Is the ideal of a one‐size‐fits‐all university model—where universities are capable of successfully performing all competencies simultaneously—ever achievable? Has the balance between teaching and research activities grown even more fragile or is such a balance unfeasible? In this paper, we review studies of institutional diversity in higher education and bibliometric analyses. We prose a two‐dimensional typology based on diversity in teaching and research by scientific fields. We investigate the diversity in teaching and research, respectively, at the disciplinary level and address whether these primary activities mirror each other. As a measure of mismatch between the two activities, we assess the distribution of students and publications by scientific fields through a clustering analysis. Our study of higher education institutions (HEIs) in Russia reveals that private universities are less diverse both in research and teaching and have high teaching intensity compared to state universities. This paper analyses international student prospectuses from twenty‐two Japanese universities involved in the Top Global University Program (TGUP) to examine how universities in Japan present and understand internationalization. International prospectuses were analysed using qualitative text analysis to generate a series of themes connected to university internationalization. Different categories of TGUP participant universities were compared to better understand the differences between how different participant types present and understand internationalization. The findings suggest that while there are differences between participant types and individual universities, overall, there appears to be a tension between understanding internationalization as an authoritative, university‐centred activity and as a student‐centric activity in which students are active participants. Furthermore, it found that although rankings are an important aspect of the TGUP, few prospectuses mentioned rankings. The paper suggests possible reasons for this omission based on the TGUP participant type. In the last three decades, the role of higher education institutions (HEIs) in employability skill development has been emphasised in UK national policy. Within the same time frame, internationalisation has emerged as a key strategy in higher education (HE), nationally and globally. However, the connection between the internationalisation of higher education and developing graduate employability is an understudied area of research. This paper addresses an identified gap in extant literature by examining the intersection of internationalisation, employability and the international student experience. The paper focuses on non‐EU international students' perspectives which is neglected in dominant discourses on employability. Thematic analysis of data collected from 36 semi‐structured interviews with students from 11 non‐EU countries reveals the importance international students place on employability development opportunities during their study abroad. The findings highlight how international student agency is enabled or constrained within the affordances of international HE, and the implications for employability policy development in an increasingly internationalised context of the delivery of higher education. In Georgia, the question of academic freedom emerged only after the country gained independence from the Soviet Union in 1991 and its universities could begin reckoning with a heavy past of ideological pressure, censorship, governmental control and top‐down management. Despite official declarations of the right to academic freedom and its recognition within Georgia's legal framework, actual practice in the country's higher education system tells a different story. The paper draws on qualitative data obtained from sixteen academics representing diverse institutions and disciplines, as well as the secondary data including educational legislation, government regulations, ministers' decrees, various reports from non‐governmental organisations, think tanks and media archives. The findings of this paper reflect how academic freedom is understood in Georgia and two major threats to its exercise in universities, namely, interference from external politics and internal managerialism. We argue that academic freedom as a concept does not yet have its own place in Georgia's higher education system, protected de jure but with different de facto realities. The paper sheds light on how Soviet legacies of self‐censorship, hidden mechanisms of control and a culture of conformity continue to create tensions inside universities and an environment in which academic freedom cannot flourish. To ensure the widespread dissemination of information and to foster interaction and dialogue with users, higher education institutions need to develop an active profile on the social networks. This paper analyses the influence of universities' posting strategy on their followers' engagement (reaction, virality and conversation) by measuring the level of activity and type of presence on their social networks. A content analysis was conducted to analyse 90,000 posts by 70 universities from Europe, the United States and Latin America on their institutional profiles on Twitter, Facebook and LinkedIn. The universities' posting activity on their social media is moderate (with an overall mean of 7.04 posts per day), but the interaction rate is very low (0.237), far below the recommended levels of engagement. Notably, increased activity by universities on social networks does not lead to greater engagement but points to an inverse relationship between the two. Our findings also indicate that university‐created content (UCC) achieves a higher level of engagement (x¯ = 169.41) than university‐shared content (USC) (x¯ = 126.18). Limited scholarly work has been conducted on obtaining equal opportunities to participate in employability‐related programmes by international students while studying in Australia. Drawing on a qualitative study, 20 South Asian postgraduates were interviewed to explore their experiences in accessing employability‐related programmes. Based on the findings, South Asian graduates have experienced unequal opportunities in accessing employability‐related programmes as postgraduate international students in Australia. They are disadvantaged by generic career advice and resume assistance offered by