The papers in this special issue were submitted to all the conferences organized by IEEE Technology and Engineering Management Society (TEMS) in a given calendar year. In 2017, IEEE TEMS initiated its flagship conference TEMSCON (held in Silicon Valley), which serves as rebranding from its original International Technology Management Conferences (ITMC). Following that, in 2018, two more conferences were initiated globally, one in Asia known as IEEE TEMS International Symposium on Innovation and Entrepreneurship (ISIE), and one in Europe as IEEE TEMS International Conference on Technology and Entrepreneurship (ICTE). For this special issue, we invited authors attending any of the three aforementioned conferences in 2018 to submit full manuscripts for reviews, and the present special issue with eleven papers is the result of a careful selection following our usual rigid double-blinded peer-review process. The Portland International Conference for Management of Engineering and Technology (PICMET) has become a world-leading organization in the field of management of engineering and technology management (MET) since its inception in 1989. PICMET provides a strong platform for academics, industry professionals, and government representatives to exchange new knowledge in the field. To celebrate its 30-year journey, this article examines 20 conferences organized by PICMET covering 6601 accepted papers in order to show the trends in MET research and implementation through topics, authors, journals, and countries. In addition to the analysis of the PICMET data, the article delves into the past ten years (2009–2018) to carry out an in-depth bibliometric analysis of the citations of more than 3000 PICMET papers available at Scopus. The detailed analysis sheds light on how PICMET has developed a rich network of researchers and practitioners through its conferences over time. PICMET contributes to the interdisciplinary nature of the MET field and is also affected by the changes of the field. The article ends with key observations and a few suggestions for further studies. The five papers in this special section focus on collaboration and innovation dynamics in software ecosystems. Over the past years, there has been an exponential growth in the number of articles mentioning "ecosystem" as their topic, and among them, ecosystems in the context of information and communication technologies have received particular attention. Much of this research is motivated by the intuition that ecosystems facilitate innovation. Yet, despite this burgeoning research activity accompanied by a flourish of reviews, actual empirical investigations of the collaboration and innovation dynamics in an ecosystem in general and in software ecosystems specifically remain few and far between. This paper offers a comprehensive overview of the IEEE Transactions on Engineering Management (IEEE TEM) from 1985 to 2017. This paper employs a mixed-method examination based on an in-depth interview with the new editor-in-chief regarding the challenges for the future of IEEE TEM, along with a bibliometric analysis of the journal. By using Web of Science Core Collection data, the analysis maps the knowledge produced and disseminated by IEEE TEM, revealing the most cited papers, the most frequently occurring keywords and the interconnection between them, the most prolific authors and their coauthorship network, and the most prolific countries for published articles. This paper also shows the main avenues of research covered by IEEE TEM and their evolution through the analysis of the correlation of keywords. The papers in this special section focus on modeling and simulation in disaster and emergency management. The COVID-19 pandemic of 2020 has wrought damage globally to a degree that is totally unprecedented in human history.Within three months that the first known death from the illness caused by the so-called novel Coronavirus was reported by state media in China on the 11th of January 2020, close to 1.8 million people worldwide had tested positive, with more than 100,000 deaths reported. By the time the pandemic will have been declared to be under control, millions more are expected to have been infected and tens (possibly hundreds) of thousands more will have perished as a result of the disease. Not only are the numbers of COVID-19 infected people and deaths staggering. Economies throughout the world have suffered tremendously, with many companies forced to shut down, or at the very least significantly scale down, their production of goods and services as a result of the need for social distancing and self-isolation required to prevent the unmitigated transmission of the disease. All this has led to hundreds of millions worldwide losing their employment or other sources of livelihood. Governments of all nations, large and small, developed and underdeveloped, have needed to pump into their economy and onto their struggling citizens whatever financial resources they could manage to generate. This paper explores the patterns of knowledge production of science and engineering from catching-up via overtaking to the achievement of leadership in global industries. In particular, it examines the depth and direction of knowledge production with proxy