Purpose: This paper aims to examine housing need for older people and people with dementia, with reference to Scotland. This paper also examines policy responses and tensions arising from such need and looks critically at the evidence of care needs and what older people want in relation to later life conditions, including dementia. Design/methodology/approach: Taking the Being Home: Housing and Dementia in Scotland report (2017) as a baseline descriptor, the authors have collated evidence from a range of sources to help them examine what has changed in terms of policy, practice and population ageing. Set against this backdrop, using desk-based analytical methods, the authors interrogate existing planning processes and systems in Scotland. Findings: Scottish Spatial Planning has a policy blindness on the overwhelming evidence of the housing needs derived from an ageing population. Policy focus is geared towards the amount of housing supplied, rather than appropriate types of housing, leaving older people with little choice of suitable accommodation. A key area to improve is in establishing greater co-operation and policy synthesis between health, social, housing and planning functions. Broad policy ambition must be transferred into detailed reality for older people and people with dementia to benefit. Purpose – The purpose of this paper is to review the management of the (accessible) social housing stock as a means to achieve a cost effective solution to meeting the needs of an ageing population. The paper examines the costs and effectiveness of an accessible housing register (AHR) as the primary means social landlords have to utilise accessible housing stock efficiently. Design/methodology/approach – The paper examines the cost effectiveness of the most advanced AHR in the UK. The data for the study was collected in 2009 (costs/expenditure quoted relate to that year) and is derived from a combination of interrogating computerised allocation records and the collection of information on costs through interviews with local authority staff. Findings – The concept of an AHR can involve substantial set up costs. The financial analysis to assess their cost effectiveness proves complex but suggests that an efficient full register could be more than justified in these terms if it led to a reduction in costs, through the removal of the need for a relatively small number of adaptations in the first years of a tenancy. Purpose: This study aims to explore the environmental health role in meeting the housing condition, adaptation and associated needs of older people living in private sector housing in London, including those living with and at risk of dementia. Design/methodology/approach: A multi-method approach was adopted. First, relevant public-facing websites in London were scrutinised. Second, a Qualtrics online survey was designed and circulated to capture relevant information around relevant services offered. Third, seven face-to-face interviews were conducted with front-line practitioners involved in providing housing services to private sector owners and tenants. These were transcribed verbatim and analysed using NVivo software before categorising into themes arising. Findings: An erratic picture emerged around the meaning of "older people" and the services offered. A mixture of organisational arrangements and types of assistance available was reported, with different ways of access and referral to services, with a range of discretionary grants offered including for dementia. Some local authorities offered minimal specialist services, with others providing highly integrated and client-led, flexible interventions to meet a range of needs. Limited inclusion of research, evidence and evaluation of the effectiveness of interventions was reported overall, although client feedback was noted as good where services were provided. Originality/value: There is very little published around environmental health work in supporting older people living in London and their housing, health and social care needs. This paper captures a snapshot of current and proposed services offered across London for owner-occupiers and private sector tenants, as a basis for further research for evidence-based, effective front-line services going forward. Purpose -- Appropriate housing for the growing population of older adults is becoming an international concern. The purpose of this paper is to report on a review of UK and international literature carried out as part of a project exploring the commissioning and delivery of social care in housing with care settings. The paper also considers housing with care in the context of UK policy and practice. Design/methodology/approach -- The peer literature review process used a range of academic databases as well as government and third sector web sites, drawing on relevant material in English published from 1990 to 2012. Findings -- Findings are presented within three main themes: how care and support is provided; the role of the built environment; and the benefits for resident well-being. The review found a paucity of literature focusing specifically on care and support in housing with care settings, particularly in terms of how social care is delivered, but the evidence base suggests that housing with care is in a strong position to deliver on most if not all UK government aspirations. Practical implications -- Despite a growing literature both in the UK and internationally exploring the characteristics and benefits of housing with care for older people, substantial gaps remain in the research evidence. Purpose – The purpose of this paper is to explore whether handyperson services are able to meet the needs of diverse groups of older people, specifically in the UK policy context, to meet the requirements of the Equality