their university career office, and companies invited to university career fairs offer internships, placements or graduate programme opportunities mostly to domestic students. As a result, South Asian graduates were unable to gain employment in their field of studies. South Asian graduates have also offered several useful recommendations to facilitate more equal chances of developing employability and thereby gaining successful employment in Australia. These include partnerships with companies in providing employment opportunities, diversification of university career office roles, and establishing connections with alumni. Campus crisis management remains an understudied topic in the context of COVID‐affected higher education. In this paper, we contrasted the ability to tame the wicked problems brought by the pandemic of COVID‐19 in private and public universities in Bangladesh, Cambodia, Colombia, India, Kazakhstan, Uganda, and Ukraine. The cross‐country analysis and diversity of institutional types allowed us to consider a wide range of challenges faced by academic leaders and their institutions during the global pandemic. By drawing on institutional policy reviews and interviews with university administrators, we have examined tensions between the human and institutional agencies on these crisis‐stricken campuses given differing institutional coupling, sizes, resources, and missions. The focus on agential co‐dependencies and institutional coupling lays the ground for conceptualizing campus crisis management as a culturally specific construct in the context of higher education affected by the global pandemic. The article focuses on papers related to higher education published in the October 2003 issue of the journal "Higher Education Quarterly." Separately the papers trace the recent history and development of college-based higher education in each territory, England, Scotland, Wales and Northern Ireland. The papers were presented at an invitation seminar held at The British Academy on June 12, 2002. Apart from the growing interest in home international studies and comparisons, especially in the post-devolution period, there were a number of contemporary policy reasons for focusing on this theme.

During the last decades, there has been increasing interest in the role of the university as a key stakeholder and agent in innovation and regional development. In the face of new technologies, especially growing digitalisation and new societal and economic challenges, this paper proposes to reconsider the role of the university in the innovation system. More particularly, we introduce the idea of a business model for the entrepreneurial university of the future and develop nine conceptual theses. The theses are based on four elements of a business model concept: value proposition, creation, delivery and capture. The paper proposes a metric, the research quality index (RQI), for assessing and tracking university research quality. The RQI is a composite index that encompasses the three main areas of research activity: publications, research grants and higher degree by research activity. The public availability of such an index will also facilitate benchmarking (internally, competitively and generically) by academic units in universities. This has become an important activity in Australia with the proposed introduction of the Research Quality Framework (RQF) as the future research funding mechanism for Australian universities. The RQF is a quality-based system that will replace the existing funding system that is focused on the volume of research output, not quality. Benchmarking, using the RQI, will allow academic units to track their progress towards their quality targets and facilitates internal and competitive benchmarking, allowing academic units to assess the efficacy of their research quality enhancement strategies and policies on an annual basis. The paper illustrates the compilation and operation of the RQI. The RQI is a short-term tracking methodology for use in between the cyclical major research quality assessments. The study tests 3 research hypotheses on the teaching‐research nexus using the administrative data of the HSE University in Russia for 7 years. We confirmed the hypothesis that a lower classroom teaching load is associated with higher research output. Undergraduate courses have a relatively higher negative effect, especially on the probability of producing research output at all. A higher concentration of teaching in some semesters or quarters looks rather ineffective as a way to stimulate higher research productivity. Only a moderate share of English‐taught classes (about 20% of the teaching load) is associated with higher research output and only for publications in good international journals. The empirical part of the study is based on zero‐inflated Poisson and zero‐inflated negative binomial models. This study comes to contribute to the development of literature discussing a mechanism and possible implications in teaching load composition as an essential part of the academic contract. League tables of universities that measure performance in various ways are now commonplace, with numerous bodies providing their own rankings of how institutions throughout the world are seen to be performing on a range of metrics. This paper uses Lyotard's notion of language games to theorise that universities are regaining some power over being placed on league tables by creating narratives that manipulate their rankings to promote their own strengths. This paper examines the findings of a study involving university responses to global rankings throughout 2016 produced by two major ranking bodies, Times Higher Education and QS Top Universities. The existing literature has established that ranking tables can be used as a vehicle for humiliation and can produce terrors for all those involved. Thus, the significance of this study's findings is in new ways of theorising university responses to appearing on league tables at a time when academia is a high-stakes activity where institutions' abilities are measured and reported on at a global scale. Official figures from the Home Office show an increase in mobility of the highly-skilled from the United Kingdom ( UK) to other European countries. This paper analyses the social composition of intra- European mobile graduates from the UK in the context of recent political developments ( Bologna- Process, European Higher Education Area). Using quantitative and qualitative data from a longitudinal study of students and its follow-up study, the paper compares the social composition and current activity of intra- European mobile graduates with those remaining in the UK. Personal and higher education-related variables together with the current type of employment were significant for the distinction between intra- European mobile graduates and ' UK stayers'. UK-educated mobile graduates were identified as ' Eurostars', who come from high social classes or studied at high tariff higher education institutions. Mobility was identified as one way for UK-educated graduates to avoid employment in non-graduate jobs and add further value to their undergraduate degrees. [ABSTRACT FROM AUTHOR]

