International migration is arguably an important challenge and opportunity for the world today. In these two first decades of the 21st century, we are witnessing important changes in the direction of flows, the motivations of people on the move and the complex patterns of human migration. In addition, 2020 has brought an extraordinary and unexpected pandemic crisis, that has temporarily brought international migration to a standstill while further exacerbating inequalities and vulnerabilities of migrants and their families. This special issue finds its origins in the inaugural conference of the Canada Excellence Research Chair in Migration and Integration programme at Ryerson University in Toronto which took place in February 2020, while the COVID‐19 epidemic was being felt in China but was still believed to remain a regional and short‐lived challenge. As we developed our writing, COVID‐19 turned into a global pandemic pushing us also to rethink some of our considerations and arguments. The first set of papers aims to unsettle the main migration policy narratives and to critically engage with dominant views of international migration governance. The second set of papers focuses on the new complex realities of temporary migration, investigating critically policies and practices in different world regions, and how they compound vulnerabilities for migrants while failing to offer a sustainable way forward. Despite this being the era of migration, no systematic theory of international migration has emerged, nor is there an academic or political agreement on ways in which migration is a 'gendered' process. Both theoretically and as inputs in the policy‐making process, gender‐blind approaches have actually rendered the gender dimension of migration more or less invisible. Through an in‐depth examination of the place of gender in the key theories of migration and relevant sources of data, the paper seeks to take stock of how these theories treat this dimension and investigate the cross‐sectional challenges in uncovering gender in international migration data. It, therefore, provides a critical review of both theory and data by shedding much‐needed light on their neglect of the gender aspects. Our findings based on a conceptual review of the literature and a case study based on Eurostat data on migration drivers demonstrate that migration theories and statistics typically equate gender with sex, which limits our ability to develop a comprehensive understanding of how complex gender dimensions shape the migration process. Moreover, given the extent to which existing data and theories overlook the intersectionality between the drivers of migration and diversity within migrant groups, this gap in knowledge presents an obstacle to gender‐responsive migration governance. In light of this, the paper discusses priorities for 'gendering' international migration research. We argue that in addition to improving accuracy and coverage of sex‐disaggregated statistics on international migration, both regular and irregular, it is crucial to develop quantitative as well as qualitative indicators to monitor the gender dimension in this area. Although there are contesting perspectives on migration, there is little understanding of how narratives of various policy actors shape migration governance in West Africa. This paper relies on a desk‐review and qualitative data to examine the narratives that shape migration policy formulation and outcomes in West Africa. The findings indicate that while various stakeholders have been championing divergent narratives on migration, programmes that have been adopted by West African countries to manage migration have largely been based on the narratives of political elite and international development partners, although there were situations where these narratives were not supported by any strong evidence. While early views on the impacts of international migration portrayed it as a threat to socio‐economic development, more recent narratives have recognized the potential of migration to contribute to socio‐economic transformation. Consequently, various West African countries are developing policies to harness the benefits of immigration, emigration and return migration for socio‐economic development. [ABSTRACT FROM AUTHOR]

Much of intra‐Asian labour migration is regulated on the basis of governing tools that aim at managing cross‐border movement of workers on a strictly temporary, employer‐tied basis. The key elements involved in the operationalization of strictly temporary migration are recruitment, remittances and return; these three 'Rs' are also central to global policy discussions around the migration‐development nexus. The core premise of this paper is that this strict framework results in a particular form of migrant precarity which in turn shapes migrant transnationality, leaving migrants with severely circumscribed labour agency. This leads to the argument that temporary migration paradigm as practiced in much of Asia constitutes involuntary transnationalism. The paper ends by arguing that based on proactive migrant rights activism, the involuntary character of transnationalism is being challenged by bringing a different set of 'Rs' into the discussion derived from global social policy and global justice perspectives: regulation, redistribution and rights. Numerous studies in the field of international migration focus on utilizing migrant networks in migration process, outlining their role in the choice of destination country as well as in the job search process. However, relatively few of the studies discuss migrant networks' role in the choice of a specific location within destination cities. This paper contributes to this research area by providing additional insights into the motives behind choosing place of residence by immigrants in contemporary European cities. In our paper, we use data of a tailor‐made survey of 610 Polish immigrants, who emigrated from Poland to the UK shortly after 2004, that is, after opening of the British labour market for Polish citizens. Our study results reveal that propensity towards living in the Polish neighbourhood is inversely correlated with migrants' English language proficiency. Moreover, we discover that networking within the Polish diaspora is to a large extent limited to family and close acquaintances, which most likely results from the limited generalized trust towards other Poles. Based on our study results, we argue that settling in