In order to establish the national frequency standards for the Korea Research Institute of Standards and Science in the 1.5-μm region, we have developed an acetylene-stabilized laser diode locked to the P(16) transition of 13C2H2. We then measured its absolute frequency using an optical-frequency comb based on a mode-locked Ti:sapphire laser whose repetition frequency and carrier-envelope offset frequency were phase locked to an H-maser. The measured absolute frequency of the laser diode locked to the P(16) transition of 13C2H2 was 194 369 569 386.0 kHz, with an uncertainty of 0.3 kHz, based on the measurements of a single system. Including the contribution of the residual offset, the uncertainty was 1.9 kHz. [ABSTRACT FROM AUTHOR]
