Language planning and control have played a prominent role in attempts of nation building in contemporary Romania, a nation-state formed in the early 20th century by binding together provinces that were previously part of multi-national empires. As a long-lasting process, language control stretches throughout many historical periods. In communist and post-communist era, it has largely interfered with the political logic of both socialist internationalism and post-socialist democratic citizenry. More recently, under the impact of the European Union’s expansion to the East and Romania’s integration to it, language control has switched from severe limiting minority languages to a fair acceptance of reasonable compromises with the official dominance of Romanian as national official language. Although Romania acknowledges several minority languages, the article focuses on the usage of Hungarian language, the most important minority language in Romania. The aim of the article is double. On one hand, it analyses political negotiations over the status and corpus of the Hungarian language, by assessing the importance of language policies in the broader context of the processes of historical reconciliation and neighbourhood policies between Romania and Hungary. On the other Hungarian political parties in Romania during the democratic postcommunist transition.

This work examines events from Cameroon's life since becoming a nation to foster understanding of the worrisome political situation the country has been traversing since 2016. Bitter and unhappy with their treatment since joining the French-speaking part, many citizens of the minority English-speaking part feel fed up and desire a breakup. I show that apart from constituting an aspect of its pride, Cameroon's history is also a source of tricky challenges the country has been wrestling with since inception. I contend that issues of this kind will always be around if those in the country's cockpit fly it to a destination other than what satisfies and respects the two people – especially the one that moved the English-speaking part to opt for a joint destiny. Instead of toying with truth to score personal political points, authorities should yield to truth, operating in good faith to correct errors and heal hurt hearts so that both people will willingly, not by force, accept to work together. Contrary actions will risk the future. Happiness moves people to look at their history with pride finding things to build while pain stirs frustration and fury, moving them to search for flaws to fix or fight. I hold that both parts face almost the same challenges from unmet needs to emaciating struggles of survival. However, the English-speaking part has unique plaques that ache terribly and have nothing to do with the country’s general cry of lagging development. They touch on its identity and survival, unleashing pain many out of its shoes might fail to feel and so unable to understand the degree of excruciation. I caution that though it has been a show of two regions, the likelihood of someday evolving into a ten-region revolution is certain if wise and inclusive actions are not applied. Apart from groaning in their own pain, many among the other eight are sympathetic to the predicament of the lamenting two, expressing fury, first, against the denial by highly placed authorities of the existence of any problem, and second, in their ruthless and brutal treatment of those who complain or challenge their stance. Anger increased as people's patience waned. Their calm will not last if things stay unchanged. When arguments evolve and accommodate their worries they will get on board pushing the heat to levels officials will have problems containing without facing the temptation of fighting the people they are in office to protect. I end with recommendations the state and activists might find useful. They highlight measures that can help in a heterogeneous society like Cameroon to preserve peace and save it from becoming a scene of mayhem and butchery.

Since the Constitutional Revolution of 1906, successive regimes in Iran promoted competing conceptions of Iranian national identity. However, the policy of promoting nationalism as a state-sponsored ideology that excludes Iran's ethnic and religious diversity remained unchanged. Competing discourses around nation building and identity strikingly intersect with the struggle for democratization in Iran. Since the Islamic Revolution, the pro-democracy movement in the country takes place on two fronts: the confrontation between the conservatives and the reformists, and the challenge posed by the ethnic movements towards the offi cial denial of the ethnic and religious diversity of Iran. This article argues that be they reformist or conservative, successive governments in Iran have refused to recognise the multi-ethnic structure of Iranian society and the legitimate rights of the ethnic groups. Therefore, a regime change would be unlikely to alter the social and political status of ethnic and religious minorities unless the ethnic movements and the pro-democracy opposition collaborate. Formation of a common discourse on the question of "Iranianness" is the primary condition for this to be accomplished.

This article considers how changing media practices of minority groups and political and media elites impact on democratic participation in national debates. Taking as its case study the state-sponsored campaign to formally recognise Indigenous people in the Australian constitution, the article examines the interrelationships between political media and Indigenous participatory media—both of which we argue are undergoing seismic transformation. Discussion of constitutional reform has tended to focus on debates occurring in forums of influence such as party politics and news media that privilege the voices of only a few high-profile Indigenous media ‘stars’. Debate has progressed on the assumption that constitutional change needs to be settled by political elites and then explained and ‘sold’ to Indigenous and non-Indigenous Australians. Our research on the mediatisation of policymaking has found that in an increasingly media-saturated environment, political leaders and their policy bureaucrats attend to a narrow range of highly publicised voices. But the rapidly changing media environment has disrupted the media-driven Recognise campaign. Vigorous public discussion is increasingly taking place outside the mainstream institutions of media and politics, while social media campaigns emerge in rapid response to government decisions. Drawing on a long tradition in citizens’ media scholarship we argue that the vibrant, diverse and growing Indigenous media sphere in Australia has increased the accessibility of Indigenous voices challenging the scope and substance of the recognition debate. The article concludes on a cautionary note by considering some tensions in the promise of the changing media for Indigenous participation in the national policy conversation.

EU and German policymakers often promote federalism as a means to strengthen peace in societies emerging from civil war. In Nepal, however, the 2015 constitution which restructured the country to make it a federal republic has become a driver of new violence. This contribution argues that it is not only the substance of the federalist law that has inspired unrest, but also the manner in which it was introduced. Constitutional provisions stipulating geography-based federalism in Nepal sparked protests among Madhesis and Tharus that killed 57 people and stalled imports of petroleum and earthquake relief material from India from September 2015 to February 2016. The Madhesis and Tharus feel that the federalist law further discriminates against them and are demanding the delineation of federal units according to identity. While the constitution was initially perceived as a major breakthrough in the frequently stalled peace process with former Maoist rebels, the Madhesi and Tharu protests represent a new escalation in a long-polarised debate. Three factors have contributed to the violent escalation of the protests: (1) the dominance in the public debate of hill-upper-caste groups at the expense of marginalised groups; (2) the concurrence of the federalist reform with other institutional reforms that, as a whole, have sparked fears of discrimination among Madhesis and Tharus; and (3) increasing involvement on the part of China and India, which is further polarising the government and the marginalised groups. The example of Nepal reflects and accentuates the recent debate on post-war institutional reform – that is, that reforms have joint effects on peace rather than working in isolation. Policy Implications Policymakers must ensure that a future solution to minority demands in Nepal is identified based on dialogue that includes minorities to a larger extent; any elite proposition could lead to new unrest. Nepal also demonstrates that subnational and national institutional reforms as a whole can ease or exacerbate minority fears. Donors should pay attention to such interaction rather than limiting projects to one policy field.

