This article seeks to examine how two discourses –of lifelong learning and techno-solutionism – tangle with each other in South African education policy imaginaries, particularly the latter discourse as a response to an (arguably manufactured) frame of "crisis". The author suggests that the discourse of lifelong learning constructs a relation of what Lauren Berlant terms "cruel optimism" for the marginalised majority of South Africans, sustaining a fantasy of liberatory education despite empirical evidence to the contrary. First, the prevalence of this discourse in key policy texts (predominantly education policy white papers) is examined, along with how both instrumentalist and humanist framings of lifelong learning promote and sustain this relation in spite of the ordinariness of the "attrition of the subject" (in Berlant's terms) as a defining experience of everyday life. Next, the ubiquitous frame of crisis in education analysis in South Africa is considered, along with techno-solutionism (a term coined by Evgeny Morozov in 2013) as a popular response amongst the dominant middle-class minority. The article suggests that cruel optimism is sustained for this middle-class group through techno-solutionist education utopias, as what Berlant terms a "redefinitional strategy" for manufacturing ahistorical moments of agency in the face of persistent structural issues centuries in the making. The lens of cruel optimism is thus offered as a mechanism for denaturalising the political work of both discourses, a necessary (albeit insufficient) move towards better grasping the nature of South African education concerns, as well as theories of change that might offer genuinely emancipatory learning for all. Adult Education has many values, including experiences and co-operation among people, and the fact that adult education is full of stories from adult educators, which can help to understand trends in the past and developments in the present. Established in 1991 as part of a more general regional cooperation among five Nordic and three Baltic countries (NB8), Nordic-Baltic cooperation in adult education has been mutually enriching and has resulted in the growth of a professional network. The cooperation has led participants through a time of new sources of values, knowledge and contacts, socialisation and transformation, inspiration and challenges, which has influenced their experiences and professional identities. This paper is based on the results of a study entitled “Nordic-Baltic cooperation in adult education: Experience and stories” and focuses on the experiences and professional identities of two generations of Estonian adult educators. The empirical data for the study were collected using narrative-biographical interviews. The paper discusses two research questions: (1) What is the perception and influence of experiences for adult educators? and (2) How have their experiences influenced the professional identity of adult educators? This paper is a reflection that critically examines the dynamics of education and the struggle by African people for freedom, control of the mind, self-definition and the right to determine their own destiny from the start of colonial rule to the present. The primary methodological approach is historical structuralism, which stipulates that social reality and facts are determined and created by social agents within structural and historical contingencies. It addresses some of the most powerful challenges and contradictions that explain the ineffectiveness of numerous post-independence reforms, and presents the arguments for relevance and use of African languages, for instance, that have been made since the 1960s. The first section of the paper deals with the colonial imperatives for setting new education systems in the colonised societies of Africa and the initial attitudes of the Africans towards colonial education. The second section critically examines the evolving meanings of Western education in Europeanising African societies, the articulation of their rationale and the mechanism for resistance. It analyses the turning point when Africans began to embrace European education and demand it in the colonial and post-independence era. The third section addresses the roots of the inadequacies of received post-colonial education and the imperative of deconstruction and re-appropriation of African education using an ubuntu framework for an African renewal. Adult learning is an increasingly important form of education in globalised and aging societies. While current policy recommendations tend to focus on increasing participation rates, the authors of this article argue that higher participation rates do not necessarily lead to lower social/educational inequalities in participation. The aim of this paper is to examine the relationship between social inequalities and adult learning by exploring cross-national patterns of participation in different adult learning activities and the consequences of participation on individual labour market trajectories. The empirical basis of the paper is an analysis of 13 country studies (as well as two cross-national analyses) brought together by the international comparative research project 'Education as a lifelong process - comparing educational trajectories in modern societies' ( eduLIFE). Despite wide variations in participation rates across countries, mechanisms of social/educational inequality in engagement in job-related adult learning tend to be relatively similar across countries, in particular with regard to non-formal learning. Effects tend most frequently to be a presence of cumulative advantage, though in some countries a certain degree of equalisation is noticeable with regard to formal adult education. The authors conclude that it is relatively clear that currently almost no country is truly able to reduce social inequalities through adult learning. Their recommendation is that public policy makers should place greater emphasis on making adult learning more accessible (in terms of entry requirements, affordability as well as motivation) to underrepresented groups, in particular those who are educationally disadvantaged. The development visions of universities, the growing heterogeneity of learners at all levels and changes in higher education are increasing expectations of academics' professionalism and their teaching practices. Learning experiences and teaching practices at university influence further choices and support continuing lifelong learning of university students. This paper presents research results from an empirical survey carried out at Tallinn University in Estonia. It investigates how students experience teaching and teaching practices and how academics experience their own teaching. Within a theoretical framework of adult learning principles, the emphasis is on the importance of and interrelations between