This paper looks at the current challenge facing higher education by exploring the historical relationship between higher education funding and long economic cycles in the UK, USA and France. It examines the consequence of the transformation of public-private income in higher education that followed the 1970s downturn, questioning whether the rise of private resources acted as additional or substitutive resources for public spending. The paper suggests that there is a risk that the cost-sharing strategy could be turned into a policy of public-private substitution of funding and provision, leading to a transfer rather than an increase of resources with strong implications on quality and equity. However, the Kondratiev cycle suggests an alternative route by designating the impact of the 1970s economic downturn on education as unique. Previous economic crises were contemporary of accelerations of public funding towards education which in fact contributed to economic recovery. The current crisis could represent an opportunity to revive counter-cyclical policy by looking not only at efficient public spending but also at developing fairer taxation. A revival of public funding complemented by an additional rather than substitutive diversification of income would rebalance the public-private structure of funding and drive a sustainable higher education system capable of playing a key part in these counter-cyclical transformations. Governments in the UK and many other countries have long sought to promote the diversity of their higher education institutions. However, diversity is hard to define, harder to measure and even more difficult to compare between countries. Most empirical analyses of the diversity of higher education systems use categorical variables, which shape the extent of diversity found. This study examines continuous variables of institutions' enrolment size and proportions of postgraduate, fulltime and international students to find the extent of variation amongst doctoral granting and all higher education institutions in the United Kingdom, United States and Australia. The study finds that there is less variety amongst all higher education institutions in the United Kingdom than in Australia, which in turn has much less variety than the United States. The paper argues that the extent of government involvement in higher education is not so important for institutional variety as the form that it takes. More tentatively, the paper suggests that the more limited the range of institutions for which government funding is available the stronger government involvement is needed to have variety among the limited range of institutions for which government financial support is available. This paper adds to earlier reviews by the author of the changing roles and identities of contemporary professional staff in UK higher education, and builds on a categorisation of professional staff identities as having bounded, cross-boundary and unbounded characteristics. Drawing on a study of 54 professional managers in the United Kingdom, Australia and the United States, it describes a further category of blended professionals, who have mixed backgrounds and portfolios, comprising elements of both professional and academic activity. The paper goes on to introduce the concept of third space as an emergent territory between academic and professional domains, which is colonised primarily by less bounded forms of professional. The implications of these developments for institutions and for individuals are considered, and some international comparisons drawn. Finally, it is suggested that third space working may be indicative of future trends in professional identities, which may increasingly coalesce with those of academic colleagues who undertake project- and management-oriented roles, so that new forms of third space professional are likely to continue to emerge. The paper draws on interviews with 'manager-academics' (Pro-Vice Chancellors, Deputy Vice Chancellors and Heads of Department) in UK universities to examine their views on their preparation, training and support for their roles. Following a brief description of the ESRC-funded study, the paper describes manager-academics' reported career trajectories, motivations and initial experiences, and the training they received: their views both of training and of less formal learning are ambivalent and often hesitant. However, the interviews reveal processes and contexts that manager-academics consider beneficial to their own learning and development, and this analysis suggests both theoretical understanding and practical guidelines. Manager-academics' learning occurs through engagement in practice and through social interaction, and is context-specific. Institutions can foster learning and good management by acknowledging these characteristics and promoting opportunities for self-critical reflection, peer feedback and collective articulation and sharing of experience. As the roles of faculty members have continued to expand, leaders in higher education need a better understanding of the drivers of faculty engagement. The current paper develops and tests a hypothesized model of faculty engagement in which faculty member grit is positively related to faculty member engagement both directly and indirectly through faculty member-academic chair leader member exchange (LMX). Using a sample of 156 faculty members in a mid-sized public university in the mid-Atlantic region of the United States, we tested the hypothesized model using PROCESS Model 4 with 5000 boot-strapped samples and a 95% confidence interval. Results show significant direct positive relationships between faculty member grit and faculty member engagement and between faculty member-academic chair LMX and faculty member engagement, but no significant indirect relationship of faculty member grit through LMX. Implications for higher education leaders are discussed, along with limitations and directions for future research.

