Recent studies from the Seeded and Natural Orographic Wintertime Clouds: The Idaho Experiment (SNOWIE) demonstrated definitive radar evidence of seeding signatures in winter orographic clouds during three intensive operation periods (IOPs) where the background signal from natural precipitation was weak and a radar signal attributable to seeding could be identified as traceable seeding lines. Except for the three IOPs where seeding was detected, background natural snowfall was present during seeding operations and no clear seeding signatures were detected. This paper provides a quantitative analysis to assess if orographic cloud seeding effects are detectable using radar when background precipitation is present. We show that a 5-dB change in equivalent reflectivity factor Ze is required to stand out against background natural Ze variability. This analysis considers four radar wavelengths, a range of background ice water contents (IWC) from 0.012 to 1.214 g m−3, and additional IWC introduced by seeding ranging from 0.012 to 0.486 g m−3. The upper-limit values of seeded IWC are based on measurements of IWC from the Nevzorov probe employed on the University of Wyoming King Air aircraft during SNOWIE. This analysis implies that seeding effects will be undetectable using radar within background snowfall unless the background IWC is small, and the seeding effects are large. It therefore remains uncertain whether seeding had no effect on cloud microstructure, and therefore produced no signature on radar, or whether seeding did have an effect, but that effect was undetectable against the background reflectivity associated with naturally produced precipitation. Significance Statement: Operational glaciogenic seeding programs targeting wintertime orographic clouds are funded by a range of stakeholders to increase snowpack. Glaciogenic seeding signatures have been observed by radar when natural background snowfall is weak but never when heavy background precipitation was present. This analysis quantitatively shows that seeding effects will be undetectable using radar reflectivity under conditions of background snowfall unless the background snowfall is weak, and the seeding effects are large. It therefore remains uncertain whether seeding had no effect on cloud microstructure, and therefore produced no signature on radar, or whether seeding did have an effect, but that effect was undetectable against the background reflectivity associated with naturally produced precipitation. Alternative assessment methods such as trace element analysis in snow, aircraft measurements, precipitation measurements, and modeling should be used to determine the efficacy of orographic cloud seeding when heavy background precipitation is present. This study presents the first numerical simulations of seeded clouds over the Snowy Mountains of Australia. WRF-WxMod, a novel glaciogenic cloud-seeding model, was utilized to simulate the cloud response to winter orographic seeding under various meteorological conditions. Three cases during the 2018 seeding periods were selected for model evaluation, coinciding with an intensive ground-based measurement campaign. The campaign data were used for model validation and evaluation. Comparisons between simulations and observations demonstrate that the model realistically represents cloud structures, liquid water path, and precipitation. Sensitivity tests were performed to pinpoint key uncertainties in simulating natural and seeded clouds and precipitation processes. They also shed light on the complex interplay between various physical parameters/processes and their interaction with large-scale meteorology. Our study found that in unseeded scenarios, the warm and cold biases in different initialization datasets can heavily influence the intensity and phase of natural precipitation. Secondary ice production via Hallett–Mossop processes exerts a secondary influence. On the other hand, the seeding impacts are primarily sensitive to aerosol conditions and the natural ice nucleation process. Both factors alter the supercooled liquid water availability and the precipitation phase, consequently impacting the silver iodide (AgI) nucleation rate. Furthermore, model sensitivities were inconsistent across cases, indicating that no single model configuration optimally represents all three cases. This highlights the necessity of employing an ensemble approach for a more comprehensive and accurate assessment of the seeding impact. Significance Statement: Winter orographic cloud seeding has been conducted for decades over the Snowy Mountains of Australia for securing water resources. However, this study is the first to perform cloud-seeding simulation for a robust, event-based seeding impact evaluation. A state-of-the-art cloud-seeding model (WRF-WxMod) was used to simulate the cloud seeding and quantified its impact on the region. The Southern Hemisphere, due to low aerosol emissions and highly pristine cloud conditions, has distinctly different cloud microphysical characteristics than the Northern Hemisphere, where WRF-WxMod has been successfully applied in a few regions over the United States. The western United States region, an economic and agricultural powerhouse, is highly dependent on winter snowpack from the mountain west. Coupled with increasing water and renewable electricity demands, the predictability and viability of snowpack resources in a changing climate are becoming increasingly important. In Idaho, specifically, up to 75% of the state's electricity production comes from hydropower, which is dependent on the timing and volume of spring snowmelt. While we know that 1 April snowpack is declining from SNOTEL observations and is expected to continue to decline as indicated by GCM predictions, our ability to understand the variability of snowfall accumulation and distribution at the regional level is less robust. In this paper, we analyze snowfall events using 0.9-km-resolution WRF simulations to understand the variability of snowfall accumulation and distribution in the mountains of Idaho between 1 October 2016 and 