International labour migration is a multidimensional process and primarily a family mechanism intended to reduce vulnerabilities associated with underlying inequalities. However, for immigrants, the break-up of physical contact with family members is an enduring feature of vulnerability in their communication with origins (often in developing countries). On the whole, family relationships are transformed: the absence of physical contact is traded-off with remittances sent home to family members. Remittances create potential for resilience by increasing human development of children, while reducing extreme poverty at the local level. Remittance flows are also an important source of foreign exchange for countries of origin. However, labour markets' polarization, backlash, and economic downturns at destinations (often in developed countries), and governments' moral hazard, currency revaluation, and production inertia at origins recreate vulnerabilities and disrupt the potential build-up of resilience. In fact, the re-creation of vulnerabilities largely outweighs the generation of resilience threads. The paper develops a typology that highlights the dynamic interaction between vulnerabilities and resilience, revealing the multiple aspects of people and remittances flows, the potential for mainstreaming migration policies into economic development, and the scale of the policy task to reduce vulnerabilities associated to international labour migration. This paper examines the determinants and consequences of temporary and permanent migration from the perspective of migrant source countries. Based on a large and detailed household dataset on migration in the Republic of Moldova, the most important factors that influence a respective migrant's decision whether to return to the home country or to stay abroad for good are presented first. Second, the remittance behaviour of temporary and permanent migrants is analysed to investigate how developing countries benefit from either type of migration. The results indicate that the most important determinants of permanent migration relate to the economic conditions at home and abroad, as well as to the legal status of a migrant in the host country. Furthermore, economic and political frustration plays an important role in the decision of permanent migrants not to come back. On the contrary, family ties as measured by the number of close family members at home act as a pull factor for migrant return. Interestingly, permanent migrants use source country networks that differ from those of temporary migrants, indicating that the return decision of individuals is influenced by the decision of their migrant peers. Concerning remittances, the results reveal that, in absolute terms, temporary migrants remit around 30 per cent more than their permanent counterparts. This outcome is surprising, because temporary migrants often reside in countries where wages are much lower. Overall, the findings indicate that when compared to permanent migration, temporary migration is favourable for developing countries, as it fosters not only repatriation of skills, but also higher remittances, and home savings. Although international migration is playing an increasingly important role in Nepal, at both the macro and household levels, and in particular for the poverty reduction of rural families, empirical work focusing on this phenomenon has been largely absent. With a special view on the rural poor, in this paper we investigate the impact of international labour migration on subsistence agricultural production in the Western Mid Hills of Nepal, based on a survey conducted among smallholders with migrating family members. The results demonstrate that international migration leads to negligence of cereals - paddy, wheat, maize and millet, in particular, being the major subsistence crops. While bearing a negative impact on family labour input, its impact on hired farm labour is positive. Yet it does not affect material inputs such as fertilizer, and although it helps to ease households' liquidity and capital constraints, it does not contribute to moving subsistence farming towards more profitable commercial farming. Therefore, although migration reduces poverty in the short run and also allows for higher daily consumption, its negative impact on cereal production requires attention by policymakers. Worker remittances constitute an increasingly important channel for the transfer of resources to developing countries. Behind foreign direct investment, remittances are the second-largest source of external funding for developing countries. Yet, literature on worker remittances has traditionally focused on the impact of remittances on income distribution within countries, on the determinants of remittances at a micro-level, or on the effects of migration and remittances for specific countries or regions. Macroeconomic determinants and effects of remittances have received more attention only recently. Hence, the focus of this paper is on the macroeconomic determinants of remittances and on differences in these determinants between remittances and other capital flows. Using data from a customized household survey in Fiji, we assess the extent to which remittances are motivated by the migrants' commitment to provide social protection to their families back home. We test this hypothesis by estimating econometrically the responsiveness of migrants' remittances to the perceived financial need of recipients. We extend a mixed-motives model of private transfers, incorporating household-specific, subjectively assessed welfare in place of the more generally used poverty-line measure of welfare. We find stronger evidence that remittances provide important social protection for the poorest when using our extended model. We also find a positive, but relatively much weaker, relationship for those above the poverty threshold, implying support for switching of motives once the household's welfare has reached a level that is deemed adequate. We consider the possibility that welfare improvements in migrant-sending countries could increase or decrease remittance flows depending on pre-transfer welfare levels and other intervening factors. In relation to policy, we caution against policy interventions that could undermine the functioning of the informal social protection role of migration and remittances. In this paper, I explore the nexus between migration, development and security in South-North migration through an analysis of certain discursive constructions in current migration policy debates; in particular, the migration-development nexus that attempts to make migration work for development in the global South, and the migration-security nexus that legitimizes stricter border controls and migration management in the global North. Shifting geopolitical concerns have changed the balance between the two nexuses over time, but by and large policy debates have been driven by the interests of Northern governments, whereby 'development' has been reduced to an instrument of migration policy and 'security' to an issue of keeping unwanted and potentially dangerous migratory flows out. The security situation of journeying migrants may make it to the policy debating tables of international organizations and forums, but has thus far not radically changed migration policy. I suggest analysing the nexus constructions through an analytical lens capable of encompassing both migrants and their border-spanning social networks, on the one hand, and migration policies and state responses aimed at controlling human mobility, on the other. The starting point for this analytical endeavour is the intersection between the migration industry, understood as the broad array of both legal and clandestine actors