The concept of 'lifelong learning' or shōgai gakushu has rapidly become one of the topmost priorities in Japan's education policy agenda. This was considerably evident in December 2006 when the term 'lifelong learning' was added to Japan's educational charter, the Fundamental Law of Education. This paper explores, as a means to develop Japan's new lifelong learning policy, the lessons that can be learnt through an examination of the European countries' efforts to build a knowledge economy, where lifelong learning is regarded as the key solution in overcoming several important social and economic concerns. In this paper, I first examine the current situation of lifelong learning in Japan, employing the ethnographic data that I have collected since 2001. Second, I provide a brief review of the European lifelong learning policy, which is one of the priority guidelines in the European Union. Under the Lisbon Strategy, for example, the argument on European lifelong learning theoretically centres on developing human capital in order to survive in the global knowledge economy. Lastly, referring to the European experience over the past decade, I propose to directly connect Japan's latest policy development regarding lifelong learning with the trend of building human capital through lifelong learning in order to enhance its competitiveness in the era of globalisation. This paper explores the social dimension of lifelong learning from the perspective of demographics, with particular focus on the issue of the birth of fewer children, which has become one of the most important current social issues in Japanese society. When considering hie relationship between lifelong learning and demographics, the issues arising from an ageing population are usually the focus of policy-makers. This perspective often overlooks crucial children's issues, such as child development and the influence of the child's daily environment. This paper suggests that it is necessary to analyse the issues arising from a society with fewer children independent of the concept of an aged society with fewer children in an attempt to emphasize these essential issues. The presented relationship between lifelong learning and the issues surrounding the birth of fewer children is based on two perspectives. The first perspective seeks to remove barriers such as the economic burden of educating children and the traditional stereotypical gender-roles that have contributed to the birth of fewer children. The second perspective includes a response to the negative influences that the birth of fewer children has had on family's experiences of child rearing and on children's growth. Specifically, this paper develops the second perspective by focusing on three aspects: the development of children's social skills; children's growth as influenced by a high adult-child ratio; a decline in the quality of child rearing. Three issues are identified as necessary in order to build a Japanese society that fosters children: (1) embracing the concept of the "family-friendly company'; (2) creating opportunities for mixed age groups to participate in learning programmes based on communities and schools; (3) reconsidering an intergenerational exchange programme. Various conceptualizations of lifelong learning have been developed and various practices of lifelong learning have been identified. This paper introduces several recent conceptualizations of lifelong learning before considering the case for Japan, both in general and through examination of the state of lifelong learning in a rural prefecture and a case study of one lifelong learning programme in a rural city. While the case for the prefecture as a whole mirrors the literature on lifelong learning in Japan, the case study presents four specific characteristics that may direct future development of lifelong learning programmes as well as research: a clearly stated societal objective, a knowledge and skills curriculum, participant accountability, and social visibility and presence. Lifelong learning is realized in different ways in different countries. Socio-economic and cultural factors are important determinants of implementation. Japan is a self-styled 'maturing' society with an ageing population. It is wealthy, but undergoing rapid social, economic and technological change that poses a threat to its sense of community. Its economy is faltering for the first time since reconstruction after World War II. In the author's view, based on desk study and a visit to relevant agencies in Nagoya and Tokyo in June 1999, lifelong learning is seen to be a key means for addressing these three central issues – ageing, community and economic change. National bodies have deliberated on the problems and informed themselves of needs and options for development. They have articulated policies to promote and celebrate learning of all kinds at any point of life through adult, vocational and community education. Initial education is perceived to have a key role in inculcating aptitude for, and positive attitudes towards, learning over the lifespan. This paper argues that, in Japan, lifelong learning is viewed as a 'lifeline' i.e. a vital means of communication on these issues between the national 'think tanks', bureaucrats and the Japanese public. Some people in Japanese society have been classified as 'invisible' because they could not complete their compulsory elementary school education and have failed to assimilate into mainstream society. The 2010 Japan Census identified about 1.3 people per thousand over 15 years old who had not graduated from elementary school. However, the circumstances that prevented them from completing their compulsory elementary school education and their current challenges in accessing lifelong learning have yet to be researched. In an attempt to investigate these two issues, quasi-experimental panel data analysis with count data was applied to determine the characteristics of invisible people using the Japan census data disaggregated by the district for all residents and decomposed of environmental and war factors, thus unravelling the geographic anomaly in the national data. Estimation results showed that their features can be explained by three multi-level layers: 1) an explanation due to personal conditions: being in a state of poverty, 2) an explanation created by differences in nationality, and 3) identification from environmental factors, such as geographical isolation and the Battle of Okinawa. In Japan the use of the term lifelong education has become widespread throughout the 1990s and is central to educational policies, which actively tackle crucial subjects that take place in a wide area of education in a drastically changing contemporary society. This paper examines in detail the present situation of the development of lifelong education, in particular concerning adults, relating to the traditional ideas and systems on education called a highly school-centred society. These traditional