Growing emphasis has been placed on universities to contribute to the innovation process and as a result academic research and development expenditures have increased in recent years. Nevertheless, little is known about the specific ways in which universities have expanded their research capacity. This paper examines how universities in the United States (US) have expanded research capacity as research funding has increased. Specifically, it identifies what type of research infrastructure, including various categories of human capital and research equipment, are most closely associated with increased academic research funding. Using data from 375 US universities spanning the period 1990-2005, through multiple regression analysis this study finds that 'traditional' and new 'market' based elements of research capacity are associated with increased research funding. The implications of this study extend beyond the US since many countries are both investing in expanding research capacity and transforming the way research is organised within universities. To ensure the widespread dissemination of information and to foster interaction and dialogue with users, higher education institutions need to develop an active profile on the social networks. This paper analyses the influence of universities' posting strategy on their followers' engagement (reaction, virality and conversation) by measuring the level of activity and type of presence on their social networks. A content analysis was conducted to analyse 90,000 posts by 70 universities from Europe, the United States and Latin America on their institutional profiles on Twitter, Facebook and LinkedIn. The universities' posting activity on their social media is moderate (with an overall mean of 7.04 posts per day), but the interaction rate is very low (0.237), far below the recommended levels of engagement. Notably, increased activity by universities on social networks does not lead to greater engagement but points to an inverse relationship between the two. Our findings also indicate that university-created content (UCC) achieves a higher level of engagement ([x-bar] = 169.41) than university-shared content (USC) ([x-bar] = 126.18). This study explores the effect of universities' posting strategy dimensions on their follower's interaction.

Higher education's rapid expansion is paired with growing social expectations of its benefits and concern on its teaching quality. In response to these, institutional/national surveys based on an array of theories are widely used in universities for quality assurance, enhancement, and benchmarking. This paper reviews three major types of instruments used for such purposes, including two distinct schools of theory that have guided the development of such assessment in the United States, Australia and the United Kingdom and then spread to the other parts of the world. The theories shaping the development of the two instruments, the dimensions assessed, and the challenges and criticisms involved when using such instruments for quality assurance are each discussed. This review concludes with a call for comparisons of different lines of research in this area, discussions on student learning experience that include more diverse characterizations of student experience across different educational contexts, development of tools to enable distributed leadership among teachers, and encouragement of students as partners for quality enhancement in higher education.

Postsecondary education in the United States is provided by public, not-for-profit and for-profit institutions. Public and not-for-profit institutions are expected to serve the public good due to state control or chartering requirements; for-profit institutions are not. Therefore, the decision to serve the public good is vested in the board. The for-profit director's role as representative of shareholders' interests does not ensure deference to the public good. Currently, national priorities are aligned with shareholder interests creating an environment ripe for expansion of for-profit education. However, there are implications as national priorities shift to positions that do not complement shareholder interests. Most critically, continued growth of for-profit postsecondary education may lead to a reduction of service of the public good by all institutions. Private institutions (not-for-profit or for-profit) exist in every large country; therefore, a thorough analysis of the legal distinctions among sectors is encouraged to understand the implications of growth. One sees various efforts in developed as well as in developing economies to seek a greater participation of lower-income students in their nation's leading universities. Once lower-income students do enroll in a highly selective institution, what happens to them? How well do they do academically when compared to their more wealthy counterparts? How integrated are they into the academic community and in their satisfaction with their choice and sense of support by the institution and fellow students? These are crucial questions, if and when élite universities in various parts of the world become more representative of their general population; the stated desire of most of these institution, virtually all of which are nationally funded entities that must justify their public subsidies. This paper explores the divide between poor and rich students, first comparing a group of selective US institutions and their number and percentage of Pell Grant recipients and then, using institutional data and results from the University of California, Student Experience in the Research University Survey (SERU Survey), presenting an analysis of the high percentage of low-income undergraduate students within the University of California system; who they are, their academic performance and quality of their undergraduate experience. Academic mobility is an increasingly crucial topic to the current and future dynamics of doctoral study and the professoriate. Much of the research has focused on US, UK and European contexts. This research explores academic mobility and the manifold issues that arise between the jurisdictions of Canada and the US, in ways that parallel and diversify previous research based on various understandings of mobility. The qualitative perspective is grounded in a reflective narrative approach that enables exploration of powerful themes. The findings indicate that there are costs, tensions and benefits to academic mobility that serve to emphasise specific personal and professional elements to the pursuit of academic life that need explicit articulation. These findings encourage additional scholarly and practical attention to the changing nature of doctoral study and of academic work and life across jurisdictions. [ABSTRACT FROM AUTHOR]