Misguided calls within Germany for tacitly accepting - or even legalizing - Russia's 2014 annexation of Crimea are diverting attention from the situation there on the ground. Disregarding Russian promises made to the Crimean Tatar community, authorities are now cracking down on Tatar political and media organizations, under the pretext of the fight against "political extremism." As a result, Crimean Tatars have once again become a vulnerable minority under Russian rule - in the only place they call their homeland: the Crimean peninsula. Germany and the international community must therefore pressure Moscow to concede the same basic human and minority rights to Crimean Tatars that Russia has demanded for the region's Russian-speaking population.

This study addresses the changing strategies of social inclusion, which the Hungarian elites in Romania pursued after WWII. The establishment of communist rule in Romania involved the members of the Hungarian ethnic minority in very different ways. As early as 1946, inner tensions and debates occurred inside this community, while groups from its elite organized manifestations of resistance against the new rulers. After 1947, the communist leadership of Romania dramatically changed its policies with regard to the ethnic Hungarians, and this caused a great disillusion to those who believed that the collective rights of minorities would be guaranteed in the new political framework. The events of 1956 reshaped the way the cultural elites of that ethnic group related to the communist regime. Later, the manifest nationalistic propaganda of late communism in Romania generated political dissent among the members of a new generation of Hungarian intellectuals. It is in that period that the post-1989 political strategies of this community originate. When the cultural elite of the Hungarian minority had to assume the role of building a representative political structure in the transition to democracy, its representatives continued to a great extent to act like in late communism.

The forms of inclusion required by the goal of accommodating ethno-diversity, although varied, often reproduce situations of democratic deficit generated by the assimilating character of implemented policies. Despite the dissolution of the communist regime and the building of a new Romania under the rule of law, the political and legal initiatives that followed failed the nationalist ideology of decision-makers. In the context of interethnic relations, the Hungarians in Romania have constituted themselves in the most vocal and active actor, while equally fuelling attitudinal and behavioural expressions from the dominant culture, most fierce expressions, both negative and positive (the latter encountered most often among Romanian intellectuals). The political and societal reconstruction project undertaken by the Romanian state has finally succeeded to introduce legislative instruments and to implement an institutional mechanism capable of regulating the situation of minorities in Romania; but their effectiveness has proven to be far from what it was envisaged).

In 2003, the poverty alleviation bureau in Xishuangbanna, China, introduced tea and rubber as cash crops to raise the incomes of ethnic-minority farmers who were thought to be backward and unfamiliar with markets. Using Marx’s commodity fetish and Polly Hill’s critique of “cash crops”, this paper analyses the cultural politics of ethnicity for Akha and Dai farmers in relation to tea and rubber. When the prefecture government introduces “cash crops”, the state retains its authority as the dispenser of knowledge, crops and modernity. When tea and rubber become commodities, however, some of the symbolic value of the commodity seems to stick to farmers, making rubber farmers “modern” and tea farmers “ethnic” in new ways. Through rising incomes and enhanced identities, Akha and Dai farmers unsettle stereotypes of themselves as “backward”. As a result of income levels matching those of urban middle-class residents, rubber farmers even challenge the prevalent social hierarchy.

Am 12. November 2012 wurde im türkischen Parlament ein Gesetzentwurf diskutiert, der kurdischen Staatsbürgern den Gebrauch ihrer Muttersprache im öffentlichen Leben, etwa vor Gericht, erleichtern sollte. Auf dem Parteitag der AKP hatte der türkische Ministerpräsident Recep Tayyip Erdogan am 30. September 2012 seine "kurdischen Brüder" dazu aufgefordert, sich vom Terrorismus zu distanzieren und gemeinsam ein "neues Kapitel des Friedens und der Brüderlichkeit" aufzuschlagen. Sollte der Gesetzentwurf also ein erster Schritt einer neuen Kurdenpolitik sein? Eine neue Ausrichtung der türkischen Kurdenpolitik ist bislang nicht zu erkennen, obwohl der innere und der äußere Anpassungsdruck - insbesondere aufgrund der Gewalteskalation zwischen der PKK und dem Militär sowie bedingt durch den Bürgerkrieg in Syrien - gestiegen ist. Zwar hat die AKP-Regierung die bisher weitreichendsten Reformen verabschiedet, dennoch bleibt ihre kurdenpolitische Strategie von Inkohärenz und Doppelgleisigkeit gekennzeichnet. Sie ignoriert den "Zeitgeist" und verhindert eine nachhaltige Konfliktlösung. Die kurdenpolitische Strategie der AKP-Regierung folgt weiterhin dem Primat eines rigiden türkischen Nationalismus. Islam-religiöse und historisch-osmanische Komponenten dienen dazu, die nationale Einheit über "religiöse und historische Brüderlichkeit" zu generieren. Diese ideologischen Leitlinien lassen nur eine begrenzte Liberalisierung zu. Die Wahrnehmung der Kurdenfrage als Gefahr für die nationale und territoriale Integrität sowie die kurdenpolitischen Ziele sind von Kontinuität gekennzeichnet: Verhinderung der Entstehung eines kurdischen Staates, Bekämpfung der PKK, Eindämmung kurdischer Forderungen und kurdischer Politik. Mit einer Doppelstrategie, die auf einem Politikmix von militärischen und politischen Maßnahmen und rhetorischem Aktionismus basiert, kanalisiert die AKP-Regierung den Anpassungsdruck, erreicht damit aber keine nachhaltige Konfliktlösung. Die zunehmende Regionalisierung des internen Gewaltkonfliktes und die Erstarkung des kurdischen Nationalismus insgesamt erfordern eine strategische Kehrtwende und eine Anpassung an die realen Entwicklungsprozesse.

Over the last two decades, the Mbororo – a "marginal" ethnic group – have experienced some unexpected rewards due to a new policy in Cameroon's West Region. Among the changes that affected the Mbororo were the following: a new legal-institutional framework (the 1996 Constitution), the consequences of the multi-party competition since 1990, and the mobilisation outside of political parties in the framework of an association for the promotion of ethnic interests (the MBOSCUDA, founded 1992). The combination of these factors has led to a Mbororo political awakening. This contribution aims to better understand the determinants and key players in this development., Während der letzten zwei Jahrzehnte profitierten die Mbororo – eine "marginalisierte" ethnische Gruppe – ganz unerwartet von einer neuen Politik in der Westregion Kameruns. Folgende politische Veränderungen hatten positive Auswirkungen für die Mbororo: die neuen gesetzlichen und institutionellen Rahmenbedingungen aufgrund der Verfassungsänderung von 1996, die Folgen des politischen Wettbewerbs innerhalb des Mehrparteiensystems seit 1990 und die Mobilisierung der Mbororo durch eine nicht parteigebundene Vereinigung zur Förderung ihrer Interessen als Ethnie, der 1992 gegründeten MBOSCUDA. Die Kombination dieser Faktoren führte zu einem politischen Erwachen der Mbororo. Der vorliegende Beitrag möchte zu einem besseren Verständnis der Bestimmungsfaktoren und der wesentlichen Beteiligten an dieser Entwicklung beitragen.

