The focus of this paper is on an attempt to quantify economic losses due to ongoing and vast brain drain emigration from Serbia. We claim that socio‐economic losses in terms of implicit and explicit costs related to upbringing and education of emigrants as well as lost production are paramount. Therefore, the main argument is in line with pessimistic stances on migration and its effect on Serbian development. Massive emigration, especially of educated individuals, results in a great number of incalculable deficits for the country, which cannot be expressed and measured in monetary terms only. The authors argue that these are even more striking when viewed from a holistic perspective factoring in demographic, social, political, cultural and intellectual impacts. It is also shown how emigration of the highly educated greatly undermines local democracy and social cohesion in Serbia. Nevertheless, the authors also take note of contemporary transnational perspectives on migration and development and present possible policies aimed at exploiting advantages of human capital and social networks of migrants and diaspora, circular mobility and returns. Conceptually, this paper relies on the asset accumulation framework and identifies its relevance to work on Argentine migrants to Spain and returnees. The asset accumulation framework represents an innovative approach to understanding the complexities of migratory flows in a transnational context. In order to comprehend and tackle migration, this framework pays particular attention to investment and savings in various domains, including the financial, social, human, civic and political fields. Responding to gaps in current studies, the objective of this paper is twofold. First, it expands the asset accumulation framework by differentiating between civic and political assets. Second, using data drawn from interviews conducted among Argentine migrants and returnees in the cities of Barcelona and Buenos Aires, this paper fleshes out the definition of civic assets. The findings indicate that, for interviewees, moving to Spain implied the accumulation of civic assets that enhanced the development of a more equitable and democratic society. Respondents incorporated new civic capabilities in several areas, including increased environmental awareness and tolerance for minority groups, as well as the acquisition of knowledge about equity and labour rights. In addition, results suggest that, as a result of the migratory experience, many interviewees went through reflective processes that made them question their old presumptions about both the receiving and sending societies. The main aim of this paper is to analyse the motives affecting the migration decisions of young people, particularly university students. Two scales were developed for measuring the perception of the importance of these motives. The data used in the research were collected via a survey of the opinions and attitudes of university students in Osijek, in June 2010. The paper also analyses psychometric properties of the scales - their dimensionality and reliability. The results of a confirmatory factor analysis undoubtedly indicate that both scales are multidimensional constructs. A combination of the results of t-tests for an independent sample, factor analysis (exploratory and confirmatory) and reliability analysis suggest that emigration and stay motives are two sides of the same migration decision, and that they can be classified into several factors: the economic situation, social networks, insider advantages (that can be divided into inherited amenities and public-safety conditions) and the wealth of opportunities. Depending on the power of the initial and target destination, the factors can function as 'push' or 'pull' factors. The results of the study show social networks as being the only 'pull' factor for the city of Osijek, whereas the other factors, especially the economic ones, proved to demonstrate the 'push' effect. Abstract: It is often maintained that contemporary foreign labour recruitment programs have taken an increasingly selective stance and that skills are increasingly crucial in granting migrants easier access and stronger welfare and residency rights in receiving countries. The paper provides a retrospective account of the evolution of Italian labour migration management, paying attention to the changing selection criteria reflected in some of its “front, back and side doors”. It will be shown that Italian labour migration management is increasingly embracing a bifurcated regime of deservingness. Despite some recent tentative signs of change towards an increased evaluation of high skills as a selection principle embedded into a competitiveness‐driven frame, over the last decades labour migration management has been largely dominated by the recruitment of a low‐skilled workforce. This article analyses aspirations and intentions to migrate based on Gallup World Poll for the period 2010–2015. We estimate individual‐level traits associated with aspirations and intentions to migrate across groups of countries in different regions and with different income levels. This paper brings together previous hypotheses regarding migration aspirations and tests them under several specifications, while keeping separate findings according to migration aspirations and intentions to appreciate differences between them. Being dissatisfied with one's own standard of living is associated with a higher probability of desiring to move, while the relation with