A feasibility assessment was undertaken on the application of water-sensitive urban design (WSUD) for the Cape Flats Aquifer in Cape Town, South Africa, at the local scale. The study contributes towards the planning of water-sensitive cities in the future. A three-dimensional steady-state groundwater flow model was applied to the Cape Flats Aquifer to predict WSUD scenarios by incorporating managed aquifer recharge (MAR). Analysis of the scenarios of varying recharge estimates and groundwater abstraction rates, predicted using the model, indicated that the water-table distribution and outflows from identified groundwater balance components show direct proportionality to the varying recharge scenarios. A notable increase in these outflows was observed when the recharge rate was increased by 50%. Varying groundwater abstraction scenarios indicated that with increasing abstraction rates, water levels and outflows from groundwater balance components also decreased accordingly. A notable decline in water levels and outflows was established at an abstraction rate of 2.5 and 5 L/s, respectively. Similar to the previous regional studies in the area, the results from the predicted scenarios show that there is a potential for applying WSUD, particularly MAR, at site-specific scale within the Cape Flats Aquifer. However, shallow groundwater levels during wet seasons limit the opportunities for application of WSUD in the area. This finding would provide an important reference to the ongoing debate on the Cape Town water crisis and similar environmental conditions where WSUD is considered.

Water flow is required for the health and integrity of any wetland environment. Based on field investigation, flow simulation and hydrogeological data, a conceptual flow model representing the physical characteristics of the Sakumo wetland (Ghana) was developed. Two major flow systems were identified: interflow (local topsoil water) in the alluvium and shallow groundwater flow in the unconfined unit. A simple two-dimensional finite-difference numerical model was applied to analyse the groundwater flow system in the Sakumo wetland catchment using ModelMuse. The purpose of the model was to explain the groundwater flow system and quantify the water fluxes contributing to the wetland water storage. The main source of groundwater for use in the catchment is the shallow unconfined Quaternary aquifer. The modelling results indicate that changes in recharge significantly affect the wetland water balance. The water table declines during the dry season as there is high evapotranspiration with little rain. The modelling results also confirm that the Sakumo wetland water fluxes are predominately associated with local shallow flows; the calibrated model simulation showed no hydraulic link between the wetland and the underlying deep basement aquifer. This study thus provides valuable hydrogeological information on the Sakumo wetland basin and lays the foundation for development of detailed future predictive models in this under-researched area of hydrogeology in the humid tropics.

The dolomite aquifer is the largest water source in northern South Africa. The flow dynamics of the dolomite aquifer is investigated by using analyses of the hydro-chemical parameters and isotopes (3H, δ2H, δ18O, δ13C-DIC and 14C-DIC) of spring samples. Recharge areas of the dolomite aquifer are confirmed through interpretation of the hydro-geochemical types of the spring samples. The important role of rainfall in groundwater recharge is suggested by low Na+ and Cl− concentrations and by the δ2H and δ18O values of the spring samples. Groundwater mean residence time (MRT) and its temporal and spatial distributions within the young dolomite spring system can be analyzed using an improved lumped-parameter model based on the time series of 14C-DIC, initial 14C activities and δ13C-DIC values of the spring samples collected during the 1970s and 2000s. The results show that the spring samples have about 50–80% of the initial 14C activities and the MRTs of the dolomite spring system range from ≤10–51 years. At five spring sites, the temporal distributions of groundwater MRTs are identified to be significantly influenced by the variability of the local rainfall. At the Kuruman sites only, an increasing trend of the groundwater MRTs and the evolution of the [Ca2+]/[Mg2+] ratio along the flow direction indicate an important role of deep groundwater inflow to the spring flow. The results provide basic scientific information required for sustainable management of the dolomite aquifer.

Sustainable utilization of groundwater in parts of hyper-arid Sub-Saharan Africa, like the Namib Desert, is always a challenge due to lack of resources and data. For the Omdel Aquifer in the Omaruru catchment, Namibia, issues to investigate include the lack of information on the geology and hydrogeological setting, the hydraulic properties and geometry of the aquifer at the inflow and outflow sections, groundwater recharge conditions upstream of the aquifer, and the impact of artificial recharge. In this desert environment, the methods applied are hydrogeological surveys and site visits, together with interpretation of geological, hydrological and geomorphological data from investigations carried out to define the hydrogeological characteristics of the Omdel Aquifer. The bedrock geometry of the aquifer indicates that the Main channel (one of four palaeochannels) is the largest reservoir of stored fresh groundwater, estimated at 133 Mm3, and it is deeper than the other three channels, with an average sediment thickness of 80 m. All groundwater chemistry facies of the selected boreholes tapping the Omdel Aquifer reveal a NaCl character, indicating a coastal environment. The yield of the Omdel Aquifer is estimated to have increased from 2.8 Mm3/year before construction of a recharge enhancement dam to 4.6 Mm3/year after the construction. This paper focuses on the understanding of hydrogeological characteristics of the Omaruru Delta Aquifer System in terms of groundwater recharge and discharge, groundwater dynamics within the aquifer and groundwater chemistry, in order to assess whether the current abstractions are operating within the hydrogeological limits of sustainability.