geographical proximity of migrant's ethnic group is likely to maintain its relevance in the contemporary cities, especially in case of immigrants with poor destination language skills. Contextual entrepreneurship and mixed embeddedness approach alike emphasize the importance of the political‐institutional embeddedness next to social embeddedness along with further contexts for migrant entrepreneurship, yet the aspect of international migration policies as an important institutional framework has been somewhat neglected. This paper introduces the case of political‐institutional embeddedness of migrant entrepreneurship in Japan from an international migration policy perspective, discussing embeddedness of migrant entrepreneurs and their support institutions from a multi‐scalar perspective. By analysing the migration policy context of migrant entrepreneurship at different policy levels, that is, national, regional and urban scales, it demonstrates the analytical value of differentiating policies along these scales and also their inter‐connectedness, conceptually proposing the inter‐ and trans‐scalarity of these policy contexts. By bringing issues of migration regimes and particularly the East Asian developmental state as a lens to analyse migrant entrepreneurship, it brings further approaches in comparatively analysing different entrepreneurial contexts for future research. Transnational families have long used migration as a strategy for upward social mobility. However, migration projects are increasingly complex and often do not involve a single move from one country to another. Drawing on qualitative interviews, this paper explores how Latin American families negotiate different stages of their migration from Latin America to Spain to the UK. The paper demonstrates how families negotiate within the opportunity structures afforded to them to achieve physical and social mobility. These opportunities are structured by different legal regimes and the way that immigration, citizenship and labour market policies are implemented. The initial migration from Latin America to Spain had enabled Latin American families to gain economic stability and EU citizenship, but at the cost of a period of family separation. However, faced with the financial crisis, some families opted for onward migration to the UK, a process that resulted in families becoming "re‐transnationalised." [ABSTRACT FROM AUTHOR]

This paper contributes to the literature on multiple migrations by using qualitative data to address two questions. First, why do some migrants engage in multiple moves that may include returns or re‐migrations? Second, how do migrants frame these multiple migrations? The paper focuses on the paths of Colombians and Ecuadorians in Spain as they reacted to the 2008 economic crisis, which severely affected their employment options. The crisis started a new migratory cycle in Spain, with significant numbers of migrants who returned to countries of origin or migrated onward. This paper argues that precarious incorporations leave migrants susceptible to economic shocks and push many to move again. New migrations are often a constant search for stability that is marked by precarity and mediated by economic resources, gendered expectations and generational attachments. [ABSTRACT FROM AUTHOR]

Migration‐information campaigns informing potential migrants about the risks of the journey and the harsh life conditions in the destination countries have emerged as prominent tools of migration management in the last decades. Despite their growing importance, little is known about their local implementation in countries of transit and origin as well as their influence on potential migrants' perceptions and experiences. The central objective of this paper is to understand how migration‐information campaigns are implemented on a local scale and how they shape the perception and discourses of migration in the region. We pursue a multi‐scalar analysis of international migration management policies and their outcomes in a specific place and link them with local migration aspirations. The paper is based on qualitative empirical research carried out in Harar, a medium‐sized city in the Harari regional state of Ethiopia. Drawing on interviews with government officials, NGOs, city dwellers, and return migrants, as well as the analysis of policy documents and scientific literature, we show how the local implementation of migration‐information campaigns shapes the local perceptions and discourses on migration within which migration aspirations are embedded. We found that information campaigns did not take into account the complexity and multifaceted nature of local socioeconomic and political conditions which reflects the discrepancy between policy discourses at large and people's perceptions. This paper outlines recent data collection tools and methodologies that the International Organization for Migration (IOM) has been using in order to gather information on human mobility as influenced by environmental factors and their impacts. It looks at alternative ways for collecting and analysing data in the face of methodological challenges related to the multicausality of movements, the voluntary/involuntary continuum in human (im)mobility decisions in the context of environmental and climate change, and the policy and epistemological imperative from viewing migration as an adaptation strategy. The paper finds that certain data collection approaches can be quickly deployed in rapid‐onset disasters as well as applied in contexts of gradual, slow‐onset environmental change to provide information useful for operational responses to immediate crises and/or for developing policies in response. This paper asks whether welfare chauvinism applies to co‐ethnic migrants. Existing research on welfare chauvinism, the view that welfare provision should be restricted to native‐born citizens and that migrants should be excluded from provision, has largely focused on ethnic difference as a main motivation, but little attention is given to whether native‐born citizens discriminate among co‐ethnics. Using a choice‐based conjoint experiment and various framing interventions, this paper considers whether South Koreans discriminate against co‐ethnic migrants in providing social housing. It also considers whether public cost and recipient contribution requirements affect discrimination. We find that co‐ethnics are subject to welfare chauvinism, with applicants from more developed and culturally similar origins more preferred, but we do not find that the cost structure motivates discrimination based on origins. Accordingly, this paper expands the literature on migration and welfare states to better consider non‐Western societies with high levels of co‐ethnic migration. [ABSTRACT FROM AUTHOR]