31 April 2017. Various characteristics of snowfall events throughout the season are evaluated, including the spatial coverage, event durations, and snowfall rates, along with the relationship between cloud microphysical variables—particularly liquid and ice water content—on snowfall amounts. Our findings suggest that efficient snowfall conditions—for example, higher levels of elevated supercooled liquid water—can exist throughout the winter season but are more impactful when surface temperatures are near or below freezing. Inefficient snowfall events are common, exceeding 50% of the total snowfall events for the year, with some of those occurring in peak winter. For such events, glaciogenic cloud seeding could make a significant impact on snowpack development and viability in the region. Significance Statement: The purpose and significance of this study is to better understand the variability of snowfall event accumulation and distribution in the Payette Mountains region of Idaho as it relates to the local topography, the drivers of snowfall events, the cloud microphysical properties, and what constitutes an efficient or inefficient snowfall event (i.e., its ability to convert atmospheric liquid water into snowfall). As part of this process, we identify how many snowfall events in a season are inefficient to determine the number of snowfall events in a season that are candidates for enhancement by glaciogenic cloud seeding. This study evaluates an operational glaciogenic cloud-seeding program using ground-based generators of silver iodide (AgI), with a total of 190 seeded storms over 10 cold seasons, using the Weather Research and Forecasting Weather Modification (WRF-WxMod) scheme at 900-m grid spacing. This study examines both the quantitative change in precipitation and the ambient and cloud conditions impacting seeding efficacy. An ensemble approach is used, with differing model boundary conditions, ice nucleation physics, concentrations of cloud condensation nuclei, and boundary layer schemes. This is intended to provide an envelope of uncertainty of natural clouds and seeding impacts. The simulations are validated against radiosonde, snow gauge, and microwave radiometer observations, and the seeding impact is inferred from simulations with/without AgI seeding. The seeding-induced precipitation enhancement ("yield") varies greatly between storms. A small portion of the cases produces the majority of the yield. Overall, the precipitation in the target area (the Wind River Range in Wyoming) increased by 1.10% ± 0.13% in the 10 years of operational seeding. This rather low fractional increase is related to the frequent seeding at unsuitable times, primarily because of low-level flow blocking. The flow and cloud structure for select cases are examined to provide better insight into the variability of yield. Cases with unblocked surface flow and abundant cloud liquid water tend to be the most productive. The technique presented here can be readily adapted to evaluate the seeding impact of other long-term glaciogenic seeding operations and to improve their operational efficiency. Significance Statement: In the United States and elsewhere, there are several operational programs to enhance cold-season precipitation through glaciogenic seeding of orographic clouds. The impact of such activity on seasonal precipitation has always been difficult to quantify. Recent observational and numerical modeling studies indicate that orographic cloud seeding can increase precipitation, although the amounts and optimal seeding conditions remain uncertain. Operators lack guidance about the seeding efficacy and about the most suitable environmental conditions. In recent years a model parameterization, called Weather Research and Forecasting Weather Modification (WRF-WxMod), has been tested against detailed measurements. This sets the stage for our work, a well-designed numerical evaluation of 10 years of operational cloud seeding over the Wind River Range, a mountain range in Wyoming that feeds the Colorado River basin and other watersheds. The WRF-WxMod based simulation experiment presented here, one of the most computationally expensive numerical experiments on this subject to date, quantifies seeding impact and its uncertainty. It is demonstrated with a high degree of confidence that over this 10-yr period, suitable seeding conditions were rare over this mountain range, that most seeding events were unproductive, and that, as a result, the overall yield over 10 years was a mere 1.1%. After 38 years of operational cloud seeding for rain enhancement in northern Israel, the Israel 4 experiment was conducted to reassess its effect on rainfall and provide a basis to evaluate its utility. Operational seeding started after two randomized experiments, the second ending in 1976, found a large and statistically significant effect of cloud seeding on rainfall. Observational studies in later years raised doubts as to the magnitude of the effect, possibly because of changing climatological conditions. A carefully designed randomized experiment was conducted from 2013 to 2020. A unique feature of the design was the use of forecast rainfall on target, rather than rainfall in an unaffected area, as a control variate to attenuate variability. The Israel 4 experiment was stopped a year earlier than planned, because the result was disappointing: a 1.8% increase, p value = 0.4, and 95% confidence interval of (-11%, 16%). In Part II, two classes of vertical motions, fixed (associated with vertically propagating gravity waves tied to flow over topography) and transient (associated primarily with vertical wind shear and conditional instability within passing weather systems), were diagnosed over the Payette River basin of Idaho during the Seeded and Natural Orographic Wintertime Clouds: The Idaho Experiment (SNOWIE). This paper compares vertical motions retrieved from airborne Doppler radial velocity measurements with those from a 900-m-resolution model simulation to determine the impact of transient vertical motions on trajectories of ice particles