linked to the facilitation of international migration, and the growing markets for migration management both at the inter-state level and in the increased use of private and commercial agents for control purposes. We investigate whether remittances sent to Turkey by Turkish workers living in Germany are countercyclical or procyclical with Turkish and German national outputs and discuss possible reasons underlying the resulting patterns and their implications. We also take up a previously unexplored issue and discuss poverty alleviation potential of remittances at a macroeconomic level by examining the statistical properties of any co-movements between remittances cycles and cycles in consumption spending on food and durable goods in Turkey. Our results reveal that real remittance flows from Germany to Turkey move procyclically with the real output in Turkey, and are primarily driven by (largely independent of) the developments in the Turkish economy (German economy). We also find that remittances cycles remain procyclical to the consumption cycles throughout our sample period. This direct co-movement between the two cycles becomes synchronous, however, only after a phase shift occurring around 1992, pointing to the increasing role of the level of economic activity in Turkey as the leading determinant of remittance receipts from Germany and the declining strength of consumption smoothing motive over time. Our results all together point out a low potential for remittances sent from Germany to reduce poverty in Turkey, at least as far as the past fifteen years are concerned. [ABSTRACT FROM AUTHOR]

Emigration and resulting voluminous remittance inflows have been noticeable features of the Egyptian economy since the 1960s. The main purpose of this study is to investigate the determinants of remittances – primarily the role of both macroeconomic instability and oil price – in Egypt. Using autoregressive distributed lag (ARDL) bounds testing procedure, we estimated a remittance determination equation over the period from 1980 to 2015 and found that: (1) macroeconomic instability in Egypt and increases in international oil prices promote remittances; (2) GDP growth rate in the host countries and depreciation of domestic currency spur remittances; (3) financial development is inversely related to remittances, implying that remittances and financial development are substitutes; (4) GDP growth in the home country is not significantly associated with remittances. Abstract: This study examines the effect of international migration in Egypt using fixed‐effect regressions and panel data from Egypt Labour Market Panel Surveys in 2006 and 2012. We find that men and people with higher education are more likely to migrate than women and people with lower education. Middle‐aged people are also more likely to migrate than young or old people. International migration does not seem to affect the overall employment of remaining members of migrant‐sending households. However, it tends to increase the self‐employed work of members of migrant‐sending households. Finally, international migration also helps migrant‐sending households increase their wealth index. Remittances are used to improve living conditions (housing) and purchase more assets and durables. This finding supports the theory as well as the policy to increase migration as a way to stabilize consumption and reduce poverty in low income countries. [ABSTRACT FROM AUTHOR]

This article explores the proposition that the developmental potential of emigration depends on the context of the sending countries. It builds on the insights from the institutional approach to development and adapts them to the migration-development nexus. It argues that government involvement is necessary if resources from emigration are to become seeds for development. By analysing the case of Romania, one of the largest labour sending countries in Eastern Europe, it argues that its laissez-faire approach is likely not enough to capitalize on emigrants' resources for development. Contractual temporary international migration has become a major avenue for employment for Sri Lankans. To the extent that this migration is fuelled by demand for relatively low-skilled labour, expansion of this segment of the global labour market can be expected to benefit poor Sri Lankans disproportionately and provide them an unusually swift exit out of poverty. But is this really so? This study employs an innovative sampling design to draw a representative sample of migrant and non-migrant households in the western province of Sri Lanka. Using household survey data, the study examines key demographic correlates of migrants and their families, and computes various types of transactions costs associated with the migration process. Using the Propensity Score Matching method, it assesses the net impact of migration on several measures of household well-being. The study indicates that relatively poor households do in general gain from international contract based migration, but there are also several strong caveats. First, the upfront costs of securing an overseas employment contract and financing migration-related expenses is high, and poor households that are liquidity- or credit-constrained are less likely to take advantage of migration opportunities. Second, many poor households are also less likely have the needed social connections to facilitate effective job search. Consequently, public policy that corrects these market failures would be significantly pro-poor. On the effect of migration, the study finds the cumulative impact of migration and remittance to be significantly positive on key areas such as food consumption, health expenditures, and expenditure on basic non-food goods. Even so, there is substantial scope for integrating remittance transfer with banking services (both savings and loans), not only to reduce the cost of transfers but also to provide remittance recipients wider options to manage this important resource. At the dawn of the new millennium, international development agencies and governments have 'discovered' the potential of migration and remittances to stimulate development in poor countries. However, migration and development is anything but a new topic. The debate about migration and development has swung back and forth like a pendulum, from optimism in the postwar period to deep 'brain drain' pessimism since the 1970s towards neo-optimistic 'brain gain' since 2000. Influenced by growing policy disappointment, we might now be at the beginning of a backswing towards more pessimistic views. While these shifts are rooted in deeper ideological and paradigmatic shifts, a review of empirical evidence yields a much more nuanced picture. Despite the often considerable benefits of migration and remittances for individuals and communities involved, migrants alone can generally not remove more structural development constraints and migration may actually contribute to development stagnation and reinforce the political status quo. Despite their development potential, migrants and remittances can therefore neither be blamed for a lack of development nor be expected to trigger take-off development in generally unattractive investment environments. Recent views celebrating migration as self-help development 'from below' are partly driven by neoliberal ideologies that shift the attention away from structural development constraints and, hence, the responsibility of migrant-sending states to pursue political and economic reform. Immigrant-receiving countries can increase the development potential of migration by creating legal channels for high- and lower-skilled migration and integration policies that favour socio-economic mobility of migrants and avoid their marginalization.
