As land is one of the most important production factors in rural areas, it is becoming an important challenge for rural revitalization strategy to realize land value and promote the socioeconomic development of villages through the collective action of self‐organized collective land use. Various studies have discussed the relationships among land governance, rural revitalization and self‐organization, but few studies have focused on village cadres' roles and village rules. This paper aims to establish an analytical framework to explore these two operating mechanisms of self‐organization in collective land use. Two villages in eastern China and one village in western China are selected as typical cases to demonstrate how collective land use is self‐organized by village cadres' roles and village rules. The results indicate that village cadres play roles in the entrepreneurial spirit and resource access capacity to promote village economic and social development. In the utilization of collective land for farmers to live in peace and work happily, the configuration of rules at the village level to regulate the behaviour of villagers is a qualification on demand and "see who can take part", cost sharing and benefit sharing, graduated sanction and supervision. The analysis in this article may provide an understanding of the mechanism driving the promotion and improvement of land self‐organization, which has important policy implications for China and other developing countries adopting this mode to promote regional economic development in rural areas. The spatial system of rural residential areas is a key carrier to support the high‐quality development of rural residential areas. The effective identification of the space quality and its coordinated characteristics of rural residential areas are helpful to provide scientific basis for rural revitalization. From the perspective of space, the high‐quality development of rural residential area may be seen as a state of spatial coordination aiming at rural revitalization under the high‐level development of material space and social space. Taking Ningjin County of Shandong Province as the research area, this paper discusses the quality characteristics of rural residential areas in plains areas through representative case studies. For this purpose, the quality of material space and social space of these areas, and their coordinated development patterns, are obtained using the entropy weight TOPSIS, the mutual exclusivity matrix, and the coordinate quadrant method. Finally, the paper provides an identification of barriers by the obstacle degree diagnosis model and then proposes some quality improvement strategies for rural revitalization. The results show that: (a) The quality of material space and social space of rural residential areas in Ningjin County are medium and high. (b) The coordinated development patterns of material‐social space of rural residential areas in Ningjin County are characterized by medium‐quality‐led, low‐quality second‐class, high‐quality less. (c) The obstacle factors of high‐quality development of rural residential areas in Ningjin County are mainly reflected in the four dimensions of living space, production space, cultural space, and communication space. (d) Rural revitalization in Ningjin County can be achieved through the coordinated optimization of high‐quality development patterns, the focused improvement of medium‐quality development patterns, and the comprehensive consolidation of low‐quality development. In global pattern reconstruction, ecological civilization construction and integrated urban–rural development in the new era as well as outlining a new framework for rural development and promoting efficient operation of the coordination mechanism for rural development are urgently required. This paper considers three northeastern provinces of China as an example, attempts to analyze the relationship between the subsystems of rural development, and examines the coupling coordination mechanism of population, land, and industry money in the four‐dimensional system. It explores the evolution path and defects of rural development in Northeast China under the background of transformation from a systematic perspective. We found that the coupling degree of "population‐land‐industry‐money" in rural Northeast China is high, while the coordination degree is low. The degree of spatial and temporal differentiation of the coupling coordination degree gradually increases, and the rural development of each province is highly unbalanced. The results also indicate that the main reasons for the low level of the coupling coordination degree are improved land development levels, a relative shortage of labor force, backward industrial development, and increasingly weak rural investment levels. Finally, this paper illustrates that the main solutions to rural revitalization are stimulating rural investment through policies and promoting the revival of agriculture, with financial support as the starting point, before establishing the linkage and mutual feed development of "population‐land‐industry‐money" in rural areas. As rural decline sweeps the world and draws public attention, it becomes necessary to consider the relationship between urbanization and rural development. The paper investigates this topic in China for the period 1989–2018. The research results find positive contribution of urbanization to rural economy in the research period but with a decreasing tendency. Compared to less developed areas, rural economy of developed regions has become less dependent on cities and can flourish in a larger context with the support of modern transportation and telecommunication technologies. However, those peripheral rural areas tend to face continuous and large‐scale rural–urban migration which has aggravated rural decline. Rural economic growth helps to decrease rural outmigration and people will stay in their hometown with available job opportunities to raise their families and maintain livelihood. Urban expansion and the demand for sustainable regional economic