the actual preparation to migrate is less clear. Some individual traits remain significant across (almost) all specifications: being male, foreign‐born, highly educated, and having networks abroad are associated with higher probability of preparing for international migration. Development aid is commonly advocated as one of the most effective instruments to reduce international migration. Nevertheless, empirical evidence shows that push factors do not automatically result in massive migrations and that aid policies systematically fail to meet their stated objectives. Recently, several contributions have argued that an increase in sending countries' wealth may lead to a rise in migration, rather than to a reduction, because it enables people to assume the costs and risks of migrating. However, despite the growing number of studies on this phenomenon, the role played by Official Development Assistance (ODA) has not received attention yet. This paper aims at providing empirical evidence on this specific issue. In particular, we investigate the relation between ODA and international migration rates of sub-Saharan countries. We argue that ODA may have a positive effect on migration decisions for two reasons. First, ODA improves workers' ability to cover the costs of migration, by providing new job opportunities and in turn increasing incomes in the recipient country. Second, ODA, which is often associated with development programs in education, communication services, and business opportunities, may also stimulate mobility aspirations of potential migrants. We develop an econometric analysis in order to investigate this hypothesis. Specifically, we perform a three-stage least square estimation on a sample of 48 sub-Saharan countries. We build a two-equation model, so as to allow for endogeneity of ODA, and find that ODA has a positive and statistically significant effect on migration outflows. Thus, as our main contribution, we argue that development aids are not substitute for migration and that the traditional aid policies (such as those of the European Union), aimed at curbing migration by providing international financial aids, might need to be reconsidered. This paper looks at the migrants' occupational integration process. Two main theoretical perspectives are tested: the first one (assimilation view) claims that in the short-run migrants are penalized, but as they settle in the receiving country they get integrated into the host society; the second one (segmented assimilation view) claims that disadvantages persist in the long-run. EU-LFS and ESS data are described and modelled, in order to compare the labour market performances of migrants in four European old-receiving countries (Germany, France, Great Britain and Sweden) and in two new-receiving countries (Spain and Italy) both in a short-term and in a long-run perspective. We find that a) in the short-run, migrants' labour market condition is worst with respect to the natives; b) this gap decreases with older migrants; c) the ethnic penalty disappears with the second generation, when they achieve a level of education comparable to that of the natives. Internal and international migration increasingly continues to be of global importance for development policies and programmes, but the dearth of data on migration for African countries and the limited focus on the structural conditions that motivate migration from specific localities within the region remain glaring. In this study, we examine the patterns and drivers of migration in Cameroon, focusing on the dynamics of rural-urban migration, migrant circulation, regional economic migrants and refugees, international migration, brain drain and returns from emigration. Consequent upon regional conflicts and instability, we highlight the refugee problem in Cameroon and significant challenges in addressing it. International migration to developing countries has attracted increasing attention because of its growing volume in absolute terms and its potential contribution to development. However, conclusions about what is happening in these countries depend crucially on the way migration and development are measured and analysed. This article shows that whether migrant stocks appear to be increasing or decreasing in developing countries depends on three factors: whether a regional or an economic criterion of "development" is used, whether volume is expressed in absolute numbers or as a percentage of total population, and whether the data include refugees and asylum seekers. The policy implications of these findings, which – due to the shortcomings of available data – can only be regarded as provisional, are then discussed. We use household panel data from Tajikistan to explore the change in living arrangements as a response to income shifts related to international labour migration. In addition, we analyse the interaction between the effect of idiosyncratic income increase resulting from a completed migration episode, and the effect of an aggregate shock – the global financial crisis – and show how different households adjust their household size during times of financial hardship. The empirical evidence indicates that while current migration is associated with an increase in household size, a completed migration episode two years before the interview was followed by family members moving out. At the same time, our empirical analysis demonstrates that migrant families doubled up in response to a financial crisis to the same extent as non‐migrant families, which