initiated by airborne cloud seeding. An orographic forcing index, developed to compare vertical motion fields retrieved from the radar with the model, showed that fixed vertical motions were well resolved by the model while transient vertical motions were not. Particle trajectories were calculated for 75 cross-sectional pairs, each differing only by the observed and modeled vertical motion field. Wind fields and particle terminal velocities were otherwise identical in both trajectories so that the impact of transient vertical circulations on particle trajectories could be isolated. In 66.7% of flight-leg pairs, the distance traveled by particles in the model and observations differed by less than 5 km with transient features having minimal impact. In 9.3% of the pairs, model and observation trajectories landed within the ideal target seeding elevation range (>2000 m), whereas, in 77.3% of the pairs, both trajectories landed below the ideal target elevation. Particles in the observations and model descended into valleys on the mountains' lee sides in 94.2% of cases in which particles traveled less than 37 km. [ABSTRACT FROM AUTHOR]

Intentional release of hygroscopic particles, or seeding, in convective clouds is one of the postulated methods to artificially enhance rainfall. Motivated by the general uncertainty in the underlying physics, this work employs a large-eddy simulation code together with a detailed aerosol–cloud microphysics model to investigate the conditions and processes conducive to seeding in the United Arab Emirates. Mixed-phase processes are identified as the main source for rainfall in convective clouds in this area owing to the continental aerosol characteristics and a high cloud-base altitude relatively close to the freezing level. Subsequently, our model experiments highlight the importance of mixed-phase processes in mediating the effects of hygroscopic seeding on rainfall as well. The seeding particles acted to accelerate riming by increasing the number of large droplets taken above the freezing level by the convective updrafts. The rime fraction was increased by up to 15%, which promotes the growth of the frozen hydrometeors, eventually leading to enhanced rainfall via melting. The peak enhancement in surface rainfall was up to 20%–30%, although this is almost certainly an overestimation relative to real-world operations because of the simplified description of the seeding in the model. The strongest rain enhancement was obtained with a high background aerosol concentration of approximately 4500 cm−3, whereas reduced aerosol resulted in weaker enhancement. The latter case showed an overall higher rime fraction indicating an already efficient precipitation formation process, which suppressed the seeding-induced enhancement. The conclusions of our work encourage more careful consideration of the mixed-phase processes in quantifying the hygroscopic seeding effects in continental convective clouds. [ABSTRACT FROM AUTHOR]

A dry-air intrusion induced by the tropopause folding split the deep cloud into two layers resulting in a shallow orographic cloud with a supercooled liquid cloud top at around 2158C and an ice cloud above it on 19 January 2017 during the Seeded and Natural Orographic Wintertime Clouds: The Idaho Experiment (SNOWIE). The airborne AgI seeding of this case was simulated by the WRFWeather Modification (WRF-WxMod) Model with different configurations. Simulations at different grid spacing, driven by different reanalysis data, using different model physics were conducted to explore the ability of WRF-WxMod to capture the properties of natural and seeded clouds. The detailed model-observation comparisons show that the simulation driven by ERA5 data, using Thompson-Eidhammer microphysics with 30% of the CCN climatology, best captured the observed cloud structure and supercooled liquid water properties. The ability of the model to correctly capture the wind field was critical for successful simulation of the seeding plume locations. The seeding plume features and ice number concentrations within them from the large-eddy simulations (LES) are in better agreement with observations than non-LES runs mostly due to weaker AgI dispersion associated with the finer grid spacing. Seeding effects on precipitation amount and impacted areas from LES seeding simulations agreed well with radar-derived values. This study shows thatWRF-WxMod is able to simulate and quantify observed features of natural and seeded clouds given that critical observations are available to validate the model. Glaciogenic cloud seeding has long been practiced as a way to increase water availability in arid regions, such as the interior western United States. Many seeding programs in this region target cold-season orographic clouds with ground-based silver iodide generators. Here, the "seedability" (defined as the fraction of time that conditions are suitable for ground-based seeding) is evaluated in this region from 10 years of hourly output from a regional climate model with a horizontal resolution of 4 km. Seedability criteria are based on temperature, presence of supercooled liquid water, and Froude number, which is computed here as a continuous field relative to the local terrain. The model's supercooled liquid water compares reasonably well to microwave radiometer observations. Seedability peaks at 20%–30% for many mountain ranges in the cold season, with the best locations just upwind of crests, over the highest terrain in Colorado and Wyoming, as well as over ranges in the northwest interior. Mountains farther south are less frequently seedable, because of warmer conditions, but when they are, cloud supercooled liquid water content tends to be relatively high. This analysis is extended into a future climate, anticipated for later this century, with a mean temperature 2.0 K warmer than the historical climate. Seedability generally will be lower in this future warmer climate, especially in the most seedable areas, but, when seedable, clouds tend to contain slightly more supercooled liquid water. Significance Statement: Cloud