This paper explores the connection between participation in community-based adult learning (CBAL) and the development of social capital. It is based on a life-history study of participation in community-based adult learning opportunities undertaken in two local authority areas in Scotland. A life-history approach was chosen in order to ensure that the learners' perspectives were at the heart of the research while taking account of the context in which learning took place. Two semi-structured life history interviews were carried out with each of 10 learners and data were analysed in three stages, which led to the identification of cross-cutting themes. The paper explores the learners' experiences of participating in CBAL as described by them. It confirms for CBAL what has been established previously for other types of adult learning, namely that participation can support the development of social capital for some learners. Furthermore, it is argued that other learners were able to recover decreased or lost social capital through their participation. The paper contributes to an understanding of community-based adult learning as part of the continuum of lifelong learning opportunities, as it illustrates the potential of CBAL not only to support the development of social capital, but also to help learners recover capital that might have decreased through their life circumstances. The concept of 'lifelong learning' or shōgai gakushu has rapidly become one of the topmost priorities in Japan's education policy agenda. This was considerably evident in December 2006 when the term 'lifelong learning' was added to Japan's educational charter, the Fundamental Law of Education. This paper explores, as a means to develop Japan's new lifelong learning policy, the lessons that can be learnt through an examination of the European countries' efforts to build a knowledge economy, where lifelong learning is regarded as the key solution in overcoming several important social and economic concerns. In this paper, I first examine the current situation of lifelong learning in Japan, employing the ethnographic data that I have collected since 2001. Second, I provide a brief review of the European lifelong learning policy, which is one of the priority guidelines in the European Union. Under the Lisbon Strategy, for example, the argument on European lifelong learning theoretically centres on developing human capital in order to survive in the global knowledge economy. Lastly, referring to the European experience over the past decade, I propose to directly connect Japan's latest policy development regarding lifelong learning with the trend of building human capital through lifelong learning in order to enhance its competitiveness in the era of globalisation. This article contains an analysis of policies aimed at increasing the participation of adults in higher education (HE) in seven countries (NL, DK, SE, UK, BE Flanders, DE and the state of California in the USA). In order to maintain their economic competitiveness, many countries have developed policies to increase the participation of adults in HE. However, the effectiveness of these measures has not been studied to any significant degree as yet. Therefore, the focus of this article is to assess the effectiveness of these measures within their particular context. For this purpose, the research team carried out an international comparative study based on desk research, case studies and interviews with both policy makers and academic researchers in the seven countries. The study shows that there are common ingredients for effective learning environments, such as a high degree of flexibility of HE provision. In short term, in rationalising policies there are a number of issues that need to be addressed, e.g. the issue of what is the primary objective for increasing participation. In the long run, one needs to reconsider broader HE structures within a lifelong learning perspective towards a fundamental revision of the current systems.
