Vietnam has had varying success over the past decade with its pesticides policy. Some of the most toxic pesticides have been banned from the market. But while many countries have successfully decreased agricultural pesticide use per hectare, this has not (yet) happened in Vietnam. Due to insufficient pesticide management capacity of the Vietnamese government, pesticide types and quantities registered and distributed on the market have substantially increased in Vietnam over the last 10 years. A 10-year monitoring programme at farm level showed that pesticide use follows the increasing pesticide availability on the market, and many toxic and illegal pesticides are still being used. In an agricultural country dominated by millions of small-scale farmers and with limited state capacity for control at farm level, reduction of the use of the most toxic pesticides can best be achieved by more effective pesticide market control through stricter and more effective state regulations and implementation, aimed at eliminating illegal, low quality and counterfeit pesticides from the market. But even then, better state and private extension services, and greater state capacity for control and enforcement remain essential in enabling farmers to make better decisions about pesticide use. To promote pesticide governance that protects the environment and human health, Ethiopia has developed a legal framework for pesticide registration and control. However, in Ethiopia, pesticides are still registered, traded and used inappropriately. This research analyses how Ethiopia's pesticide policy is implemented and identifies the barriers for an effective implementation of this policy. With a theoretical framework based on the information,motivations and resources of relevant actors, data are collected from state pesticide experts, traders and end users (farmers) through in-depth interviews. The overall result reveals that major gaps exist between pesticides policy on paper and its implementation in practice. The key policy actors scored low on each of the three characteristics: they have poor information available, have low motivation to implement policies and lack sufficient resources. Involvement of and collaboration with private actors is likely to improve the implementation of pesticide governance, and contribute to sustainability in agricultural and food systems in Ethiopia. Smallholder farmer participation in seed production ensures seed security among farming communities. Interventions that promote farmer investment in seed production, however, enroll any willing farmer, yet smallholder farmers can be heterogeneously composed of receptive and new intervention-shy individuals. This study sought to identify homogenous typologies of seed potato producers investing in seed potato production in South-Western Uganda. Data collected from 213 farmers and 16 focus group discussions were analyzed using principal component and cluster analysis methods to construct farming typologies. Psychological capital and investment level were major variables in typology distilation. The results revealed 4 seed potato producer typologies including, typology 1 of 'middle-aged female seed multipliers of moderate psychological capital and low investment level', typology 2 of 'old-aged seed recyclers of high psychological capital but with the lowest investment level', typology 3 of for 'young male seed recyclers of moderate psychological capital but with high investment level' and typology 4 of 'young male seed multipliers of high psychological capital and the highest investment level'. Investing in seed potato production across the typologies was constrained by identical factors, including land shortage, limited access to markets, credit facilities and seed storage facilities. Seed interventionists are recommended to focus on typology 4, 3 and 1 producers. Pesticide use is increasingly under scrutiny for its environmental and human health impacts. While government leaders promote sustainable pest management, including reductions in pesticide usage, growers face pressure to produce agricultural commodities at high cosmetic standards, which often requires the use of pesticides. California (United States) has a productive agricultural industry, many sustainability initiatives and a government that actively regulates pesticide use. We identified two cases where it was possible to quantify cosmetic pesticide use in California: stink bug control in processing tomato and red colour and large size in table grape. Between 2009 and 2019, 1.47% and 7.7% of total hectares treated with pesticides were treated with the subset of cosmetic pesticides examined in this study in processing tomato, and table and raisin grape, respectively. Individual hectares can be treated with multiple pesticides that each adds to the total hectares. We identified unique hectares treated with cosmetic pesticides: 8.14% and 57.1% of harvested hectares received at least one application of a cosmetic pesticide in processing tomato, and table and raisin grape, respectively. The current food system that supports high cosmetic standards, and thus demands pesticide usage, can inhibit the adoption of and transition to sustainable agricultural systems. [ABSTRACT FROM AUTHOR]