variables of patents and bibliometric data of a latecomer firm. Moreover, it explores the changing patterns of knowledge sourcing in the firm during the transition from catch-up to forging ahead and with specific references to the experience of Samsung Electronics Company. This study shows that the patterns of scientific and engineering activities increased as the firm proceeds to the forging ahead period, the patterns of knowledge sourcing evolved in the direction of increasing importance of the domestic knowledge base, and the collaborative partners for generating knowledge changed as the firm's capabilities were enhanced to approach cutting-edge technologies. This paper illuminates the importance of intraorganizational capabilities and domestic knowledge bases to advance a latecomer firm's knowledge generating capabilities into a stage of forging ahead. Here, this term refers to the application of text mining tools to science and technology information, informed by the understanding of technological innovation processes. Since the 1st Global Tech Mining (GTM) Conference in 2010, the GTM community has established great connections between tech mining and a broad range of research domains, particularly bibliometrics, text mining, and technology management. Endeavours of the community touch on benefits of the big data boom, the artificial intelligence (AI) age, advanced analytical and visualization tools, novel philosophical concepts, and reshaped managerial models. The papers in this special section focus on innovation in design processes. Design is the human process of applying knowledge to create novel and useful artefacts, such as new products, services, and systems with economic and societal values. In practice and literature, the relevant terms and definitions are often blurred. The design process is often referred to as the "new product development" process, "innovation process", "design innovation" process, etc. Not all design processes lead to inventions or innovations. The design processes that yield innovation are often coupled with the scientific research process and the entrepreneurship process. Herein our focus is not on the innovation arising from the design process, but on the innovations in and of a design process itself that can increase innovation success from the design process. Scholars have suggested that design thinking (DT) should form an integral part of the new product development (NPD) process. However, the contribution of DT to NPD over the past years is yet to be synthesized. In this article, we develop a conceptual framework categorizing how DT contributes to NPD, and present a map to visualize how research in the area of DT in NPD has evolved over the past 20 years. A systematic analysis of 89 journal papers published between 2000 and 2020 helped to generate a conceptual framework, which provides a typology for discussing the growing state of the art of DT in NPD. The study enhances the academic debate by providing a holistic perspective on how DT contributes to the NPD ecosystem and offers directions for future research for the next 20 years. Knowledge accumulation is considered a crucial factor for generating sustained economic growth. Therefore, both knowledge spillovers and externalities are considered drivers of economic development. Standardization is a vital feature of technological progress. It involves triggering adoptions of innovation by reducing market uncertainty between consumers and producers. Standards cannot be implemented without using technology covered by the claims of patents. This paper investigates knowledge spillover through the inward and outward knowledge flow from technology standards. Studies have investigated the quantitative and qualitative effects of technological standards. However, there still exists a lack of understanding regarding the knowledge spillover and externality that results from technological standardization. The aim of this paper is to fill this gap in the literature by elucidating the codified knowledge spillover that underlies patented technologies at the technical, organizational, and industrial standard levels. The main objective of this paper is to develop an integrated multiobjective and multiperiod mathematical model for sustainable supplier selection and order allocation of an automotive manufacturer. In spite of the vast quantity of research on this area, integrated consideration of risk and inflation in sustainable supplier selection and order allocation problem is less investigated. To fill this gap, this paper aims to develop a multiobjective sustainable supplier selection and order allocation model considering risk and inflation. Particularly, six objective functions of total cost, economic score, environmental score, social score, inflation rate, and risk level along with related constraints are optimized in the model. The developed model is solved using weighted sum approach and augmented ε-constraint method. In addition, a sensitivity analysis has been conducted. The results provide the best sustainable suppliers and the optimum quantity of products to be purchase from each supplier in each period. [ABSTRACT FROM AUTHOR]