"Die Entwicklung der kurdischen Autonomiezone im Nordirak zu einem faktisch nahezu unabhängigen Gebilde wird von den Nachbarn der Kurden mit Misstrauen beobachtet. Seit 2008 versucht der irakische Ministerpräsident Maliki, den Einfluss der Kurden vor allem in den von ihnen beanspruchten 'umstrittenen Gebieten' zurückzudrängen, in denen sie gemeinsam mit Arabern, Turkmenen und kleineren Minderheiten leben. Mehrfach drohten dabei militärische Auseinandersetzungen, und der Konflikt schwelt weiter. Es ist nicht auszuschließen, dass die Auseinandersetzung um die territoriale Zugehörigkeit der umstrittenen Gebiete in den nächsten Jahren eskalieren wird. Eine Eskalation würde auch die Nachbarländer des Nordirak (Türkei, Iran, Syrien) auf den Plan rufen. Da in diesen Ländern ebenfalls kurdische Minderheiten leben, fürchten die Regierungen Auswirkungen der Auseinandersetzungen im Irak auf ihre eigene Innenpolitik. Sollte der Konflikt im Irak eskalieren oder auch nur dauerhaft ungelöst bleiben, dürfte die Kurdenfrage in der regionalen Politik an Bedeutung gewinnen. Schon im Sommer 2010 mehrten sich die Anzeichen, dass die Türkei und der Iran sich auf eine Eskalation des innerirakischen Konflikts vorbereiten. Durch begrenzte Militäraktionen auf nordirakischem Territorium versuchten sie den Kurden zu verdeutlichen, dass sie ihre Ambitionen herunterschrauben müssen. Vor dem Hintergrund des 2010 eingeleiteten amerikanischen Truppenabzugs suchten die Kurden daraufhin die Nähe der Türkei, die wiederum ihre Beziehungen zur kurdischen Regionalregierung seit 2008 deutlich verbessert und ausgeweitet hat. Diese Entwicklung birgt eine große Chance für die Kurden. Noch aber ist unklar, ob die Türkei ihren Beziehungen zum Nordirak Vorrang vor ihren Beziehungen zu Bagdad einräumen wird." (Autorenreferat)

Der Beitrag unterzieht die von Thilo Sarrazin in seinem Buch „Deutschland schafft sich ab“ aufgestellten Thesen zunächst einer wissenschaftlichen Prüfung und formuliert Erklärungsansätze für den großen Erfolg des Buches. Dabei zeigt sich, dass die Behauptungen Sarrazins weitgehend unhaltbar sind. Da diese sich aber einer hohen Popularität erfreuen, verweist der Sarrazin-Diskurs auf elementare soziale und politische Problemlagen, die letztendlich eine Gefahr für den gesellschaftlichen Zusammenhalt und die Funktionalität der Demokratie in Deutschland darstellen können. Als zentral für die Sympathien für Sarrazins Argumente erscheinen die seinem Buch immanente Verteidigung bürgerlicher Mittelschichtswerte und -privilegien, die aufgrund eines beschleunigten sozioökonomischen Wandels zunehmend infrage gestellt werden, sowie die vermeintliche Legitimierung tief in der Gesellschaft verwurzelter Ressentiments gegenüber Minderheiten. Vor diesem Hintergrund analysiert der Beitrag bestehende Möglichkeiten und Handlungsbedarfe für entsprechende Interventionen im Rahmen der migrationspolitischen Bildung. Abschließend werden neuere didaktische Ansätze vorgestellt, deren Implementierung im Bildungssystem aufgrund der analysierten Problemlage anempfohlen wird., First, the article checks the by Thilo Sarrazin set theses in his book "Deutschland schafft sich ab" of their scientific durability and formulates explanations for the success of the book. It turns out that the assertions of Sarrazin are largely untenable. But because these theses are having a high popularity, the Sarrazin discourse shows basic social and political problems that ultimately could be a threat to social cohesion and functionality of democracy in Germany. As central to the sympathies towards Sarrazin's arguments appears the defense of bourgeois middle class values and privileges in his book, which are increasingly questioned due to an accelerated socio-economic change, and the perceived legitimacy of deep-rooted resentments in society against minorities. From this background, the article analyses existing opportunities and action requirements for adequate interventions accounting treatment of migration-policy education. Finally, newer teaching approaches were presented, whose implementations are advised to the education system because of the analyzed problems.

Citizenship represents the permanent legal and political relationship that exists between the state and the individual. Citizenship is often defined in terms of legislation and accompanying political debates, far from the realities experienced by citizens. Due to the lack of uniformity between laws of different countries regarding the criteria for granting citizenship, an individual can be found in a position to have more than one citizenship or in a position where his/her right to citizenship is denied. We are facing a citizenship conflict that bears the concept of multi-nationality or even of statelessness.

The concept of human security has become a broad one over the last decades, covering aspects ranging from military threats to terrorism, energy and food security, issues concerning migration and minorities and emergencies associated with them. This presentation brings into discussion the conceptualisation of the political identity of the human domain vis-à-vis ethnic identities in Turkey. It suggests the ways in which public political discourse inspired by and encoded in the letter and spirit of the constitution can actually act as major sources of instability at regional level. The presentation aims therefore at illustrating with the Turkish case an important category of potential threats to regional and continental stability originating not in aggressive foreign policies but in the appearance of domestic tranquillity.

Social scientists have made contradictory claims about the impact of ethnicity on social cohesion, the levels of social trust, civic and political engagement. This paper conceptualizes ethnic diversity as a contextual variable and evaluates its effect on the electoral participation of the Hungarian minority from Romania, using a case study of the Romanian Parliamentary Elections of 2008. The article examines the differences in turnout between Hungarian electors living in different counties of Romania, and how this varies by the ethnic composition of the counties. We discern two patterns of electoral participation of the Hungarian minority: lower turnout in ethnically non-competitive counties (i.e. low ethnical diversity, with the size of Hungarian minority below 8% or above 50% of the county’s total population); higher turnout in ethnically competitive counties (i.e. higher ethnical diversity, with the size of the Hungarian minority between 8% and 50% of the county’s population). The findings support the “strategic mobilization hypothesis” according to which electoral mobilization was unevenly distributed due to various stakes attributed to voting in different electoral districts, followed by a pragmatic cost/benefit logic adopted by the leaders and partisans of the Democratic Alliance of Hungarians in Romania (DAHR).

