The article discusses the telecommunication industry has evolved to provide services for new types of Internet of Things (IoT) devices in addition to basic mobile phone or internet services. Topics include the extended reality devices, sensors, and ground and aerial robots, to name a few. With the deployment of these new services, it is difficult for the wireless network to support ubiquitous connections with diverse quality-of-service (QoS) requirements.

The article reports that from the late 1970's onward, the global telecommunication industry has gone through several waves of regulatory and technological changes. In a series of papers by Pawlikowski and his team, they warned about a deep crisis of credibility in simulation studies for the performance evaluation of telecommunication networks. The goal of this article is to revisit the investigation on simulation credibility and to extend the previous research in this area by presenting the results of a comprehensive survey of over 8370 IEEE publications (2007?2009) on telecommunication networks which appeared in the proceedings of IEEE Transactions on Communications (TC), IEEE/ACM Transactions on Networking (TN), IEEE Infocom, IEEE ICC, and IEEE Globecom. These proceedings were selected based on their popularity and relevance to our study. Besides simulation credibility, we also report on the commonly used simulation tools and performance analysis methodology adopted by the authors of the surveyed papers. Our findings show that a significant number of authors did not provide information of the simulation tools used or, even when they did, there was not enough information about the CI or SE of simulation results presented in the surveyed papers. Thus, there is no significant change with respect to quality and credibility of the simulation studies revised and the deep crisis of credibility still remains. The research design most authors prefer is a hybrid one where both simulation and analytic methods are being used for network performance analysis. It is well known that a priority for Communications Society (ComSoc) is to increase the activity in Chapters and student branches and to support initiative projects. One of the projects of the Tomsk Chapter is the annual All-Russia Student Paper Contest on Information Security, based on IEEE (Institute of Electrical and Electronics Engineers) rules, which was successfully held for the third time in April 2003. In connection with the establishment of the Siberian IEEE Section in February 2003, this contest was the first event in the Section with technical support from ComSoc. The suggestion to start the contest came from the Tomsk Chapter Chair, who motivated Tomsk State University of Control systems and Radioelectronics to start this crusade.

By introducing rapid and innovative network functions, software-based networking and virtualization are fundamentally revamping how the communication infrastructures are designed, programmed and operated. Network slicing, mobile edge computing, new radio access networks, and programmable cloud-native services represent some of the key technical components of future network infrastructures, including 5G networks that started being commercialized in 2019. The third issue of the "Telecom Software, Network Virtualization, and Software Defined Networks" series features five papers that deal with critical aspects of future networks, such as the adoption of edge computing technologies for mobile networks; the use of network slicing for 5G access and mission-critical services; advanced techniques for virtualized network programmability; and automation of virtualized network security services. This article focuses on the expansion of telecommunication. In 1993 a conference on telecommunications in modern satellite, cable, and broadcasting services named TELSIKS was initiated by Professor Bratislav Milovanovic, Faculty of Electronic Engineering, University. Substantial progress in the series of TELSIKS conferences was achieved in 1997 when the conference obtained an international character and IEEE technical co-sponsorship. The 3rd Conference on Telecommunications in Modern Satellite, Cable and Broadcasting Services, TELSIKS '97, was held October 8-10, 1997. The fourth conference, TELSIKS '99, was held October 13-15, 1999. When the preparation for TELSIKS '99 was at its most intensive, bombing started in our country. The TEL- SIKS Organizing Committee made many efforts during the time between TELSIKS '97 and TELSIKS '99 to provide some new IEEE sponsorships.

A random sample of 5,000 Communications Society members were surveyed using a self-administered, online questionnaire. The communication technologies used for Internet connectivity have radically changed since the 1980s, when the current design of the TCP/IP stack was introduced. Most of the traffic will soon be generated by mobile devices, connected to different generations of wireless networks, which now can provide to end users a multi-gigabit-per-second data rate. Mobile devices are more and more heterogeneous, and support connectivity over different interfaces and networks. Six years of sustained efforts to recognize telecommunication engineering (TE) as a distinct education discipline came to a successful conclusion on November 1, 2014, with ABET?s approval of its 2015-2016 Criteria for Electrical, Computer, Communications, Telecommunication(s) and Similarly Named Engineering Programs. This paper narrates the history of the Telecommunication Engineering Education (TEE) initiative and movement (2008–2014) which resulted in recognition of this field as a distinct engineering education discipline in the US and 28 other countries. We describe how the case for this recognition was made successfully, based on advances in network science and engineering. The author describes his growing involvement in Communications Society activities that had significant impact on his career. He describes his experience in presenting a paper at the 1982 IEEE International Conference on Communications in Philadelphia on the topic of how the Bell System would maintain its digital telecommunications network, which was then in its infancy. The Communications Society Board of Governors' recognition of the growing opportunities and challenges of conferences when it restructured the Board, with the new structure starting in 2008 is discussed.