seeding has long been practiced commercially as a way to increase water availability in arid regions, such as the interior western United States. Many seeding programs in this region target cold-season clouds over mountains with ground-based silver iodide generators. Here, we use 10 years of hourly output from a well-calibrated regional climate model with a horizontal resolution of 4 km to determine how often suitable clouds are present over mountain ranges in the interior western United States. We find that suitable clouds are present 20%–30% of the time over many mountain ranges in the cold season, with the best locations just upwind of crests, especially over ranges in the northwest interior and greater Yellowstone area. Mountains farther south are less frequently seedable, but when they are, the seeding may be relatively more effective in producing extra precipitation—although this study does not attempt to quantify that extra precipitation. In a future climate, anticipated for later this century, seedable clouds become less common in the interior western United States, but cloud seeding may be slightly more effective. The spatial distribution and magnitude of snowfall resulting from cloud seeding with silver iodide (AgI) is closely linked to atmospheric conditions, seeding operations, and dynamical, thermodynamical, and microphysical processes. Here, microphysical processes leading to ice and snow production are analyzed in orographic clouds for three cloud-seeding events, each with light or no natural precipitation and well-defined, traceable seeding lines. Airborne and ground-based radar observations are linked to in situ cloud and precipitation measurements to determine the spatiotemporal evolution of ice initiation, particle growth, and snow fallout in seeded clouds. These processes and surface snow amounts are explored as particle plumes evolve from varying amounts of AgI released, and within changing environmental conditions, including changes in liquid water content (LWC) along and downwind of the seeding track, wind speed, and shear. More AgI did not necessarily produce more liquid equivalent snowfall (LESnow). The greatest amount of LESnow, largest area covered by snowfall, and highest peak snowfall produced through seeding occurred on the day with the largest and most widespread occurrence of supercooled drizzle, highest wind shear, and greater LWC along and downwind of the seeding track. The day with the least supercooled drizzle and the lowest LWC downwind of the seeding track produced the smallest amount of LESnow through seeding. This paper presents an evaluation of the precipitation patterns and seedability of orographic clouds in Wyoming using SNOTEL precipitation data and a high-resolution multiyear model simulation over an 8-yr period. A key part of assessing the potential for cloud seeding is to understand the natural precipitation patterns and how often atmospheric conditions and clouds meet cloud-seeding criteria. The analysis shows that high-resolution model simulations are useful tools for studying patterns of orographic precipitation and establishing the seedability of clouds by providing information that is either missed by or not available from current observational networks. This study indicates that the ground-based seeding potential in some mountain ranges in Wyoming is limited by flow blocking and/or prevailing winds that were not normal to the barrier to produce upslope flow. The impact of glaciogenic seeding on precipitation remains uncertain, mainly because of the noisy nature of precipitation. Operational seeding programs often target cold-season orographic clouds because of their abundance of supercooled liquid water. Such clouds are complicated because of common natural seeding from above (seeder-feeder effect) or from below (blowing snow). Here, observations, mainly from a profiling airborne Doppler radar, and numerical simulations are used to examine the impact of glaciogenic seeding on a very shallow (<1 km), largely blocked cloud that is not naturally seeded from aloft or from below. This cloud has limited but persistent supercooled liquid water, a cloud-base (top) temperature of −12°C (−16°C), and produces only very light snowfall naturally. A Weather Research and Forecasting Model large-eddy simulation at 100-m resolution captures the observed upstream stability and wind profiles and reproduces the essential characteristics of the orographic flow, cloud, and precipitation. Both observations and simulations indicate that seeding locally increases radar (or computed) reflectivity in the target area, even after removal of the natural trend between these two periods in a nearby control region. A model sensitivity run suggests that seeding effectively glaciates the mostly liquid cloud and substantially increases snowfall within the seeding plume. This is due to a dramatic increase in the number of ice particles and not to their size. The increased ice particle concentration facilitates snow growth by vapor deposition in a cloud the temperature range of which is conducive to the Bergeron process. [ABSTRACT FROM AUTHOR]

This study addresses the modeling of the denebulization (i.e., the removal of droplets) of warm fogs ( T ≥ 0°C) by hygroscopic salt microparticles from the initial seeding at the top of the fog layer to the fall of the rain droplets on the ground. Two main phenomena can occur: condensation of water vapor on salted droplets and the concomitant evaporation of fog droplets, and coalescence between the salted droplets and the fog droplets. Three salts have been investigated: NaCl, CaCl2, and KCl. Based on the conservation equations, the modeling approach (1D) considers the hygroscopicity of the salts through the water activity in the aqueous solution and the coalescence induced by gravity and turbulence. From this study, NaCl is the most efficient salt in the tested operating conditions. Actually, this result can be explained by the strong hygroscopicity of this salt in very dilute solutions. From the calculations, 15 kg of NaCl particles of 6.7- μm diameter can