development make rural land a resource base for spatial regeneration, transformation, and upgrading. From the perspective of land development rights, this paper analyzes the rural spatial transformation mechanism and rural governance logic in Fenghe village, Guangzhou. The results show that: (1) Fenghe village has experienced three stages of rural forming development, "hollowing" and space transformation. The subject of land development rights has shifted from rural collectives and villagers to external capital enterprises. Rural development pathways and land‐use patterns have changed from single to diversified. The space presents trends of community, commercialization and modernization. (2) Changes in the subjects of land development rights have caused the diversification and transformation of rural space. Homesteads, idle agricultural land, industrial formats, and infrastructure have gradually become standardized, market‐oriented, diversified, agglomerated, and systemized. With the diversification, complexity and consumerization of rural living groups, social relations, subject connections and rural spaces tend to be modern development models. (3) The reconstruction of rural space contains the logic of capital games and negotiated governance. This paper advances understanding of the process and mechanism of endogenous inclusive development of information and communications technology (ICT) solutions. We present a case of a bottom of the pyramid (BoP) community in a rural area in China, which has achieved sustainable furniture e‐commerce development independently. The case study demonstrates that e‐commerce development in a disadvantaged area can start from a seed business model targeting a niche market with simple products, which will incur low costs and low skill requirements for entrepreneurs, and is thus able to scale up within local BoP community. In the second stage, BoP entrepreneurs must engage in intensive learning from the seed entrepreneur and other early movers to gain the required capabilities for operating the seed business model. In the last stage, BoP entrepreneurs need to focus on business model innovation and scoping, and form a local value chain and ecosystem for e‐commerce development. Throughout the e‐commerce development process, a seed entrepreneur plays specific critical roles at each stage. This paper focuses on the particular role of the national setting for the economic resilience of regions during the resistance and recovery phase. Our empirical set‐up introduces a spatial hierarchy of 249 NUTS‐2 regions nested in 22 European countries while it includes numerous recessionary shocks from 1990 to 2014. Our results suggest that the impact of the national setting is strongest during the resistance phase when the national level accounts for up to 44.9% of the variance in regional GDP development. During recovery, however, the national share decreases but still amounts to no less than 22.0%. Apart from the direct effects that originate from, for example, regulatory density and fiscal policy measures, the national impact takes the form of cross‐level moderation effects. These indirect effects indicate that the regional patterns of resilience are additionally shaped by the inter‐linkages of country‐specific institutional factors and regional determinants. A key problem of downscaling or transferring policies across regions is embedding these policies into a place for them to unleash the full potential of regional economies. This paper elaborates on the analytical framework of "institutional context" to bridge the gap between rich theorizations and poor empirical capture of institutions in studies of regional development. The institutional context is constituted by three pillars—regulations, organizations, and institutions—as well as by the interrelations between these pillars. Applied to the British region of Coventry and Warwickshire, a qualitative analysis of expert interviews finds institutional patterns of short‐termism, moderate levels of social capital and an embryonic relational infrastructure to constrain the place‐based strategy for industrial diversification. This regional case illustrates the more general challenge for regional policy in the UK of devising place‐based strategies under conditions of continuous rescaling of regional governance and the implementation of a new National Industrial Strategy. In conclusion, the analysis suggests a shift from "nodal" to "linking" policies that support cross‐network connections and help grow a regional field for collective action to cross‐fertilize knowledge and foster innovation and entrepreneurship in emerging industries. Abstract: The 3Ds, namely, density, distance, and division, are important for regional economic development and are integrated into a “3D” analytical framework in the 2009 World Development Report. Few empirical studies have examined the relevance of the 3D framework for explaining rural poverty in a developing‐country context. The effects of density on poverty are seldom studied, and distances to different layers of city centers on poverty may vary across different contexts. This paper aims to fill these gaps. Examining the case of Guizhou Province in China and adopting methods of the ordinary least square, instrument variable, and spatial econometrics, we find the evidence of the 3D framework for explaining rural poverty at the county level. Population density has a negative effect on rural poverty, while division, as measured by share of the ethnic minority population, has a positive effect. The effects of distance are mixed. Distance to Guiyang, which is the provincial political‐economic center of Guizhou province, has a negative effect on rural poverty, whereas distance to the local city center has no effect. One of the fundamental aspects of the economic and social viability of the local and regional areas of Turkey is the degree to which they have access to the wider national economic and social system. Accessibility is, therefore, of major social, economic and political significance in Turkey and it directly