In the last 30 years, different economic, political and social changes have taken place in the university sector and this has led to an extensive reform to meet the new societal challenges that these institutions are facing today. This emphasises the social dimension of universities and their important role in society as educators of future leaders and policy makers. This reveals the need to integrate social responsibility principles into the mainstream functions of universities. In view of these comments, this paper offers a review of the literature about university social responsibility during the period from 2000 to 2015. The objectives of the review are to: explore patterns in publication outlets; collect, scrutinise and critically analyse the current literature on this field; to identify gaps in the literature and make recommendations for further research in this field. This paper concentrates on the expansion of Finnish higher education between the 1960s and 1970s, exposes its background in the light of the policy decisions that were made, compares the unique features of this expansion with those of certain other countries, discusses the impact of the controlled 'top down' governance of higher education policy, and describes the Finnish higher education system today. The paper argues that the driving forces behind universal mass higher education were, on the one hand, changes in the structure of society, and on the other hand, individual demand for education but also increased need for skills in production processes. This was the case in Finland as well but the Finnish higher education expansion was also characterised by regionalism. This paper attempts to offer a critical examination of the notion of student support in higher education in the UK. It compares some of the key ways in which student support is understood across the sector and contrasts a humanistic view with understandings driven more by instrumental and therapeutic concerns. The possible risks and effects that could be associated with these differing understandings are also examined. Against this background, consideration is additionally afforded to international students studying at UK universities. UK higher education is undergoing a period of significant change that generates a series of tensions and difficulties for universities and university leaders. This paper explores these tensions through analysis of findings from a study comprising 152 semi-structured face-to-face interviews in 12 UK universities. Building on from theories of ‘distributed leadership’ in schools, five main constituent elements of leadership practice in higher education are identified (personal, social, structural, contextual and developmental) and explored to show how they shape perceptions and experiences of leadership. The paper concludes with a refined model that teases apart the multilayered nature of higher education leadership at individual, group and organisational levels. In particular, it is argued that ‘social capital’ and ‘social identity’ act as important bridges between individual agency and organisational structure and that although widely distributed, higher education leadership may be best regarded as ‘hybrid’. In the UK, the popular use of league tables in assessing the comparative standing of universities has escalated to such an extent that most UK national newspapers now publish them. A review of literature to date suggests there has been little academic research undertaken to establish the value of such tables or to assess their impact upon student application rates. This paper explores the relationship between league position and application rates in the UK, using rankings from the Sunday Times as an example, with important lessons for higher education across the globe. Results show that in the period when league tables were newly introduced, there was a significant negative association between league table position (ranked from highest to lowest) and the change in application rates (that is, the higher the league position, the faster the growth in applications) an association that subsequently weakened and may have even have reversed. The paper goes on to explore the notion of various divisions within the overall league table, suggesting that there are effectively two ‘selecting’ divisions, typically choosing from a surplus of applicants, and two ‘recruiting’ divisions, typically working to avoid an applications shortfall against target numbers. This paper examines the impact of entrepreneurial initiatives within universities on scientific careers. Based on the career accounts of university-based bioscientists involved in a government-sponsored entrepreneurship training initiative, the paper explores the concept of academic entrepreneurialism. Three groups were identified in the data. First, academic entrepreneurs, who tended to be more experienced scientists and were now able to capitalise on their science. Second, those interested in technology transfer, who saw their career path taking them away from science, and finally a group of younger scientists who were trying to develop their career capital but were unsure what direction their career would take. The aim of this paper is to analyse the changes in Australian higher education policy over the past two decades. Using frame analysis, two shifts in higher education policy are identified. The first is in the late 1980s where the view of higher education as having a broad social, economic and cultural role was changed to one that emphasised expansion, marketisation and competition. The second is currently taking place in which universities