Migration inherently embodies uncertainty and dynamism, eluding precise conceptualization, definition and measurement. Embedded within intricate migration driver environments and shaped by the diverse agency of actors involved—prospective migrants, intermediaries and policymakers—migration defies easy prediction and effective policy response. This inherent complexity within international migration flows poses immediate and long‐term governance challenges. This paper delves into the impact of migration‐related uncertainty on European migration governance. We scrutinize how uncertainty shapes migration policy responses and investigate the roles of key actors in assessing and communicating various facets of migration‐related uncertainty. Employing illustrative cases—the Syrian refugee situation and environmentally induced migration—we uncover how uncertainty influences European migration governance and policymaking. Our study sheds light on the interplay between migration uncertainty and governance processes. Organizational interventions that draw on participatory processes to tap into the views of workers can benefit both the health of workers and their organizations. However, the frameworks used to develop participatory organizational interventions are often described in a generic, 'one‐size‐fits‐all' manner. Considering the specific needs of diverse groups such as migrants is important, given current migration rates globally. Using the literature of migrant voice, cross‐cultural management, organizational change and organizational intervention, this paper extends the research by applying theoretical insights into identify specific strategies that enable migrant workers to have a genuine voice in organizational interventions. The paper further contributes to the literature by proposing a participatory intervention framework that organizations can implement to maximize the voice of migrant workers and subsequently improve their well‐being. The directions of future organizational intervention research involving migrant workers and implications for integration policy, integration support systems and unionization are discussed. The COVID‐19 pandemic and Brexit were separate yet inter‐related developments which affected the British National Health Service (NHS). The UK's state‐funded health sector had historically relied on migrant labour and depended on a migration infrastructure designed to solve its nursing labour shortages. The analysis of primary qualitative and secondary quantitative data shows that the NHS migration infrastructure increased its orientation towards Asia to compensate for the effects of Brexit. The paper reveals how the persistent use of temporary visas along with conditional contractual arrangements has led to various exclusions for migrant nurses and midwives. These data also demonstrate how international travel restrictions associated with COVID‐19 created temporary obstacles for nurses' inflows. Alongside Brexit, this has also resulted in an increase in outflows amongst EU health workers. The article identifies the development of migrant support infrastructure amongst Filipino and Indian nurses as a major COVID‐19 linked innovation. [ABSTRACT FROM AUTHOR]

This paper examines network structure and composition in international migration diffusion. Using original data from a rural village in the Philippines, it combines social network analysis and descriptive approach to arrive at a set of propositions about why some initial migration lead to expansion while others do not. It argues that migration diffusion is attributed, in part, to the dispersed distribution and strategic position of pioneers in the network at the beginning, which allowed a seemingly even migration expansion as pioneers facilitated subsequent migration activities. Had the initial context fostered pioneer migration to transpire only among few families, and if pioneers were positioned less centrally, the outcome might have been a less extensive diffusion. Furthermore, the analysis shows that migration is more likely to diffuse among members of a family cluster and might cease to diffuse at the border of their inner social circles. Considering the ongoing, record‐setting migration in the Global South, this paper explores the values, principles and ethical tensions of Venezuelan migrants in the informal economy of Colombia. We found that migrants frequently prefer to stay within the informal economy as a way of preserving their identities, values and principles, rather than adopting those of their new country. This choice sets up ethical tensions for the migrants and their host countries. Our analysis challenges the current policy goals of transitioning migrants from informal to formal economies as a mark of success and inclusion. Instead, we attempt to recognize the migrant voice and their agency capacity through our research using focus groups and applied thematic analysis (ATA) of popular music and narratives. Our findings broaden the understanding of why migrants choose to stay in the informal economy and challenge policy goals that focus on inclusion and integration of migrants into formal economy. New Zealanders can cross borders freely, work and live in Australia indefinitely thanks to the Trans‐Tasman Travel Agreement. This paper uses a recently developed decomposition method to decompose the weekly wage gap at various quantiles on the wage distribution between New Zealand‐born (NZ‐born) and Australian‐born workers, and between NZ‐born workers, migrants from other English speaking countries (OESC), and from non‐English speaking countries (NESC) to determine how free and regulated migration influences migrants' performance in the Australian labour market. We found that NZ‐born workers earned higher weekly wages than both Australian‐born and NESC workers but earned lower wages than OESC migrants. Differences in endowment were primarily responsible for the wage gaps between NZ‐born and Australian‐born workers and between NZ‐born and OESC migrants. However, differences in returns to worker and job characteristics are mainly responsible for the wage gap between NZ‐born and NESC migrants. [ABSTRACT FROM AUTHOR]