suggests that labour migration in Tajikistan does not insure against economic shocks in the long run. Emigration and resulting voluminous remittance inflows have been noticeable features of the Egyptian economy since the 1960s. The main purpose of this study is to investigate the determinants of remittances – primarily the role of both macroeconomic instability and oil price – in Egypt. Using autoregressive distributed lag (ARDL) bounds testing procedure, we estimated a remittance determination equation over the period from 1980 to 2015 and found that: (1) macroeconomic instability in Egypt and increases in international oil prices promote remittances; (2) GDP growth rate in the host countries and depreciation of domestic currency spur remittances; (3) financial development is inversely related to remittances, implying that remittances and financial development are substitutes; (4) GDP growth in the home country is not significantly associated with remittances. This article investigates the heterogeneous effects of international migration on the expenditure of Bangladeshi migrant households. Adopting a counterfactual framework, we estimate the impact of migration on per capita expenditure of left‐behind households according to their position in the counterfactual expenditure distribution and the length of the migration period. The effects on households' social mobility and on inequality are also assessed. The analysis indicates that migration has a positive impact on per capita expenditure and represents an important vehicle of social mobility, but may also be a source of inequality. We also find that only a tiny share of international migrants originates from households belonging to the lowest expenditure quintile and, since most of the characteristics which seem to influence the migration decision cannot be shaped by policy interventions, our results also suggest that pro‐migration policies might not be effective in lifting those most in need out of poverty. Overseas employment provides multiple socioeconomic benefits for families and communities in sending countries. But communal violence can potentially disrupt these flows, causing lasting damage to local and national economic development. Under what conditions does political violence – and particularly low‐intensity sectarian conflict – increase or decrease economic migration? This article argues that the level of militant control over local political and social institutions conditions whether individuals emigrate for work. Using statistical analysis of Pakistani data on overseas employment and political violence, it finds that attacks by transnational/Islamist militants on local political institutions substantially reduce economic migration. This article examines the patterns and trends in inter‐State migration across the Indian States and observes that along with the demographic factors, migration is also affected by the fiscal profile of States. Controlling for the economic prosperity of States as reflected in their per capita Net State Domestic Product and the nature of fiscal policy stance, econometric estimation using the gravity model suggests that level of vertical federal transfers and its horizontal distribution is an important determinant of the pattern of inter State migration. To correct for the extant horizontal fiscal inequality across the Indian States, the article suggests a relatively more progressive transfer system and a developmental fiscal policy stance at the State level to reduce the pressure of out‐migration to prosperous regions of the country. We add to the literature on the driving forces of international migration. While the existing literature establishes that income differences, migration costs and certain other factors (e.g. climate or human rights) affect the migration decision, we focus on the broader role of non‐pecuniary factors. We include well‐being measures in a standard model of bilateral migration flows and enrich the analysis further by testing the effects on migration of inequality in happiness within a country. Our findings that both the mean and standard deviation of happiness – in both origin and destination countries – help explain bilateral migration flows over and above any income effect, indicates the need to incorporate both pecuniary and non‐pecuniary factors when modelling migration choices. Despite the continuous asymmetrical power relations between the Global North and South, the "global race for talent" is no longer a privilege enjoyed only by developed countries. Comparative analysis of policy content and effectiveness has attracted increasing interest. The examination of policy initiatives resulting in return migration of highly‐skilled migrants from the Global North to the Global South, however, remains inadequate. In this article, we provide a comparative analysis of policies targeting high‐level Chinese and Indian professionals including full‐time returnees. Two key differences in policy instruments and outcomes in the two countries are identified and they have implications for migration policies in other countries in the Global South and North. Using publicly available data, this article aims to understand how immigration policies in Canada and the United States have affected the flow and utilization of highly‐skilled migrants from China and India. Reviewing existing literature on the policies about, and utilization of, human capital among highly‐skilled migrants, and describing the policy contexts in both receiving countries, we present