Extended producer responsibility (EPR) is an environmental policy introduced in Europe, back in the 1990s. Under EPR, a producer's responsibility for its products is extended beyond the consumption stage, and the producer has to meet the targets of collection and recycling rates imposed by the EPR legislation. Motivated by the importance of this topic, in this paper, we conduct a systematic review on EPR from an operations management perspective. To be specific, we categorize the EPR literature, for both e-wastes and non-e-wastes, by research methodologies (qualitative case studies, quantitative empirical research, and analytical modeling studies) and discuss the respective findings. In addition to systematically exploring the state-of-the-art research within the context of EPR, we investigate pertinent issues, such as the implementation of EPR, EPR management systems, supply chain management under EPR, and EPR-related operations (such as end-of-life product management and design for recyclability). We highlight some EPR-related innovative measures and proposals in five areas, namely policy, product, process, supply chain, and technology. As part of business and management studies, research works addressed blockchain technology (BCT) in logistics and supply chain management (LSCM) first in 2016. Increasing levels of interest from researchers and practitioners alike have led to an increasing number of studies from both ends; however, a thorough bibliometric- and cocitation network analysis of BCT in LSCM research has not been carried out so far. To address this gap and to build a basis for future research endeavors, this article provides a bibliometric analysis on BCT, comprising data from 613 articles from academic supply chain research. It is therefore an easy-to-access entry point for academics and practitioners into the topic of BCT in LSCM. This study aims to understand the status of research of BCT in LSCM. To present the results, this article employs a bibliometric analysis methodology. It adopts a citation network analysis and a cocitation analysis. Based on a cocitation analysis, this article classifies the existing literature into five different research clusters, including theoretical sensemaking, conceptualizing and testing blockchain applications, framing BCT into supply chains, the technical design of BCT applications for real-world LSCM applications, and the role of BCT within digital supply chains. In recent years, there has been an increasing interest in open government data (OGD) around the world. The governments of various countries have encouraged firms to adopt OGD to develop innovative products and services to bring about social and economic benefits. This paper examines the factors influencing the adoption of OGD among firms in Taiwan to fill a gap that prior studies do not adequately address. Based on the sociotechnical perspective, we developed a research model that integrates the following factors that are central to adoption decisions of firms: top management support, government support, competitive pressure, perceived benefits, and perceived barriers. We examined this model through survey data from firms with experience in OGD adoption in Taiwan. The results show a significant positive relationship among top management support, competitive pressure, and the adoption of OGD by firms. This paper serves as a first attempt to contribute to advancing knowledge on OGD adoption at the firm level via empirically testing a research model that integrates factors within social and technical systems. This paper has significant implications for practitioners of enterprise information management and creates a valuable reference for other countries in the early stages of OGD initiatives. This paper probes deeper into the impact of specific investment on the performance of R&D collaboration through investigating the relationships of both total specific investment and specific investment asymmetry to the performance of R&D collaboration and by examining the mediating effects of cooperative and competitive behaviors on the relationships. Drawing on the data of 140 dyadic R&D collaboration, this paper finds that total specific investment and specific investment asymmetry have different effects on the performance of R&D collaboration, and cooperative and competitive behaviors are the conduits through which specific investment works. These findings not only enrich our knowledge on the linkage of specific investment to the performance of R&D collaboration, but also advance our understanding of the implications of specific investment and the determinants of the performance of R&D collaboration. In addition, this paper responds to the call for testing antecedents and consequences of cooperative and competitive behaviors in collaboration and thereby contributes to research on these behaviors. The front end (FE) of innovation is critical for a firm's new product success. Since academic interest in this research field has increased significantly, we include 168 FE papers and their 9119 references to conduct a comprehensive analysis of the FE literature. We use cocitation analysis to reduce their risk of researchers’ implicit bias. We show that 11 intellectual research bases characterize extant FE literature: new product development (NPD) capabilities, NPD process, knowledge