Emigration intentions and effects of international migration constitute important yet understudied directions of contemporary migration research. In this paper, we analyse a recent migration wave in Armenia, using household‐level representative data from 2011. We identify determinants of emigration intentions within a model framework with endogenous remittances, instrumented by community‐level factors such as budget revenue, budget transparency and community remoteness. We find that remittances help potential migrants to ease the migration process, serving as a resource rather than as a contractual tool between migrants and non‐migrants. Also, remittance recipients with high emigration intentions are more likely to be located in poor communities. When distinguishing the destination country for potential migrants, post‐Soviet versus Western countries (EU countries or USA), we find that the instruments identified for remittances are more relevant for individuals targeting the post‐Soviet area (mainly Russia). Nevertheless, remittances remain a significant resource for migrating to Western countries. The two pools of potential migrants considerably differ in the main set of skill characteristics: high‐skilled potential migrants opt for Western countries (brain drain), while the low‐skilled prefer post‐Soviet countries as a destination. We discuss our results from the socio‐economic development perspective, such as the threat of chain migration inherent to poor communities and the whole country. The European continent has been facing a significant challenge causing social, economic and political inequality among not only the countries, regions and cities but also the community members. What would be problematic within this broad context is to formulate a European immigration policy irrespective of framing a European immigration policy. Some primary issues, such as economic and employment integration, public goods sharing, ethnic and cultural diversity, social and political participation should be discussed in terms of the EU policy goals. Having applied the nationalism theory, this research scrutinizes nationalism and immigration influx in France. The study analysed that the French policy‐making process and the political rhetoric that influenced the immigration flow in France; those policies did not integrate the immigrants or stabilize France's situation. This analysis illustrates that France is becoming one of the toughest countries in Western Europe concerning its immigration laws and measures, which trigger the nationalistic sentiments. Nationalism, nevertheless, and its naturally opposing organization can also mutually boost anxieties and disputes in Europe, especially in France. The paper concludes that there is a paradigm shift in understanding immigration as a concept; throughout the twentieth century, it was considered a positive factor that proves France's attractiveness, which altered the perception of nation and the citizenship. The sedentary bias that characterizes discourses on migrations from and within the Global South has failed to inform a consistent exploration of international migration from and among global southern countries as normal, desirable and impactful to migrants and their social networks at different spatial levels. Migration‐development nexus analyses are predominantly framed around Global South‐Global North migration episodes whereby cash and social remittances from the North to the South are expected to trigger development in poorer global southern origin countries. This approach neglects the possibility of similar outcomes accruing from south‐south migrations. Drawing on qualitative research methods among Ghanaian migrants to China, our paper addresses the question how does south‐south migration affect livelihoods and wealth inequality? We argue that blunt global categorizations such as "Global South" and "Global North" only serve to obfuscate what is a rather heterogenous bunch of countries, with divergent opportunities for migrants. We recommend that greater focus should be on the contextual factors at the origin and destination, the quality of return preparedness and the human capital of the migrants rather than an arbitrary clustering around a binary Global South‐Global North trajectory as though they are internally homogenous. Eşrefpaşa has been considered as a migration settlement where every emigrant, immigrant or refugee has an opportunity to live freely according to their tradition and culture without any pressure considering the ethnic and social diversity. This article aims to comprehend how the next generations of emigrants in Eşrefpaşa describe their ancestors, identities, cultures and urban environment and highlight the transformations they faced spatially and socially. After conducting an in‐depth interview study of 26 people between the ages of 35 and 85 years, the analysis revealed that second and third generations preserve their culture, while the identity of emigration has substantially decreased for the fourth generation due to the undeniable effects of individualism and globalization on society since the early 2000s. The outcomes obtained in this paper, the most up‐to‐date of the rare oral interviews performed with the emigrants in Eşrefpaşa, can be used as a resource of discussion for developing future research. This article follows from the workshop that Professor Mireille Paquet organized in Montreal in June 2018, to discuss my book, The New Politics of Immigration and the End of Settler Societies (Cambridge, 2016; Dauvergne 2016). In relation to this event and the articles of this special issue, this paper embarks on revisiting The New Politics of Immigration, now more than three after it first appeared in print. In this paper, I reflect on whether my arguments stand up to the test presented by the events of the past three years. Recent events lead me to nuance some of my original arguments, but on the whole even the most recent surprises fit well into the New Politics framework that points to increasing salience, legalization and urgency in politicizing immigration. The efforts to build an institutional framework for the governance of migration followed a complex and uncertain route. Since 2006, these efforts—which culminated in the adoption of the Global Compact for Safe, Orderly and Secure Migration in 2018—focused on the relationship between migration and development in an attempt to avoid the negative connotations surrounding