affects Turkey's regional growth and the quality of life in local communities. However, the importance of the economic and social viability of the communities is increasingly complicated in the face of rapid global economic recession. It is argued that countries need to develop knowledge economies to compete successfully as knowledge is a critical factor for growth. This paper integrates accessibility and the importance of knowledge creation in understanding local and regional economic development. This empirical study has shown that although there is a high correlation between the accessibility index and the population figures of Turkey, accessibility to knowledge differs across Turkish provinces. This paper examines the development of intermodal transport operations at freight villages in Italy. Quantitative data on public and private investment and ownership in each of the 25 Italian freight villages are analysed to identify relevant issues, which are then explored through five qualitative case studies. The research considers how intermodal transport stimulation links national modal shift policy with regional economic development strategies based on the promotion of logistics growth. The research identifies a misalignment between national and regional scales, as funding based on national policy does not align with port and freight village planning strategies developed at the regional level. From an operational perspective, this misalignment is exacerbated by the often adversarial relations between ports and intermodal terminals, in addition to the fragmented nature of the Italian freight sector. Even with a national policy to promote freight villages with intermodal terminals and a dedicated funding stream to support this network of approved sites, operational issues mean that establishing intermodal shuttles remains a difficult and marginal enterprise, particularly in the case of southern Italy due to its location on the periphery of intra- European freight flows. With substantial increases in labor and operational costs in the Pearl River Delta ( PRD), many firms in China have started to relocate their production plants to inland provinces. This change will not only affect the PRD ports, including Hong Kong and Shenzhen, but also ports in other regions, such as Shanghai in the Yangtze River Delta. However, systematic studies on regional transformation and port cluster competition have been found wanting. This paper undertakes an economic analysis on the implications of such a relocation process. Important features such as demand differentiation among ports and port clusters, hinterland access costs, intra- and inter-port cluster competition are considered in the economic model, and this allows us to identify market equilibrium and the effects of possible market dynamics related to the relocation process. Our analysis suggests that relocation of production plants away from the PRD would pose negative effects on ports within the region, and may favor other ports with more convenient hinterland access. Improvements in hinterland access would likely to benefit the port of Hong Kong, but it would be a mixed blessing to Shenzhen due to inter-port competition. A more competitive port of Hong Kong would certainly be in a better position to cooperate with port of Shenzhen. [ABSTRACT FROM AUTHOR]

This study explores key critical factors of waterfront port development ( WPD) by applying analytic network process ( ANP) and analytic hierarchy process ( AHP) to the Incheon and Bangkok ports, drawing certain implications. The major findings of this paper show that the ANP draws more stable, comprehensive, and consistent results than the AHP, and the ANP ranking results of the three cases, showed four common key critical criteria of WPD exist among the top five (i.e., accessibility under community function; connectivity under port function; maritime clustering, and transformation of the port/city interface under economic function). In recent years, the endogenous development ( ED) approach has gained influence within the rhetoric of European rural development policies ( RP). This paper provides a fundamental critique of the approach and shows that neither the economic elements of RP in general nor ED in particular are targeted towards the specific economic needs and capabilities of rural areas. The second part of this paper consists of the search for possible alternative concepts for a more targeted and effective RP. Based on a synopsis of existing theories, an integrated approach is proposed that builds upon the different coordination mechanisms for economic activity suggested by different theories. The new, integrated perspective enables an economic characterisation of rural areas and indicates that the successful support of local coordination of economic activity is determined by specific local conditions. It also makes evident that localised approaches usually cannot compensate rural areas for the lack of agglomeration advantages. Therefore, programmes for the economic development of rural areas which support the local coordination of economic activity remain a second-best policy. ABSTRACT Within the context of economic and social change in rural Australia, this paper identifies four structural dimensions of non-metropolitan communities that are shown to influence a range of areal and socio-demographic characteristics. The analysis shows that such influence is essentially maintained whether the social catchments forming the database are subdivided by State or by an equivalent number of landscape types. Also, although the dimensions influence both the urban and dispersed elements of the communities, the strength of the relationships is substantially greater if those elements are considered as a symbiotic whole. Throughout, net rural local density (as opposed to gross density) is shown to be a consistently important dimension of rural communities in relatively sparsely settled lands such as those of south-eastern Australia, supported by the important subsidiary influence of relative settlement dispersal and town size. Regional