Most cats surrendered to nonhuman animal shelters are identified as unowned, and the surrender reason for these cats is usually simply recorded as "stray." A cross-sectional study was conducted with people surrendering cats to 4 Australian animal shelters. Surrenderers of unowned cats commonly gave surrender reasons relating to concern for the cat and his/her welfare. Seventeen percent of noncaregivers had considered adopting the cat. Barriers to assuming ownership most commonly related to responsible ownership concerns. Unwanted kittens commonly contributed to the decision to surrender for both caregivers and noncaregivers. Nonowners gave more surrender reasons than owners, although many owners also gave multiple surrender reasons. These findings highlight the multifactorial nature of the decision-making process leading to surrender and demonstrate that recording only one reason for surrender does not capture the complexity of the surrender decision. Collecting information about multiple reasons for surrender, particularly reasons for surrender of unowned cats and barriers to assuming ownership, could help to develop strategies to reduce the number of cats surrendered.

Unwanted cats surrendered to nonhuman animal shelters are generally categorized as either "owned" or "stray." This classification is misleading because "stray" cats may include many "semiowned" cats, for which people provide care but who are not perceived as being owned. This differentiation is important because effective strategies designed to reduce cat admissions to, and euthanasia rates in, shelters rely on accurate information about cat populations contributing to shelter intake; cat semiowners will likely respond to different strategies than people with no relationship with the cats they surrender. People surrendering cats to four Australian animal shelters were surveyed to identify factors associated with perception of ownership. Many self-classified nonowners had fed the cats they surrendered, often for a considerable period of time. The factor most strongly associated with ownership perception was an increasing association time with the cat. These findings confirm that enduring relationships between surrenderers and cats, consistent with cat semiownership, are common for cats surrendered to Australian animal shelters. This finding should be taken into account when planning education messages and cat population management strategies aimed at reducing cat admissions.

Shelter dogs typically undergo preadoption assessment for suitability as companions. Dogs who pass are available for adoption. Available resources determine whether dogs who fail are euthanized or rehabilitated. Accurate assessment of shelter-dog behavior is imperative to protect community welfare and dogs in the shelter system and to ensure potentially dangerous dogs are not rehomed and suitable companions not wrongly euthanized. This study reviewed a sample of Australian nonhuman animal shelters assessment protocols to determine adoption suitability. The study observed more than 50 assessments in 8 shelters, collected materials relating to the observed assessments, and interviewed 26 shelter workers who assess dogs. The results showed that Australian shelters use a variety of protocols to assess adoptability. Although shelters do their best to ensure meaningful results, assessments developed in-house predominate and lack standardization in content and methodology; none have been adequately evaluated in the peer-reviewed literature. This does not necessarily mean invalid or inappropriate assessments; rather, it indicates the need for behavioral scientists to assist in developing standardized and scientifically validated protocols for assessing shelter dogs' behavior and adoption suitability.

Although the characteristics of dogs admitted to animal welfare shelters have been described previously, few studies have compared the statistics of different welfare shelters. The existing studies compare shelters that differ operationally and philosophically on factors such as whether they perform euthanasia or whether the shelter receives both impounded and relinquished animals. This study aims to determine whether differences in admission and outcome data exist between shelters when these issues are constant. The study sampled 3 metropolitan Australian shelters over a 12-month period. All shelters sampled serve both as municipal pounds and welfare shelters, perform euthanasia as required, and operate within the relatively small, culturally homogeneous environment of Melbourne. The study observed significant differences between shelters regarding the admission characteristics of the dogs, length of stay, and outcomes. The identification of these differences may enable us to establish "best-practice" procedures capable of implementation elsewhere. The differences identified in the reasons given for relinquishment between locations also may have policy and educational implications for animal control agencies.