human mobility, particularly across the North‐South divide. At the heart of the debates is an attempt to reconcile two irreconcilable positions: a human‐rights centred approach and the securitization question which reaffirms the right of states to criminalize migrants under the façade of the right of states to control "illegal" migration. The aim of this paper is to delve into these issues by upsetting the migration and development hegemonic narrative from an alternative perspective rooted in the critical Latin American development school of thought. Due to international migration, increasing numbers of eligible voters are abroad when their home countries hold elections. Employing the theory of voting costs and benefits and focussing on a case of Lithuania, this article presents an unprecedented qualitative enquiry into difficulties behind emigrant (non)voting. Besides real voting costs, interviews with Lithuanian emigrants reveal importance of perceived voting costs when one decides whether to vote—thereby also introducing to the field a novel theoretical framework for examining voting costs and benefits both in and beyond migration context. The paper demonstrates that in addition to implementing adequate provisions for external voting from the home country's side, it is crucial for the authorities to raise awareness of these accommodations—and of the associated conditions, such as registration terms and postal voting deadlines—in order to yield as high as possible participation levels among those emigrants who are willing to vote. Albanian migration to Italy represents one of the most intense and iconic East‐West migration flows of recent decades and a paradigmatic case of intra‐Mediterranean migration. This paper uses a unique data set collected by the Lombardy region's Observatory of Integration and Multiethnicity in 15 annual cross‐sectional surveys over the period 2001–2015. Analysis of this data set enables us to address three questions: first, what are the main factors influencing the labour market performance of Albanian migrants in Lombardy compared with other migrants? Second, what were the differential effects of the post‐2008 economic crisis on migrants' employment stability? Third, were there any significant gender differences in labour market profiles and outcomes? Our main finding is that Albanian migrants have a lower probability of (long‐term)unemployment and irregular employment and higher probability of employment compared with other migrants, an effect that is partially attributable to the different structural composition of the Albanian migrant group. The paper focuses on an understudied aspect of the relationship between states and their diasporas—emigration policies attracting diaspora investment. I find that countries with weaker rule of law face particularly strong incentives to adopt diaspora engagement policies and engage in initiatives attracting diaspora investment as opposed to the countries with stronger rule of law. This argument is illustrated through an investment game between migrant investors and governments with different strengths of rule of law. It is tested by using the data from multiple levels of analysis: original and existing data examining the instances when top government officials reach out to their diasporas for investment and bilateral foreign direct investment and migration data. Conceptually, this paper relies on the asset accumulation framework and identifies its relevance to work on Argentine migrants to Spain and returnees. The asset accumulation framework represents an innovative approach to understanding the complexities of migratory flows in a transnational context. In order to comprehend and tackle migration, this framework pays particular attention to investment and savings in various domains, including the financial, social, human, civic and political fields. Responding to gaps in current studies, the objective of this paper is twofold. First, it expands the asset accumulation framework by differentiating between civic and political assets. Second, using data drawn from interviews conducted among Argentine migrants and returnees in the cities of Barcelona and Buenos Aires, this paper fleshes out the definition of civic assets. The findings indicate that, for interviewees, moving to Spain implied the accumulation of civic assets that enhanced the development of a more equitable and democratic society. Respondents incorporated new civic capabilities in several areas, including increased environmental awareness and tolerance for minority groups, as well as the acquisition of knowledge about equity and labour rights. In addition, results suggest that, as a result of the migratory experience, many interviewees went through reflective processes that made them question their old presumptions about both the receiving and sending societies. The internal movements of migrants are less frequently studied than international migration, although they have important labour, social, welfare and immigrant policy implications. By assuming the family as the unit of analysis, this paper examines the mechanism of selection between the foreigners who move internally and who do not, in Italy. Hypotheses are that having a family, improved economic performance, incorrect information about the first location, and discrimination, increase the propensity to move. Data come from the Italian survey "Social Condition and Integration of Foreign Citizens" (Istat 2011–2012). Results of the models show that internal migration is positively associated with family commitment, scant knowledge of the first destination, and no welcoming network. The paper enlarges the literature by stressing the intertwines between internal and international migration and the family commitment as the main driver of internal mobility of foreigners in Italy. In 2011, Portugal launched a residence permit programme to attract foreign investment from non‐EU citizens, with Chinese business migrants representing those taking most advantage of this initiative. This paper analyses this policy measure and assesses its social consequences, as a new way that Chinese migrants have to enter Portugal. Firstly, we characterise this programme by identifying its principles and legal requirements, using official data from 2012 to 2018. We then describe the emergence of this type of residence permit as a response to the financial crisis of 2011, and as part of a neoliberal political rationality that has guided a governance model since this time. Next, we characterise the profile of Chinese citizens who benefit from this initiative and claim residence permits on the basis of their economic power. Finally, we discuss the social and political implications of this kind of entrance to Portugal, to provide some insights for policymakers. [ABSTRACT FROM AUTHOR]