are becoming seen as business competitors in a global higher education market, and as such, privatisation and deregulation are centrally important. This paper demonstrates the usefulness of frame analysis as a way of examining the systemic effects of policy decisions in a way that draws together and uncovers how the various and complex forces of government policies and broader social and economic events combine to create the difficult terrain through which universities must now plot a course. Given the emerging interest in institutional positioning and to augment the small number of empirical studies in this field, this paper presents discussion about how Finnish universities of applied sciences implement their profiling strategies. The analysis is based on an examination of documents recently submitted by these institutions when reapplying for operating licences. The paper discusses how institutions refer to their positioning statements when introducing or responding to changes in their internal or external environments and questions whether or not positioning paves the way to strategic actorhood. The results suggest that the universities of applied sciences that most often refer to profiling statements have built different kinds of networks to support their positioning activities. Moreover, they have made considerable structural changes to implement their positioning strategies. The restructuring of human resource capacity required to execute the positioning strategy is discussed in the reapplication documents, albeit with a lesser emphasis. [ABSTRACT FROM AUTHOR]

This paper examines the idea of the university from the first-in-family enabling students' perspective. It provides an overview of the current crisis of meaning in scholarly commentary that points to a spectrum of meanings about the university. This spectrum ranges from the ancient imaginary of the monastic university as 'ivory tower' to the instrumental idea of the entrepreneurial university. The analysis then reports on the idea of the university in over 40 interviews and surveys of first-in-family enabling students who attended two large regional Australian universities in 2014. Their metaphorical understandings of the university constitute a powerful imaginary about what a university is and can do for individuals and the wider society. For many, the resolution of the individualistic passion for knowledge of 'ivory tower' studies and the commitment to the social and economic usefulness of the fully engaged entrepreneurial university can be found in the pursuit of the passionate career. Research in universities has undergone significant restructuring in the last decade and a half. Much of this restructuring stems from government policies aimed at harnessing research towards the goals of national wealth creation and improved quality of life. A key strategy in achieving these goals is making research relevant to 'users' typically defined in terms of business. Although many have commented on the tensions that arise from incorporating the notions of users and relevance in the natural and physical sciences, these have received little attention as they apply to the social sciences. Commitment in the knowledge‐intensive sectors has today become a key organisational dilemma as well as a serious managerial concern. In the university setting, faculty members' commitment to various stakeholder bases and the subsequent implications have hitherto been studied only to a limited extent. Through a quantitative survey, this paper studies university professors' various modes of commitment and investigates the role of university brand in the context of Iranian universities. The findings reveal that university professors with higher level of professional commitment tend to be more organisationally committed. This paper evaluates the economic impact of a university in a country characterised by the scarcity of significant data and quantitative information. It uses an input–output model that permits the use of gross domestic product (GDP) deflators to portray the economy of years following a year for which a complete data set input is possible. Using commonly available administrative data, the model not only allows for the calculation of monetary multipliers but also employment multipliers that play a major role in the educational sector. The study highlights the role of Higher Education in promoting economic development, even under difficult political, economic and security conditions, where lack of stability is the norm and aims to demonstrate that not only well‐known historically grounded universities have significant economic impact but also smaller emerging universities play an important role in the development of their national economies. Leadership development (LD) activity and its effectiveness has not been explored rigorously across changing university settings globally. As Higher Education settings change radically throughout the world, Higher Education professionals are operating in more uncertain environments, and leaders are taking increasingly complex and diverse approaches to their leadership roles. LD activities therefore become important in supporting this highly complex context, yet little is known in the literature about LD and its impact in Higher Education. We examine peer‐reviewed work on LD in Higher Education settings globally to understand what may be learned about its content, processes, outcomes and impact. Our results suggest the current literature is small‐scale, fragmented and often theoretically weak, with many different and coexisting models, approaches and methods, and little consensus on what may be suitable and effective in the Higher Education context. Expertise is under sustained interrogation. We see it in so‐called edu‐scepticism and pessimism about graduates' apparently diminishing employment prospects, challenges to the role of Higher Education institutions as arbiters of knowledge and post‐truth rhetoric more broadly. This paper examines how the PhD is being discursively positioned in this context. We ask what these changing conceptions of expertise, education and work mean for how PhD‐level expertise is understood. Drawing on a range of sources, from the scholarly to the wider media, we draw together five exemplar models of expertise to expose the transforming ratio between generalist, transferable skills and specialist knowledge. The evident diminution