Groundwater recharge estimation in arid and semi-arid southern Africa is reviewed based on four decades of recharge investigation in the region. This paper updates an earlier review by incorporating emerging and grey literature from a wide range of research sectors in southern Africa, collected during the past decade. For ease of comparison, methods commonly used are critically reviewed with a rating provided in terms of accuracy, application and costs. These include, but are not limited to, the methods of chloride mass balance (CMB), rainfall infiltration breakthrough (RIB), Extended model for Aquifer Recharge and moisture Transport through unsaturated Hardrock (EARTH), water-table fluctuation (WTF), water balance in the saturated zone (including equal volume spring flow (EVSF) and saturated volume fluctuation (SVF)), and groundwater modelling (GM). As the methods based on mass balance and relationships between rainfall, water-level fluctuations and abstraction are proven to have the potential to simulate and forecast groundwater recharge, the EVSF and CMB methods are highly recommended for use in the southern African region according to this review. Caution on the uncertainty associated with error input and propagation for all the methods is advised, based on a case study in South Africa. The review provides an updated source of references related to recharge estimation in arid and semi-arid regions of Sub-Saharan Africa in general and to ongoing projects for the implementation for Resource Directed Measures (part of the National Water Resources Strategy) in South Africa in particular.

The infamous drought of 2015–2017 in Cape Town (South Africa) provides important lessons on water governance. While it is undeniable that an unprecedented sequence of two record-low rainfall years instigated the ‘water crisis’, this essay argues that the severity of the drought may have been mitigated by good governance, both in terms of diversifying water sources and managing existing supplies. Historically, water authorities have focussed on surface-water resources for Cape Town’s water supply. Cape Town’s ample groundwater has not been utilised to any notable extent. It is concluded that the crisis, once passed, may be viewed as auspicious, for not only did it provide the impetus to adapt Cape Town’s water supply, thereby better incorporating its groundwater resources, but the crisis stands as a case in point to justify future investments in water security, not only for Cape Town, but for other cities as well.

This study investigates whether increased use of the Ostrom design principles could improve groundwater governance research. The principles relate to self-organizing governance systems of common-pool resources, which are more likely to be sustainable if all eight design principles—e.g. clear resource and user boundaries, collective-choice arrangements, monitoring, sanctions, conflict-resolution mechanisms—are present. Empirical studies have proven the relevance and effectiveness of the Ostrom design principles for a range of common-pool resources. However, the application of the design principles to groundwater has been limited. The South African institutional landscape was therefore chosen as a case study to investigate the relevance of the design principles. The case study involved (1) comparing the design principles with established global governance benchmarking criteria, (2) assessing how implementable the design principles would be in South Africa, and (3) comparing the aims of the design principles and the broad aims of groundwater governance in South Africa. It was found that the Ostrom design principles provide researchers with a common ‘language’ for learning about the specific issues of a particular setting, learning from experiments in that setting, and learning from the experience of others. The Ostrom design principles and associated adaptive management, social learning, use of the diagnostic approach, and more specific hydrogeological principles are not mutually exclusive and can be complimentary. The implementation of groundwater governance in South Africa has been poor and few Ostrom design principles have been adopted. More use of the Ostrom design principles could improve groundwater governance in South Africa and globally.

Alluvial strip aquifers associated with ephemeral rivers are important groundwater supply sources that sustain numerous settlements and ecological systems in arid Namibia. More than 70 % of the population in the nation’s western and southern regions depend on alluvial aquifers associated with ephemeral rivers. Under natural conditions, recharge occurs through infiltration during flood events. Due to the characteristic spatial and temporal variability of rainfall in arid regions, recharge is irregular making the aquifers challenging to manage sustainably and they are often overexploited. This condition is likely to become more acute with increasing water demand and climate change, and artificial recharge has been projected as the apparent means of increasing reliability of supply. The article explores, through a case study and numerical simulation, the processes controlling infiltration, significance of surface water and groundwater losses, and possible artificial recharge options. It is concluded that recharge processes in arid alluvial aquifers differ significantly from those processes in subhumid systems and viability of artificial recharge requires assessment through an understanding of the natural recharge process and losses from the aquifer. It is also established that in arid-region catchments, infiltration through the streambed occurs at rates dependent on factors such as antecedent conditions, flow rate, flow duration, channel morphology, and sediment texture and composition. The study provides an important reference for sustainable management of alluvial aquifer systems in similar regions.