creation and NPD, organizational NPD creativity, externally influenced NPD creativity, external NPD creativity, new process development, social NPD capital, new product success, NPD project performance, and competitive NPD advantages. The citation burst analysis shows that researchers have varying degrees of interests in these topics. A better understanding of FE research's intellectual background and the identification of hot, cold, and evergreen FE topics are valuable contributions. For instance, FE researchers discuss the nature and characteristics of FE activities by referring to NPD process and new-process literature. They call for further assessments of this issue in order to make both the process implementation and the operationalization more flexible. [ABSTRACT FROM AUTHOR]

Maps of science visualizing the structure of science help us analyze the current spread of science, technology, and innovation (ST&I). ST&I enterprises can use the maps of science as competitive technical intelligence to anticipate changes, especially those initiated in their immediate vicinity. Research laboratories and universities can understand their environmental changes and use the map for their research management. However, traditional maps based on bibliometrics, such as citation and cocitation, have difficulty in representing recently published papers and ongoing projects that have few or no references; thus, maps based on contents, i.e., text-mining, have been developed in recent years for locating research papers/projects, for example, using word and paragraph vectors. The content-based maps, however, still pose difficulty in comparing documents in different languages. Therefore, aiming to construct a bilingual (English and Japanese) content-based map of science for the analyses of ST&I information resources in different languages, this article proposes a method for creating word and paragraph vectors corresponding to bilingual textual information in the same multidimensional space. In a comparison of 11 methods for generating document vectors, we confirmed that the best method achieved 87% accuracy of the bilingual content matching based on 10,000 IEEE papers. Finally, we published a map of approximately 150,000 funding projects of the National Science Foundation, Japan Society for the Promotion of Science, and Japan Science and Technology agency from 2013 to 2017. Digital supply chains (DSCs) can be useful in unlocking supply chains to gain competitive advantage as a driver of growth, while enabling rapid response, supporting novel technology-driven approaches, and creating innovative products and services. Partner selection (PS) is one of the crucial tasks in the successful digitalization of supply chain. However, the selection of a suitable partner is not an easygoing process and is mostly associated with complexity. Various criteria are considered during the partner evaluation process. This paper delivers an efficient evaluation process to assess alternative DSC partners. The proposed approach integrates the Pythagorean fuzzy sets (PFSs), analytic hierarchy process, and complex proportional assessment under a group decision making environment for the first time in the literature. PFSs can depict experts’ evaluations with a richer structure, allowing for a more representative decision making. A case study from Turkey is conducted to validate proposed approach. This study contributes to the existing literature by developing a new evaluation model to improve DSC PS process and by proposing a new hybrid PFSs-based framework. The considerations of global sustainability have dramatically increased the importance of the remanufacturing process. Many scholars have started focusing on this vital area from both a management and an engineering point of view. Previous studies have aimed to categorize this area using traditional review approaches, using a smaller body of literature and mostly focusing on the managerial aspects of remanufacturing. Our paper is the only study for which tech-mining and scientometric methods are used to examine remanufacturing research, for the purpose of identifying top actors and key trends with regard to business and technological approaches. We combine both management- and engineering-related studies in this scientometric study. The results shed light on the principal actors, nations, organizations, and scientific domains in this field. Remanufacturing research is categorized using the co-occurrence-based clustering method. This paper identifies four broad research clusters: production planning and control of remanufacturing, material and remanufacturing engineering, supply chain management of remanufacturing process, and remanufacturing applications and new trends. This paper offers benefits to numerous parties: policymakers in the remanufacturing field, academics who wish to see the research domains, and those practitioners interested in the key management, processes, and technologies of remanufacturing activities. An introduction is presented in which the editor discusses articles in the issue on topics including TEMSCON 2019 conference sponsored by the IEEE Technology and Engineering Management Association, technology analytics, and engineering management functions.

