this study I outline a three-step process to identify and prioritize local sites for conservation using waterbird abundance and diversity and an index of the risk to a site from marine development, and apply it to a series of urban coastal sites in two North Atlantic estuaries located in the northeast US. By combining waterbird abundance and species richness with the risk from marine development I generated a ranked list of sites with the highest listed sites having high bird diversity and low risk from development. From this list individual sites can be prioritized for conservation, and various protection scenarios can be evaluated and compared. For example, 7 of the top 10 ranked sites in Boston Harbor, combined with sites already protected under local, state, or federal statutes, represented over half of the total bird diversity in the Harbor. Similarly, in Narragansett Bay 6 of the top 10 sites when combined with sites already protected represent 48.8% of the Bay’s bird diversity. Formally protecting these sites, all of which are at relatively low risk from marine development, could result in the conservation of considerable waterbird habitat at low economic cost (i.e., from loss of development potential). Other ranking scenarios (by bird diversity alone, or by risk from marine development) were also evaluated and compared to the combined ranking. Identification of sites with high bird diversity and low risk from development could provide important information for local land acquisition groups and planning boards when considering options for the conservation of urban coastal habitats. Litter at beaches can come from more than one source and determining the proportions to assign pollution to different sources is very complex. There is no widely accepted methodology at present that links litter items to their source. The aim of this study was to create a method of assigning a source to litter found on beaches of the Bristol Channel but which could equally be used on any beach. Various methods that attempt to establish the source of beach litter were evaluated; their strengths, weaknesses, applicability and reliability for use on Bristol Channel, UK beaches were considered. Elements of existing methods coupled with new ideas were utilized in the production of a ‘refined’ methodology: consequently a new method of assigning a source to beach litter was developed. The developed ‘Matrix Scoring Technique’ was applied to data collected at Minehead beach on the Bristol Channel, UK. Several numerical and nomenclature variations were used to produce a system that reflected the various sources and eliminated as much bias as possible. This cross-tabulated matrix scoring system can produce an insight into the contribution of different source groups to litter found on beaches.