teaching practices and the student learning process at university. Relevant data were collected from 235 students, who were asked to fill in a semi-structured questionnaire, and from 9 academic staff members, who were asked to submit reflection papers. The students and the academics in the sample came from three different disciplines: (1) mathematics/natural sciences; (2) educational sciences/teacher education; and (3) social sciences. The empirical data thus gathered were then analysed both qualitatively and quantitatively. The authors' findings indicate that while students experience current teaching practices as somewhat limited to a one-sided passing on of knowledge to learners, academic staff perceive their teaching as a collaborative process which helps their students' development. This paper sets out to evaluate a proposed twelve-month programme of development aimed at academic staff at a new university in the Kurdistan region of Iraq. The author uses a model of cultural difference proposed by Dutch social psychologist Geert Hofstede as her starting point. Reference is also made to the work of other researchers and to the views of a number of people with first-hand experience of education in Iraqi Kurdistan. Cultural differences between the Kurdish participants on the proposed programme and its British facilitator are a likely challenge in this kind of project, in particular those associated with collectivist vs. individualist traditions. Focusing on this divide, some marked differences emerge in terms of how learning is viewed and approached in the two different countries. Whilst acknowledging that cultural difference is not confined to national boundaries, the author argues that the degree of collectivism or individualism within a society can be regarded as one of the many significant components of the complex concept of 'culture'. She does not attempt to offer any empirical evidence to support a 'best way' to approach international educational encounters. Rather, the author's aim is to draw some conclusions to inform and facilitate the design and delivery of the proposed programme. At the same time, this paper may also offer some useful insights to those who find themselves in similar situations requiring them to deliver programmes in environments which are culturally removed from their own. It is widely recognised that tertiary education does not provide all of the knowledge and skills required to succeed in modern societies. Personal and interpersonal skills - so-called 'soft skills' - are also needed to complement professional skills and expertise, and become an essential part of an individual's personality. One way of acquiring soft skills is volunteering with associations and non-governmental organisations (NGOs). This paper discusses the involvement of French third-level students in voluntary activities and the skills they acquire as a result. The author presents the findings of a study involving a questionnaire and semi-structured interviews. Results show that many students develop skills linked to their future professional career, that they reflect on this consciously and feel enriched by the experience. The author argues that 'non-professional' activities like volunteering can be actively incorporated into students' learning process, making their overall experience of higher education more active, enjoyable and relevant. Learning through action was found to be the most important factor in the acquisition of soft skills. The Belém Framework for Action underlines, among many other issues, that quality in adult learning and education must be holistic and multidimensional both as a concept and in practice, using various tools such as partnerships with higher education institutions. Bridging adult and higher education is difficult, but the lifelong learning paradigm may help European universities to meet the challenge. This paper argues that European higher education institutions should, on the one hand, educate adults to qualify them for their complex roles in society and economy either through academic programmes or in other, non-formal ways. On the other hand, higher education institutions should promote quality research on adult learning and education and develop active citizenship too. Emphasis was clearly given to the former task in the Budapest Statement in December 2008 as part of the European preparatory process for CONFINTEA VI, and the latter has been articulated by UNESCO for more than a decade. This paper outlines the contribution made by the United Nations Environment Programme (UNEP) towards enhancing the integration of sustainable development concerns in Africa through its initiative, the Mainstreaming Environment and Sustainability in Africa (MESA) Universities Partnership, during the United Nations Decade of Education for Sustainable Development (UNDESD). The paper underscores Africa’s wealth and diversity of natural resources while illuminating sustainable development challenges facing the region in order to highlight the need for African universities to respond appropriately. It furthermore outlines the role of education in sustainable development and attempts to contextualise higher education in Africa by exploring universities’ (historical and current) role with regard to ESD. The paper goes onto describe the MESA partnership and list the programme’s key milestones by outlining ESD innovations in African universities, as well as by examining ESD in terms of its global impact and influence on policy to date. Universities are at a pivotal point in their history and are undergoing dramatic changes. One of the more significant of these changes is the move towards instrumental programmes of learning, as manifest for instance in workplace and work-based learning. This paper argues that this trend threatens the existence of the liberal university, where knowledge is pursued predominantly for its own sake. The paper identifies four dominant discourses in higher education and suggests that these discourses co-exist with one another, and are sometimes dominant, at other times recessive. It argues that the trend to a post-industrialised labour market has seen the emergence of a vocationalised discourse in higher education, which stresses the instrumental at the expense of the liberal. The theory of planned behaviour attempts to explain factors which influence behaviour. One of these factors is intention. Positive or negative intentions are formed by a person's impression of the way other people would perceive similar behaviour (external forces). The authors of this study used the theory of planned behaviour to examine, compare and interpret the academic performance of students entering a university either via direct intake or via a bridging programme. This study focuses on the UniBridge programme offered by Universiti Brunei Darussalam (UBD), which is an intensive