of specialisation raises numerous issues for the PhD as it is increasingly called upon to serve multiple and potentially contradictory needs: an innovation society on the one hand and the discipline on the other. This paper proposes a benefit of the doubt (BoD) approach to assess the research performance of 37 public Australian universities based on data from 2015. The primary activities of Higher Education institutions are teaching and research, but the prestige of a university depends mainly on the results of its research activities. The BoD method is rooted in the data envelopment analysis methodology, which enables the flexible and data‐based assignment of weights to aggregated variables. Full weighting flexibility, however, allows zero weights, which can lead to unrealistic results. For this reason, the proposed model has been supplemented with additional weight restrictions. The assessment considers key performance factors: number of publications and citations; number of completed doctoral degrees; amount of research grants; and percentage of science graduates. Unlike earlier research on Australian universities, this study uses the number of publications and citations from the Web of Science database. The results provide a ranking of universities and recommendations for decision makers regarding the direction of future improvement actions for the worst‐performing universities. Many new graduates are finding it difficult to obtain graduate-level work and impossible to break into the sectors they were aiming at. In order to address this, higher education institutions are examining the methods they use to enhance student employability and deploying various measures to grow and strengthen this activity, with an increasing focus on providing work experience. One popular way of doing this is via internships (placements). This paper examines the context in which work experience has come to the fore as an approach to enhancing employability by interrogating recent research and policy related to this agenda. Employability is presented as an on-going debate that cannot be viewed as a finite entity but must move and develop with the market, society and the global situation. In addition the paper closely examines a graduate internship programme in a university in North East England. Comparing and contrasting findings from this scheme, with other examples of experiential learning through work experience, provides some evidence to suggest the value of internships and furthermore supports some formative ideas about how internships might be developed to best serve those taking part in them: interns; employers and universities. Although not new, the concept of internationalisation, the inclusion of intercultural perspectives and the development of cross-cultural understanding, has gained particular currency and support across the United Kingdom ( UK) higher education sector over the last decade. However, within the academic literature, as well as within institutional policy and practice, there has been little disaggregation of the concept of 'culture'; rather there appears to be a tacit belief that all aspects of students' cultures should be valued and 'celebrated' on campus. Through the stories told by fifteen Sikh, Muslim, Jewish and Christian students studying at a UK post-1992 university the paper highlights the ways in which religion, a fundamental aspect of the cultural identity, values and practices of many students, is rarely recognised or valorised on campus. This lack of recognition can act to 'other', marginalise and isolate students and thus undermine the aims of internationalisation, in particular cross-cultural understanding. The paper concludes by arguing that religion should be considered within debates around internationalisation so that all students are represented within a multicultural institutional ethos and to ensure meaningful cross-cultural engagement for all students. This study explores higher education research in Asia. Drawing on scientometrics, the mapping of science and social network analysis, this paper examines the publications of 38 specialised journals on higher education over the past three decades. The findings indicate a growing number of higher education research publications but the proportion of Asian publications in relation to the total world publications in higher education research remains stationary. The higher education research community in Asia is heavily concentrated in a few countries and universities, resting on a relatively small number of core scholars who publish research in the international specialised higher education journals. This paper examines changes and developments in institutions' internal governance during the last decade, identifying points of continuity in the policy and political environment in the United Kingdom as well as points of difference. External drivers are discussed as part of the increasingly dynamic and volatile operating conditions for higher education. Institutions' internal governance arrangements are presented within a framework drawn from Clarke's studies of entrepreneurial universities. The final section of the article argues for a re-interpretation and strengthening of collegial forms of governance, using models and examples drawn from innovative private sector companies that can indicate useful directions for higher education institutions so that they are better fitted to meet 21st century challenges. With the exception of lecturing staff, research on occupational groups and cultures within the UK higher education system is relatively sparse. This paper focuses upon one specialist group, to-date under-researched but which plays a central role in contemporary higher education administration: graduate research administrators. This occupational group is of particular interest as its members administer and manage an increasing complex and key area of university life, which in many cases appears to span the putative occupational divide between ‘academic’ and ‘administrative’ work. Based upon qualitative interviews with 27 research administrators, and using some of Bourdieu's conceptual devices, the paper analyses particular kinds of informal occupational knowledge and practice, necessary in order effectively to ‘do’ the complex task of research administration in the pressurized environment of contemporary British higher education. Significant factors within UK higher