Immigrant‐run businesses are playing an increasingly important role in the Polish economy. This paper focuses on the patterns of entrepreneurship and ethnic economy employment among Chinese and Vietnamese immigrants residing in the Warsaw metropolitan area (WMA). It uses microdata from a survey of Vietnamese and Chinese residents of the WMA and employs logistic regression analysis in order to assess the factors that affect the odds of entrepreneurship and ethnic economy employment among them. Subsequently, the paper analyses the impact of entrepreneurship and ethnic economy employment on the earnings of Vietnamese and Chinese citizens living in the WMA. Empirical analysis demonstrates that Vietnamese and Chinese immigrants are not pushed to become entrepreneurs by an opportunity structure that blocks alternative options and enjoy significantly higher incomes than native‐born Polish citizens. The ethnic economy becomes a temporary adjustment mechanism for newly arrived migrants but is not lucrative for longer‐term residents of these two origins. [ABSTRACT FROM AUTHOR]

Abstract This paper aims to provide a comprehensive overview of the policies pursued by the People's Republic of China (PRC) regarding the emigration of Chinese nationals. Most of the available literature on migration management has focused on receiving countries. With a few exceptions, little attention has been directed at migration management policies pursued in countries of origin. In the case of the PRC, policies regarding overseas Chinese have been fairly well documented and researched, but very little has been written about how the Chinese authorities manage ongoing emigration flows. This gap becomes particularly salient as the importance of the “partnership with the countries of origin” in devising migration policies is being increasingly acknowledged by receiving countries in Europe (Commission of the European Communities, 2000). Over the last 20 years, there have been significant changes in the Chinese Government's policies and perspectives on emigration. But, just like most other governments, the Chinese authorities do not have a single blanket policy covering all categories of emigrants. Emigration is normally managed on a case-by-case basis and the Government's attitude toward the same type of emigration may vary depending on different cases and circumstances. Because of this, this article examines China's major emigration-related policy spheres one by one. Specifically, six issues will be discussed: (1) exit control; (2) diaspora policy; (3) student migration; (4) labour export; (5) regulations on emigration agencies and, finally (6) the Government's response to human smuggling. This article shows both the coherence and the fragmentation in China's policies toward emigration. The coherence is due to the fact that all the policies are inherently linked to China's overall economic and social development strategy. The emigration management regime is sometimes fragmented partly because emigration consists of different streams and is handled by different Government departments, partly because some emigration issues (such as regulations on emigration agents) are very new for the Chinese Government and the authorities are still exploring them. Overall, the Chinese authorities increasingly see emigration as a means to enhance China's integration to the world and are keen to avoid conflicts with the international community over migration issues. At the same time, China's emigration policies need to be more balanced, in particular, the emigration of unskilled labour should be given more priority. [ABSTRACT FROM AUTHOR]

In 2011, Portugal launched a residence permit programme to attract foreign investment from non‐EU citizens, with Chinese business migrants representing those taking most advantage of this initiative. This paper analyses this policy measure and assesses its social consequences, as a new way that Chinese migrants have to enter Portugal. Firstly, we characterise this programme by identifying its principles and legal requirements, using official data from 2012 to 2018. We then describe the emergence of this type of residence permit as a response to the financial crisis of 2011, and as part of a neoliberal political rationality that has guided a governance model since this time. Next, we characterise the profile of Chinese citizens who benefit from this initiative and claim residence permits on the basis of their economic power. Finally, we discuss the social and political implications of this kind of entrance to Portugal, to provide some insights for policymakers. [ABSTRACT FROM AUTHOR]

Using data from several Chinese censuses and surveys, we provide a new perspective for the study of international migration. Focusing on the trends of international migration from China and Fujian province between 1982 and 2000, several findings emerge. First, Fujian and Yunnan provinces became the leading immigrant-sending provinces in China by 2000. Second, changes in socio-economic selectivity among emigrants from Fujian province from 1990 to 1995 are also clearly revealed in our analysis. The shift from urbanites to rural peasants among the emigrant population is particularly noteworthy. Third, in the context of Fujian province, factors such as age, education, rural/urban status, and occupation (especially the service sector) are the most important predictors of emigration. Abstract As globalization spread during the 1990s, and especially since the turn of the millennium, European states have increasingly claimed their right to assert their sovereignty by regulating migration at the level of the individual (OECD, 2001: 76–81). Political parties have succeeded in gaining support