Act (2010). Design/methodology/approach – The scoping review of the literature was conducted in 2012 using a wide range of literature from the UK. Findings – In an under-researched field it is difficult for policy makers to determine whether handyperson schemes and their associated services are accessible to and being used by all sections of the older population. Schemes do not generally collect and report data about their users. Research limitations/implications – The scoping review concentrates on UK literature. There are a variety of handyperson schemes and they operate in different ways with different criteria and priorities. Some of the accounts of handyperson schemes provide little data about user characteristics. Practical implications – The paper suggests how handyperson schemes may be able to meet the requirements of the Equality Act (2010) by outlining what data are needed and approaches to gathering it sensitively and proportionally. Purpose – This paper aims to describe an evaluation instrument designed to detect physical barriers and risks in basic activities of daily living (BADLs) performance by senior citizens and presents findings obtained in a representative sample of older persons living in housing programs provided by the State of Chile. Its aim is to develop an objective instrument which can serve as reference point for housing adaptations and improvement or for the use in new designs, appropriate to the changing functional capacities of this age group. Design/methodology/approach – The research is broadly framed in an ecological perspective. It draws on an empirical study, observing older people's BADLs performance in selected State provided housing in the Santiago area. The approach includes some quantitative but mainly qualitative aspects from a descriptive, explanatory and cross sectional perspective. Objective observation of functional BADLs performance, as well as subjective users' perspectives, is compared. Findings – State housing design is significant in BADLs performance, limiting functionality in one third of associated operations observed. These mainly concerned demanding reaching requirements associated with height, but also extended to other inadequacies in design or lack of elements in different situations, which act as barriers or bring potential risks. Research limitations/implications – Heterogeneity in the functional conditions of older people regardless of age and gender, as well as different housing types makes it difficult to develop standardized recommendations, requiring a tailored approach in the case of adaptations, thus limiting coverage. Further research should be carried out after performing corrective adaptations to evaluate the impact of these interventions. Practical implications – The paper prompts a reassessment, by State housing providers, of the architectural design of housing types for older people as well as the adaptation of existing units to extend independence in time rather than undermine it. Social implications – The study of the effects of architectural design of housing on older people's independence when performing BADLs is underdeveloped and should be increased in order to promote a better quality of life for this age group through a more friendly and inclusive environment. Originality/value – This research attempts to generate an objective instrument, useful to provide evidence for architects, designers and policy makers and suitable to be applied in other housing contexts in order to improve the habitat and older people's quality of life. Purpose: The purpose of this paper is to assess frailty, geriatric conditions and multimorbidity in people experiencing homelessness (PEH) using holistic evaluations based on comprehensive geriatric assessment (CGA) and draw comparisons with general population survey data. Design/methodology/approach: Cross-sectional observational study conducted in a London-based hostel for single PEH over 30 years old in March–April 2019. The participants and key workers completed health-related questionnaires, and geriatric conditions were identified using standardised assessments. Frailty was defined according to five criteria in Fried's phenotype model and multimorbidity as the presence of two or more long-term conditions (LTCs). Comparisons with the general population were made using data from the English Longitudinal Study of Ageing and the Health Survey for England. Findings: A total of 33 people participated with a mean age of 55.7 years (range 38–74). Frailty was identified in 55% and pre-frailty in 39%. Participants met an average of 2.6/5 frailty criteria, comparable to 89-year-olds in the general population. The most common geriatric conditions were: falls (in 61%), visual impairment (61%), low grip strength (61%), mobility impairment (52%) and cognitive impairment (45%). All participants had multimorbidity. The average of 7.2 LTCs (range 2–14) per study participant far exceeds the average for even the oldest people in the general population. Originality/value: To the best of authors' knowledge, this is the first UK-based study measuring frailty and geriatric conditions in PEH and the first anywhere to do so within a CGA-type evaluation. It also demonstrates the feasibility of conducting holistic evaluations in this setting, which may be used clinically to improve the health outcomes for PEH. [ABSTRACT FROM AUTHOR]