dissipate a typical fog layer of 40 m in height within less than 17 min over 0.25 km2. According to the calculations, a fog layer of 100 m in height can be denebulized within 45 min. The contribution of the coalescence induced by gravity and by turbulence seems to have a negligible effect on the final horizontal visibility, the condensation/evaporation phenomena being preponderant for these operating conditions. This second paper of a two-part series aims to explore the ground-based glaciogenic seeding impact on wintertime orographic clouds using an X-band dual-polarization radar. It focuses on three cases with shallow to moderately deep orographic convection that were observed in January-February of 2012 as part of the AgI Seeding Cloud Impact Investigation (ASCII) project over the Sierra Madre in Wyoming. In each of the storms the bulk upstream Froude number exceeded 1, suggesting unblocked flow. Low-level potential instability was present, explaining orographic convection. The clouds contained little supercooled liquid water on account of the low cloud-base temperature. Ice-crystal photography shows that snow mainly grew by diffusion and aggregation. To examine the seeding effect of silver iodide (AgI), five study areas are defined: two target areas and three control areas. Comparisons are made between the control and target areas as well as between a treated, or seeded, period and an untreated period. Low-level reflectivity tends to increase in the target areas relative to the control. This increase is larger in the lee target area than in the upwind target area, suggesting that precipitation enhancement is delayed in the presence of convection. The echo tops of the convective cells are not higher during seeding, relative to simultaneous changes in the control regions. This result suggests that the dynamic-seeding mechanism does not apply for the cold-base convective clouds that are studied here. The impact of ground-based glaciogenic seeding on wintertime orographic, mostly stratiform clouds is analyzed by means of data from an X-band dual-polarization radar, the Doppler-on-Wheels (DOW) radar, positioned on a mountain pass. This study focuses on six intensive observation periods (IOPs) during the 2012 AgI Seeding Cloud Impact Investigation (ASCII) project in Wyoming. In all six storms, the bulk upstream Froude number below mountaintop exceeded 1 (suggesting unblocked flow), the clouds were relatively shallow (with bases below freezing), some liquid water was present, and orographic flow conditions were mostly steady. To examine the silver iodide (AgI) seeding effect, three study areas are defined (a control area, a target area upwind of the crest, and a lee target area), and comparisons are made between measurements from a treated period and those from an untreated period. Changes in reflectivity and differential reflectivity observed by the DOW at low levels during seeding are consistent with enhanced snow growth, by vapor diffusion and/or aggregation, for a case study and for the composite analysis of all six IOPs, especially at close range upwind of the mountain crest. These low-level changes may have been affected by natural changes aloft, however, as evident from differences in the evolution of the echo-top height in the control and target areas. Even though precipitation in the target region is strongly correlated with that in the control region, the authors cannot definitively attribute the change to seeding because there is a lack of knowledge about natural variability, nor can the outcome be generalized, because the sample size is small. Annual precipitation increases of 10% or more are often quoted for the impact of winter orographic cloud seeding; however, establishing the basis for such values is problematic for two reasons. First, the impact of glaciogenic seeding of candidate orographic storms has not been firmly established. Second, not all winter precipitation is produced by candidate 'seedable' storms. Addressing the first question motivated the Wyoming state legislature to fund a multiyear, crossover, randomized cloud-seeding experiment in southeastern Wyoming to quantify the impact of glaciogenic seeding of wintertime orographic clouds. The crossover design requires two barriers, one randomly selected for seeding, for comparisons of seeded and nonseeded precipitation under relatively homogeneous atmospheric conditions. Addressing the second question motivated the work here. The seeding criteria-700-hPa temperatures ≤−8°C, 700-hPa winds between 210° and 315°, and the presence of supercooled liquid water-were applied to eight winters to determine the percent of winter precipitation that may fall under the seeding criteria. Since no observational datasets provide precipitation and all of the atmospheric variables required for this study, a regional climate model dynamical downscaling of historical data over 8 years was used. The accuracy of the model was tested against several measurements, and the small model biases were removed. On average, ~26% of the time between 15 November and 15 April atmospheric conditions were seedable over the barriers in southeastern Wyoming. These seedable conditions were accompanied by precipitation ~12%-14% of the time, indicating that ~27%-30% of the winter precipitation resulted from seedable clouds. [ABSTRACT FROM AUTHOR]