ideas and systems, even today in Japan, have still functioned to greatly value school credentials and disturb the widening of the participation of adults in lifelong education, nevertheless adults have stood in need of continuously studying up-to-date knowledge and skills in a wide range of areas and at a different level throughout their working lives. This report describes the current state of affairs and reform in Japan in 2007 of the theory, policy, and practice of lifelong education. As in most countries, Japan has been talking of decentralisation in government, of giving more local autonomy to communities and of promoting individuality in education. In line with these aims, the government has said it promotes lifelong learning for the economic security, wellbeing, and the quality of life of the people in the new millennium. The fall in birth rate and rise in the proportion of old-aged pensioners have supported the general reform towards lifelong learning. However, recently it seems that the government has switched to focus on more tightly controlling school education which had been liberalised during the past 10 years—leading some to feel that the government was using recent adolescent crime and delinquency as a guise to recover centralised influence in schools. Some observers have interpreted this re-focus on school education reform as abandoning the drive towards individual autonomy and lifelong learning. The new revisions to education laws and the prevailing socioeconomics surrounding education are summarised. Based on a full literature survey, theory and analysis on how to initiate the social intrinsic motivation to lifelong learning, this study shows that the government is likely on the right track by pushing through the reform laws to set minimum standards in education—as the only foundation upon which lifelong learning can flourish. Preparedness for disaster scenarios is progressively becoming an educational agenda for governments because of diversifying risks and threats worldwide. In disaster-prone Japan, disaster preparedness has been a prioritised national agenda, and preparedness education has been undertaken in both formal schooling and lifelong learning settings. This article examines the politics behind one prevailing policy discourse in the field of disaster preparedness referred to as ‘the four forms of aid’ – ‘kojo [public aid]’, ‘jijo [self-help]’, ‘gojo/kyojo [mutual aid]’. The study looks at the Japanese case, however, the significance is global, given that neo-liberal governments are increasingly having to deal with a range of disaster situations whether floods or terrorism, while implementing austerity measures. Drawing on the theory of the adaptiveness of neo-liberalism, the article sheds light on the hybridity of the current Abe government’s politics: a ‘dominant’ neo-liberal economic approach – public aid and self-help – and a ‘subordinate’ moral conservative agenda – mutual aid. It is argued that the four forms of aid are an effective ‘balancing act’, and that kyojo in particular is a powerful legitimator in the hybrid politics. The article concludes that a lifelong and life-wide preparedness model could be developed in Japan which has taken a social approach to lifelong learning. [ABSTRACT FROM PUBLISHER]

This study examined and compared the legal inputs, structural settings and implementation process of lifelong learning policy in Thailand and Japan focusing on street-level agents. The findings demonstrated that while both countries had legal frameworks that provided a legislative platform to promote lifelong learning among the elderly based on a bottom-up implementation of policies, three major differences existed that equated with different outcomes of lifelong learning among the elderly in both countries. First, the promotion of lifelong learning for the elderly in Thailand mirrored complex administrative structures of several host organizations and multiple legal frameworks; whilst Japan’s lifelong learning policy had been promoted based on the Social Education Act under a single ministry. Second, while Thailand based its policy implementation on government agents at the regional and local level in policy delivery, Japan developed a community-based multilayered platform that promoted the policy with active involvement from various local players. Finally, lifelong learning policy for the elderly in Thailand reflected the personal initiatives of policy promotion by government agents at the local level; whereas, lifelong learning policy for the elderly in Japan was pursued based on the interests of the elderly and the community in which they lived. The recent restructuring of higher education in Japan has been carried out in the context of neo-liberalism with an emphasis on the unbridled workings of market forces. However, civic discourse on issues such as active citizenship and social inclusion/exclusion, which is significant to higher education as a democratic public sphere, has been left behind. Focusing on this omission, this article aims at a critical analysis of the government expansion policy initiative in Japan. It includes discussion of a wide-ranging group of participants, in particular adults who are disadvantaged with regard to access to higher education in a knowledge-based society, from the point of view of lifelong learning. It is a very important subject in Japan to encourage the active participation of adults in higher education. Regarding this aspect, the article discusses significant points for building new concepts and systems in higher education, instead of the established traditional concepts and systems, which have contributed to the exclusion of adults from higher education. Lifelong learning in Japan involves various cultural and/or sporting activities for personal enjoyment rather than for individual or national economic benefit. Currently the study of karaoke at a variety of public and private organizations is very popular among older Japanese and housewives. This article explores the emergence of karaoke as a newer form of adult learning, discussing students’ learning objectives and the consequences thereof. It also explores how karaoke differs from traditional forms of singing and why students are more interested in the newer form of learning. Fifteen months of fieldwork included participant observation, interviews and a quantitative survey. Karaoke learning offers freedom and simplicity and is less expensive than traditional singing. The structure of karaoke is flexible, generative and egalitarian. These characteristics perfectly match current Japanese adult interests and make the learning of it popular. [ABSTRACT FROM AUTHOR]

A 1990 Japanese law on lifelong learning continues a debate begun in the last century and continued during the post-World War II Occupation. Concerns about the law include increased economic pressures on education, elimination of liberal adult education, and further erosion of local control. (SK)