The term “business incubator” (BI) has become an accepted neologism among academics, practitioners, and policymakers. This is despite the lack of an agreed definition amongst scholars of what exactly constitutes a BI. Using a systematic literature review methodology, we identify and analyze definitions of BIs used in published academic research papers and practice papers over a 35-year period. In this article, we undertake a thematic analysis, using the software package NVivo, of 82 academic and 14 practice definitions used in 61 publications. Our analysis shows that definitions of BIs are constructed around three core themes: the business incubation model; the purpose of the incubator; and the target of support provided by the incubator. By identifying both consistencies and inconsistencies in existing definitions, we provide a more nuanced understanding of the heterogeneity that underlies the organizational form referred to as a BI. Product lifecycle management (PLM) is an engineering management approach which helps organizations to manage product-related technical data for its complete lifecycle. The right product data enables better business functioning in organizations. PLM systems are recent and upcoming information technology tools in manufacturing firms. Although PLM systems were initially introduced as the on-premise tools, the current cloud technology is taking it from organizational boundaries to a global level through the Internet. Most enterprise applications have already started moving to clouds; PLM is also all set to be utilized through clouds. But it brings various challenges during cloud PLM adoption. Hence, this paper aims to empirically investigate the critical challenges that manufacturing firms face while adopting cloud PLM. There is rare academic research in the cloud PLM domain. This paper results in the three most significant challenges viz., “Data security on clouds,” “Lack of trust on services,” and “Lack of customization.” These critical challenges not only help the managers in manufacturing firms in planning to migrate on clouds but also the technical cloud providers to improve the cloud services and systems appropriately in order to increase the compatibility of cloud PLM in firms. Mass customization (MC), as an operations program to satisfy target consumers by offering personalized products or services, has attracted substantial attention from both the industry and academia. Under this program, one of the most important issues is an efficient management of the related inventories, including the work-in-process inventories, standard items, and the customized items, which can ultimately contribute to a profitable business for the companies who have launched MC. This paper, therefore, focuses on reviewing the mass customization based literature and identifying various methods to effectively manage inventory for MC schemes. In addition to regular inventory management, with the increasing emphasis on corporate social responsibility, MC companies are required to devote more effort to the proper management of leftover and returned inventories under MC. This paper, hence, examines MC inventory management in both forward and reverse logistics. Findings from this review provide a guideline to operations managers on inventory management improvement in their MC operations. The papers in this special section focus on the topic of roadmapping. Roadmapping emerged from industrial practice more than five decades ago, initially to support integrated product-technology strategy and planning, and championed by firms, such as Motorola and Philips. The first sector level application of the method was in 1991 by the U.S. National Advisory Committee on Semiconductors, leading to the first international application in 1999 with the publication of the highly influential International Technology Roadmap for Semiconductors (ITRS). Academic interest in the method followed practice, starting in the late 1990s with research groups that had high levels of industrial engagement. Subsequently, there has been a steady growth in both practice and research, with the approach being adopted in a range of sectors, and adapted to address many different strategic goals and organizational contexts. Motivated by continuing developments, this special issue brings together a total of 18 papers covering a diverse range of practice and research perspectives from academia, industry, and government agencies. After a foundational paper setting out definitions, these contributions are organized into five themes: (i) application and practice, (ii) process and methods, (iii) systems design, (iv) policy futures, and (v) digitalization. Industry 4.0 (I4.0) adoption provides an opportunity for high-technology-based, value-added processes and requires an infrastructural transformation and more qualified employee involvement. The I4.0 literature contains researches presenting an awareness, guidance, and complementary activities for an I4.0 concept. However, there is no detailed study focusing on the challenges and implementation problems in I4.0 adoption. Hence, the purpose of this paper is determining the I4.0 adoption challenges and analyzing these barriers based on the expert opinions. The methodology within the scope of this paper contains the literature review, interviews with experts who are responsible for the I4.0 projects at Bosch, analyzing the determined barriers by interpretive structural modeling (ISM) and cross impact matrix multiplication applied to classification (MICMAC) analysis. The barriers are investigated in a structural base, the relationships between these challenges have been identified, and finally how barriers affect each other has been