This paper provides an overview of the problematic state of Philippine democracy that has long been attributed to the nation's history of colonial rule, widespread poverty and inequality, oligarchic structures, and dysfunctional institutions. It focuses on the role of education and Social Studies Education, specifically, in cultivating in Filipino citizens skills and attitudes necessary for active participation in deliberative democracy. Drawing from Dewey's philosophy of progressivist and democratic education, Peirce's notion of community of inquiry, as well as Lipman's Philosophy for/with Children, it sketches how Social Studies situated in classroom communities of inquiry will help develop communitarian dispositions and inquiry skills that are indispensable in a healthy and vibrant democracy. While it is recognized that there are numerous other pedagogies that aim at similar purposes, it is argued that the community of inquiry enables a unique and robust learning process that allows students to think reflectively, explore various contexts and experiences, question their assumptions, identify their prejudices, and make their own conclusions through deliberative, intersubjective dialogue.

Patriotism is an important and well-accepted value in educational institutions. As a civic virtue, it has always been included in education/training programs. This study aims to compare research articles on teaching of patriotism that were conducted in the last 20 years. The document analysis method was employed in the study for this purpose. The data were collected through the international databases e.g. Wiley, Jstore, Elsevier, Taylor & Francis. 218 articles were found by searching the keywords "patriotism", "patriotic education", and "teaching of patriotism". Upon initial analysis, it was decided that 110 articles would serve the purpose of this study. Content analysis technique was employed to reveal patterns of the selected articles. The number of articles published on patriotic education in each countries, the publication dates of these articles and the comparison of these articles according to countries, purposes, is presented in this study. The paper at hand shows that only some articles have a critical perspective on patriotism. Implications are made based on results.

When considered the basis of social studies, it can be seen that citizenship and citizenship-related issues are of vital importance. After the industrial revolution and immigration, education was considered as a solution to keep people together healthily who have serious problems with each other and are from different cultures. Within the context of this solution, raising citizens capable of living in society was aimed and this duty was given to social studies education programs. During the time, different forms and perceptions of citizenship have emerged and expectations of countries/governments from their citizens have changed. In the course of globalization, perceptions and expectations of citizens also have been transformed. In past, raising citizens obeying the state was the aim, today the expectation is to raise citizens who can carry their states, nations and even the world to higher levels and who can criticize, explore, solve problems and develop themselves at a national and universal level. Since human beings have to live together with different cultures and nations, they are expected to respect different ones from themselves and to be loyal to democratic values with a sense of tolerance. Today, the concept of citizenship cannot be considered without democracy and values of democracy. It is also important to reveal what social studies candidate teachers understand from the combination of citizenship and democracy concepts, which have crucial place in the nature of social studies and its education. For this reason, the aim of this research is to reveal the opinions of social studies candidate teachers on democracy and citizenship. This research is carried out using a qualitative research method. Social studies candidate teachers educated at Ege University makes up the study group of this research. In the study, opinions of social studies candidate teachers were received using a questionnaire consisting of open-ended questions. The research is carried out with 165 participants in total based on a voluntary basis. However, blank and meaningless data is eliminated and thus data of 135 participants is used in total. Data is collected with an open-ended questionnaire and is analyzed using content analysis method. In the result of the research, social studies candidate teachers defined citizenship as duties and responsibilities and they defined democracy rights-liberties and duties-responsibilities when they defined the concepts of democracy and citizenship. It can be said that according to social studies candidate teachers, democracy gives the meaning of rights and liberties to citizenship concept. They expressed a relation between two concepts and mentioned basic values/characteristics of democracy such as equality, justice, tolerance, freedom. However, results of this study demonstrate the necessity of a license program or teacher education program that handles the citizenship with a multi-dimensional and constructivist approach. Despite differences among progressive educators, they share the conviction that democracy means active participation by all citizens in the social, political, and economic decisions of their countries. The aim of this paper is to explore how Georgia is meeting goals and perspectives of progressive education by widely implementing civic education programs in schools and how its schools are developing a civic society. The paper highlights the 2010 inaugural national needs assessment, which studied conditions and attitudes towards civic education. The qualitative and quantitative results revealed the importance of civic education to diverse stakeholders. Civic education develops civic understanding founded on liberal and democratic values and helps students to comprehend their rights and responsibilities for their family, community, and state. Civic education developments in Georgia include adopting the diversity principle, empowering teachers to select and implement educational process, and using modern educational technologies and foreign pedagogical innovations.

