Discusses the announcement made by the Council on Library and Information Resources (CLIR) regarding a study on electronic journal usage. Details of the study which was conducted by Judy Luther; Difficulty of obtaining usage statistics from electronic journals; Suggestion for further discussion between providers and consumers of electronic journals.
The article focuses on the agreement of not-for-profit firm Electronic Information for Libraries (EIFL) and the Taylor & Francis Group (T&FG) to set lower fees or provide free article processing charge (APC) for works of researchers from nations with developing economies. Topics covered include EIFL as signatory in the Budapest Open Access Initiative and the open access (OA) journals of T&FG and Routledge.
