The paper aims to analyze poverty issues in rural households of India sampled purposively from the perspective of per capita Monthly Consumption Expenditure. In addition, the decomposition of poverty across social group affiliation and economic status adds another flavor to this study. The study concentrates on one of the backward areas of West Bengal, the district of Purulia, a resource-poor district with a distinct presence of scheduled social group population. The candidate villages were selected purposively keeping in mind the aspects of physical isolation and socio-economic stagnancy. Quantitative tools like Stepwise Multiple Regression and Decomposition analysis by FGT indices were instrumental in estimating the relative strengths of the factors affecting poverty. Besides, the study has simultaneously added the life history approach to integrate the QUAN-QUAL methods with an aim to produce a more complete picture. The critical findings include that the scheduled social groups, especially tribes, and daily wage casual laborers followed by agricultural laborers, were identified as the most vulnerable to poverty indicators in their respective population segments. This paper critiques the poverty scorecard (PSC), a monetary-based tool for measuring poverty that has been adopted by community development programmes and participatory non-governmental organizations (NGOs) in 66 countries including Pakistan. Drawing on 15 interviews and five focus group discussions conducted with the staff members and community members of Frontier Organization for Rural Development, a participatory NGO in Pakistan, I argue that it uses clouds intra-household power and resources distribution thereby furthering gender, class, and ethnic inequalities. Rural households continuously move into and out of poverty due to various factors; and in response to this phenomenon, these rural households adopt several strategies. The purpose of the present paper was to examine the role of livelihood diversification and social capital in the movement of these households into and out of poverty in Eastern rural India. The present study classified households into four poverty groups (called poverty dynamics) based on the panel data gathered from 1353 rural households between 2004–2005 and 2011–2012. The study used the Sustainable Livelihoods Approach (SLA) and the multinomial logit model (MLM) to examine the poverty outcome between 2004–2005 and 2011–2012. As per the data collected, at the state level, 25.26% of households were chronic poor and 37.04% of households ascended out of poverty, while 8.20% of households descended into poverty between 2004–2005 and 2011–2012. Further, it was found out from the SLA that there is a positive relationship between the phenomena of non-farm activities and escaping poverty. Citizenship is essentially about membership in society which enables citizens to participate in the affairs of their community on roughly equal terms and culturally enjoins upon them to collectively surmount their commonly felt problems, such as poverty. The role of Self-Help Groups (SHGs) should be understood in this context. Through observation and conversation-analysis methods, this paper studies two SHGs in India: the successful one practiced citizenship, envisaged a sense of community and made progress towards capacity building and empowerment, especially pertaining to education, health and sanitation. It concludes that in developing countries, citizens acquire the appropriate virtues through participation in the programmes linked with their vision of well-being and thus strengthen the cause of citizenship. The workfare scheme, the National Rural Employment Guarantee Scheme (NREGS), and the direct food subsidy programme, the Targeted Public Distribution Scheme (TPDS), represent two social safety nets instituted in India as anti-poverty measures. This paper examines whether from the point of view of individual households the two programmes are substitutes or complements, as this will shed light on the appropriateness of the design of the two programmes. Based on primary household data collected for the Indian states of Rajasthan and Madhya Pradesh (MP), we show that, in Rajasthan, a large percentage of households consider TPDS and NREGS programmes to be substitutes for each other, while in MP the households often perceive the two programmes as complements. Thus it appears that the two programmes are better designed in MP since an incentive for participation in one programme has desirable side effects on participation in the other. A key feature of India’s economic transformation has been a change in the nature of diets. There is a move away from inferior to superior foods and a substitution of traditional staples by primary food products, reflected in higher consumption of proteins, sugars, fats and vegetables. As part of this dietary transition, our analysis focuses on the pervasiveness of eating out and is based on a rich household survey for 2005. We broadly confirm the important role of urbanization, demographic changes, expansion of the middle class and its growing affluence on eating out. Despite accelerated growth there is pervasive hunger, child undernutrition and mortality in India. Our analysis focuses on their determinants. Raising living standards alone will not reduce hunger and undernutrition. Reduction of rural/urban disparities, income inequality, consumer price stabilization, and mothers’ literacy all have roles of varying importance in different nutrition indicators. Somewhat surprisingly, public distribution system (PDS) do not have a significant effect on any of them. Generally, child undernutrition and mortality rise with poverty. Our analysis confirms that media exposure triggers public action, and helps avert child undernutrition and mortality. Drastic reduction of economic inequality is in fact key to averting child mortality, conditional upon a drastic reordering of social and economic arrangements. [ABSTRACT FROM PUBLISHER]