detailed empirical evidence to show that in spite of their higher education attainment than the general population and the total foreign‐born population, China‐ and India‐born migrants are not immune from the brain waste phenomenon. Abstract: Traditionally, family migration was conceptualized as a separate form of migration from labour migration. Increasingly socio‐economic criteria (labour market participation, language competence, financial resources, independence from welfare), have been applied to family migration policies in Europe, and are harder to fulfil by those with a weaker labour market position. Hence class now plays an increasingly significant role in stratifying the right to family migration. The article examines the imposition of minimum income requirements in three countries – the Netherlands, Norway and the UK – and the significance of class in its economic and cultural dimensions in meeting the requirement. For those without sufficient economic capital to meet the requirement, cultural capital may facilitate the development of coping strategies to overcome or reduce the duration of family separation. Abstract: This study examines the effect of international migration in Egypt using fixed‐effect regressions and panel data from Egypt Labour Market Panel Surveys in 2006 and 2012. We find that men and people with higher education are more likely to migrate than women and people with lower education. Middle‐aged people are also more likely to migrate than young or old people. International migration does not seem to affect the overall employment of remaining members of migrant‐sending households. However, it tends to increase the self‐employed work of members of migrant‐sending households. Finally, international migration also helps migrant‐sending households increase their wealth index. Remittances are used to improve living conditions (housing) and purchase more assets and durables. This finding supports the theory as well as the policy to increase migration as a way to stabilize consumption and reduce poverty in low income countries. [ABSTRACT FROM AUTHOR]

Abstract: This article studies the determinants of youth emigration decisions, which is considered one of the main causes of ‘Brain Drain’ in Arab Mediterranean Countries (AMCs). We focus on the case of Lebanon using a unique dataset covering young people aged 15 to 29 from the year 2016. The aim of the article is to identify the profile of youth's propensity to emigrate from Lebanon. The empirical results indicate that youth from non‐wealthy backgrounds living in smaller dwellings have a higher propensity to emigrate. It is also found that being male and unemployed has a positive effect on migration. Moreover, university education promotes the willingness to emigrate; while residents of poor regions are more likely to express such willingness. This article provides an overview of the main demographic, social, and economic characteristics of Portuguese immigration in Switzerland. Firstly, it outlines the political and economic underpinnings of Portuguese migration flows to Switzerland. Then, it analyzes the demographic and sociological composition of these flows, the composition of the Portuguese population in Switzerland, as well as processes of economic and cultural integration. It is notably argued that the enduring Portuguese 'ideology of return migration' has played a central role in the patterns of integration of Portuguese immigrants in Switzerland. This article attempts to provide a critical understanding of the dual signification of 'precarity'. It explores what 'precarity' as a concept may potentially offer to studies of the changing contemporary political economy of migration. It discusses shifting trends in global migration and point to tendencies for a possible convergence between 'South' and 'North', 'East' and 'West'. Based on a review of current advances in research, it discusses, with reference to the classical work of Karl Polanyi, the potential for a contemporary 'countermovement' which would challenge the precarity of migrants. Current research on the impacts of the 2007 global economic crisis on international migration takes two different positions. Some studies emphasize the negative impacts while others are more positive. This article argues that these two positions offer simplistic interpretations which fail to take account of the complex micro-level realities that determine migrant experiences. The article discusses how a small group of migrants from Guayaquil, Ecuador, accumulate and consolidate a complex portfolio of assets both before and during the economic crisis in Spain. Conceptualized in terms of an asset accumulation framework, and based on micro-level longitudinal trend data, rather than the more generally used macro-level snapshots or anecdotal evidence, the study highlights the fact that the formalization of legal status or citizenship is a crucial pre-condition, which sets in motion a 'virtuous' cycle of consolidation of an interrelated portfolio of assets, regardless of the wider macro-economic environment. Increasing immigration is often linked with the public pressure for lower levels of publicly funded social expenditures. However, the empirical evidence on the effects of increasing immigration on social expenditures is discordant and depends on which countries are studied. This article argues that the employability of new immigrants as well as their entitlement to public benefits explains the observed impacts of immigration on social expenditures.