This article makes an explicit comparison between the reconfiguration of tertiary language education in Europe, the USA and Canada. It argues that, despite certain minor differences between continents, the same trends are operative across the Atlantic. It then examines each of them, illustrating how similar forces are at work in shaping higher education language teaching, how analogous policy frameworks are being employed to channel them and how parallel challenges and responses can be detected transatlantically. The debate in the UK about the continued existence of the honours degree classification led to a survey of the assessment regulations in 35 varied higher education institutions. This revealed considerable variation in the way in which honours degree classifications are determined, and also in the handling of weak performances by students. Such variability, deriving from a system in which institutional autonomy is to the fore, raises a question about equitability in the treatment of students. Twentieth century governance models used in public universities are subject to increasing doubt across the English-speaking world. Governments question if public universities are being efficiently governed; if their boards of trustees are adequately fulfilling their trust obligations towards multiple stakeholders; and if collegial models of governance are working in increasingly complex educational environments. With declining public funding for tertiary education, growing international competition among institutions of higher learning in our information age and worrisome evidence of dysfunctional governance, critics question if established governance structures are able to meet these and other challenges. Some insist that members of faculty are most suited to govern public universities because they appreciate the vision and mission of the university. Others demand that boards of governors be skilled in financial matters and drawn primarily from corporate life. Yet others call for governance based on trust and confidence between those who govern and those who are governed. The article evaluates competing trends in models of university governance in the United Kingdom, the British Commonwealth and the United States. Arguing against a one-size-fits-all model, it sets out specific factors to consider in reforming governance models to meet the demands of our times. [ABSTRACT FROM AUTHOR]

There are increasing calls in the UK and other countries for deregulating universities so that they can better compete in the global market for higher education. Frequent allusions are made to the superiority of the US market-oriented system. But is market competition for first degrees in the US efficient for the larger society? Do the constantly increasing social expenditures for higher education in the US benefit the public interest or do they advantage certain students and faculty members? Two recent economic studies provide greater insight into the impacts of market competition on US higher education. Higher education managers are under increasing pressure from governments to reduce costs by adopting more flexible staffing practices and tensions can arise as institutions seek to sustain motivation and morale across a diversifying workforce. This paper considers how institutional management and governance practices facilitate innovative developments whilst also providing a supportive and inclusive environment. It draws on interviews in seven institutions to describe three models that reflect integrated, private-sector and partnership approaches, exploring the implications of these for the psychological contract between institutions and their staff, including different interpretations of the employment package; the establishment of processes that are seen as equitable and transparent, although not necessary identical; and the adoption of a range of communication channels, both at the level of the individual and collectively. This article provides a comparative analysis of the systems used for the "accreditation" of degree-granting institutions in the USA (accreditation) and the UK (audit). The authors begin by outlining the similarities and differences between the two processes. They point out that audit is not the subject of political controversy in the way that accreditation currently is. However, they add that this does not necessarily mean that all is set fair and potential sources of disturbance are highlighted. The article then considers what changes can be expected in the two processes as a result of increased market pressures, and whether such changes will make them more effective vehicles for quality improvement. An alternative approach, which would involve merging the regulatory role of the QAA with the regulatory functions of the Funding Councils, as part of a complete scheme of risk assessment, is suggested. The article also asks to whom the accrediting agencies in both countries are accountable for their work. According to the authors, neither process is foolproof; both can be manipulated and are open to abuse. In addition, it is argued that on neither side of the Atlantic are there currently adequate arrangements to "inspect the inspectors". The authors conclude by warning that with the growing tendency to resort to the legal process, more questions will be asked about the accountability of those whose judgements are being questioned. In their view, the stronger the market pressures, the greater will be the recourse to legal process in both countries.