Anschließend diskutiert der Autor einen Vorschlag für eine neue Governancestruktur, die soziale, kulturelle und wirtschaftliche Kontexte ebenso beachtet wie die Bedürfnisse und das Recht zur Selbstbestimmung der lokalen Bevölkerung. Der Beitrag konkludiert, dass beträchtliche Möglichkeiten zur wirtschaftlichen, politischen und sozialen Entwicklung aufgrund von fehlgeleiteten Politiken ausgelassen wurden.' Important stakeholders are identified as well as important sociopolitical environmental factors. The final sections of the paper present a proposal for a new governance structure for the Muslim South of Thailand taking into consideration the social, cultural, and economic context as well as the wellbeing and right to self-determination of the local population. This study concludes that considerable economic, political, and social opportunities for development are being lost in the South of Thailand due to misguided governance policies.' On 9 July 2011 the validity of Sudan's interim constitution will end and South Sudan will be independent as determined per referendum. For five years, the constitution has contributed to a significant decrease in violence between the government and South Sudanese rebels (while war has been rampaging in the province of Darfur). The events in South Sudan could be paradigmatic for the fact that opportunities for a policy of peace by means of constitutional amendments are often missed. Constitutional amendments offer an extensive range of possibilities for exerting influence on ethnically or otherwise divided societies. However, this potential is rarely put to use. The constitutional determination of the form of government, the main rules for decision-making and minority rights should be particularly binding for all former warring parties. Constitutional amendments and peace agreements in intra-state conflicts form a complex relationship to one another. Constitutional amendments do not always follow peace agreements. Peace processes and processes of constitutional reform are often long and multipartite. Between 2005 and 2010, there were only four countries (Burundi, Iraq, Nepal, Sudan) in Africa, Asia, Latin America and the MENA region with divided societies where a peace agreement and a significant constitutional amendment that affected the root causes of the conflict occurred. Nevertheless, other cases in which constitutional amendments are either a) used as prevention against conflicts or b) can be seen as lessons learned from long-lasting tensions (Bolivia, Ecuador, Kenya, Zanzibar/Tanzania) exist.

"Die demokratische Transformation ethnisch gespaltener Nachbürgerkriegsgesellschaften ist ein heikles Unterfangen. Oft beharren die verschiedenen Ethnien auch nach Jahren trotz aller Bemühungen noch auf ihren jeweils eigenen Identitäten, nationalen Narrativen und Sprachen. So auch im Kosovo, dessen Stand der Demokratisierung Bruno Schoch in seinem Report untersucht. Nach dem Krieg 1998/99 versuchten mächtige internationale Akteure mit beispiellosem finanziellen Aufwand, das Kosovo von außen mittels Demokratisierung zu befrieden und an die Europäische Union heranzuführen. Es gelang zwar, demokratische Institutionen zu errichten, die sich in mehreren Wahlen und zwei Regierungswechseln bewährten, allerdings sind Albaner und Serben bis heute nicht zu jener minimalen Zusammenarbeit zu bewegen, ohne die Demokratie nicht funktionieren kann. Der Autor forscht nach den Ursachen und macht die von 1999 bis 2008 offene Statusfrage des Kosovo als größtes Hemmnis aus. Die ungeklärte völkerrechtliche Situation verhinderte, dass die beiden Ethnien gezwungen waren, an einer gemeinsamen Zukunft zu arbeiten, und verwässerte die integrierende Wirkung eines in Aussicht gestellten EU-Beitritts. Claim of indigenous minorities to land are a significant political issue in many parts of the world. These claims, though, are contested, be it in theoretical, political or legal terms. I consider a position, put forward by Jeremy Waldron, that asserts some theoretical reservations towards indigenous minorities' claims to reparations and land. Waldron seems to assume that indigeneity is no important factor regarding land claims and reparative issues. I propose a rivalling account of indigenous land claims, based on the idea of self-determination. Am 19. Mai 2009 verkündete die srilankische Regierung ihren Sieg über die Liberation Tigers of Tamil Eelam (LTTE) und den Tod des Anführers, Velupillai Prabhakaran. Damit ging der seit 26 Jahren andauernde Bürgerkrieg in Sri Lanka vorerst zu Ende. Die srilankische Regierung von Exekutivpräsident Mahinda Rajapaksa ist stärker denn je, nachdem sie nicht nur die LTTE besiegt hat, sondern auch auf der internationalen Ebene ihre Ziele erreichen konnte: Am 26. Mai lehnte der UN-Menschenrechtsrat die Forderung ab, mutmaßliche Menschenrechtsverletzungen durch Regierungstruppen und LTTE aufzuklären. Rajapaksa spielte verschiedene Staaten – vor allem China und Indien – erfolgreich gegeneinander aus und schaffte sich dadurch während der militärischen Offensive und für die Phase des Wiederaufbaus große Freiräume. Die menschenrechtliche Lage in Sri Lanka ist weiterhin beunruhigend. Etwa 300.000 tamilische Flüchtlinge sind in vom Militär überwachten Lagern untergebracht, zu denen internationale Hilfsorganisationen keinen Zugang haben. Eine Hexenjagd nach mutmaßlichen Unterstützern der LTTE hat eingesetzt. Die Regierung nutzt ihre gestärkte Position, um sich politischer Gegner zu entledigen. Nach der Entscheidung im UN-Menschenrechtsrat haben westliche Länder noch geringere Einflussmöglichkeiten auf Sri Lanka. Das in dem Inselstaat einflussreichste Land bleibt China. Um sich nicht vollständig von diesem verdrängen zu lassen, bemüht sich die Regionalmacht Indien um gute Beziehungen zur srilankischen Regierung. Dazu ist sie zunehmend bereit, auf ihre traditionellen protamilischen Forderungen zu verzichten. Ein dauerhafter Frieden ist nur möglich, wenn es zu einer Versöhnung zwischen singhalesischer Mehrheit und tamilischer Minderheit kommt. Dazu müsste die Regierung die Aufarbeitung der jüngsten Vergangenheit zulassen und im Rahmen einer Dezentralisierung den Tamilen breite Autonomie gewähren. Die bisherige singhalesisch-nationalistische Einstellung von Präsident Rajapaksa und die geringen Möglichkeiten der Tamilen, ihre Interessen angemessen zu vertreten, machen eine solche Lösung jedoch unwahrscheinlich.

'Various efforts to assess the effects of autonomy arrangements on the prospects of achieving stability and democracy in ethnically heterogeneous societies receive a lot of attention both in academic and policy-making communities. This paper argues that the analysis of the actual implementation practices of autonomy settlement agreements should be an integral part of such efforts. Taking implementation practices seriously means going beyond the analysis of grand formal provisions listed in the autonomy's constitutional law or statute, which is usually adopted at the end of the conflict settlement process. The actual implementation process can produce an autonomy regime whose functioning is far from the model autonomy arrangement envisioned in the autonomy's founding documents. Successes and failures in securing stability and democracy then can be better accounted for by studying the effects of these implementation practices rather than by attributing democracy and stability outcomes to formal autonomy provisions.' 'The primary aim of this article is to place the current situation of Roms in the Western Balkans in the broader historical context of Roms' experiences since their arrival in the region. A subsidiary aim is to examine some of the ways in which the work of the European Centre for Minority Issues (ECMI) has taken steps to address this situation. Beginning with a discussion of Roms' origins and ethnogenesis, the article provides a broad overview of Roms' experiences in the Western Balkans from their arrival in the region through the post-communist period. Also offered is a brief examination of some of the difficulties encountered in measuring the size of Romani populations in the region. Presenting in more detail the situation of Roms in Macedonia, Montenegro, and Serbia, the article moves next to an examination of ECMI's novel approach to assessing Roms' needs and to the action-oriented follow-on initiatives designed on the basis of the needs assessments. The conclusion of the article is that lasting change in Roms' status is likely to depend in large part on the integration of the countries of the Western Balkans into the European Union.' 'This paper examines whether the European Court of Justice (ECJ), even in the absence of explicit competences, could play a role in the creation of a European Union policy promoting the protection of minorities and thus preventing their social exclusion. Comparison is made with the jurisprudence of the European Court of Human Rights (ECtHR) because of the cross-fertilisation between the two Courts. The author argues that there is a conspicuous absence in ECJ jurisprudence on the rights of minorities to their culture and identity, whereas the jurisprudence of the ECtHR in this regard is progressive. In contrast, the ECJ takes the fore when it comes to the protection of the linguistic rights of minorities. In conclusion, the author argues that the ECJ is not fit for purpose, but that to speak of a faulty design is taking a step too far.' (author's abstract)