on policy statements pertaining exclusively to migration. For example, recent legislation in Denmark restricts the categories of persons eligible as refugees to “Convention refugees” satisfying only the narrowest international criteria set out in the UN Refugee Convention. The civil rights of asylum seekers are restricted by prohibiting marriage while their applications are under review. To limit family reunification among immigrants, the present Danish Government has even prohibited immigrants with permanent residence status and Danish citizens from bringing non-Danish spouses under age 24 into the country. These attempts at border enforcement and immigration control have been described by some critics as the endeavours of European Union (EU) members to build a “Fortress Europe” against immigrants from developing countries. Policy decisions and the implementation of various measures from finger printing to radar surveillance to control immigrants have corroborated such perceptions, but this paper will show that gaining entry to a highly controlled country such as Denmark from a poorer country such as the People's Republic of China (PRC) is fairly straightforward. Politicians may wish to convey the impression of being in control of international mobility by launching diverse anti-immigration acts, but since the immigration embargo of the early 1970s all EU countries have received millions of immigrants, and increasingly permit or accept immigrants of various kinds to reside and work within their borders (Boeri et al., 2002). Immigration from developing countries is not evenly distributed throughout the EU, but rather targets specific destinations. This article will attempt to explain the direction of Chinese immigration flows to Europe in response to labour-market demand, rather than as a consequence of “loopholes” in a country's legal or welfare provisions. By analysing historical and demographic data on the PRC Chinese in Denmark, I attempt to demonstrate that, despite being a European country with one of the lowest asylum rejection rates for PRC Chinese, the scope of Chinese asylum seekers and regular and irregular migrants arriving by way of family reunification remained limited in the 1990s compared to southern, central, and eastern European countries. My analysis of Danish data in relation to Chinese migration suggest that destinations related to the globalization of Chinese migration is more determined by labour and capital markets than the presumed attraction of social welfare benefits provided by a European welfare state such as Denmark. Abstract Like the United Kingdom and the Netherlands, France is one of the major centres of Chinese migration in Europe. Chinese sojourners arrived in France at the beginning of the twentieth century and the 1911 census showed the presence of 238 Chinese in the country. From 1900 to World War I, this little community remained heterogeneous in its socio-economic and professional composition (Archaimbault, 1952). Changes in this community occurred during World War I when the lack of labourers led the French Government to recruit 140,000 Chinese workers (Wou, 1939). The 2,000 to 4,000 Chinese who remained in France after the war constituted the basis of a Chinese community in France. In the 1920s, they were joined by some 2,000 student labourers (Wang, 2001; Bailey, 1988). From the 1920s to the 1940s, Zhejiang immigration in France rose until World War II and the rise of the communist party in China stopped the movement. Yet, Chinese immigration did not cease. Migrants of Chinese origin arrived essentially from the old French Indochina (Viet Nam-Laos-Cambodia) (Le, 1995). Immigration from these countries increased in the 1970s when different conflicts occurred. From the late 1970s to the early 1980s, France also saw the arrival, albeit in smaller numbers, of Chinese from Hong Kong and Taiwan, family members of citizens of the People's Republic of China (PRC). The new wave of Chinese migration from PRC started in the mid-1980s and grew steadily until now, with some peaks, e.g. in the mid-1990s. Recent fieldwork in France approached this community, in particular, those living in France with a precarious administrative status (asylum seekers or clandestine migrants). In general, the situation of the population covered by this fieldwork was still precarious. Although the paper does not include other categories such as students, entrepreneurs, or researchers, it is nevertheless possible to gather some details on the basis of French official data and reports. The following sections deal with the growing Chinese presence in France, and their precarious status. Most recent research tends to show a diversified Chinese migrant population profile; it also shows that they are still primarily active in the French ethnic Chinese market. Abstract During the past 15 years, the Chinese migrant community in Spain has grown significantly. Originally a small and dispersed population, it now ranks fourth among the migrant groups from non-European Union (EU) countries. Its increasing presence in daily urban life is evident everywhere. Even though the Chinese community has a long history of settlement in Spain, the Spanish population still considers the Chinese as a closed and somewhat mysterious community. References to exaggerated stereotypes and prejudices regarding their activities and social organization can often be overheard in daily conversations. However, China, usually considered exotic and remote, has recently assumed greater importance in Spain's foreign policy. Thus, the Spanish Government has drawn up the Asia-Pacific Framework Plan for 2000–2002 as part of its international policy considerations, thereby