development theories have experienced a transition from Keynesian state-led economic development models to development based on public-private partnerships, innovation, industrial districts, etc. With the increasing concern for innovative milieu, products, process, organizational, and institutional innovations have assumed an important place in regional development policies. All these regional development paradigms have formed the basis of the initiation of a new process in regional development called the new regionalism, which includes cumulative efforts to revitalize local economic growth. In this paper, we identify technological levels of 26 NUTS 2-level regions according to the Organisation for Economic Co-operation and Development ( OECD)'s classification. Then, we develop an innovation and competitiveness index for Turkey by employing principal component analysis. In conclusion, we formulate some workable policy solutions and suggestions for regional economies in Turkey. According to the results, Istanbul is the most innovative and competitive region in Turkey. This paper looks at the factors driving regional growth in Mexico, paying special attention to the potentially growth-enhancing role of innovation and innovation policy. The analysis combines innovation variables with indicators linked to the formation of adequate social conditions for innovation (the social filter), and spillovers for 31 Mexican states and the Mexico City capital district (the D istrito F ederal) during the period 2000-2010. The results indicate that regional economic growth across Mexican states stems from direct investment in research and development ( R& D) in areas with favorable social filters and which can benefit not only from knowledge spillovers, but also from being surrounded by rich neighbors with good social conditions. The results stress that, although Mexican innovation policy has been relatively well targeted in order to generate greater economic growth, its relatively modest size may have undermined the attainment of its main objectives. Commuting ties between rural places of residence and urban places of employment are among the most visible forms of rural–urban integration. For some rural areas, access to urban employment is a key source of population retention and growth. However, this access varies considerably across rural areas, with distance representing a primary deterrent. In addition to distance, the size of the urban community will also influence rural-to-urban commuting opportunities. In this paper, using Canadian data, we empirically estimated the influence of local rural population and job growth on rural out-commuting within the urban hierarchy. We find consistent support for the deconcentration hypothesis where population moves to rural areas for lifestyle and quality of life reasons, while retaining urban employment. Further, we find some evidence that in addition to distance from the nearest urban center being a deterrent, increased remoteness from the top of the urban hierarchy exerts a positive influence on out-commuting. Recognition of these types of rural–urban linkages through commuting is essential in designing Canadian rural policy and targeted programs that may effectively support local rural populations. In particular, they point to the need to have reasonable transportation infrastructure for urban accessibility, which should be complemented by other “built” infrastructure to improve the livability of rural communities. Abstract This paper examines the relationship between quality of life, rural development, and several socioeconomic variables. The analysis utilizes data obtained from a survey questionnaire administered to a random sample of more than 2,000 residents in West Virginia, and spatial data obtained by geocoding the survey respondents’ addressees. Quality of life is measured by a three-point categorical measure of overall satisfaction, and development is measured by a goods and services availability index. A simultaneous ordered probit model is used to examine the relationships. The empirical results are consistent with the theoretical predictions and indicate a simultaneous relationship between quality of life satisfaction and rural development. [ABSTRACT FROM AUTHOR]

This paper proposes an evolutionary reading of rural development referred to cases of rapid industrial growth, where a strong concentration process has involved the main urban centers and the successful industrial districts. This territorial development pattern has gradually extinguished rural society and its institutional basis, creating a clear separation between new central and peripheral areas. The consequent effects on local economy and social dynamics reveal the long-term risks raised in terms of development sustainability. ABSTRACT Many counties in the mountainous areas of the western U.S. are experiencing rapid growth in population and income, even though extractive industries that served historically as their primary economic base are in decline. The purpose of this paper is to establish statistically the spatial determinants of population, employment, and income densities in 86 rural mountain counties and any changes in those determinants between 1985 and 1994. The results of this analysis indicate that densities are oriented to regional metropolitan centers and critical amenities such as ski areas, national parks, and universities or colleges. Negatively sloped density gradients with respect to distance from regional metropolitan centers suggest that the densities of settlement patterns beyond metropolitan boundaries are analogous to those within metropolitan areas relative to urban centers. In short, a tension apparently exists in locational choice; residents of the Mountain West desire to live near the beauties and amenities of the mountain landscape but do not want to entirely sever their urban ties. Because amenities are the primary attraction of mountain counties rather than employment in locationally dependent industries, at least some migrants must have relatively footloose forms of income.