This paper proposes a project that aims to construct a general framework of civic competency that will help understand civic competence as a blended measure of civic knowledge, skills, attitudes, values, beliefs, behavioural intentions and behaviours. By distinguishing between civic potential, civic behaviour and civic outcomes, with empirical datasets from the International Civic and Citizenship Education Study (ICCS) on 14 year-old European students, the framework will describe how these constructs are related and measured, and show their impact on future civic competence and active citizenship. In this project, by considering the effect of different social, political and cultural contexts, the framework will accommodate measures of civic dimensions that are common to all societies as well as those specific to particular societies and regions. This will challenge the quest for a universal model for civic competence. Given that cultivating civically competent citizens ready for active citizenship is an important educational outcome for many educational systems, this paper has the potential to expand understanding of citizenship, citizenship education and the relation of the two. Education for active citizenship has been a key development in social policy over the past two decades, leading to a number of initiatives that have sought to strengthen political, social and moral literacy. This paper briefly reviews the UK policy context by situating this within communitarian definitions of citizenship. Despite the growth of initiatives designed to promote active citizenship, there has been comparatively little focus on the role of universities in addressing locally based civic, social and political challenges. Drawing on literature and a case-study of an innovative university community engagement project, this paper investigates to what extent universities can--and should--play a more active role in their local communities. In doing so, the paper argues that a potential "public good" value of universities can emerge. (Contains 6 footnotes.)

The heightened focus on "active" citizenship in New Zealand's current curriculum (Ministry of Education, 2007) mirrors a pattern observed in many nation's curricula in the past decade. The scale of active citizenship in this curriculum includes an expectation that students will participate in local and national communities but also extends to participation in "global communities". Recognising that citizenship is a hotly contested concept, how do teaching departments, as collective curriculum "gatekeepers", understand, interpret and enact such curriculum requirements? This paper describes the perceptions and practices toward active citizenship of New Zealand social studies teachers (n = 27) from four differing geographic and socio-economic secondary school communities. This study reveals significant differences in the scale of teachers' citizenship orientations with lower socio-economic school communities prioritising locally-focused citizenship and higher socio-economic communities favouring national and global orientations. Applying a Bourdieusian analysis, the author posits that these diverse perceptions and practices are socially and culturally constituted and reinforced by the shared doxa within school communities. Understanding these differing perceptions of "active" citizenship is essential to gain more nuanced perspectives on how citizenship education is enacted and practised in classrooms. In the last decades, Citizenship Education (CE) has been at the forefront of both educational policies and international research regarding curriculum design and impact on pupils' knowledge, values and skills. However, not only what citizenship "is" is diversely conceived by different democratic traditions (Eisenstadt, 2000; Heater, 1999) but, obviously, CE also involves organisations beyond the walls of schools. This paper confronts educational policies with the views of non-governmental organisations (NGOs) in 20 European countries. Results suggest that the vision of CE as a priority in educational policy documents is questioned by NGOs that consider schools are too focused on formal democracy and overemphasize respect for rules, values and responsibilities, rather than promoting critical, informed and active citizens. Especially in countries with an authoritarian past, NGOs consider that models of conformism and submission are still dominant, and emphasize the role of CE in promoting a strong civil society. The central aim of the present paper is to examine, from the Social Studies, Modern Languages, and Science Education perspectives, the role of the Project Citizen initiative in school communities of Bolivia. To that end, Project Citizen in Bolivia, during its first three years of implementation will be discussed, followed by views from each field (Social Studies, Foreign Languages, and Science Education) regarding the effect of this educational approach in Bolivian schools. For this purpose, the four core values suggested by Robinson and Taylor (2007) will serve as a framework to explore student voice: 1. A conception of communication as dialogue, 2. The requirement for participation and democratic inclusivity, 3. The recognition that power relations are unequal and problematic, and 4. The possibility for change and transformation.

In this paper, we examine the current siege on progressivism in light of these dual tendencies from both an historical and contemporary perspective. We defend the democratic objectives of progressive education from various contemporary attacks that view student-centered learning as academically inefficacious. With the assistance of Dewey's arguments, we argue that public schools should produce students prepared to assume their democratic citizenship responsibilities by pursuing the liberal humanistic strand of progressive education. We believe that progressive education approaches that emphasize student centered learning and conjoint decision-making afford an indispensable element to achieve that critically important objective.

This paper examines the progressive understanding of art advanced by Albert Barnes, and asks how the educational vision for his large collection of art might be preserved as it has now moves from its location in the idyllic suburban setting in Merion, PA to the hustle and bustle of central Philadelphia. I submit that the vision will be endangered unless the intent of the collector, Barnes, is clearly understood. For Barnes the collection was for the purpose of educating and not just for viewing. While the move in itself need not diminish this purpose it will take considerable attention to realize the education vision in the way that Barnes intended. In the process of making this argument I examine the mutual influence of Albert Barnes and Dewey on progressive views about aesthetic education and also on their views about the role that aesthetics plays in democracy.