Parameter estimates of artesian aquifers where piezometric head is above ground level are largely made through free-flowing and recovery tests. The straight-line method proposed by Jacob-Lohman is often used for interpretation of flow rate measured at flowing artesian boreholes. However, the approach fails to interpret the free-flowing test data from two artesian boreholes in the fractured-rock aquifer in Table Mountain Group (TMG) of South Africa. The diagnostic plot method using the reciprocal rate derivative is adapted to evaluate the artesian aquifer properties. The variation of the derivative helps not only identify flow regimes and discern the boundary conditions, but also facilitates conceptualization of the aquifer system and selection of an appropriate model for data interpretation later on. Test data from two free-flowing tests conducted in different sites in TMG are analysed using the diagnostic plot method. Based on the results, conceptual models and appropriate approaches are developed to evaluate the aquifer properties. The advantages and limitations of using the diagnostic plot method on free-flowing test data are discussed.

Sustainable-yield estimation in semi-arid conditions is always challenging, especially for fractured rock aquifers. An approach to assess sustainability is discussed using a case study from rural semi-arid Namibia. The fractured-rock aquifers in the study area have complex configuration. Geology maps, hydrocensus data, geophysical surveys, and drilling and hydraulic testing data were used to produce a conceptual model. Aquifer parameters were estimated based on the hydraulic test data and numerical modelling. Due to lack of data, as is often the case in rural Namibia, the simulation results had to be verified against geological and hydrogeological constraints. It is concluded that the aquifer system is sustained by episodic recharge and the long-term gain in storage (about 3,285 m3/a) represents the maximum extractable volume. It is recommended that the continuous monitoring system for groundwater level, river flow and rainfall should be part of a long-term scheme. The magnitude and frequency of the recharge events and extraction should be monitored in order to sustainably manage the resource. Although the illustrated approach is based on limited data, it provides a basis for management of individual groundwater schemes in semi-arid conditions in sub-Saharan Africa.

It is important to understand how groundwater recharge responds to precipitation variability in space and time, especially in those areas such as Yanqing Basin (China), where groundwater represents the sole water resource. A simple soil-water balance method is applied for spatio-temporal simulation of groundwater recharge in Yanqing Basin from 1981 to 2000. It was implemented on a monthly time step considering the effects of land use and soil texture. The area-average recharge associated with various land uses and soil textures was then compared with zonal analysis using a geographic information system (GIS). The main findings include: (1) the variation of groundwater recharge follows precipitation changes, either at yearly or seasonal intervals, (2) land use plays a more influential role in groundwater recharge than soil texture in this area, and (3) the water table quickly rises in response to recharge in the shallow parts of the aquifer, while there is a delay of 0.5–1.0 years where the groundwater level is at depth 4–10 m. The application demonstrates how spatio-temporal analysis can be utilized for groundwater-recharge estimation through distributed modeling and GIS.

Groundwater/surface-water interaction is receiving increasing focus in Africa due to its importance to ecologic systems and sustainability. In South Africa’s 1998 National Water Act (NWA), water-use licenses, including groundwater, are granted only after defining the Reserve, the amount of water needed to supply basic human needs and preserve some ecological integrity. Accurate quantification of groundwater contributions to ecosystems for successful implementation of the NWA proves challenging; many of South Africa’s aquifers are in heterogeneous and anisotropic fractured-rock settings. This paper reviews the current conceptualizations and investigative approaches regarding groundwater/surface-water interactions in the context of South African policies. Some selected pitfall experiences are emphasized. The most common approach in South Africa is estimation of average annual fluxes at the scale of fourth-order catchments (∼500 km2) with baseflow separation techniques and then subtracting the groundwater discharge rate from the recharge rate. This approach might be a good start, but it ignores spatial and temporal variability, potentially missing local impacts associated with production-well placement. As South Africa’s NWA has already been emulated in many countries including Zambia, Zimbabwe and Kenya, the successes and failures of the South African experience dealing with the groundwater/surface-water interaction will be analyzed to guide future policy directions.

Core samples from an 800-m deep borehole at the Rietfontein Farm, 10 km west of Graafwater, Western Cape, South Africa, were examined and interpreted for the hydrogeological significance of the Table Mountain Group (TMG) in the area. A suite of fracture data was collected and analysed to characterize the aquifer and conceptualize flow in the vicinity of the hole. Based on these data, the hydraulic conductivity, and density and coating intensity (due to precipitation) of the fractures against depth were computed. The dependence of fracture density on depth is very weak, while the intensity of fracture coatings is closely linked to the distribution of hydraulically active fractures that represents the maximum number of fractures currently open to groundwater flow. Four scenarios of depth ranges reflecting the development of hydraulically active fractures are proposed as a depth model of groundwater flow, implying that the majority of groundwater exists above 400 m depth. The top of the hydraulically inactive fracture zone clearly indicates that no groundwater flow could take place below a depth of about 570 m. The depth model gives a better understanding of the properties of the aquifers in the area and improves conceptual models, considering the lower limit of aquifer depth in particular.
