Numbers of citations of outstanding conference papers (OCPs) of IEEE Nuclear and Space Radiation Effects Conferences (NSRECs) from 1966 to 2017 are compared with citations of the most highly cited papers (HCPs) of the corresponding special issues of the IEEE TRANSACTIONS ON NUCLEAR SCIENCE (TNS), as well as average numbers of citations and cumulative $h$ index, $h_{\mathrm {cum}}$ , for all TNS papers published in the same year. 85% of NSREC OCPs are cited at a higher rate than the average for all TNS articles in that year. 55% of NSREC OCP citation totals are higher than $h_{\mathrm {cum}}$ for TNS in that year; these rank among the ~8% most highly cited TNS papers for that year. In ~10% of cases, the NSREC OCP is also the most HCP. Similarly high citation impact is found for papers nominated as candidates for OCPs. Radiation effects papers published in annual NSREC special issues comprise a significant fraction of all TNS articles cited $h_{\mathrm {cum}}$ times or more. These results support the use of $h_{\mathrm {cum}}$ as a metric of citation impact in this work and show that the NSREC OCP process generally meets awards criteria guidelines for impact. Potential reasons for variations in citation rates are discussed, and recommendations are provided to enhance the awards process. [ABSTRACT FROM AUTHOR]

This paper identifies a selection of papers presented at the NSREC and published in the IEEE TRANSACTIONS ON NUCLEAR SCIENCE that have had measurable impact on radiation effects research and the radiation effects community. Criteria include papers selected for the Outstanding Paper Award at the NSREC or papers from the NSREC that have been highly cited by authors of other journal publications. Additionally, several papers are identified that, even though they are not selected by the above criteria, have impacted the technical areas served by the NSREC. The article presents information on two papers recognized as Outstanding Conference Papers of the 2017 IEEE Nuclear and Space Radiation Effects Conference (NSREC). These are, “Effects of Heavy-Ion Irradiation in Vertical 3-D NAND Flash Memories,” by Marta Bagatin and colleagues, and "Influence of LDD Spacers and H+ Transport on the Total-Ionizing-Dose Response of 65-nm MOSFETs Irradiated to Ultrahigh Doses," by Federico Faccio.

This paper integrates the results of numerous nuclear utility industry meetings with commercial business practices. The Central Procurement Organization (CPO) is designed to achieve an immediate 30%-50% reduction in total procurement, engineering qualification, warehousing, and distribution cost. Three (3) areas define a CPO success criteria: {1} Lean, credible, and cost-effective issues discussed include facility cost, operational cost, staff expertise, product priorities, warehousing, and distribution, {2} Common technical, commercial, and quality requirement issues discussed include current industry practices and proposed future methodologies, and {3} Financial survivability issues which are the most critical since the CPO must exist during changing internal and external utility environments. Areas discussed are financial return criteria, liabilities, and survivability in the competitive marketplace. Alternative implementation of CPO structures, consisting of utility groups, a single utility, and/or partnering with commercial firms, are discussed considering the current industry environment.

As part of the BIOPAN-0 test flight payload, ESA/ESTEC together with University of Siegen, designed an experiment called CARD, for flight on the first BIOPAN model. The CARD experiment, consisting of commercially available 128K-bit EEPROM cards and CR-39 plastic nuclear track detector foils, was flown in order to assess the EEPROMs sensitivity to cosmic rays and the CR-39 foils to measure the cosmic rays seen during the mission. The EEPROMs were unbiased during the flight so only the charged content of the memories could be assessed after returning to earth. This paper presents the results from a 15.6 day flight on-board the Russian Photon-8 satellite, launched October the 8th 1992 (altitude 300 km, inclination 62.8 [degrees]), and gives details of the ground testing and analyses performed.

A Low Noise, Low Power, 16 Channel Pre-amplifier/Shaper I.C. designed at RAL in 1.5[Mu] CMOS is described. The I.C is designed to read out Photodiodes which detect energy deposits in CsI scintillation bars. Each channel amplifies the input charge from a photo-diode and shapes it with a 5[[micro]seconds] time constant (a requirement of the detectors). The peak of the shaped signal is held by a peak hold amplifier and stored onto a holding capacitor for readout. Each channel includes its own comparator circuit, whose output state switches when the peak hold amplifier output crosses a threshold. A Data Ready flag is output when a comparator fires and the peak voltages along with the digital addresses of the corresponding 'Hit' channels, can be read out, controlled by a Data Accept signal. Two readout modes are available, one allows only those channels with 'Hit' comparators to be read out, while the other allows all 16 channels to be sampled simultaneously and read out, regardless of the comparators state. In each case analogue data is read out in series. The first method skips channels which have no useful data to be collected, reducing the data read-out time. A channel noise of 500e- ENC rms is required to achieve the lower energy threshold of the instrument, using only 5mW of power per channel from a 5V supply and with a 70pF detector capacitance.

By using an analog prefilter and a sampled data processor, it is possible to easily implement an entire class of weighting functions. Their main feature is a finite time duration; an additional interesting property is the small number of samples needed to process a pulse. Flat tops within better than 1% accuracy can also be achieved. Possible implementations of these filters are discussed with emphasis on causes of inaccuracy. In particular, these filters come out to be time-variant. Synchronization issues are therefore developed and thoroughly discussed. In a mixed analog-digital implementation, special regard should be given to the A/D converter: the requirements on its characteristics are derived. In particular, a simple way to evaluate its resolution (number of bits) is derived, and the interrelationships between the achievable accuracy, ballistic deficit reduction, and the characteristics of the analog prefilter are discussed. Strategies aimed at achieving and/or at avoiding the synchronization of the input pulses with the digital acquisition are proposed.

This paper updates and complements a previously published evaluation of computational methods for total and partial cross sections, relevant to modeling the photoelectric effect in Monte Carlo particle transport. It examines calculation methods that have become available since the publication of the previous paper, some of which claim improvements over previous calculations; it tests them with statistical methods against the same sample of experimental data collected for the previous evaluation. No statistically significant improvements are observed with respect to the calculation method identified in the previous paper as the state of the art for the intended purpose, encoded in the EPDL97 data library. On September 15th of 1993 the IEEE standards board approved IEEE Std. 7-4.3.2-1993, IEEE Standard for Digital Computers in Safety Systems of Nuclear Power Generating Stations [1]. This paper is an introduction to Annex D of this document which concerns the commercial grade dedication of existing computers or new non-1E computers.