one-semester course that prepares students for undergraduate-level study. While direct-intake applicants pass minimum requirements for entry and are able to enrol directly into an undergraduate programme, applicants who do not meet these minimum requirements can join this bridging programme which is designed to be a 'second-chance' entry option. Using a mixed-methods approach, the authors subjected student performance data of both direct-intake and bridge-programme undergraduates to statistical analyses, carried out interviews and then used the theoretical framework of planned behaviour to pinpoint individual attitudes and social pressures which form an intention to prepare for entry examinations. The results were mostly consistent and showed that the two groups were competitive in terms of undergraduate academic achievement, thus proving the second-chance programme to be effective in enabling students with poor A-Level results to experience academic confidence at university level. On the strength of these findings, the authors conclude their paper with recommendations for tertiary institutions to support lifelong learning initiatives through the use of multiple channels of entry. As developing countries continue to battle poverty despite strong economic growth, understanding the relationship between equity and human development becomes increasingly important. In this context, equity is not equivalent to equality for any specific outcome such as health status, education or income. It is an objective ideal whereby people's achievements are increasingly dependent upon personal effort, choice and initiative rather than predetermined characteristics such as race, gender and socioeconomic background. As such, equity becomes an issue of moral equality based on the belief that people should be treated as equals, with equal access to life chances. This ideal pursues equal access to public services, infrastructure and rights for all citizens, including the right to education. While evidence suggests that education builds healthier, richer, more equitable societies, research on this has focused predominantly on primary and secondary schooling. The authors of this paper begin with an extensive review of existing research and relevant literature. In the second part of their article, they then report on their own study which furthers the discussion by exploring connections between tertiary education and development using equity as a reflection of human development - a holistic extension of economic development. After extracting relevant data from a number of available world reports by the United Nations, the World Bank and other organisations, they carried out a cross-national statistical analysis designed to examine the relationship between tertiary enrolment levels and a composite equity variable. Validation of prior learning (VPL), also referred to as recognition, validation and accreditation of prior learning (RVA), is becoming an increasingly important political issue at both European and international levels. In 2012, the European Council, the UNESCO Institute for Lifelong Learning (UIL) and the Organisation for Economic Co-operation and Development (OECD) launched strategic documents and guidelines for supporting its wide implementation. A wide range of resources and experiences to learn from are already available for improving policy making and the quality and credibility of VPL practices. An intrinsic part of quality assurance concerns the level of training of practitioners accompanying the VPL process. Addressing the need for improved practices of adult educators' continuing professional development as well as improved validation processes, this paper presents and analyses practitioners' experiences with a piloted portfolio tool designed to support the validation of pedagogic competencies of trainers in adult education. While the pilot study was carried out in 20 European and 2 non-European countries, this article picks out and compares feedback from participants in Romania and India, which are both striving to catch up in terms of accreditation of non-formal and informal learning. Based on their findings, the authors' reflections focus in particular on evident challenges for educational policy making in these two very different countries. They also consider related policy measures needed for improving the educational contexts in both countries, both in terms of validation practices and in terms of the professional development of practitioners applying such practices, in line with international trends. Refugees experience limited access to adequate education at all levels, but opportunities for higher education are especially lacking. Yet, evidence suggests that education plays an important protective role in helping refugee individuals and communities cope with their daily existence during protracted waiting periods, and the United Nations refugee agency (UNHCR) recently recognised tertiary education as a basic human right. The purpose of this paper is to present findings from the evaluation of a pilot programme, Jesuit Commons: Higher Education at the Margins (JC:HEM), which initially provided higher education to refugees in Kakuma Camp, Kenya and Dzaleka Camp, Malawi; and to urban refugees in Amman, Jordan. The authors of this note review the progress made towards the pilot objectives, as well as student feedback on the benefits and challenges of higher education for refugees and others living at the margins. The refugees interviewed in this study expressed feelings of empowerment, related to their expanded worldview as well as to a specific set of skills obtained through their participation in the programme. Interviewees also noted a number of limitations specific to the context of their living conditions. Particularly in refugee camps, students expressed concerns about what would happen after their having completed their course. The general outcome of the pilot phase, which ended in 2014, was that the programme addresses a critical need and that it should be continued, albeit with key modifications in its design and delivery. Cross-border university networks have recently been advocated as an effective strategy for addressing national and regional development needs while simultaneously strengthening the capacity of the participating institutions. While university-to-university partnerships generally involve two institutions collaborating to accomplish a particular activity, university networks typically involve a larger number of institutions and focus on a broader set of activities organised around a particular issue or goal. They can take on activities which would exceed the capacity of individual institutions and the intention often is to establish a longer-term, more sustainable set of relationships than are typical in university-to-university twinning arrangements. This paper synthesises