extending its interests to include areas well beyond its traditional foreign policy focus on Latin America. The Government's objectives are to expand its economic relations with Asia, to enhance trade and tourism with the area, expand the development cooperation with China, the Philippines, and Viet Nam — countries defined as top priorities for the Spanish Government — and to reinforce linguistic and cultural ties with these countries (Bejarano, 2002). In support of the Asia-Pacific Framework Plan, the Casa Asia (House of Asia) was established in Barcelona in 2002, an institution created to organize academic and artistic activities in order to promote the knowledge of the region among Spaniards, and to foster political, economic, and cultural relations with Asia. The Government intends to pursue two important objectives related to the increasing commitments it is seeking to establish with China, and which are also of relevance to the overseas Chinese as the principal social actors involved. First, the strengthening of commercial exchanges with the People's Republic of China (PRC) are likely to benefit import-export activities among the Chinese migrants, and be supported by their knowledge and practical experience of the respective social environments. Second, the dissemination of information on Spain is expected to establish and maintain stronger links in both directions. In the near future, these initiatives may also be instrumental in increasing the movement of people between China and Spain. Besides these primary objectives, the initiative pursues another important aim — the promotion of the social integration of the Chinese migrant community in the country. This paper addresses these issues, including data sources and their availability on Chinese migrants in Spain, the relevant local legal framework and how it influences the development of the Chinese migrant group, its sociodemographic composition, and migratory patterns. Abstract Most of the work on the early history of Chinese migration to eastern Europe, that is, the first half of the twentieth century, has been written by Russian scholars. Contemporary sources — accounts of Russian travellers and government documents — are overwhelmingly preoccupied with migration to the Russian Asian territories. But the interest in Chinese immigration since the 1990s has resulted in considerable attention being paid to the historical background as well, notably by Larin (1998, 2000) and Saveliev (2002). Chinese scholarship on Chinese labour in Europe during World War I (e.g. S. Chen, 1986) only devotes little space to eastern Europe. Yet, Chinese migration to eastern Europe has a particular policy interest because in the past decade it has proven to be predictive of trends in Europe as a whole. A new flow of entrepreneurial migrants, who often had no connection to the historical, rural-based chains of migration that produced the earlier Chinese migrant populations of western Europe, found it possible and profitable to do business and settle on the European periphery during a brief period of liberal migration controls. Erratic crackdowns on illegal migration in the absence of thought-through migration regimes resulted in a volatile situation, periodically generating migration flows from one country in the region to another. These were facilitated by, and gave further rise to, networks of kinship and information spanning both eastern and western Europe. While this paper focuses on Hungary, it also attempts to review information on other eastern European countries (particularly Russia, Romania, Yugoslavia, and the Czech Republic) where it is available. In doing so, it intends to fill a gap in information on Chinese in eastern Europe until more substantial research is produced, as well as to highlight the common features of, and links between, Chinese migration into individual eastern European countries as well as into western Europe. Internal migration has a strong impact on population redistribution, and plays a significant role in social cohesion. In Italy, the foreign population is a mosaic made up of minorities with different demographic characteristics. The aim of this study is to unveil, by means of a gravity model and using data from the Italian population register from 2014 to 2017, significant differences between national and foreign citizens' inter‐provincial migration patterns. Some migrants, such as the Ukrainian citizens, follow a process of spatial assimilation while others, as in the case of Chinese citizens, respond to the call of migration networks. The role played by the distance of the inter‐provincial migration in making these moves is also different, and varies from citizenship to citizenship: Indians and Albanians are more willing to travel longer distances; conversely, Romanians and Ukrainians frequently opt for shorter moves. Abstract: This study compares the US and Canada on the gap in earnings between Chinese immigrants and native‐born whites. Canada and the US are arguably more alike than most possible country pairings, yet they differ in significant ways in their approaches to immigration and integration. The primary difference between Canada and the US regarding immigration policy is that Canada selects a larger proportion of economic immigrants – that is, those admitted based on their ability to contribute to the economy – than the US's focus on family reunification. Canadian immigration and multicultural integration policy does not appear to improve Chinese immigrant earnings in the way that might be predicted from Canada's skilled‐based immigrant selection policy and welcoming social context. In spite of a more laissez‐faire approach to immigrant integration and a less