1. The Problem Need to Be Concerned in the Theory of Comprehensive Transport Network Planning

In regard to the big shortcoming of the present theory and method system of a comprehensive transport network, which is hard to be improved by partial revision or remedy, this paper tries to establish a new sort of theory and method system. The thinking of the establishment is based on the value flow theory in the pursuit of maximal interest for society and economy. It builds the platform in which different ways of transport are comprised from the prospect of economy and research, for the theory and method of the comprehensive transport network planning is also based on this. The main content of the paper includes several points as follows: 1) to seek the shortest connected route by testing the Fermat point to increase the amount as well as adopting a multiple algorithm; 2) to ensure the elementary traffic network and elementary transport flow by the shortest transport route according to the distribution of transport demand; 3) to describe the technological and economic character according to the corridor transport flow; 4) to choose the way of transport or a combination of several ways of transport so as to form the preliminary program in planning a comprehensive transport pattern; 5) to revise the preliminary transport network pattern in whole consideration of the construction investment, and opportunity of land and transport expenses so that a theory network system can come into existence; and, 6) to improve the storage structure and increment structure and do research on a practical theory network system.