key lessons which have emerged from three recent efforts of establishing multi-university networks, one in Africa and two in Asia. Their experience suggests that such networks can be a useful mechanism for promoting a social and educational agenda while at the same time strengthening the capacity of participating universities. However, findings also suggest that success is not guaranteed. While university networks can expand resources and capabilities, they also increase operational complexity. The authors' analysis of the advantages and constraints encountered in the development and implementation of university networks aims to offer guidance to those pursuing this mechanism as a means of strengthening higher education and achieving broad development goals. European universities are currently going through a process of change in order to meet the common goals set for higher education by the European Commission. They are revising their educational models to adjust them to the guidelines of the 'Bologna Process' and are devising an institutional strategy for its implementation. In practical terms, this means aligning former national degrees and diplomas to standard European Bachelor and Masters degrees and PhD doctorates, by creating acknowledged professional qualification benchmarks that also include adjusted course lengths and contents. This process, in the end, mostly affects academic staff members who have a fundamental role to play in carrying out the pedagogical reforms on the teaching front. Besides presenting a commentary on the institutional approach of one particular technical university in Spain, the purpose of this paper is to propose, from the authors' point of view as lecturers, a strategy which has the potential to create a favourable atmosphere for carrying out such a reform. The article's main objective is to highlight a series of action points which may serve to reinforce and advance the main institutional strategy by relying on the powerful influence of its academic staff members. While China has a long history of private institutions of higher learning, they disappeared almost entirely after the founding of the People's Republic of China in 1949 and did not re-emerge until the 1980s. Their reappearance is one of the ramifications of economic marketisation and privatisation in China. But private higher education institutions are now facing new challenges and competition in the education system. Approximately 500 of them were shut down between 2000 and 2009 for financial, legal or other reasons. Looking through the theoretical lens of organisational ecology - a sociological theory that applies ecological principles to organisational studies - this paper traces how the social and economic environment induced the re-emergence of private universities in China and how it has had an impact on their non-linear pattern of development. Using a number of relevant theory fragments from the overarching framework of organisational ecology as tools, the author then explores possible strategies for turning around low-performing private universities in China. The central purpose of China's modern higher education has been to combine Chinese and Western elements at all levels including institutional arrangements, research methodologies, educational ideals and cultural spirit, a combination that brings together aspects of Chinese and Western philosophical heritages. This, however, has not been achieved. There is an urgent need for critical examination of the long-term consequences of grafting American academic practices onto a Chinese base. This article examines the tensions in the interactions in higher education between the traditional Chinese and the imposed Western modes of thinking. Borrowing a definition of the structure of culture, this paper reveals the various extents to which layers of Chinese higher education have achieved any degree of success. It finds that with a strong catch-up mentality, China's contemporary higher education policies are responsive to Western influences. These are however only applied as panic-stricken and expedient band-aid remedies, rather than as strategies based on systematic understanding of cultural contexts. Accordingly, Chinese universities are uncritical towards the European-American model and its variants. This article warns that without an infusion of traditional education values, universities in China risk losing touch with their cultural contexts in their quest for world-class status. This paper focuses on differences between the underlying principles of Western science and the knowledges and wisdoms of Indigenous peoples in such places as Australia, Southeast Asia, Africa, and Central and South America. It notes changing phases in the approaches to Indigenous Wisdoms and knowledges, and highlights the shifts from appropriation to appreciation and then accommodation. Nevertheless, major tensions remain, both within and between Western science and Indigenous knowledges and appreciations. Over the past two decades, references to "crises" in tertiary education – and in universities in particular – have appeared with increasing frequency in popular and academic texts. Some commentators have concentrated on shortfalls in funding and the exploitation of staff; others have focused on the "moral collapse" of the university, or on issues of curriculum reform and "political correctness" in the classroom. In New Zealand, as in many other countries of the Western World, serious concerns have been raised about the commodification, marketisation and privatisation of education at the university level. This paper provides a concise overview of recent changes in the tertiary sector in New Zealand, and considers possible futures for higher education in the 21st century. Special attention is paid to three themes: the emergence of the "perpetual chooser"; potential changes in conditions of work for academics; and the reconfiguration of academic priorities in the age of the market. The term linkage is used to indicate co-operation between an institution in the North and an institution in the South. Donor organisations have generally used linkages to support the development of higher education and research in developing countries. Over time, there has been a trend away from co-operation on individual academic projects towards broader development co- operation and concentration on selected institutions. This shift raises questions about organisation, procedures and support mechanisms, and about the mandate and capabilities of universities in the North, given the frequently asymmetrical relationship between Northern institutions with their own research agendas and Southern beneficiaries. The recent restructuring of Canadian, Dutch, Norwegian and Swedish support for higher education and research is the result of a search for new, more appropriate models of co-operation.