Peru is the second most important destination country for Venezuelan emigration. The country's policy response can be separated into two distinct phases: the first one, under former president Pedro Pablo Kuczynski (July 2016–March 2018), is characterized by relative openness; the second one, under incumbent president Martín Vizcarra (in office since March 2018), is characterized by policy closure and a shift towards securitization. In this paper, we apply the concept of adaptive leadership to explain the stark difference in the migration‐related governance of both presidents. We find that the policy shift can be explained by an interplay between three factors: an internal political crisis due to conflict between the executive and legislative branches of government; the change in number and social profiles of Venezuelan migrants, with a tendency towards lower social, economic and educational statuses; and the rise in xenophobic attitudes among the Peruvian population. The impact of the economic crisis on the Italian economy has stimulated onward migration towards Central and Northern Europe and forms of temporary labour migration, such as the posting of workers, which involves Italian workers and EU and non‐EU workers immigrated to Italy. Based on 18 semi‐structured interviews with trade unionists, labour inspectors and experts, this paper studies the posting of immigrant workers from Italy to the Belgian construction sector by analysing the case of the Rive Gauche building site, where some Italian companies employed posted workers immigrated from Albania, Egypt, India, Kosovo and Romania. The findings show how economic reasons and restrictive migration policies force immigrants to accept exploitative working conditions and how the labour market and work organization transformations in the construction sector are expanding this phenomenon. This paper is inscribed into a new line of scholarly work seeking to cast light to the ways in which migrants convert their motivations into action within a policy framework that is characterised by many restrictions and limited opportunities to move. Drawing on recent fieldwork (2013‐2014) on irregular migrants from Afghanistan, Albania, Georgia, Pakistan and the Ukraine, in Greece, we investigate how they perceive opportunities and navigate restrictions eventually crossing borders whether unlawfully (from unguarded border areas or with fake documentation) or legally (abusing the terms of their entry/stay). The paper adopts the notion of social navigation as a heuristics tool to conceptualise the social, temporal and spatial character of the migration journey, its nodal points, and the interaction of migrants with different actors and factors that shape their migration plans and explores different types of migrant agency (recuperation, resilience and resistance) developed during the navigation process. This paper contributes to discussions on humanitarian advocacy. The European migration regime as constituted by the Dublin regulation, the EU‐Turkey deal and border deals with Libya among others, contributes to generating migration pressure points where migrants find themselves stuck and in desperate need of humanitarian assistance. Assistance and protection at these sites, inasmuch as they are available, are provided by a makeshift humanitarian arena of volunteer organizations, activists, national social welfare agencies, human rights organizations, international humanitarian organizations and UN agencies. Drawing on interviews and field research, this article analyses the relations between, and advocacy practices of, various actors within humanitarian arenas in three settings: Calais (France), Lesbos (Greece) and Libya. The article reveals how many humanitarians at these pressure points feel disempowered in the scope of their action beyond the provision of limited services, and abandoned by established agencies, especially the UNHCR. They feel that humanitarian principles are not enough to guide their actions in these cases. Emerging advocacy practices at these sites suggest that web‐based humanitarian advocacy based on actor complementarity may be a way forward, making advocacy more effective and contributing to better motivate aid workers who feel disempowered in these contexts. The main aim of this paper is to analyse the motives affecting the migration decisions of young people, particularly university students. Two scales were developed for measuring the perception of the importance of these motives. The data used in the research were collected via a survey of the opinions and attitudes of university students in Osijek, in June 2010. The paper also analyses psychometric properties of the scales - their dimensionality and reliability. The results of a confirmatory factor analysis undoubtedly indicate that both scales are multidimensional constructs. A combination of the results of t-tests for an independent sample, factor analysis (exploratory and confirmatory) and reliability analysis suggest that emigration and stay motives are two sides of the same migration decision, and that they can be classified into several factors: the economic situation, social networks, insider advantages (that can be divided into inherited amenities and public-safety conditions) and the wealth of opportunities. Depending on the power of the initial and target destination, the factors can function as 'push' or 'pull' factors. The results of the study show social networks as being the only 'pull' factor for the city of Osijek, whereas the other factors, especially the economic ones, proved to demonstrate the 'push' effect. Bishkek, the capital of Kyrgyzstan, Russia and Kazakhstan are all major destinations for labour migrants from rural areas of southern Kyrgyzstan. Along with searching for better income, younger men and women also migrate for educational purposes; children and elderly people stay behind. While older migrants often regard this separation from their families as temporary, younger people start to put down roots in places other than their homes and this has long-term consequences for development in rural areas. The paper therefore