Profiling airborne radar data and accompanying large-eddy-simulation (LES) modeling are used to examine the impact of ground-based glaciogenic seeding on cloud and precipitation in a shallow stratiform orographic winter storm. This storm occurred on 18 February 2009 over a mountain in Wyoming. The numerical simulations use the Weather Research and Forecasting (WRF) Model in LES mode with horizontal grid spacings of 300 and 100 m in a domain covering the entire mountain range, and a glaciogenic seeding parameterization coupled with the Thompson microphysics scheme. A series of non-LES simulations at 900-m resolution, each with different initial/boundary conditions, is validated against sounding, cloud, and precipitation data. The LES runs then are driven by the most representative 900-m non-LES simulation. The 100-m LES results compare reasonably well to the vertical-plane radar data. The modeled vertical-motion field reveals a turbulent boundary layer and gravity waves above this layer, as observed. The storm structure also validates well, but the model storm thins and weakens more rapidly than is observed. Radar reflectivity frequency-by-altitude diagrams suggest a positive seeding effect, but time- and space-matched model reflectivity diagrams only confirm this in a relative sense, in comparison with the trend in the control region upwind of seeding generators, and not in an absolute sense. A model sensitivity run shows that in this case natural storm weakening dwarfs the seeding effect, which does enhance snow mass and snowfall. Since the kinematic and microphysical structure of the storm is simulated well, future Part II of this study will examine how glaciogenic seeding impacts clouds and precipitation processes within the LES. A case study is presented from the 2012 AgI Seeding Cloud Impact Investigation, an experiment conducted over the Sierra Madre in southern Wyoming to study the impact of ground-based glaciogenic seeding on precipitation. In this case, on 21 February, the temperature in the turbulent boundary layer above cloud base in the target region was just below −8°C, the target orographic clouds contained liquid water, and the storm was rather steady during the measurement period, consisting of an untreated period, followed by a treated period. Eight silver iodide (AgI) generators were used, located on the windward mountain slope. This study is unprecedented in its diversity of radar systems, which included the W-band (3 mm) profiling Wyoming Cloud Radar (WCR), a pair of Ka-band (1 cm) profiling Micro Rain Radars (MRRs), and an X-band (3 cm) scanning Doppler-on-Wheels (DOW) radar. The WCR was on board a research aircraft flying geographically fixed tracks, the DOW was located on the main mountain pass in the target region, one MRR was at this pass, and the other was upstream of the generators. Composite data from the three radars indicate that near-surface reflectivity was higher during seeding, a change that could not be accounted for by storm intensification upstream of the generators. Data from a Parsivel disdrometer at the pass indicate that the concentration of snow crystals of all sizes was larger during seeding, although this change was somewhat delayed. This study highlights the challenge of an observational study to unambiguously identify a seeding signal, as well as the value of cumulative corroborative evidence from independent sources. An overview of the Wyoming Weather Modification Pilot Project (WWMPP) is presented. This project, funded by the State of Wyoming, is designed to evaluate the effectiveness of cloud seeding with silver iodide in the Medicine Bow and Sierra Madre Ranges of south-central Wyoming. The statistical evaluation is based on a randomized crossover design for the two barriers. The description of the experimental design includes the rationale behind the design choice, the criteria for case selection, facilities for operations and evaluation, and the statistical analysis approach. Initial estimates of the number of cases needed for statistical significance used historical Snow Telemetry (SNOTEL) data (1987-2006), prior to the beginning of the randomized seeding experiment. Refined estimates were calculated using high-resolution precipitation data collected during the initial seasons of the project (2007-10). Comparing the sample size estimates from these two data sources, the initial estimates are reduced to 236 (110) for detecting a 10% (15%) change. The sample size estimates are highly dependent on the assumed effect of seeding, on the correlations between the two target barriers and between the target and control sites, and on the variance of the response variable, namely precipitation. Four cloud-seeding cases over southern Idaho during the 2010/11 winter season have been simulated by the Weather Research and Forecasting (WRF) model using the coupled silver iodide (AgI) cloud-seeding scheme that was described in Part I. The seeding effects of both ground-based and airborne seeding as well as the impacts of model physics, seeding rates, location, timing, and cloud properties on seeding effects have been investigated. The results were compared with those from Part I and showed the following: 1) For the four cases tested in this study, control simulations driven by the Real-Time Four Dimensional Data Assimilation (RTFDDA) WRF forecast data generated more realistic atmospheric conditions and precipitation patterns than those driven by the North America Regional Reanalysis data. Sensitivity experiments therefore used the RTFDDA data. 2) Glaciogenic cloud seeding increased orographic precipitation by less than 1% over the simulation domain, including the Snake River basin, and by up to 5 % over the target areas. The local values of the relative precipitation enhancement by seeding were -20%. Most of the enhancement came from vapor depletion. 3) The seeding effect was inversely related to the natural precipitation efficiency but was positively related to seeding rates. 4) Airborne seeding is generally more efficient than ground-based seeding in terms of targeting, but its efficiency depends on local meteorological conditions. 5) The normalized seeding effects ranged from 0.4 to 1.6 under various conditions for a certain seeding event. A silver iodide (AgI) cloud-seeding parameterization has been implemented into the Thompson mi-crophysics scheme of the Weather Research and Forecasting model to investigate glaciogenic cloud-seeding effects. The sensitivity of the parameterization to meteorological conditions, cloud properties, and seeding rates was examined by simulating two-dimensional idealized moist flow over a bell-shaped mountain. The results verified that this parameterization can reasonably simulate the physical processes of cloud seeding with the limitations of the constant cloud droplet concentration assumed in the scheme and the two-dimensional model setup. The results showed the following: 1) Deposition was the dominant nucleation mode of AgI from simulated aircraft seeding, whereas immersion freezing was the most active mode for ground-based seeding. Deposition and condensation freezing were also important for ground-based seeding. Contact freezing was the weakest nucleation mode for both ground-based and airborne seeding. 