'This paper is divided into three parts. The first section is mainly descriptive; its goal is to provide a general overview of the main economic, demographic, and political trends in Tsalka district from the late Soviet period until the present day. The second section is more analytical; it analyses the real and potential arenas of conflict in the district, namely conflicts between communities and conflicts between communities and the state. It also looks at the impact of international organisations on the conflict dynamic by focusing first on the construction of the BTC pipeline by a consortium led by BP (British Petroleum) and then on the initiative of the Greek government to reduce conflict by supporting local law enforcement bodies and helping to regulate migration. The third and final part will summarise the main causes of conflict in Tsalka district and will provide recommendations for the Georgian government and for the international donor community.' "This paper is an exploratory analysis of the efficacy of parliamentary representation as a means to moderate ethnic conflict in new democracies. We agree with many others that the interests of an ethnic minority group are better protected when the group has access to decision makers, can block harmful government policies, and can veto potentially damaging decisions. Parliamentary representation, however, does not always allow for an effective representation of those who are not in government. Seats in the legislature may be of little use in a parliament where the executive dominates the policy process at all stages. This paper focuses on the new democracies of Eastern Europe and the former Soviet Union between 1990 and 2000. We use the number of parliamentary seats obtained by the ethnic minority group as our main independent variable and the MAR index of ethnic protest and rebellion as our dependent variables. In addition, we employ the system of government (i.e., parliamentary versus presidential) as a proxy indicator of the degree of influence that parliamentary parties have over decision-making. A cross-section-time-series regression analysis shows that the ameliorative effect of parliamentary representation over ethnic conflict is stronger in those legislatures where the ethnic group has effective influence over decision making. It is also shown that representation within national parliaments has no ameliorative effects over violent ecessionist conflicts. When the ethnic minority's demands are too radical, parliamentary representation is simply an inadequate instrument." "Die mexikanischstämmige Bevölkerung in den USA ist mit 27 Millionen Einwohnern zur größten nationalen Minderheitengruppe in den USA avanciert. Dies hat für beide Länder zunehmend auch politische Folgen. Mexican-Americans stehen wie nie zuvor in prominenten öffentlichen Ämtern im politischen Rampenlicht, sei es US-Justizminister Alberto González oder der im Mai zum Bürgermeister von Los Angeles gewählte Antonio Villaraigosa. Gleichzeitig sehen sich die USA vor der Herausforderung, angesichts des nicht abreißenden Stroms an mexikanischen Migranten ihre Immigrationspolitik zu reformieren. Doch auch in Mexiko sind es nicht mehr nur die Rücküberweisungen -für dieses Jahr auf 20 Mrd. US$ geschätzt und damit möglicherweise erstmals höher als die Einnahmen aus dem Erdölexport-, die immer bedeutender werden, auch als Akteure in der nationalen Politik gewinnen die Emigranten zunehmend an Gewicht. 'The restoration of the Baltic states' independence, back in 1991, brought about a number of political and legal challenges. The presence of large non-titular communities in Estonia and Latvia has proven to be the most pressing of these. Notwithstanding the fact that the European Commission already in 1997 concluded that 'on the whole the rights of the Russian-speaking minorities are observed and safeguarded', the legal status of these living relics of the Soviet period remains controversial. A resolution of the Council of Europe Committee of Ministers, adopted on 13 June 2002, criticised the protection of national minorities in Estonia. In the lead-up to the December 2003 parliamentary elections, the Russian Duma adopted a resolution 'on gross violations of human and minority rights in the Republic of Latvia'. Dmitry Rogozin, chairman of the Parliamentarian Committee on International Relations, announced that Russia should consider the weapon of economic sanctions to put pressure on the Baltic state, which he described as 'a land of hooligans' where 'Nazis have come to power'. Whereas these statements have to be situated within the context of the ongoing election campaign, the remarks of Alvaro Gil-Robles, European Council Commissioner for Human Rights, are to be taken more serious. During his visit to Riga in October 2003, the High Commissioner criticized the lack of citizenship for more than twenty per cent of Latvia's population and recommended the granting of voting rights to non-citizens in municipal elections. On the other hand, Günter Verheugen, EU Commissioner responsible for enlargement, declared that Latvia fulfils all the criteria in the field of societal integration and has complied with all international requirements regarding its ethnic minorities. The striking differences between the statements of the Council of Europe and European Union representatives contribute to the existing ambiguity surrounding the legal status of Estonia's and Latvia's Russian-speaking and often stateless minorities. This issue is of particular importance in the light of these countries' accession to the EU on 1 May 2004. The question remains whether this new situation will bring changes to the legal status of the Russian-speaking population in general and the noncitizens in particular. This paper tries to trace the origins of the existing problems, taking into account the Baltic states' specific historical and constitutional framework. In addition, it tries to evaluate the relevant EU legislation in order to define the rights of non-citizens in an enlarged EU.' (excerpt)