looks into families' multi-local settings and why young migrants fail to return home. It also considers the potential impact on rural development including remittance dependency, an increasing shortage of qualified labour and new conditions of social care. This paper examines the determinants of return migration as foreign-born men approach old age in Germany. Return migration in later life engages a different set of conditions from return migration earlier on, including the framing of return as a possible retirement strategy. Using 23 years of longitudinal data from the German Socioeconomic Panel, this paper investigates how social and economic resources of immigrant men influence decisions to return 'home.' Results suggest that immigrants from former guest worker recruitment countries within the European Union are more likely to return than non- EU immigrants. In addition, return migrants are 'negatively selected' so that those with the least education and weakest attachments to the labor force are more likely to emigrate. However, findings vary greatly depending on the immigrant's age and country of origin. In this paper, we call for a re‐examination of the self‐reliance ideology based on a neoliberal perspective to make policies for refugee women's (self‐)employment and integration. We use a social constructionist perspective to conduct a narrative analysis of data from the lived experience of twelve women refugee entrepreneurs. Three prominent themes emerge from the women's own narratives of their entrepreneurial journey – self‐reconstruction, social capital, and resilience. Our findings reveal the complexities of self‐reconstruction and socialization as experienced by refugee women entrepreneurs – for whom "push" factors take precedence over "pull" factors with the explicit understanding that the onus is on them to survive with their own resilience. We argue that offering people hope of a new life means offering them meaningful choices, built on forms of economic activity whose sustainability over the long term is evidenced by the positive supports available to make sure economic activity succeeds. The dual citizenship has been the subject of intense political debate in Pakistan barring the elected representatives, in parliament, the provincial assemblies and the presidency, from holding dual nationality. The perceptions that holding a foreign citizenship challenges the undiluted loyalty to country further engender question mark over their political participation in country's affairs. A qualitative study has been carried out in the city of Rawalpindi to explore the stance of Pakistani nationals on such exclusion of Pakistani dual citizens from mainstream politics of Pakistan asking should the individual's association to the state be an exclusive one? In this paper, in‐depth interviews were conducted with a sample of 40 male and female respondents (22 Pakistani citizens, 18 Pakistani dual citizens) and 6 constitutional experts. The results indicate distrust among Pakistani citizens when considering dual citizens' right of representation in general elections of Pakistan, stemming from a mistrust of their "split loyalties". With the outbreak of civil war in Syria, Turkey has become the host of the largest refugee population in the world. In a country where reliable population registration systems are only recently established and where no extensive legal arrangements on migration existed prior to the Syrian crisis, the whole refugee situation was handled rather unsystematically, with ever‐changing institutions and regulations, and various iterations of both. In this paper we present the demographic statistics that have been made public by different sources from the beginning of the crisis up to today because they are hard to reach in one place accompanied by relevant institutional changes; with the aim of assessing the current demographic data and revealing what is missing. At a time when the belief in a welfare crisis is being connected to a so‐called "migration crisis", in particular in the United Kingdom, it is important to look at the lived experiences of mobile EU citizens and the influence of transnational social protection practices. The article introduces the concept of a "migration‐welfare corridor" – as opposed to the widespread welfare magnet hypothesis – taking into consideration the role of welfare systems in origin and destination countries at different stages of a migrant's life cycle, the changing nature of the welfare habitus as well as migrants' attitudes towards what can be defined as welfare chauvinism. Looking specifically at the case of Spanish and Polish migrants in the UK who have reacted to this protracted environment of deterrence, particularly in respect to their welfare rights, this paper discusses several dimensions that should be taken into consideration when analyzing transnational social protection practices from below. Migrant women's organizations, UN Women, and civil society advocacy networks have mobilized to call for greater gender‐responsiveness in migration governance. The development of the Global Compacts on Migration and Refugees presented an important opportunity to continue enhancing the international framework for protecting the rights of women and men on the move. This article asks: How has gender been understood/invoked during proceedings leading up to their adoption? In what ways is it incorporated in the resulting compacts and their operationalization? What are the gains and missed opportunities for gender‐responsiveness? Drawing on data gathered through participant observation in the global compact on migration preparatory meetings and member state negotiations in Geneva and New York, and policy analysis of the drafts of both compacts, this paper aims to determine the extent to which the compacts, and the plans to operationalize them, serve to widen or close the gender gap. The Global Compacts on Migration (GCM) and Refugees (GCR) include policy recommendations that aim to increase opportunities for legal labour migration, improve protections for migrant workers, and provide refugees with 'complementary pathways' to enhanced protection via labour mobility. This paper explains why there are large gaps between these policy recommendations and the labour market policies and realities in the countries that host most of the world's migrant workers. These gaps between ideals and realities are likely to limit the effective implementation of the GCM/GCR