1. The ABM controversy and the politics of the scientific community: Some implications for peace research.

- Abstract
In an effort to encourage research into the possibilities of alternate agencies of change in American society, the author presents a case study of the political impact of the scientific community on U.S. foreign policy assumptions and specifically on the Congressional debates of the 1960's on anti‐ballistic missile systems. Conflicting scientific views on deterrence relative to the ABM controversy are discussed, and the impact of three schools of thought within the scientific community‐the Finite Containment School, the Infinite Containment School, and the Control School‐are analyzed. The author concludes that peace researchers must seek to increase their influence on at least that segment of the scientific community which plays a strategic role in the decision‐making process, and should engage in research which seeks to account for the lack of influence of the control school of American scientists.
