Purpose This paper aims to review the current library and information science (LIS) literature for document supply, resource sharing and other issues such as open access (OA) that have an impact on the service. Design/methodology/approach The approach is based on the scanning of about 150 journals, reports, websites and blogs. Findings OA continues to grow and, hence, the impact of document supply. Improvements in the Interlending and Document Supply service are satisfying. Originality/value This paper is the only regular review of LIS literature in this subject area.

Design/methodology/approach – The approach is based on the scanning of about 150 journals, reports, websites and blogs. Findings – Important changes are taking place at the British Library. The new (4th) edition of the STM report is well worth reading. Much again, on open access, particularly the high costs of Gold. Elsevier comes in for some more bad press. Originality/value – The only regular literature review that focuses on interlending, document supply and related issues.

Purpose – The purpose of this paper is to review the current LIS literature relating to Interlending and Document Supply and related issues such as open access. Design/methodology/approach – This paper is based on a reading of about 150 journals together with reports, blogs, web sites, etc. Findings – This paper argues that the tipping point for open access has already arrived and is now acknowledged widely. Now new tensions and complications are emerging to do with funding and control. Significant changes in UK copyright law, specifically contract no longer trumping copyright will have widespread ramifications. Originality/value – This paper is the only review of the LIS literature that focuses on Interlending and Document Supply and related issues.

Purpose – The purpose of this paper is to provide an overview of copyright law changes in the UK, especially as they affect interlibrary loan. Design/methodology/approach – Analysis of new legislation were tested against interlibrary needs. Findings – The new laws bring major benefits to libraries and their users by expanding the types of material available and simplifying the management procedures required for document delivery. Practical implications – Libraries and other institutions can now offer a much wider range of services. Social implications – There are considerable benefits to individual users, including those with disabilities, as access is granted to a wider range of materials. Originality/value – New research and analysis relating to laws passed in October 2014.

Purpose – The purpose of this paper is to describe Article Exchange – OCLC’s cloud-based document delivery service. Design/methodology/approach – In this study, Article Exchange is described in detail. Findings – Article Exchange has proved popular with OCLC users with more than 50,000 documents uploaded in January 2013 alone by more than 1,000 libraries. Practical implications – The new service facilitates improved delivery of documents electronically. Originality/value – This article is useful for all librarians who are concerned with delivering documents electronically in an increasingly complex technical and legal environment.

Alternatives are being actively explored. A more assertive approach is being adopted to expand the role of open access and both national and international newspapers as well as magazines such as The Economist have given it much favourable coverage in the last quarter. Resistance is growing, particularly in the UK, to the publishers' ability to override copyright law in their contracts with libraries.Originality/valueThis is the only regular literature review that focuses on document supply and related issues.

PurposeThe purpose of this paper is to examine the laws and legal concepts that form the basis for library book lending and how those concepts do or do not apply in the e‐book environment.Design/methodology/approachThe author surveys relevant legal concepts as defined by international copyright treaties and regulations, and conducts a comparative analysis of how these concepts have been applied in the legal systems of Germany, the USA, and Canada.FindingsThe idea of “lending” books is a carryover from the analogue world and applies only to the distribution of tangible objects, i.e. printed books. The legal concept of “reproduction” more accurately applies to the transfer of e‐books from library to user.Originality/valueLibraries must lobby their legislatures to create new legal instruments that will enable libraries to provide e‐book access to their users.

Purpose – This paper seeks to explore five forces likely to significantly affect interlending operations in the near term: the transition from print to electronic resources; management of legacy print collections; mass digitization projects; competition from other information providers; and copyright. Design/methodology/approach – The author uses data from authoritative sources to illustrate the effects these forces are having and will continue to have on libraries and ILL operations. Findings – The author predicts that most libraries will be slow to divest themselves of print monographs on a large scale; libraries will continue to build new offsite storage facilities but put more thought into their contents; increased discoverability of digitized texts and greater copyright restrictions will drive users to print; librarians will make gray areas of copyright law work for them instead of against them; publishers, librarians, authors, lawyers, and scholars will find a responsible and fair solution to providing digital access to “orphan” works; and ILL will persist as a core operation for nearly all libraries. Originality/value – This paper provides a unique look at forces that are shaping the future of global ILL activities.

PurposeThe purpose of this paper is to describe the developing constraints on the use of commercial electronically published material and in contrast the development of the open access movement. This and the situation for interlending and document supply are seen through the perspective of Serbia.Design/methodology/approachThe paper takes a historical and descriptive approach.FindingsOpen Access is increasing in value for researchers, especially those for whom budgets are very tight. Document supply is becoming more constrained by the electronic and technical advances that have been made by publishers.Originality/valueThis is the first article in English to describe the global situation on these matters from a Serbian perspective. It also offers insights into the situation in Serbian libraries today.

Open access continues to grow but with continuing and widely differing views on its impact – especially the author‐pays model. Recent mandating decisions will mean a step change in the both the creation and the growth of institutional and subject repositories. Increasing concerns are being expressed about the monopolistic implications of Google and there are some stout counter arguments. A number of interesting articles on document supply show it to be in robust health. The economic crisis will have a mixed impact on document supply as libraries consider cuts in acquisition budgets.Originality/valueThe paper represents a useful source of information for librarians and others interested in document supply and related matters.

PurposeThis paper seeks to describe the current copyright environment from an international perspective, particularly as it relates to the supply of document surrogates.Design/methodology/approachThe paper describes the current situation in Canada, Australia, the UK and in particular the current saga of Subito and publishers in Germany. It addresses licences and copyright law generally and the impact of open access. Two specific court cases in Canada and Germany are described and their implications considered.FindingsInternational copyright is complex and publishers are establishing new restrictions on “fair use” provision through the imposition of licences. National and international laws lag behind in clearly addressing “fair use” in the electronic environment.Originality/valueThe paper is one of the very few that addresses the issue of national and international copyright specifically in relation to document supply.