'Artikel 13 der Richtlinie der Europäischen Union (EU) zur Anwendung des Gleichbehandlungsgrundsatzes ohne Unterschied der Rasse oder der ethnischen Herkunft fordert für alle Mitgliedsstaaten der EU die Einrichtung einer oder mehrerer Stellen, die sich mit der Gleichbehandlung befassen. Solche Einrichtungen sollen die Opfer von Diskriminierung in unabhängiger Weise unterstützen, Beschwerden gegen Diskriminierung nachgehen sowie unabhängige Berichte zum Thema Diskriminierung erstellen und veröffentlichen. Die Umsetzung der o.g. Richtlinie, die die Einführung eines Antidiskriminierungsgesetzes für Deutschland zur Folge haben wird, könnte ein wichtiger Beitrag dazu sein, den Kampf gegen Diskriminierung hierzulande erheblich voranzutreiben. Fehlt es aber gleichzeitig an einer beratenden Infrastruktur, die den betroffenen Menschen zu ihrem Recht verhilft, wäre jede legislative Maßnahme in ihrer Wirksamkeit eingeschränkt. In der Bundesrepublik haben u.a. die Aktivitäten der EU dazu beigetragen, die Diskussion um die Bedeutung, Aufgaben und Anforderungen an spezialisierte Einrichtungen zu intensivieren. In diesem Zusammenhang werden auch Fragen der Professionalisierung der Antidiskriminierungsarbeit sowie prinzipielle Überlegungen zu konkreten Möglichkeiten der Unterstützung im Einzelfall diskutiert. In diesem Beitrag sollen relevante Erkenntnisse, die durch die Begleitung der mit Landesmitteln geförderten Antidiskriminierungsprojekte in Nordrhein-Westfalen (NRW) gewonnen wurden, kurz vorgestellt werden. Dabei folgt die Darstellung der Prämisse, dass die Implementierung eines Antidiskriminierungsgesetzes der Etablierung von spezialisierten Einrichtungen im Kampf gegen Fremdenfeindlichkeit und Rassismus zwingend bedarf, soll dieser ernsthaft und effektiv sein.' „The year 2002 was that of Gujarat.“1 Kein anderes innenpolitisches Thema hat im Laufe des Jahres 2002 in Indien mehr Aufmerksamkeit auf sich gezogen als die politische Entwicklung dieses Bundeslandes. Nach dem Erdbeben vom 26. Januar 2001 mit dem Epizentrum im Distrikt Kutch (Kuchchh), bei dem schätzungsweise 17.000 Menschen ums Leben kamen und das in weiten Teilen Gujarats großen Schaden angerichtet hatte, wurden die Pogrome gegen Muslime während der ersten Jahreshälfte 2002 als die zweite Katastrophe dieses Landes bezeichnet. Während jedoch die Folgen des Erdbebens nach einigen Wochen wieder aus den Schlagzeilen verschwunden waren, beschäftigten die Pogrome und die zahlreichen Konsequenzen, die sich vor allem im Hinblick auf die bevorstehende Landtagswahl daraus ergaben, die Medien das ganze Jahr hindurch. Gujarat lag 2002 im Schnittpunkt brisanter und für die Zukunft Indiens höchst relevanter Fragen: An erster Stelle ging es dabei freilich um die politische Zukunft eines der wichtigsten indischen Bundesstaaten, um seine wirtschaftliche Entwicklung und soziale Integration. Über Gujarat hinaus ging es zweitens aber auch um die politische Bedeutung des Hindunationalismus, um den Einfluss der Hindutva, der Ideologie einer Bewegung zur Hinduisierung Indiens, und letztlich um die Popularität der nicht nur in Gandhinagar, der Landeshauptstadt Gujarats, sondern auch in Delhi regierenden Bharatiya Janata Party (BJP). Und drittens ging es um die Geltung der in der Verfassung verankerten Grundwerte von Demokratie, Pluralismus und Säkularismus, um die viel gerühmte „composite culture“ und damit um das internationale Ansehen Indiens., Indien - Politik, Wirtschaft, Gesellschaft, 2003: Indien - Politik, Wirtschaft, Gesellschaft

