:Studying the effects of high-standard farmland construction on the cultivated land quality grades and the contribution of irrigation and drainage index to improve the construction of high-standard farmland and the quality of cultivated land is of great significance. Based on ArcGIS, and County Cultivated Land Resource Management Information System platforms, the impact of highstandard farmland construction on the quality grade of cultivated land and the contribution of irrigation and drainage indicators was studied using the Delphi method to determine the weights and degree of related indicators in Sixian County, Suzhou City, Anhui Province located in the Huaibei Plain, China. The results revealed that the grade of cultivated land quality in the studied area before high-standard farmland construction was 4.01. The grade of cultivated land quality after high-standard farmland construction raised to 2.93 with an upgrade by 1.08, and the farmlands with low production were eliminated. After high-standard farmland construction, the area of farmland of irrigation capacity with full satisfaction and satisfaction increased by 7.91 and 19.64 percent points, respectively, and the improvement of irrigation capacity increased the comprehensive grade of the cultivated land quality by 0.25. The drainage capacity with full satisfaction and satisfaction cultivated land was increased by 35.13 and 27.33 percent points, respectively. The improvement of drainage capacity increased the comprehensive quality grade of cultivated land by 0.31. This study indicates that the construction of high-standard farmland effectively improved the irrigation and drainage conditions, and eliminated all the low yield fields in the studied area, thereby increasing the proportion of high-yield farmland significantly through improving the quality grade of cultivated land, in which the irrigation and drainage index exerted the greatest impact on the improvement of cultivated land quality grade with 51.85% of the contribution.