Traditional machine learning is centralized in the cloud (data centers). Recently, the security concern and the availability of abundant data and computation resources in wireless networks are pushing the deployment of learning algorithms toward the network edge. This has led to the emergence of a fast growing area, called edge learning, which integrates two originally decoupled areas: wireless communication and machine learning. It is widely expected that the advancements in edge learning would provide a platform for implementing edge artificial intelligence (AI) in 5G-and-Beyond systems and solving large-scale problems in our society ranging from autonomous driving to personalized healthcare. A typical edge learning framework (e.g., federated learning) features distributed learning over many wireless devices as coordinated by edge servers to cooperatively train a large-scale AI model using local data and CPUs/GPUs. The iterative learning process involves repeated downloading and uploading of high-dimensional (millions to billions) model parameters or their updates by tens to hundreds of devices. This will generate enormous data traffic, placing a heavy burden on the already congested radio access networks. The training problem cannot be efficiently solved using traditional wireless techniques targeting rate maximization and decoupled from learning. Achieving the goal of edge learning with high communication efficiencies calls for the design of new wireless techniques based on a communication-and-learning integration approach. Through its history the International Telecommunication Union (ITU) has witnessed great inventions and has played an active role in the technology development that has been shaping the world of telecommunications. The ITU milestones are numerous. One of them is of particular importance because it symbolizes better than any other the need for harmonious worldwide development and desire for universal cooperation. It was established at the Atlantic City conference in 1947 when the entry of ITU into the United Nations (UN) family as a Specialized Agency for Telecommunications was decided. By the end of the 1980s the technology evolution and fresh regulatory dynamism announced global changes in the national and international telecommunication environment and consequently in the role of the ITU Constituencies. For different reasons, the Union has not adapted itself with sufficient speed to these processes and over the years the technical spirit of the Atlantic City conference has been weakening and political debates have been installed instead. Performance of the ITU mission has been suffering due to its increasingly weaker leadership and inefficient governing bodies. The most recent ITU Plenipotentiary Conference, held in Busan in 2014, was facing the challenge to address the need for reforms in order to ensure the sustainability of the Union into the future and reinforce its status as an advocate of global technical excellence. Unfortunately, the need for reform was not specifically recognized and reflected in the Objectives enunciated in the Strategic Plan for the Union for the period 2016-2019, and any reorganization of the structure and functioning of the Union, currently recognized as being archaic and conservative, was left in abeyance. The analysis made and the conclusions reached in this paper may assist future high-level discussions on the subject matter and may facilitate an early promotion of the ITU Reform Policies. The reform guidelines offered herein may also further reinforce the views of those Member States that are sincerely concerned and interested in creating a new paradigm for a better future of their Union. The telecommunications sector has experienced significant changes over the past few years. The advent and rise of new applications and services, together with a competitive market, has led to a complex scenario in which quality of service plays a major role. Under this condition, novel QoS regulation and standardization initiatives are required. During the last few years new terms and concepts, such as quality of experience or QoS perceived, have been included in the updated and new QoS-related standards as to better integrate the user?s point of view, as opposed to only network performance parameters. The influence of the user?s satisfaction on the quality of business has also been given increased attention in the regulation and standardization bodies recently. The result is a loose collection of metrics and models that are not standardized and do not integrate all aspects of quality. Such integration is necessary to assure the successful development of this sector. This paper presents a new and integrated QoS model (QoXphere) that is spherical, adaptive, and multi-layered. Capital expenditures (capex) remain the most closely-watched metric for determining the direction and level of investment that telecommunications carriers are making in network equipment and services. In turn, carrier capital spending is driven by the combination of two primary factors: the number of customers served by that carrier, and the volume of services demanded by those customers. This article analyzes the size, scope, and outlook of capital expenditures among telecommunications carriers in the U.S., and assesses the significance of capital expenditures for the carriers customers, equipment vendors, and investors. Written by John Celentano, a highly-regarded telecom marketing consultant, the papers findings and conclusions are based on a study of more than 50 wireline and wireless carriers that will spend a combined US$65 billion in 2008. High-speed packet access (HSPA) was included in Third Generation Partnership Project (3GPP) releases 5 and 6 for downlink and for uplink. The 3GPP release 7 offers a number of HSPA enhancements, providing major improvements to the end-user performance and to net- work efficiency. The release 7 features are introduced in this paper. Release 7 also is known as HSPA evolution or HSPA+. The HSPA+ downlink peak bit rate can be increased to 28.8 Mbps with a multiple input multiple output (MIMO) antenna solution, and the uplink rate can be increased to 11.5 Mbps with higher order modulation in release 7. The higher peak rates are facilitated by the layer 2 optimization in downlink. In addition, the terminal power consumption can be reduced considerably for packet applications. The downlink cell capacity will be enhanced with new types of terminal requirements for a two-antenna equalizer and with MIMO. Altogether, release 7 features nearly double the cell capacity compared to release 6 with emphasis on the capacity of voice-over-IP (VoIP) service. 3GPP release 7 enables the simplification of the network architecture. The number of network elements for the user plane can be reduced from four in release 6 to two in release 7. The HSPA flat architecture in release 7 is similar to the architecture agreed upon for 3GPP long- term evolution (LTE), thus enabling the later, smooth evolution from HSPA to LTE. LTE will be specified as part of release 8 and further push the radio capabilities higher with larger bandwidth and lower latency. The LTE performance target is to provide two-to-four times the performance of the HSPA release 6 reference case [1]. 3GPP release 7 and 8 solutions for the HSPA evolution will be worked in parallel together with the LTE development, and some aspects of the LTE work are expected to reflect on the HSPA evolution as well. 3GPP release 7 was completed in June 2007, with some work remaining on the performance requirements. The article focuses on the wireless communication services in Brazil. It was 1990 when the wireless experience in the country started. Cellular services were first deployed in Rio de Janeiro and Brasília. The national regulator of telecommunications services in the country is the agency, called the National Telecommunications Agency. Also noted is the official document of the Brazilian Ministry of Communications describing the Upgrading and Expansion Program for the Postal and Telecommunications System (PASTE), published in 1995.