'Spätestens seit den Anschlägen auf Bali, die Hunderte Menschen - hauptsächlich Touristen aus Industrieländern - das Leben kosteten, wird gern auf die Gefahren hingewiesen, die von fundamentalistischen und terroristischen Gruppierungen in Südostasien ausgehen. Dabei werden die Auseinandersetzungen oft stark vereinfacht wahrgenommen. Tatsächlich sind die innergesellschaftlichen Konflikte komplexer und lassen sich nicht auf das Schema 'böse Terroristen vs. gute Staaten' reduzieren. Am Beispiel von Mindanao, der südlichsten Insel der Philippinen, und der Rebellion ihrer muslimischen Bevölkerung zeigt Peter Kreuzer auf, dass die Religion mitnichten den wichtigsten Konfliktstoff darstellt. Zwar bilden die Muslime eine religiöse Minderheit im überwiegend christlichen Staat, Ursache des Konflikts ist aber, dass sie eine sozio-ökonomische Benachteiligung erfahren und ihre Interessen in der Regierung nicht repräsentiert werden. So wird die religiöse Differenz von der Guerilla und den politischen Eliten instrumentalisiert. Der Tod des Guerilla-Führers im Sommer 2003 wirft nun die Frage auf, welche Optionen zukünftig für die Lösung des Konflikts in Frage kommen. Der Autor diskutiert diese vor dem Hintergrund der historischen Entwicklung und früherer Versuche, eine dauerhafte Befriedung der Philippinen herzustellen. Es bestehen realistische Chancen, dass die alten Konfliktparteien Frieden schließen, zumal von allen Seiten Kompromissbereitschaft signalisiert wird. Allerdings werden noch weit mehr Anstrengungen nötig sein, einen dauerhaften Frieden herbeizuführen, denn die nächsten 'Verlierer' der neuen Ordnungen und die zukünftigen Konfliktlinien stehen schon heute fest.' Die eigenartige, durch historische Zäsuren geprägte Situation in den Balkanländern, wo Moderne und Vormoderne aufeinandertreffen, verursacht komplexe Verhältnisse zwischen den verschiedenen Ethnien. Eine natürliche, aber unzureichende Basis für Toleranz sind die Nachbarschaftsverhältnisse. Hin- gegen entbrennt die Feindseligkeit auf der Ebene der Mitbürgerschaft. 'Europa ist ein Laboratorium für die Rekombination unterschiedlicher Aspekte von citizenship. Der Text schlägt als analytischen Raster drei Dimensionen (Mitgliedschaft, Rechte und Praktiken) und drei Konzeptionen (liberale, republikanische und kommunitäre) von citizenship vor. Im zweiten Abschnitt werden drei Herausforderungen für eine monistische Auffassung von Staatsbürgerschaft als homogener Status und exklusive Bindung zwischen Individuum und einer einzigen politischen Gemeinschaft diskutiert. Internationale Migrationen schaffen überlappende multiple Bürgerschaften, die sich in doppelter Staatsangehörigkeit und 'Wohnbürgerrechten' niedergelassener AusländerInnen manifestieren. Die Forderungen nationaler Minderheiten nach territorialer Autonomie führen zu einer Föderalisierung zentralistischer Staaten, wodurch eine ineinander verschachtelte Mehrebenen-Bürgerschaft geschaffen wird, wie sie in anderer Weise auch in der Europäischen Union entsteht. Kulturelle Bürgerrechte werden entlang von Gruppenzugehörigkeiten differenziert, indem kulturellen Minderheiten Schutz vor Diskriminierung, besondere Ausnahmen von allgemeinen Bürgerpflichten oder öffentliche Ressourcen und Anerkennung zugestanden wird.' The paper suggests a matrix of citizenship dimensions (membership, rights and practices) and conceptions (liberal, republican and communitarian). The second part discusses three challenges to a monistic view of citizenship as a homogenous status and exclusive link between individuals and a singular political community. First, international migration leads to overlapping multiple citizenship through the proliferation of dual nationality but also 'denizenship' rights for foreign residents. Second, claims for territorial autonomy by national minorities have resulted in the devolution of unitary states, creating thereby a nested multilevel citizenship that is also emerging in a different way in the European Union itself. Third, cultural rights of citizenship have been increasingly differentiated according to group membership in response to demands by cultural minorities for protection from discrimination, for special exemptions from general obligations of citizenship, or for public resources and recognition.' 'Der seit Jahresbeginn 1998 zu Kämpfen, Zerstörungen und Vertreibungen eskalierende Kosovo-Konflikt hat internationale Aufmerksamkeit auf Makedonien gelenkt. Die Republik liegt in unmittelbarer Nachbarschaft des Kosovo, ein knappes Viertel ihrer Gesamtbevölkerung besteht aus ethnischen Albanern (in kompakter Siedlungsweise an der Westgrenze, direkt am Kosovo), ein Spill over des Konflikts nach Makedonien erscheint möglich. Makedonien hat als einziger ex-jugoslawischer Nachfolgestaat 1990/91 seine eigenstaatliche Emanzipation 'ohne einen einzigen Schuß' (Präsident K. Gligorov) erreicht und seither jede nur denkbare Anstrengung unternommen, seinen Status als 'Oase des Friedens' zu bewahren. Dabei wurde ihm wachsende internationale Unterstützung zuteil - diplomatisch (Anerkennungen 1993), militärisch (UNPREDEP 1993) und wirtschaftlich -, die momentan noch ausgeweitet wird: Verlängerung und Ausweitung des UNPREDEP-Mandats, NATO-Präsenz im Lande. Das kleine (25.713 Quadratkilometer; 2,12 Mio. Einwohner) und wirtschaftlich schwache Land (BIP 1997: ca. 2 Mrd. Dollar, Arbeitslosigkeit offiziell über 30 Prozent) wird im Oktober 1998 Wahlen haben, die ihre Schatten vorauswerfen: Gerangel um Koalitionen, nationalistische Töne im Wahlkampf, populistische Anwürfe gegen die sozialdemokratisch-sozialistische Regierungskoalition. Bedeutung haben diese nicht, charakteristisch für makedonische Politik sind sie schon gar nicht: Makedoniens 'Festlegung auf EU und NATO' (Gligorov) wird mit einer solchen Konsequenz durchgehalten, daß das Land mitunter wie eine Antizipation eines befriedeten, 'europäischen' Balkans anmutet. Die nachfolgende Darstellung gibt ein kurzes Porträt Makedoniens im Sommer 1998. Sie basiert auf allgemein zugänglichen Quellen, wie sie der Autor seit Jahren analysiert und jetzt bei einem Aufenthalt beim 31. 'Internationalen Seminar für makedonische Sprache, Literatur und Kultur' abrunden konnte.' (Textauszug), 'The escalation of the Kosovo conflict since the beginning of 1998, culminating in full-scale battles accompanied by destruction and expulsions, has attracted international attention to Macedonia. The republic lies in the immediate vicinity of Kosovo, just one quarter of its population is made up of ethnic Albanians (in a compact settlement area along the western border, directly next to Kosovo), and it appears possible that the Kosovo conflict could spill over into Macedonia. Macedonia was the only ex-Yugoslav successor state to achieve emancipation as a separate state in 1990/1991 'without a single shot' being fired (President Kiro Gligorov) and has since made every conceivable effort to preserve its status as an 'oasis of peace'. These efforts have enjoyed growing international support - diplomatic (recognition 1993), military (UNPREDEP 1993) and economic - which is currently being reinforced: extension and broadening of the UNPREDEP mandate, NATO presence within the country. This small (25,713 square kilometres, 2.12 million inhabitants) and economically weak (GDP 1997 about Dollar 2 billion, unemployment over 30 percent according to official statistics) country will be holding elections in October 1998 that are already casting their shadows ahead: squabbles over coalitions, nationalist tones in the electoral campaign, populist aspersions against the social democratic/ socialist Government coalition. These are of no importance and are certainly not characteristic of Macedonian politics: Macedonia is pursuing its 'commitment to the EU and to NATO' (Gligorov) with such unswerving determination that at times the country appears to be the harbinger of a pacified, 'European' Balkan region. The present report gives a brief portrait of Macedonia in the summer of 1998. It is based on generally accessible sources which the author has been analysing for many years and which he was able to round off while attending the 31st 'International Seminar on Macedonian Language, Literature and Culture'.' 'Fragen der Sicherheit haben in Mitteleuropa und Osteuropa in jüngster Zeit eine deutliche Aufmerksamkeitssteigerung dadurch erfahren, daß drei postkommunistische Länder für die Aufnahme in die NATO vorgeschlagen wurden und daß die Diskussion über die Osterweiterung der NATO stark an Tempo gewonnen hat. Der Zusammenbruch des Kommunismus einerseits und die Auflösung des Warschauer Paktes andererseits bewirkten neue militärische Bündnismöglichkeiten und Kooperationschancen im Sicherheitsbereich. Die Transformation dieser Länder in demokratische Gesellschaften brachte es aber auch unausweichlich mit sich, daß die Ansichten und Meinungen der Öffentlichkeit und der Bürger in stärkerem Maße Berücksichtigung finden. In diesem Artikel wird über die Hauptergebnisse einer repräsentativen und longitudinalen Umfragestudie in zehn postkommunistischen Staaten Mittel- und Osteuropas berichtet: Tschechien, Slowakei, Ungarn, Slowenien, Kroatien, Polen, Rumänien, Bulgarien, Ukraine und Belarus. Diese Studie vergleicht die Einstellungen der Bevölkerungen dieser Region in Hinblick auf die innere und äußere Sicherheit in diesen 10 Staaten in der Periode zwischen 1992 und 1996. Insbesondere wurden die subjektiven Wahrnehmungen und Einschätzungen einer Bedrohung seitens der Nachbarstaaten, seitens Großmächten wie der Russischen Föderation, Deutschland und der USA, seitens nationaler Minderheiten und ethnischer Gruppen sowie ausgehend von Migranten und Immigranten untersucht. In diesem Zusammenhang wurden die Einstellungen der Bürgerinnen und Bürger dieser Staaten zur Mitgliedschaft des eigenen Landes zur NATO analysiert. Diese Länder wurden auch in einer allgemeinen Weise durch die Verwendung eines Bedrohungsindex verglichen, der in einer einzelnen Maßzahl das subjektive Bedrohungsbild einer nationalen Bevölkerung erstmals quantifiziert. Die Ergebnisse der Studie lassen den Schluß zu, daß die Länder des Gebiets des früheren Jugoslawien einerseits und der mitteleuropäischen Pufferzone andererseits das höchste Niveau an subjektiven Bedrohungsbildern aufweisen. Zugleich sind dies jene Länder, die am stärksten in die NATO als Militärbündnis im Neuen Europa drängen.' (Autorenreferat), 'Security issues in East-Central Europe have received a high profile recently with the proposed entry of three post-Communist countries into NATO and discussion about further widening this alliance. The collapse of communism and dissolution of the Warsaw Pact has brought new military alignments and potentialities. However, with the transformation of these countries into democratic societies, the views of the population also need to be taken into account. In this paper we report the results of a longitudinal, representative sample survey of ten post-Communist countries in East-Central Europe: Hungary, Poland, Czech and Slovak Republics, Ukraine, Belarus, Bulgaria, Romania, Slovenia and Croatia. The paper compares the results of questions about attitudes to internal and external security in 1992 and 1996 in each of these countries. In particular, we consider subjective perceptions of threat from neighbouring countries, from great powers such as Russia, Germany and the USA, from national minorities and ethnic groups and from immigrants and migrants. In this context we analyse their views on NATO membership. We compare these countries in general by constructing an index of perceptions of threat. The results imply that the countries of the former Yugoslavia and the Central European buffer zone feel far more insecurity than the countries of the former Soviet Union in our sample, and these are also the countries which would most like to join NATO.' 'Kasachstan ist wie andere sozialistische Länder in das Stadium der Transformation seines wirtschaftlichen, politischen und gesellschaftlichen Systems eingetreten. In diesem postkommunistischen Land mit seiner ausgeprägten Völkervielfalt kommt den interethnischen Beziehungen, die mit wirtschaftlichen, politischen, kulturellen und anderen sozialen Beziehungen eng verflochten sind, eine außerordentlich große Bedeutung zu. Deswegen enthält die Analyse der ethnopolitischen Situation in Kasachstan stets eine Vielzahl von Aspekten, die sowohl die derzeitige Situation als auch die Entwicklungstendenzen der Republik in naher und ferner Zukunft betreffen. Diese Analyse erfolgt im Zusammenhang mit dem Problem der Nationsbildung, die ihrerseits mit der Transformation und der postkommunistischen Modernisierung zusammenhängt. Die ethnopolitische Situation in Kasachstan unterliegt einerseits einer für alle sowjetischen Nachfolgestaaten charakteristischen Logik des 'Titularnationalismus', andererseits der für diese Republiken spezifischen Konkurrenz ihrer größten Ethnien - der Kasachen und der Russen. Unter den Bedingungen einer posttotalitären Gesellschaft mit mangelnden demokratischen Traditionen bringen diese Faktoren eine komplizierte und widersprüchliche Situation hervor, mit einer Verschärfung der ethnischen Konkurrenz und ungewissen Aussichten für die Bildung einer einheitlichen, alle ethnischen Gruppen integrierenden 'kasachstanischen' Nation. Für diese Arbeit wurden statistische und demographische Materialien, Ergebnisse soziologischer Untersuchungen über die Bevölkerung Kasachstans sowie wissenschaftliche Literatur benutzt.' (Autorenreferat), 'Like other socialist countries Kazakhstan has entered the stage of transforming its economic, political and social system. In this post-communist country, with its marked ethnic diversity, inter-ethnic relations, which are closely connected with economic, political, cultural and other social relations, are of major importance. For this reason any analysis of the ethno-political situation in Kazakhstan always covers a variety of aspects that have a bearing on both the current situation and on the direction of developments in the republic in the short and long term. This analysis is undertaken in the context of the problem of nation-building, which, in turn, is connected with the transformation and post-communist modernisation. The ethno-political situation in Kazakhstan is determined on the one hand by the logic of 'titular nationalism', which is characteristic of all the Soviet successor states, and on the other by competition between the two largest ethnic groups - the Kazakhs and the Russians - which is specific to this republic. Under the conditions of a post-totalitarian society lacking in democratic traditions these factors produce a situation that is both complex and contradictory, with an intensification of ethnic competition and uncertain prospects for the formation of a unified 'Kasakhstan' nation that would integrate all ethnic groups. Der vorliegende Bericht versteht sich als Beitrag zur Diskussion der Frage, ob die Volksrepublik China in einem ähnlichen Auflösungsprozeß begriffen ist, wie er zum Zerfall der Sowjetunion geführt hat. Wachsende regionale Disparitäten und zunehmende zentrale Verselbständigung der Regionen infolge der Reformpolitik können zu politischen Loslösungsstrebungen der wirtschaftlich am weitesten fortgeschrittenen Provinzen, aber auch der überwiegend von nationalen Minderheiten bewohnten Regionen an der Peripherie Chinas führen. Am Beispiel der größten und wichtigsten Gebietseinheit, die Autonome Region Xinjiang-Uigur im Nordwesten des Landes, wird zunächst kurz auf einige wesentliche Ereignisse in der neueren Geschichte und auf die geographische und administrative Grundzüge dieser Region eingegangen. Bevölkerungsstruktur und ökonomische Situation Xinjiangs werden im dritten und vierten Teil dargestellt, wobei insbesondere die Position der Region zwischen Beijinger Zentrale und zentralasiatischen Republiken behandelt wird. Der fünfte Teil beleuchtet innere und äußere Dimensionen des regionalen Konfliktpotentials. Auf diesem Hintergrund wird das Spannungsverhältnis und Wechselspiel von zentrifugalen und zentripetalen Tendenzen in der Region deutlich gemacht. (psz)