presented in order to discover the root cause triggering the other factors. An I4.0 practitioner can infer from these two analysis results that which challenge should be focused first in order to reach a solution. Additionally, an ISM case study results provides a general view to the I4.0 adoption process. Over the past few decades, the impact of customer integration on radical new product (RNP) innovation has been extensively investigated. To date, this important topic presents inconsistent empirical findings that must be converged. In this paper, our systematic literature review addresses these inconsistencies by taking a consolidated view of customer integration's effects on the development of RNPs. This extensive review of 153 empirical papers has two main objectives. First, we provide the primary reasons for inconsistent findings by scrutinizing the operationalizations of customer types (i.e., current customers, potential customers, ordinary users, or users with domain-specific skills) and RNPs (i.e., technological innovativeness, or both technological and market innovativeness) used in the studies, as well as the different perspectives on customer integration [i.e., customer-based idea evaluation, participation in direct and indirect idea generation, research and development (R&D) partnerships with customers, having a customer orientation, and disseminating customer knowledge via R&D-marketing collaborations]. Second, we present a synthesized view on factors in the sphere of the innovating company and the customer that influence customer integration's success along three phases of the radical innovation development process (i.e., discovery, incubation, and acceleration). This paper investigates the ownership and location strategies as contingency factors, which affect the relationship between SMEs’ open innovation activities and innovation performance in the context of emerging economies. Drawing from the corporate strategy and open innovation literature, we argued that SMEs with state and foreign ownership can more effectively capture economic rents from open innovation in a weak intellectual-property-rights regime. Meanwhile, the subnational environments in which SMEs locate their businesses is also crucial for them to capture value from open innovation. Using the data of 1050 SMEs in China, we found that state ownership positively and significantly moderates the relationship between openness and innovative performance, while foreign ownership partially supports the same effect. By disentangling the pro-business environment and the market development, we found that for SMEs that are located in a region with a stronger pro-business environment and a higher level of market development, open innovation can bring more value than it does for those located in regions with lower levels of those factors. An engineering change (EC) is an alteration made to a system that has been released following a system design process. EC propagation is a series of ECs occurring due to dependencies among components of a product. ECs can consume up to 50% of the overall engineering efforts during the development of a complex system. Therefore, EC propagation prediction received considerable attention in past decades as the product development industries started to suffer from the negative impacts of change propagation. This paper evaluates the current approaches to EC propagation prediction and presents a dynamic Bayesian networks (DBNs) approach to estimate change propagation risk (CPR) as well as a novel approach to estimate EC durations. Literature research shows that although some studies have used design structure matrices to estimate CPR and the total redesign duration (TRD) due to change propagation, an approach that allows iteration while accounting for the conjunction of all impacts has not been explored. This paper aims to fill the gaps for calculating CPR using DBN and evaluating change propagation paths from a Split-and task outcome logic, which accounts for the conjunction of all component relationships. This paper compares the proposed method results with the existing CPR and engineering change duration estimation methods using a real-world dataset from a U.S. Navy shipbuilding program. The results indicate that the CPR can be calculated using the proposed method without the shortcomings of the existing method and the accuracy for estimating engineering change durations is increased. Embracing outside-in open innovation (OI) can result in a plethora of organizational advantages, including improved innovation performance. Although some studies have found that outside-in OI improves innovation performance, others have shown that it has no effect or even a negative effect. This mixed empirical evidence leads to a need to unpack the relationship between outside-in OI and innovation performance, and to examine how certain key mediating variables related to the outside-in OI process can ensure that outside-in OI turns into improved innovation performance. Thus, this paper aims to examine the influence of outside-in OI on innovation performance considering the mediating roles of knowledge sharing and innovation strategy. This paper draws on a cross-industrial sample of 112 firms. Data are analyzed using a set of ordinary-least-squares regression models and the bootstrap procedure. Quality improvement teams engage in multiple learning opportunities during an improvement project. These learning opportunities consist of both induced opportunities, such as formal training efforts, and incidental opportunities due to surprises (i.e., events that violate expectations) encountered during problem solving activities. In this paper, we propose that these