2) Diffusion and riming on AgI-nucleated ice crystals depleted vapor and liquid water, resulting in more ice-phase precipitation on the ground for all of the seeding cases relative to the control cases. Most of the enhancement came from vapor depletion. The relative enhancement by seeding ranged from 0.3% to 429% under various conditions. 3) The maximum local AgI activation ratio was 60% under optimum conditions. Under most seeding conditions, however, this ratio was between 0.02% and 2% in orographic clouds. 4) The seeding effect was inversely related to the natural precipitation efficiency but was positively related to seeding rates. 5) Ground-based seeding enhanced precipitation on the lee side of the mountain, whereas airborne seeding from lower flight tracks enhanced precipitation on the windward side of the mountain. A 'climatology' of supercooled cloud tops is presented for southeastern Australia and the western United States, where historic glaciogenic cloud-seeding trials have been located. The climatology finds that supercooled cloud tops are common over the mountainous region of southeastern Australia and Tasmania (SEAT). Regions where cloud-seeding trials reported positive results coincide with a higher likelihood of observing supercooled cloud tops. Maximum absolute frequencies (AFs) occur ∼40% of the time during winter. There is a relationship between the underlying orography and the likelihood of observing supercooled liquid water (SLW)-topped clouds. Regions of the United States that have been the subject of cloud-seeding trials show lower AFs of SLW-topped clouds. The maximum is located over the Sierra Nevada and occurs ∼20% of the time during winter (Sierra Cooperative Pilot Project). These sites are on mountains with peaks higher than any found in SEAT (>3000 m). For the Sierra Nevada, the AF of SLW-topped clouds decreases as the elevation increases, with glaciation occurring at the higher elevations. The remote sensing of supercooled cloud tops is not proof of a region's amenability for glaciogenic cloud seeding. This study simply highlights the significant environmental differences between historical cloud-seeding regions in the United States and Australia, suggesting that it is not reasonable to extrapolate results from one region to another. Without in situ cloud microphysical measurements, in-depth knowledge of the timing and duration of potentially seedable events, or knowledge of the synoptic forcing of such events, it is not possible to categorize a region's potential for precipitation augmentation operations. During the Queensland Cloud Seeding Research Program, the 'CP2' polarimetric radar parameter differential radar reflectivity Zdr was used to examine the raindrop size evolution in both maritime and continental clouds. The focus of this paper is to examine the natural variability of the drop size distribution. The primary finding is that there are two basic raindrop size evolutions, one associated with continental air masses characterized by relatively high aerosol concentrations and long air trajectories over land and the other associated with maritime air masses with lower aerosol concentrations. The size evolution difference is during the growth stage of the radar echoes. The differential radar reflectivity in the growing continental clouds is dominated by large raindrops, whereas in the maritime clouds differential reflectivity is dominated by small raindrops and drizzle. The drop size evolution in many of the maritime air masses was very similar to those observed in the maritime air of the Caribbean Sea observed with the NCAR S-band polarimetric radar (S-Pol) during the Rain in Cumulus over the Ocean (RICO) experiment. Because the tops of the Queensland continental clouds ascended almost 2 times as fast as the maritime ones in their growth stage, both dynamical and aerosol factors may be important for the systematic difference in drop size evolution. Recommendations are advanced for future field programs to understand better the causes for the observed variability in drop size evolution. The Snowy Precipitation Enhancement Research Project (SPERP) was undertaken in winters from May 2005 to June 2009 in the Snowy Mountains region of southeastern Australia. Part I of this paper describes the design and implementation of the project, as well as the characteristics of the key datasets collected during the field phase. The primary analysis in this paper (Part II) shows an unequivocal impact on the targeting of seeding material, with the maximum level of silver in snow samples collected from the primary target area found to be significantly greater in seeded than unseeded experimental units (EUs). A positive but not statistically significant impact on precipitation was found. Further analysis shows that a substantial source of uncertainty in the estimation of the impacts of seeding on precipitation is associated with EUs where the seeding generators operated for relatively few hours. When the analysis is repeated using only EUs with more than 45 generator hours, the increase in precipitation in the primary target area is 14%% at the 8%% significance level. When applying that analysis to the overall target area, the precipitation increase is 14%% at the 3%% significance level. A secondary analysis of the ratio of silver to indium in snow supports the hypothesis that seeding material affected the cloud microphysics. Other secondary analyses reveal that seeding had an impact on virtually all of the physical variables examined in a manner consistent with the seeding hypothesis. [ABSTRACT FROM AUTHOR]