education include explicit competition, regulatory demands and pressures to maintain student numbers despite tuition fee increases. Universities have responded by more actively managing finances and quality but seemingly not staff time. This paper sets out findings on the processes and practices surrounding academic workload allocation (WLA) in universities, based on 59 detailed interviews from a cross section of staff. The main findings from this research are that there are a huge variety of different practices surrounding WLA and much potential for improvement. The approaches observed can be seen to work in a continuum from informal to partial, to the more comprehensive. The increasing dominance of an economic ideology of higher education, that its principal role is to contribute to national competitiveness, has increased focus on the employability of graduates and their transition into the labour market. Drawing on a major study of the early career paths of 1995 graduates from 38 UK higher education institutions, this paper looks specifically at graduates from business and management programmes. Such graduates would apparently be attractive to employers seeking to recruit degree holders with specific transferable skills who might be expected to ‘hit the ground running’ once in organisations. The paper seeks to address the question of what effect holding a business degree has on the employment outcomes in comparison with other degree disciplines and whether or not there is any gender effect upon relative success in the labour market. With nearly two million students and over 100 higher education institutions (HEIs) in a relatively small country, it might be thought that locational issues were not of much significance in English higher education. This paper argues to the contrary, by exploring the distribution of students (full-time and part-time, undergraduate and postgraduate) and HEIs at the level of regions, counties and urban areas. It is concluded that the distribution of higher education opportunities remains skewed and hierarchical. The implications of this for widening participation policy are considered. In many countries today, public higher education operates within some form of market framework, typically a government-regulated quasi-market. However, having created a market environment, how should the government agencies involved act when they wish to use higher education to achieve a particular policy goal? This paper considers the impact on the English higher education market of an initiative by the national funding agency to expand Chinese studies. It is argued that, in an already competitive market, this intervention led to the misallocation of resources because it encouraged universities to expand provision in ways that they would not otherwise have done. As a result, although some effective new provision resulted, excess capacity was created overall. It can be argued that the collective understanding of the universities about this specific market was more accurate than that of an expert committee advising on national provision. The Lambert Model Code of Governance proposes to institutionalise the dominance of governors from commercial and industrial organisations as core members of compact and effective boards controlling UK universities. It is the latest expression of a fashion for viewing university governance as an overly-simple example of an obsolete system, where overweening and obstructive committee systems inhibit universities from achieving more significant and business-relevant activity. In this paper university governance is analysed in terms of classic agency analysis, in the Jensen and Meckling tradition. This suggests that governance of and in the system is complex and that, although inherited structures may indeed be deficient, the prescription of the Lambert Review is profoundly flawed and would be unlikely to achieve improvement in UK universities’ competitiveness or attainment of mission. This paper considers tensions between‘corporate’ models of governance focused on the governing body and more traditional,‘consensual’ academic approaches. It argues that despite these tensions, a decline in the role of the academic community in matters of institutional governance (‘shared governance’) is neither desirable nor inevitable, and that successful academic participation is possible through a combination of the corporate and consensual modes. Tracing a decline in academic participation from its height in the 1970s, the paper evaluates the problematic nature of more recent corporate approaches to university governance and the work ofand Deem is used to reflect on‘tensions between the logic of managerial control and the conventions of professional autonomy’ (, p. 52). A series of reviews over the past six years– from Dearing () to Lambert ()– have addressed the question of whether the structure and process of‘governance’ in higher education is fit for modern times. This is a proper question to ask as operating environments change and pressures on institutional resources increase. Indeed, it is not coincidental that both the recent government-sponsored reports and those of the previous decade (;) were associated with significant financial changes in the sector. There are further parallels in that both the reports of the 1980s and those of the later period heralded legislative changes that produced– or will produce– new patterns of higher education provision in the UK (;;).The messages from the reports and White Papers (;;) published in this twenty-year period have remained broadly similar, even though the wider environment has altered significantly.‘Increase efficiency, find new sources of income and improve performance across an ever-widening range of activities and services’ have been the watchwords of successive governments. Given the consistency of the message, it is useful to analyse the changes that universities have been making to meet these requirements and to consider what further changes may be needed in the light of new external challenges. The first part of the paper offers a historical perspective before addressing the evolution of leadership roles and management structures from the late 1980s. The second part considers some of the current drivers of internal and external change before discussing the kind of changes in internal governance that are emerging and that should be considered for the future.