The concepts of poverty and development have many meanings in contemporary globalized societies. Development by definition implies desired changes in terms of livelihood, improved quality of life and better access to assets and services, etc. However in reality development programmes sometimes have negative consequences, perhaps unintended, multiplying the acute scarcity of resources and opportunities, or reproducing poverty. Also, the consequences of developmental programmes often appear to be out of focus, and seen at the ground level, there seems to be a gap between what is intended and what is actualized. In this framework, this paper presents a case study of the social, cultural and economic correlates of the development processes in Adadakulapalle, a settlement of Sugali peoples, once a semi-nomadic tribe, in Anantapur District of Andhra Pradesh, South India. The paper shows how factionalism and faction politics affect the implementation of development interventions. It also looks at the poverty in the settlement and focuses on the types of change that people have experienced with the implementation of different schemes by both government and other agencies. The objective of this analysis is mainly to construct an intuitive measure of the performance of the National Rural Employment Guarantee Scheme (NREGS) in India. The focus is on divergence between demand and supply at the district level. Some related issues addressed are: (i) whether the gap between demand and supply responds to poverty; and (ii) whether recent hikes in NREGS wages are inflationary. Our analysis confirms responsiveness of the positive gap between demand and supply to poverty. Also, apprehensions expressed about the inflationary potential of recent hikes in NREGS wages have been confirmed. This article reports on mean consumption, poverty (all three FGT measures) and inequality during 2004 for rural India using National Sample Survey (NSS) data for the 60th Round. Mean consumption at the national level is much higher than the poverty line. However, the Gini coefficient is higher than in recent earlier rounds. The headcount ratio is 22.9 per cent. Mean consumption, all three measures of poverty and the Gini coefficient are computed at the level of 20 states and 63 agro-climatic zones in these 20 states. India embarked on a high growth path right in the early 1950s. However, due to some internal and external shocks, the economy slowed down from the mid-1960s until about 1980. Moreover, throughout the period, industry and services grew at higher rates compared to agriculture whose share in GDP was almost 60 per cent in 1950. Thus, the increasing trend in the overall growth rate is the reflection of the increasing shares of the high growing sectors in the GDP. Despite large outlays, poverty alleviation measures have not made a significant dent in rural poverty in India. Disillusionment with these measures culminated in the 73rd Constitutional (amendment) Act in 1993, designed to revitalise the Panchayat system (consisting of elected Panchayats at different levels) in India. The focus of the present study is on its poverty alleviating potential. Emphasising that decentralisation is essentially a political process, the political economy considerations in the framing of this Act and the state conformity Acts, and their implementation are critically reviewed. The nature of the organisational structure of the Panchayats that has evolved is of considerable importance in assessing their role as implementing agencies of anti-poverty and other rural development programmes. Yet another major concern is that the community's imperfections act as an impediment in poverty alleviation. Although there are important informational and administrative advantages of community involvement in the design and implementation of anti-poverty and other related programmes, some limitations must not be overlooked (e.g., "capture" of the Panchayats by a few locally influential persons). Finally, some key strategic options are identified based on a detailed review of recent empirical evidence. Of particular significance is a strong coalition of the rural poor. Although, in general, prospects of collective action on the part of the rural poor (who are divided by caste and religion) are limited, it is argued that there are some grounds for optimism. The overall conclusion is that, although the Panchayat system has not benefited the poor except in a few cases, its potential for poverty alleviation is hard to dispute. [ABSTRACT FROM AUTHOR]

As part of the structural adjustment programme the Government of India, in 1997, introduced the Targeted Public Distribution System (TPDS) with the objective of targeting the food subsidies to the poor and reducing fiscal deficit. While the universal Public Distribution System (PDS) had several limitations, the Targeted PDS has only worsened the problem of 'adequate access to food' for the poor. This article examines the limitations of income targeting based on the official poverty line under the TPDS. The article argues that the TPDS has worked counter-productively to the policy objective of reaching the poor. As per the National Sample Survey (1999-2000) and the National Family Health Survey (1998-9), a significant proportion of the poor and food insecure suffer from severe malnutrition and calorific deprivation. With a large section of the population falling out of the TPDS the article suggests policy alternatives to ensure better 'access to food' for the poor and vulnerable. [ABSTRACT FROM AUTHOR]