'Die Spannungen zwischen kommunistischem Staat und Religion gehören der Vergangenheit an, doch haben sie sich jetzt in eine Spannung zwischen der Russischen Orthodoxen Kirche (ROK) und den anderen Konfessionen verkehrt. Insbesondere das Streben der ROK, eine privilegierte Position zu erreichen und ihre Haltung und ihr Taktieren gegenüber nicht-orthodoxen Bekenntnissen haben die interkonfessionellen Beziehungen verschlechtert. In den letzten Jahren hat die ROK mehrmals versucht, das russische Religionsgesetz ändern zu lassen, um die Tätigkeiten anderer Denominationen (die sie Proselytismus nennt) in Rußland zu behindern und ihre eigene Position zu verbessern. Im vorliegenden Bericht werden die Argumente analysiert, die die Russische Orthodoxe Kirche gegen die nicht-orthodoxen religiösen Missionen in Rußland vorgebracht hat und mit deren Hilfe sie versucht, das Religionsgesetz zu ändern. Als Quellen der Untersuchung dienen vornehmlich russische Veröffentlichungen.' (Autorenreferat), 'Tensions between the communist state and religion are a thing of the past, but they have now been replaced by strains in relations between the Russian Orthodox Church (ROC) and other confessions. In particular the ROC's efforts to attain a privileged position and its attitude and tactics towards non-Orthodox confessions have led to a deterioration in inter-confessional relations. In recent years the ROC has tried several times to get the Russian law on religion changed in order to obstruct the activities of other denominations in Russia (which it calls proselytising) and to strengthen its own position. The present report analyses the arguments brought by the ROC against the non-Orthodox religious missions in Russia in its efforts to get the law on religion changed.