An artificial seeding experiment was carried out over the Genkai Sea, Japan, using liquid carbon dioxide. The seeded cloud was followed by an aircraft and radar at Kyushu University. A radar-echo intensity of 19 dB Z was formed in the seeded cloud where no radar echo was observed previously. The results of the experiment are analyzed using a numerical model [Weather Research and Forecasting Model (WRF), version 3.1] to evaluate the effects of the artificial seeding. The numerically simulated radar echo has a slightly stronger intensity and wider area than that observed. The results of the experiments were similar to those produced by the numerical model, however. Evaporation of cloud liquid water; growth of snow particles that is due to deposition, autoconversion, aggregation, and collection; and convection caused by released latent heat are shown in the numerical results as effects of the seeding experiment. The falling snow particles cause downward flow, which is compensated for by upward flow that causes the formation of new cloud liquid water as a secondary effect of seeding, although this secondary effect is confirmed only in the numerical results. It is shown here that hygroscopic seeding requires two orders of magnitude more hygroscopic agent than can be delivered by flare technology for producing raindrop embryos in concentrations to detect by cloud physics aircraft the microphysical signature of rain initiation. An alternative method of finely milled salt powder is shown to be capable of achieving this goal. During field experiments the use of a sulfur hexafluoride (SF6) gas tracer to identify the exact seeded cloud volume and to quantify dilution of the seeding agent showed that the seeding agent dilutes to the order of 10−10 of its released concentration in updrafts at a height of ≥1 km above cloud base. This means that the theoretically expected changes in the cloud drop size distribution (DSD) would not be detectable with a cloud droplet spectrometer in a measurement volume collected during the several seconds that the seeded volume is traversed by an aircraft. The actual measurements failed to identify a clear microphysical seeding signature from the burning of hygroscopic flares within the seeded convective clouds. This uncertainty with respect to hygroscopic flare–seeding experiments prompted an experimental and theoretical search for optimal hygroscopic seeding materials. This search culminated in the production of a salt powder having 2–5- μm-diameter particle sizes that are optimal according to model simulations, and can be distributed from a crop duster aircraft. Such particles act as giant cloud condensation nuclei (GCCN). Any potential broadening of the DSD at cloud base by the competition effect (i.e., when the seeded aerosols compete with the natural ambient aerosols for water vapor) occurs when the seeding agent has not been substantially diluted, and hence affects only a very small cloud volume that dilutes quickly. Therefore, the main expected effect of the GCCN is probably to serve as raindrop embryos. The salt powder–seeding method is more productive by two orders of magnitude than the hygroscopic flares in producing GCCN that can initiate rain in clouds with naturally suppressed warm rain processes, because of a combination of change in the particle size distribution and the greater seeding rate that is practical with the powder. Experimental seeding of salt powder in conjunction with the simultaneous release of an SF6 gas tracer produced strong seeding signatures, indicating that the methodology works as hypothesized. The efficacy of the accelerated warm rain processes in altering rainfall amounts may vary under different conditions, and requires additional research that involves both observations and simulations. Daily observations of cloud condensation nuclei (CCN) were made for three summer months in 2005 at a site in rural western North Dakota. The goal was to define the natural background CCN population characteristics and to lay the groundwork for investigating the potential impact of intentionally modifying clouds in this region using hygroscopic cloud-seeding techniques. Concentrations of CCN active at ∼0.5% supersaturation, averaged over several midday hours on each day, ranged from less than 200 to more than 1700 cm-3. This is similar to variability in CCN concentrations that have been observed in past studies in other rural areas of the central and northern high plains of the United States. At this site, only 2 out of 17 days with active convection at that site were characterized by concentrations of less than 300 cm-3 active at 0.5% supersaturation, indicating that the region is characterized by typically continental CCN populations on most convective days. Operational seeding might be more effectively conducted if CCN population characteristics could be forecast based on source regions for air forecast to arrive in a particular region on a particular day. However, back-trajectory calculations were found to have limited use for predicting CCN concentrations based on prior history of the air arriving at this observation site during this period. An analysis of cloud seeding activity for the period 1960–2005 over a hydroelectric catchment (target) area located in central Tasmania, Australia, is presented. The analysis is performed using a double ratio on monthly area-averaged rainfall for the months of May–October. Results indicate that increases in monthly precipitation are observed within the target area relative to nearby controls during periods of cloud seeding activity. Ten independent tests were performed and all double ratios found are above unity with values that range from 5% to 14%. Nine out of 10 confidence intervals are entirely above unity and overlap in the range of 6%–11%. Nine tests obtain levels of significance >0.05 level. If the Bonferroni adjustment is made to account for multiple comparisons, six tests are found to be significant at the adjusted alpha level. Further field measurements of the cloud microphysics over this region are needed to provide a physical basis for these statistical results. [ABSTRACT FROM AUTHOR]