recommendations on labour migration. In this paper we focus on adapting the concept of push – pull factors to forced migration by proposing a "push out – push back" approach that underlines two most crucial elements of forced migrants' experience. On the one hand, it stresses the reasons for leaving countries of origin or of temporary refuge that are not dependant on the will of people who flew those places, thus the "push out" factors. On the other hand, it represents the refusal of the countries of the Global North to accept forced migrants and their use of various practices, amounting to "push back" factors, to prevent them from entering or leaving their territory if they manage to reach it. Recent scholarship emphasizes differences among ethnic groups' internal migration patterns. Yet, with few exceptions, research has focused on the Anglo-American world, neglecting experiences from other regions. This paper is part of a larger research project that studies mobility among the Arab minority in Israel and its driving forces. In this paper we examine patterns of internal migration by analysing the propensity to migrate as well as migrants' individual and social characteristics. First, we survey the theoretical backdrop that is suggested by recent geographic literature on internal migration among ethnic and racial minorities, including native groups. Second, we contextualize the group studied, providing necessary background information on the political, socio-economic and demographic conditions of Arabs in Israel. We briefly discuss attributes that are - or have been - potential hindering factors to Arab mobility in the Jewish state. Finally, we analyse 1995 national census data at the micro scale and provide a basis for future explanations of the phenomenon. In this paper, we examine individuals' career migration across international borders. It is widely recognized that globalization has fundamental implications for the careers of people across geographical and cultural boundaries. However, our understanding of the interplay of migration, career development and national/cultural identities remains undeveloped within the extant literature. In this paper, we seek to offer insights into this relationship. Focusing on Indian scientists, an occupational group whose careers have long been associated with movement around the world, in this paper we examine these issues. Empirically, we examine three themes: why Indian scientists see international mobility as important in the development of their careers; continued links with India; and the interplay of national/cultural affiliation and respondents' career experiences. In light of our findings, in the discussion section we argue that considering Indian scientists as a career diaspora highlights three important features that in the main have received only limited attention in the extant literature: career as a social form and process; the notion of the scientific career as a cultural product; and the interrelationship of career and national/cultural affiliation as ongoing facets of individuals' identities as they develop diasporic careers. China and India have the world's two largest populations and have long been major sources of migrants to other countries. In recent years, movements of Chinese and Indians for study and work overseas have been affected by developments in policies at their chosen destinations as well as at home. The flows of Chinese and Indian students and skilled migrants in the second decade of the 21st century are occurring within quite different political and economic contexts from those that prevailed even as recently as a decade ago. In the first part of this brief editorial introduction, we introduce some features of contemporary Chinese and Indian migration. The four substantive papers in the special section are then introduced, the first two with reference to the changing Asian migration patterns, and the remaining two addressing the changing dynamics of migration. This paper describes an instrument developed in Italy by the ISMU Foundation to measure the level of integration of immigrants present in the country. The instrument consists of an index based on data collected by means of a structured questionnaire. The paper first describes the technical characteristics of this instrument and the main results obtained from its first, experimental use with the administration of over 12,000 interviews in Italy. There follow some critical notes on the limits and potential of the application of synthetic indexes in the analysis of migratory processes, and particularly in study of the integration of immigrants. Close to 20 percent of the Swedish population are of immigrant origin; one in eight is foreign-born. About 45 percent of all immigrants originate from outside Europe and most of these have entered the country as refugees or relatives of refugees. Issues connected to immigration, including the number of immigrants, settlement patterns and level of social integration of ethnic minorities, have been much discussed in Sweden in recent decades. This paper focuses on the integration of Latin American immigrants in Sweden. It compares the level of integration - measured as educational achievement, labour market participation, income and housing - experienced by first and second generation migrants. I use register information allowing me to include all 1st and 2nd generation Latin Americans that have lived in Sweden between 1990 and 2006 (in total 127,000 individuals). Data are longitudinal, which means that individuals can be followed over time. I make use of the longitudinal material in order to study changes in residential patterns and in attempts to explain educational and employment outcomes for second generation Latin Americans. The general conclusion of the paper is that in terms of integration, LAC immigrants have an intermediate position compared to other immigrant categories; they are often better off than people from Africa and the Middle East but clearly below the level experienced by some other migrants, especially those from Western Europe. This cannot be explained by level of education. The average level of education is high for first generation immigrants from LA countries. For many people, the level of labour market participation and income increase over time but one important result of this analysis is that second generation Latin Americans seem to do less well in Sweden compared to many other second generation migrants.