Roberto Saracco is the President of EIT ICTLABS Italy and Italy Node Director (European Institute of Innovation and Technology). His background is in math and computer science. Up to December 2011 he was the Director of the Telecom Italia Future Centre in Venice, looking at the interplay of technology evolution, economics, and society. At the turn of the century he led a World Bank-Infodev project to stimulate entrepreneurship in Latin America. He is a senior member of IEEE, where he has served in various positions in ComSoc, and he currently leads the Future Directions Committee. Information about several topics discussed at the 2008 Institute of Electrical & Electronics Engineers (IEEE) International Conference on Communications (ICC 2008) of IEEE Communications Society (ComSoc) in Beijing, China from May 19-23, 2008 is presented. The event featured several symposiums, panel sessions and workshops on research, technical and business issues in telecommunication. It also included several speakers, such as Scott McGregor of Broadcom and Wei Leping of China Telecom.

The article provides information on the activities and achievements of the 2007 IEEE Wireless Communications and Networking Conference (WCNC) held from March 11 to 15, 2007 in Hong Kong, China. The theme of the conference was Wireless Gateway, given Hong Kong's special position within the fast growing vibrant economies and excitement of China and Asia. Hong Kong is well known for its advances in information and communications technology. Furthermore, WCNC 2007 was a resounding success. It broke every record there was to be broken. It had an overwhelming number of paper submissions, truly exceeding all expectations.

This article presents a tribute and personal profile of Alain Glavieux, an icon of French telecommunication engineering. The whole French telecommunications committee and people all over the world were saddened by the death of Alain Glavieux, who passed away on Saturday, 25 September 2004. After completing his graduation in engineering, Alain worked at &Eacutecole; Nationale Supérieurc des Télécomniunications (ENST), of Paris, France in 1978, and his last position was Deputy Director of this engineering school. Alain was co-inventor of turbo codes with Claude Berrou, another engineer an invention now considered by the international community one of the biggest events in shaping the filed of communication. Merely 10 years after their invention, turbo codes are today in almost every recent international standard and many products. In recognition of this spectacular discovery, Claude Berrou and Main Glavieux received numerous international awards and distinct ions, one of which was the 2003 IEEE Richard W. Hamming Medal.

The article reports on the 60th anniversary of HTE, the Scientific Association for Infocommunication in Hungary, on January 29, 2009. The HTE is formerly known as the Scientific Society for Telecommunications. It is a voluntary and autonomous professional society of engineers and economists, researchers and businessmen, managers and educational, regulatory and other professionals active in the fields related to telecommunications in the country. The anniversary will be celebrated by the IEEE Wireless Communications and Networking Conference in Budapest in April 2009.

The article focuses on the Quality of Service (QoS) routing policies and their effectiveness in heterogeneous wired and wireless networks. It explores routing algorithms which will take into account the dynamic change of communication networks and discuss their advantages and drawbacks when compared to traditional solutions. It stresses on the integration of QoS which focuses on a tutorial-based approach and on the evolution of routing decisions applied in heterogeneous networks that may include the load level traffic patterns and topology of the network changes the routing policy adapts for the chosen router.