two types of team learning opportunities can result in method-driven learning (MDL) at the team level. Our data are collected using a unique longitudinal survey design spanning 31 weeks that involved 33 participants in five design for Six Sigma projects conducted in different behavioral healthcare organizations, yielding a total of 562 weekly survey responses. We examine two modes of surprises. Those occurring spontaneously (measured based on self-rated and coder-rated variables) and reflective surprises (measured as externally-induced treatments). Our results show that: 1) the proportion of surprises occurring spontaneously during problem solving activities is positively correlated with team learning (i.e., MDL); and 2) collective reflections on surprises also facilitate team learning. Furthermore, we find evidence that surprises occurring spontaneously can negatively moderate the effect of induced learning opportunities (measured as efforts expended on training) on team learning. However, we find no evidence of such a negative moderation effect for surprises from reflection. Overall, our paper develops a nuanced understanding about the direct and moderating effects of surprises on team learning in the behavioral healthcare context, thereby contributing not only to the quality management literature but also quality improvement practices in behavioral healthcare. Linkages between science and technology have been extensively studied using nonpatent literature citations or author-inventor matching. These methods suffer from limitations, such as the lack of citations to relevant documents or challenges with the disambiguation of author–inventor linkages. To mitigate these limitations, this paper uses Latent Dirichlet Allocation to create topic-based linkages between publications and patents based on the semantic content in the documents. The approach allows for the detection of topical overlap between patent and scientific publications, highlighting topical areas shared by research and application. Using a case study on “Taxol,” a cancer drug, with in total 26 475 documents retrieved from EuropePMC database the study illustrates the performance of the approach. Although organizations regularly execute projects to improve their performance, there is still no agreement in the literature on how to evaluate their eventual success. As a result, scholars end up using different scales to measure the same outcome variable of project success, thereby causing inconsistency in research results. Existing project success evaluation models suffer from their inability to apply to all project types and lack of separation of project success measurement from that of project individuals’ performance (for e.g., of the project manager). Through two longitudinal studies based on the satisficing theory, this paper develops, validates, and illustrates generic scales to measure the success of any project, as well as the performance of its two key leaders. This results in three distinct project success dimensions: 1) Project management success—evaluates the performance of the project manager in achieving the project plan; 2) Project ownership success—evaluates the performance of the project owner in realizing the business case; and 3) Project investment success—evaluates the investment performance of the project for its funder. This paper contributes to the literature by offering a theoretically robust, multidimensional evaluation model that will enhance performance evaluation of both projects and their leaders. In this article, with the increased disruptions faced by businesses and the occurrence of natural disasters in the world, supply chain resilience remains a major challenge especially for small- and medium-sized enterprises (SMEs). Despite the relevance of SMEs to the economy, there is limited scholarly work on resilience practices in SMEs and a limited understanding of how SMEs can achieve resilience. To understand the role of supply chain resilience in SMEs, we undertake a systematic literature review (SLR), which results in the identification and analysis of 101 journal articles, published between 2006 and 2019, on SME supply chain resilience. Our analysis into SME supply chain resilience highlights four focal areas: 1) the role of collaboration and culture; 2) the role of SMEs’ capabilities; 3) the role of Information Systems; and (4) the role of cost and financing. Our SLR investigation identifies future research directions and focal areas tailored to SMEs to help them to assess and develop their supply chain resilience. [ABSTRACT FROM AUTHOR]

Firms engaged in university–industry collaboration (UIC) desire to advance knowledge and new technologies with their academic partners, however the performance of knowledge creation and transfer is greatly affected by complementarity and compatibility between the firm and academic institute. In practice, many firms assess the appropriateness of academic partners using a broad range of criteria, with high subjectivity. This paper therefore seeks to address this challenge by introducing a systematic approach to help firms determine the appropriateness of academic partners, represented as “matching quality” in this paper. Three facets of matching quality are examined: complementarity of research ability, compatibility in business mindset, and compatibility in relationships. The concept of the smart city has been created in response to the increasing numbers of people living in cities. Just as the development of technology has evolved rapidly, smart life has also emerged. The goal of the smart city is one day to enable all affairs of daily life to be completed with the single touch of a finger through cutting-edge