skill‐selective immigration policy, we show that Chinese immigrants are earning relatively more in the US than in Canada. Nations across the world and through time have used skilled migration mechanisms to boost economic growth and workforce competitiveness. However, effectively using these talents from abroad and transforming this collective human capital into valuable social capital is an on-going challenge. This study applies a case study analysis of skilled migrants from China and India in South Australia and finds that there are multiple barriers to the successful integration of skilled migrants. These barriers tend to block the effective utilization of migrants' skills and reduce the ability to advance social capital in the community. The study concludes by putting forward various policy recommendations to overcome these obstacles and outlines ideas for an effective application of a skilled migrant programme. Abstract Chinese migration to Germany is not very well documented, even though sojourners arrived in this country as early as the first half of the eighteenth century. There is some research on particular issues in specific historical contexts, such as the discrimination and persecution during the Third Reich (Yü-Dembski, 1996, 1997), Chinese students in Germany between 1860 and 1945 (Harnisch, 1999), Chinese-German mixed marriages (Groeling-Che, 1991), and irregular immigration and human trafficking during the 1980s and 1990s (Giese, 1999a). Yet, no systematic research on the history of Chinese migration or continuous analysis of more recent migration trends and related political issues has been carried out so far. Some of the reasons for this include: Chinese communities have always formed only a small minority among the non-German population; after World War II, Chinese communities were dispersed over the whole of (West) Germany and they have not created any visible “Chinatown” yet; and, until very recently, there seemed to be virtually no political or social problems related to Chinese migrants, and the few emerging political issues still appear insignificant compared to those related to other ethnic groups. As a result, Chinese immigration and the lives of Chinese migrants — widely ignored as a potential research topic for Modern China Studies in Germany — have not yet received attention from scholars of social sciences. This article will attempt to offer a comprehensive summary of the history of new Chinese migration to Germany from the early 1970s to the end of the second millennium. Mainly based on official statistics, it will then discuss recent trends in Chinese immigration for different groups of migrants since the 1990s, focusing on policy-related issues and political implications of these recent and potential future developments. Abstract Italy joined the group of European nations with a positive migratory balance in 1980, but now the presence of an immigrant workforce is definitely embedded in the Italian development model. The shift from a net emigration to net immigration country occurred when the internal migration from southern Italy, which had provided the factories in northern Italy with the necessary manpower for their economic development, was coming to an end, and productive decentralization was beginning with the re-emergence of small businesses. Twenty years later, small dynamic businesses that are mainly clustered in industrial districts specializing in local production are a distinctive feature of the Italian economy to the extent that among industrialized countries Italy counts the largest number of small businesses and the lowest number of employees per business (Accornero, 2000). Starting from the 1980s, opportunities for a low-skilled labour force opened for new migrants mainly in these productive activities. In addition, throughout the 1980s and the 1990s niche opportunities for self-employment in workshops producing for Italian suppliers were also appearing or expanding. Among other migrant groups arriving in Italy were those of Chinese origin. The crucial time for the recent migration flow from China to Italy — either directly or via other European countries, such as France and Holland — can be dated from the early 1980s. Since then, a succession of unskilled workers originating almost exclusively from the south-eastern Chinese province of Zhejiang arrived in the country, after the family-based chains of emigration that had almost come to a halt during the years of the Cultural Revolution had again been revitalized. The number of immigrants of Chinese origin has grown rapidly over the last 20 years, as has the number of businesses owned by the Chinese. By today, the Chinese migrant community shows the strongest entrepreneurial aptitude, and, according to recent national data, account for the largest number of small business owners among non-European Union (EU) immigrants in Italy. Unlike the situation in most of the western European countries, such as Great Britain and the Netherlands, where the Chinese are active mainly in the catering service, in Italy their main areas of activity are the production of ready-to-wear garments, leather garments and bags, and woollen sweaters. Until recently, these seemed to be the only productive sectors open to Chinese immigrants. However, new trends are emerging in the employment patterns of the Chinese in Italy. The two most striking new features are the expansion from performing only simple manufacturing tasks for Italian suppliers to actually managing the entire productive process in the garment sector, and the growing employment in Italian firms, especially in the dynamic industrial districts where migrants of other origins were already working in large numbers.