Purpose In France and Germany, intergenerational housing is put forward as an option by public authorities. This kind of housing scheme seems like a good solution for seniors and young people, from both an economic and a social point of view. But beyond this common philosophy, there are differences in the way intergenerational housing is being implemented in the two countries. France mainly favours the student-senior home-sharing model whereas the intergenerational collaborative housing (co-housing) model based on solidarity between seniors and families is gaining ground in Germany. The purpose of this paper is to explore the reasons for these differences and present results from field surveys conducted in both countries.Design/methodology/approach The qualitative methodology of the field surveys consisted essentially of semi-structured interviews with the young people and seniors living in these types of housing, in order to understand how they experienced intergenerational solidarity.Findings The authors’ surveys revealed that certain conditions are essential for this intergenerational solidarity to be fully effective, notably voluntary participation and commitment to the project, and possibly external support to ensure that it is designed and implemented in the best possible way.Originality/value This paper provides useful recommendations for decision makers who wish to support this type of housing concept based on intergenerational solidarity. Purpose – The purpose of this paper is to learn lessons from North America on housing an ageing population, both in terms of supporting people to "age in place", and available options for those who need/wish to move. The project, funded by the Winston Churchill Memorial Trust, comprised a six-week travel fellowship to USA and Canada to meet with housing professionals from the public and private sectors and find out about best practice initiatives and efficient models for housing older people.Design/methodology/approach – The paper is in two parts, of which this is the second. Part 2 focuses on the links between housing and health and, recognising significant differences between the countries, draws out lessons which may be applied as similar challenges of austerity, an ageing population and the increasing interest in personal budgets are faced.Findings – There is no one size fits all approach to addressing the housing needs of the older population; a continuum of options across tenures is required. There are opportunities for growth in the private and non-profit sectors in terms of the provision of services for the ageing population. Large scale social change comes from better cross-departmental coordination and cannot be achieved by the isolated intervention of a single organisation. Originality/value – This was a unique opportunity to learn lessons from North America on how to effectively meet the needs of the older population, now and in the future. Purpose The purpose of this paper is to outline current efforts in the USA to build and create safe and affirming housing for lesbian, gay, bisexual, and transgender (LGBT) older adults.Design/methodology/approach The authors approach this task through a survey of existing publicly available information about LGBT-specific housing projects, as well as literature on methods to make existing housing welcoming to LGBT elders.Findings The authors find that there are a number of LGBT-specific housing options currently available, and many more in the development phase. Additionally, given the large number of LGBT older adults in the USA and the relatively small number of LGBT-specific housing units, the authors also discuss other interventions that can be applied to create safe housing. The practical implication of this research is to provide advocates for LGBT people with a sense of what is happening in the USA, as well as some guidance on how to replicate LGBT affirming housing models in other contexts.Originality/value To the authors’ knowledge, this is the only and most comprehensive survey of LGBT-specific elder housing in the USA to be published in the academic literature. An introduction to the journal is presented wherein the editor discusses various articles published within the issue on topics including lessons on housing for older persons in Northern Ireland, a four-site study of youth homelessness, and the development of the market for social care in Great Britain.

EVOLVE is a tool for evaluating the design of housing for older people. It is used to assess how well a building contributes to the physical support and personal well-being of older people. Developed from research into extra care housing, it can be used for a variety of building types, including sheltered housing and individual private houses. The tool can be used by architects, housing providers, commissioners, researchers and individual tenants or home owners. EVOLVE can be used as a briefing document or an aid to design. It can provide a rational basis to the selection of proposals in a competitive procurement process. The EVOLVE tool can also be used to evaluate existing housing stock, including schemes where remodelling is under consideration. [ABSTRACT FROM AUTHOR]

Purpose - The purpose of this study was to learn lessons from North America on housing an ageing population, both in terms of supporting people to "age in place", and available options for those who need/wish to move. Design/methodology/approach - The project, funded by the Winston Churchill Memorial Trust, comprised a six-week travel fellowship to the USA and Canada to meet with housing professionals from the public and private sectors and find out about best practice initiatives and efficient models for housing older people. Findings - This report is written in two parts. This, the first, considers models which are successfully facilitating individuals and communities to support each other to age in place, for example, the Beacon Hill Village model which has taken off in the USA in a big way. Technology can, and will, also play an important role in enhancing the fives of older people in the future, but housing is really about people and it will be people who will make the real difference on this issue.