technology. New and innovative information must be applied effectively to the industry. With the industrial revolution, propelled by the Internet of Things (IoT), big data and the cloud platform have birthed the “smart city,” integrating the IoT and the cloud through mobile devices and applying technology to fields like logistics, finance, healthcare, recreation, surveillance, and traffic transportation, thus providing people with greater well-being and convenience. Following the era of the big data knowledge economy, the IoT has become an important pillar of national economic development. The IoT is expected to provide substantial support for continued and sustainable development of the smart city. Therefore, effective use of the IoT has become an important topic in smart city development. The purpose of this paper is to build a conceptual framework of service innovation, relying on the smart city case of Taiwan. Based on a literature review, in-depth interviews, and case interviews, the proposed conceptual framework of IoT is rooted in the market, policy, and technical aspects. It incorporates eight steps: composition of the project team, service idea generation, service idea screening, development concept selection, design and development, service testing, commercialization, and service quality, to generate new service value and thereby create customer satisfaction. In fact, the IoT is designed to support the smart city vision; thus, this paper describes the various innovation modes of the smart city. Furthermore, the paper presents and discusses the technical solutions and best-practice guidelines adopted in the Taiwan Smart City project. Finally, it discusses the meaning and future research direction of the smart city through the use of the IoT. With wave after wave of digital development civilizing the city's evolution and with the phenomenon of Internet access through mobile phones for each person, the smart city of human factors is clearly coming. In a typical new product development (NPD) project, there are many alternatives, ranging from incremental changes or re-engineering of an existing product in order to compete better in an existing market, to breakthrough thinking and the development of a new product using new technologies that satisfy the needs and expectations of customers in new markets. We tested the hypothesis that competition influences the decisions of entrepreneurs managing NPD projects. The findings presented in this paper are based on a controlled experiment conducted in several project management courses using a simulation game. The results reveal that a competitive environment in which participants compete for the same customers tends to impact the planning of NPD projects. The paper contributes to the managerial practice by offering integration of “What if?” analysis in the planning phase of NPD projects. It can assist entrepreneurs to evaluate the tradeoffs of the feasible alternatives in a noncompetitive environment, and explain how market conditions, such as competitor entry behavior, affect the project plan. A decision on the best project plan, among all the feasible project plans, is based on management strategy that takes into account the level of competition along with the uncertainty in the technology, market, and environment. The game, combined with a simulation-based training tool, used in this study, offer an opportunity to develop and to try different alternatives for the management of NPD projects without risking the consequences of project failure. This paper explores the barriers which hamper the utilization and the routinization of product lifecycle management (PLM) practices in manufacturing organizations. The paper aims to confirm the barriers and their rank in order to improve the PLM institutionalization status in firms. Core barriers have been explored in an automotive firm by applying multicriteria decision-making techniques. Further, the significance of these barriers were corroborated with the executives in the broader PLM domain through a t-test. This study confirmes the “lack of advanced IT infrastructure,” “lack of integration and interoperability,” and “training on the PLM systems” as the top three barriers to PLM utilization and routinization in manufacturing firms in India. Based on the evolutionary game theory, this paper explores the evolutionary stable strategy (ESS) of university–industry collaborative innovation. By utilizing MATLAB software, the analysis of the influence of agent coupling degree, group size, and government policies on the stable evolution of university–industry collaborative innovation is taken into account, while simulating. Our findings indicate that, first, agent coupling degree is positively and nonlinearly related to the stable evolution of university–industry collaborative innovation; second, when an enterprise's size is equal to university's, group size is more significant to the stable evolution of university–industry collaborative innovation than agent coupling degree; third, when a group size of an enterprise and university is different, the combinations of agent coupling degree and group size have various effects on the stable evolution of enterprise group and university group; and fourth, government policies have a significantly positive impact on the stable evolution of university–industry collaborative innovation, and incentive measures are more effective than punitive ones. Research conclusions have developed the relationship among university–industry collaborative innovation agents, expanded the boundary of the stability study of collaborative innovation, and provided new ideas for improving the effectiveness of government innovation policies.
